all. breaking news in the battleground tripoli rebel forces reportedly ends of the libyan leader's compound after heavy fighting backed by nato airstrikes. secret assistance british intelligence has reportedly planned the endgame for gadhafi regime guiding the rebels in their push on trip and. libyans joined in jubilation anticipating gadhafi skepticism that it may be too early to celebrate is just as widespread. and also reporting the e.u. oil giants flocking back to libya on a red carpet laid out by a self-proclaimed new government to reward those who helped get that.
12:01 pm
international news in comment live from moscow where it's just past eight pm and in tripoli six pm where there is breaking news that libyan rebels are reportedly inside colonel gadhafi tripoli compound and firing into the air in celebration after fierce fighting and now claim to control most of the capital three days after entering the city but still no one seems to know where gadhafi himself is hiding while on this footage from the capital we can see explosions there possibly caused by nato bombing raids casualties are said to be mounting after intense fighting or both electricity in tripoli has been restored after hours of a blackout colored after his son saif made a surprise public appearance proving wrong reports that rebels had captured him and
12:02 pm
let's get the latest developments on the libyan conflict from these she is on the libyan. border so what are the latest reports we're getting from the libyan capital. well the latest reports as you have just mentioned there is celebration on the grounds of the libyan leader's. leader khadafi compound. and apparently the libyan the libyan opposition are claiming that they have entered the compound are now celebrating the fact that have taken over the colonel stronghold however we have to keep in mind that the reports coming from the libyan opposition have been to say the least somewhat confusing over the past couple of days they have claimed to have arrested or apprehended the son who then made a surprise appearance showing that he was alive and well and definitely not been captured by the. rebels they have also been giving countries reports as to
12:03 pm
whether they have entered and have captured most of tripoli then about several hours later they go ahead and say that they are actually pulling out of tripoli because they consider it not to be safe there and all of this turmoil is happening and never ending fighting in amid nato bombing nato continues to bomb the libyan capital and say of course that khadafi is not their target at the same time they have been aiming at his compound they have been aiming at command and control obviously those both all of those are places very closely connected to the libyan leader also during the mayhem that's been literally taking over and ruling the day in the libyan capital journalists are finding themselves probably in probably the toughest situation of all they have been essentially very key didn't a hotel in the center of the libyan capital if you do not know what's going on the understand it's definitely not safe to get out as far as we know according to some
12:04 pm
of their accounts they're growing t.v. in order to make their lives a little bit better because they have no idea what's happening they do report of gunmen showing up at the hotel the also do not know who the gunman are and of course the during this entire time as you have also. mention of the whereabouts of colonel gadhafi are known there have been rumors that he might have left libya but of course gadhafi the leader himself showed a face and obviously explained that he's not going to leave his country and he's going to stay there. for as long as possible and course he continues to be defiant in saying that he's not giving up at the same time you also have rebels saying that they're very close to victory and very very confusing reports of who are about what exactly is happening in the libyan and living capital now of course there are also some. some. turbulent things happening at the border with
12:05 pm
tunisia where apparently libya apparently libyan armed men have been scuffles with the tunisian border patrol we do not know whether those have been deadly startles we some of the libyan men are believed to have been wounded at the same time you also have thousands of refugees pouring from libya into tunisia where they're all staying camps in the south of libya and the authorities here believe many more are to come as the fighting in the capsule continues and so this situation possibly could possibly could take turn for the worse because you may be looking at another humanitarian catastrophe if the libyan. libyan rebels continue to. to try and take over it libyan capital and nato will continue to bomb tripoli and this is the situation that we're facing on the ground in tripoli right now ok thank you very much indeed for that update and as we were talking to you we
12:06 pm
are bringing pictures from tripoli. as i say these are live pictures as we're hearing reports that good daffy's compound is indeed being stormed by the rebel fighters. now for more on the latest developments there in tripoli i'm joined live by dr lackies director of the german or an institute based in berlin thank you very much indeed for joining us well it's certainly a confusing situation at the moment we're getting conflicting reports from the rebels first they claim the capture of gadhafi sons and then what appears to be leading a counterattack and then for almost two days they were saying they are in control of the capital there that also turned out to be untrue and now we're hearing those reports of the gadhafi compound being breached and indeed we're getting live pictures of what seems to be happening there at the moment it is very difficult to know what's going on it is very confusing what do you make of the latest situation now. appearing to the rebels who are in
12:07 pm
