headquarters here in moscow this is. another russian cargo space craft crashed in eastern russia progress launched from baikonur cosmodrome in kazakhstan on wednesday morning was due to the international space station on friday. taking it into orbit. joining me live with more on. what did happen. as we know the. rockets launched scheduled from baikonur in kazakhstan one of the three hundred twenty fifth second. blastoff. there was an engine failure which was. it's

crashing back down to earth in the altai region in russia's east it certainly hit the ground with a bang the the reported impact was felt around one hundred kilometers away and has also been unconfirmed reports that the craft may have split up into three parts leaving three areas of impact in that region and eye witnesses who saw the the craft falling out of the sky told us earlier what she saw. accurately pointed out you know i looked at it and it seemed like a white stripe i thought it was a train at first then i realized planes never fly that low or quietly then it turned into some white object and they saw that it was parked it went behind a cloud and i thought you were coming out in a minute but it disappeared i didn't see it again but i heard a loud noise it was like three bangs one really loud and two quieter. the question now is with three possible areas of impact who may have been unlucky
2:03 pm
enough to be underneath those possible impacts it seems the moment unlikely because it was a very rural area where the debris fell but that can't be ruled out and the at the moment the emergencies ministry in russia has declared an emergency regime in the area and searches are beginning to try and see if people are out we know that the area was very close to the people out in the summer to go pick nuts and things like that and some of them may have been unlucky enough to be a need that a local official did tell us about their fears that people may have been caught up . it's not the first people go there pine nuts they grow everywhere so they may well be people out in the tiger although we don't know how many in that area. so there is no the fears of local officials the problem persists that this craft was designed and its mission was to take. supplies up to the international space
2:04 pm
station food and fuel for six members up there it's reported currently have about two months worth supply of food so they're all right at the moment but it seems that an emergency launch will have to be to be launched to try and resupply them before the intended scheduled october the twenty eighth launch there's actually been an unconfirmed and very tentative report that that launch may already have happened but that's that's very early days for that report at the moment so we'll bring you more on that as time comes. but of course tom it's not the first space failure recently is if. indeed it isn't bill it certainly made cosmos nervous but this is absolutely the fourth pick up really to do with their space program in the last year last december three satellites which are responsible for navigation from satellites to do the space program program and russia's military plunged into
2:05 pm
the ocean in february a ministry of defense satellites stopped working properly and just a few days ago on august the eighteenth a satellite that was freshly launched veered off its intended all bit and went out of all communication all this made a little bit more worrying by the fact that the u.s. stopped at shuttle flights very recently and now the i.s.o.'s and its crew are totally dependent on these soyuz flights tom thanks very much indeed for that live update there in moscow well now let's go to london where i'm joined live by the founder of the capital science connections innovation agency dr patrick good to see you here patrick now reports suggest that the craft went off course after the rocket carrying it suffered engine failure at the progress as an unmanned spacecraft but could anything be done from earth to prevent this crash. i think probably not bill to be quite honest the reports that i've seen seem to suggest
2:06 pm
that there was some kind of engine failure based on a drop in pressure in one of the fuel supply lines that would really suggest that there was not much that could be done from the ground about that although maybe we should learn more as. agency. through their technical reports on this speculative question next for you if it was manned could the crew have kept control of it and landed it safely or that's a really really hard one isn't it i mean i think there is probably reason to think that as far as i'm aware this was the third stage that failed so the craft would have been a fair altitude which would have given i think perhaps a reasonable chance of being able to do something to save it obviously what you've got to be able to do under those circumstances is to be able to bring the craft back in a controlled way using the parachute to break the descent to a reasonable velocity. and the issue is i think here where in fact the
2:07 pm
progress module actually detached from the third stage or not because obviously if that didn't happen then saving it with a crew on board would have been almost impossible i would have thought with more anticipated space travel in the future how much are we at risk on earth presumably you cannot prevent something like this crashing onto a densely populated areas we know for example this one particularly landed in a remote area but it's still not known whether people were killed on earth so what are the risks in the future anything. i would have thought the risk very very remote frankly speaking because the launch trajectory of all of these craft tends to pass over very sparsely populated regions or even over the ocean in the case of the u.s. launches so the risk is really very very remote indeed and i think that's that's not something that we need to be overly worried about what about the implications though concerning. well partnerships now with the u.s. we know that the u.s.