a situation to advance nor to barboza zia to the big compound in which he might still be i mean he would be there in the bunker of the underground bunkers and not not on the surface still doing the last pin the rebels have advance somewhat to that part of the city the southwestern part of tripoli and i think we said that out to twenty percent of the city who are still are still in the hands of the soldiers and militia who are defending our feet so are you saying you are convinced that gadhafi could well be in a bunker in that compound being stalled at the moment by those rebels if that's the case we could be indeed witnessing the last moments of good that these regime. well yes i know gaddafi is very erratic in his behavior in very difficult to say what will he do i mean his son and the television yesterday said no no by far the still
12:08 pm
here and we are fighting and he's not the man to run away like the other dictators but on the other hand side i'm quite sure that he must have an emergency exit from his bunker system and can escape if he still should be there it might also be you know unfortunately as we see truth is the first victim of any war so nobody knows what is true in all the different than outs but nevertheless he did escape from that bunker how long could it be actually on the run bearing in mind he would be able to take a plane because there's a no fly zone imposed over the country there are his chances of perhaps setting up camp somewhere else. well it's very difficult to know i don't think that will take him to tunisia and definitely not maybe he might go to the south to tunisia or of the other countries bordering and take a plane from there to zimbabwe or to to very few countries north korea where he
12:09 pm
would be still accepted as a host so it's very difficult to say i did might take some time to discover it even if he stays in his own countries if we remember sort of was seen how long it took to discover him in iraq got to go into as we are talking we are bringing dramatic pictures there from tripoli now of just like to ask your opinion we understand that british intelligence has indeed been very much involved in carrying out the latest push on tripoli by advising the rebels does this imply at the moment and even from the pictures we're seeing at the moment that we could actually have an effect for him boots on the ground as part of this operation despite what nato is saying. well there are no soldiers no fighting no combat. just on the ground i'm quite sure about that as you rightly said might be some advisors soldiers or former soldiers we don't know exactly who who advise the rebels how to make an attack
12:10 pm
against this heavily guarded headquarters or presidential place all for good after you know the question is at the moment we're witnessing as i say seems all of what could well be the attack i'm not too sure of the geography of this but we're seeing euphoric scenes arm that young man in the streets there in tripoli we're hearing the same time reports of the compound being attacked now what happens after this though are there concerns that one skit that if it does go that there could be similar scenes that we saw in afghanistan and iraq over the lack of north order post the fall of a regime. well this can always happen and cannot be excluded so it is a very very important that the western countries supporting the rebels or the arab league as such it will come in immediately or once the war is finished or
12:11 pm
the removal of lucian is finished and to settle things so to stabilize the country and to to to look at the situation the law and order situation and i think the fact that there are so many foreign journalists and media around is also a very good thing which will prevent the rebels you know to take revenge or to do things which nobody wants them to do so you concern them we've seen the rebels united in opposition book whether they stay united in government bearing in mind the tribal factions the religious differences do you really think there could be a chance of the country developing into further chaos after this. this cannot be excluded it's always possible that after if you three so to say that the rebels will then start infighting among themselves on the other hand side many of the. readers of the national transitional council and others. you know have a lot of experience in government have been former ministers and i think with the
12:12 pm
right expertise and advice they could do the best sing sitting together in a democratic way and then have everybody else give them a say and try also to find ways how to give all the different groups a share in the building up of future libya talk to go to just finally and briefly as we've been talking i know that you haven't been able to see the live pictures that we're getting there from tripoli indeed very dramatic it seems that since the rebels are indeed making huge progress and it seems that perhaps the compound is definitely being attacked just briefly do you think we are now at the end of gadhafi regime and that despite all the conflicting reports in the past that this could well be the end. well. let's hope so so that we could avoid further bloodshed for the victims of both sides and among civilians especially but i'm not so sure we have to be very careful even if they will take
12:13 pm
over bubble as is here and then find. not any more there but has left this place maybe taking refuge with his tribe and in other places the search will go on but finally then yes we have to see we have to see then also that the regime has no chance whatsoever to to cling to power because once they have taken this over i think gaddafi is gone of one way or another the troops will stop fighting nobody will fight for a fun film or for something where they are not sure so i think it can develop very fast but mind you it might take another couple of days so we we should be very careful with our research well it's very interesting to hear what you have to say thank you so much for your time particularly what seems to be a very dramatic moment major developments happening there you certainly it's good to share that moment with you and get your thoughts thank you very much dr act director of the german orient institute based in burning fuel like a. well the u.k.
12:14 pm
is reportedly authorized a clandestine operation to end the assault on tripoli covert intelligence agents were allegedly inserted into libya to coordinate rebels and actions during the push for more u.k. military personnel are said to be on standby in the mediterranean what is either bennett has more on this. it seems the british did have a bigger hand in all of this than it originally let on the press here today reporting the whole team of intelligence officials have been operating in the country for some time now. ever since it became clear the rebels would need some help if they really were going to topple gadhafi so people like spies m i six officials former s.a.'s offices to giving military advice and also non-lethal aid now it's important to note here that the u.n. mandate that nato is operating under in the country does not include a provision for ground troops and so the u.k.
12:15 pm
foreign secretary william hague has been quick to stress that the kid they've been supplying rebels with has been a non-lethal and therefore not in breach of this u.n. resolution however these missions have been very covert clandestine and off the grid so as not to cause any diplomatic issues. and also in these reports that. intelligence officials have been planning for some time now this assault on tripoli so as to catch gadhafi on the back they've been smuggling weapons fighters even fighting and also telecommunications equipment to secret weapons dance around the capital and then on the weekend following the bombing campaign from the air of strategic communications they got the go ahead for the final march on tripoli itself so the british government actually knew this was all on the cards for some time now however it did concede that it does already have two hundred troops ready
12:16 pm
to be deployed from cyprus as peacekeepers should the situation in transition they want to send into an akita they're prepared for that and also six hundred more marines actually also stationed in the mediterranean to be deployed in what the government terms of the role of support for the humanitarian cause there clearly downing street at the moment refusing to rule. now the use of what could be almost one thousand ground troops should the situation call for it. there is some contradiction there to this idea of handing over control to the libyan people so they're in charge there own future and clearly the british and also other european states are not that confident just yet this transition will be as peaceful as they all want it to be. artie's either bennett there. may still be fighting in tripoli and just the latest developments there that rebel forces reportedly entered the libyan leader's compound after heavy fighting and we saw some live pictures there from tripoli a little earlier but in the meantime the new self-proclaimed government is wasting
12:17 pm
little time in setting up its future cash flow european oil giants given the go ahead by rebel officials have already begun moving in with italian company any which had close ties to get a free spearheading the return and it's not easy or emmet reports this time its services won't be quite as cheap. delivered as a promise but seen by many as more of a threat david cameron says nato will stay while libya makes the transition to democracy as allied forces lend their support to the rebels to take tripoli to stop the war coalition warns libyans not to expect they're getting something for nothing but western powers don't do this without asking for a paper why is it that the head of the t.n.c. is running off to paris to meet with the french president well of course turkey is one very very important issue which is why the western powers tony blair and others struck a deal with gadhafi in the first place it will be exactly what they're seeking to
12:18 pm
continue with. to further explore those all riches to purchase government makes no secret of the fact that it's motives in supporting the rebels aren't entirely altruistic last year alone the u.k. exported around forty billion dollars of goods and services to north africa and the middle east but it's black gold that's the key libya has the largest oil reserves in africa western powers look at the region they talk about humanitarianism all democracy think of oil great martinet says it's impossible not to draw a comparison with iraq he's written a book about the aftermath of the iraq invasion in which he maintains western powers imposed a democracy which played on sectarian divisions that ensured years of tribal struggle but also meant the allies retains control of the oil supply while the u.k. government insists lessons have been learned from iraq western oil firms move into
12:19 pm
libya even before the fate of tripoli is field great oil grab is already beginning b.p. has a contentious oil and gas exploration contract in libya which the u.k. government will be anxious for it to resume italian all jayanti n i. he is the first to send back to libya and hate says rose on their knees french towel and all three of the days well as investors hoped they'd soon be able to resume production in libya but it was price to the libyan people the great fear is that just as they did in iraq the creation of democracy which pushes interests or the west's interests or oil companies interests and does nothing for the people of libya nor emmett's plumpton. scenes of excitement and jubilant celebrations across libya recalled those in caro's square back in february but the high expectations after the revolution have given way to disillusionment and dismay at what is going to
12:20 pm
look at hell the latest events in libya parallels in history. the kid that the regime is crumbling. the lead rebels are cheering. the same cheers and tears could be seen in egypt in february as the nation ousted their long time leader hosni mubarak but six months on many egyptians say their hopes have been crushed by reality. you know i love the revolution when it happened i welcome to the time we call life at the end of the tunnel you see it's not getting better we have nothing to eat just don't tell me about democracy for hungry people just doesn't matter their gestures now are not governed by who they chose as their leaders instead it's their army that's in control the army that has strong ties with the u.s. and who sponsored by washington the military regime the edifice the institutions
12:21 pm
that were the absence the fundamental essence of the mubarak regime those remain and we can see that thousands of people have been brought to military trial since the end of the popular revolution that ousted mubarak in tripoli the by taking over is the national transitional council also not chosen by the leading people yet the council is being recognized as the legitimate government of libya by all allies who've been helping oust gadhafi many lidia's are outraged by the fact that foreign powers are effectively making vital choices for them there is too much wealth and geopolitical strategic value to libya to look at only become reform democratic grapes and universal are participating by the citizenry. to powers. needed to implement it was during economic and military agenda and therefore the people who will command the political situation in libya and the military situation in libya
12:22 pm
will indeed be supported and buttressed by western powers western powers have thrown all their support behind the lead in national transitional council giving them billions of dollars and weapons to gain control but the rebels are far from being a united group what is going to face after that is a period of prolonged chaos and nobody knows the outcome this is as i said in the beginning this is try again strive this is not democracy against totalitarianism revolutions in egypt and libya developed in the different scenarios in egypt it was an unarmed uprising of millions in libya it's been an insurgency flooded with weapons by the west and those weapons are still in their arms and they're not going anywhere and many analysts are saying that we could find themselves in a much worse situation than the egyptians because on top of power crisis similar to the one egyptian they're having libyans could be facing a fresh out of violence at the hands of the mom i'm trying to shut down reporting
12:23 pm
from washington r t. twenty two minutes past the hour now to other news and the many the former head of the i.m.f. has been cleared of criminal sexual assault charges by a new york court well for more on this i'm now joined by our correspondent marina porter. so give us the latest details of what happened. well bill as you mentioned dominic strauss kahn has been cleared of all sexual assault charges that were filed more than two months ago and in a nutshell the prosecutors say that the accuser in this case thirty three year old nafissatou diallo is not a credible witness according to prosecutors they say that the accuser former cleaning lady herself it's a hotel here in new york was untruthful with investigators in virtually every interview prosecutors say she lied in matters great and small and that the problem
12:24 pm
in this circumstance is her credibility those lies according to prosecutors and according to what's been reported is that in those immigration papers there was a fabricated story of rape that occurred in her homeland of guinea that she spoke about and then later said she made out there was also transcripts. that were recorded in from by prosecutors of a conversation that case accuser and c.l.o. had with an ex-boyfriend in prison after she made allegations of this sexual assault indicating that she was interested in dominique strauss kahn's money there was also reports that this is a woman who was also cheated on her tax returns there were just after fact of dots that were. sort of crossed and connected that prosecutors say she just lied and she cannot be put on the stand as a credible witness with her own accusations of course this thirty three year old hotel maid accused dominic strauss kahn the former head of the i.m.f.
12:25 pm
of sexually assaulting her on may fourteenth he was pulled off a plane as he was about to leave new york city and arrested and so now after being on home arrest for six weeks after wearing of an ankle bracelet since being arrested he is he has been dropped of all of these charges against him have been dropped however this order is. on hold because the defendant misty alo is has appealed for a special special project prosecutor in this case now the judge already denied that request for a special press special prosecutor but we do have to wait and see what an appeals court says but as we know now the judge has dropped this case of sexual assault against dominique strauss kahn the one that has caused a scandal here in the u.s. and around the world. and just looking back to when this all started it seemed the u.s. media found him guilty before the case even officially started. they certainly
12:26 pm
did bill the u.s. media jumped on dominique strauss kahn as if public enemy number one had been finally captured this was was was brought through the wringer basically all the headlines of all the major newspapers essentially hype him guilty and mocking him skits were made about him that shows here in the us he was not given an opportunity to actually prove his innocence in the court of public opinion we did see that in just a matter of a week dominick strauss lost his job as head of the i am now he was his reputation was was completely dissolved. and then you know he was just basically a running joke and this is a lot for for the media in the u.s. that is always absorbed with salacious sexual scandals particularly when it comes to wealthy people or high profile politicians and at this point we do see some
12:27 pm
reports coming out from journalists themselves saying that they owe dominic strauss kahn an apology because this is a man that was not given the opportunity to even state his claim before a as you mentioned he was found guilty in a court of public opinion but at this point we should also mention there is a civil suit that has been filed by mr yellow against dominique strauss kahn and many are imagining he will settle out of order if he wants this problem to just go away and that would require probably a good sum of money but at this point he's been pretty much vindicated on all these sexual assault charges. thanks very much in the phone from new york. the six russian servicemen killed i'm told was wounded by an explosion of a military base in southern russia the most reportedly happened during the disposal of salit ammunition in the train bus to get is are looking into whether all safety
12:28 pm
procedures were followed. for you as soon as we get it. twenty eight minutes past the hour now here in the russian capital i'll be back with the headlines the latest about incentives in just a couple of minutes. from .