2:08 pm
shuttle program is finished and nasa is relying on russia's rockets how likely do you think that partnership could now be affected. but i think there are several things involved here in the first is the question of first of all what will be the likely effect on the i assessed space station program the progress module was carrying supplies but the other issue here is the need to provide a boost to the space station to take it up into a higher orbit which was also part of the program here so that's something that's got to be taken into account. yeah loss of confidence. in the russian space agency it's possible i don't know very difficult to tell on this one and with the. with the ceasing of the shuttle program and the uptake of new commercial rockets that will will eventually be able to supply the supply of
2:09 pm
the international space station still some time away we are dependent on russia supplying the i access so it's a very difficult call but one. we'll have to see what happens and just finally from a financial point of view just how costly as a loss like this. paul g. very costly indeed in terms i think of the replacement of the launch vehicle obviously the supplies themselves are got a fairly small value but the provision of a new launch vehicle and a new launch. something that's pretty expensive of course it's all in short or imagine it is in the place of the russian launches it's all insured so the cost is covered but you know it's a pretty costly process i would like to put a figure on it but certainly tens of millions of dollars must be the most sort of assessment here and presumably of course the cost of yet another launch now to replace the one they've just lost absolutely absolutely yes that's that's exactly right and of course the what what is the cost in terms of confidence as it were in
2:10 pm
the launch program so it's a fairly complex things called very interesting to hear we have to say patrick thanks so much good to see you once again here on r.t. dr patrick founder of the capital science connections innovation agency joining us live there in london. this is r.t. coming to you live from the russian capital with twenty four hours a day and if you want to see that interview once again you can always log on to our website it is r t dot com. other news now the president of france has met with the head of libya's national transitional council in paris after a meeting behind closed doors nicolas sarkozy promised military assistance to the new libyan government for as long as they need it well for more details on what was said now across to r.t. daniel bushell he has the latest for us now the new bush. fraud's feels like a winner was the first power to recognize libya's rebels the first to become free

rebels murder laws months of the military chief general yunis exposed widespread looting secu shouldn't be these problems they have only just begun a new push to see paris. rebels now control colonel gadhafi is fortress in central tripoli and clashes continue throughout the capital however the u.s. defense department says it has another concern and security of sites in libya known to contain stockpiles of chemical weapons including the last or three to my colleague earlier today james corbet from the center for research on globalization question why government is not trusted to deal with it. perhaps it presupposes the idea that the stockpiles are unsafe in the hands of the rebel forces and would be safer in the hands of nato forces whereas the people who have so far been involved in siege in tripoli and killing tripoli star civilians in tripoli have been feedin you know side so i think the question is really who are the people were
2:14 pm
to be concerned about having access to those weapons so i would imagine that if there was any danger to be had it would be obviously in the proliferation of those weapons as in early july kind of it was quoted as saying that he would be willing to strike if tripoli was attacked so i guess that is a possibility it seems to be on the table but certainly it's unclear to me whether it's the weapons would be safer in the hands of the gadhafi forces or the terrorists i think ultimately perhaps getting rid of these types of weapons would be the ultimate goal for in terms of peace and stability. north korea has confirmed it's ready to resume long stalled six party talks on its nuclear program without any preconditions pyongyang would also consider suspending the production and testing of nuclear weapons while talks are on going north korea's reclusive leader kim jong il met president dmitry medvedev in russia's republic of here during a rare visit to the country. is in the republic's capital following the talks. after
2:15 pm
a meeting with the russian president the north korean leader kim jong il has announced his country's willingness to return to the six party negotiations aimed at denuclearizing the korean and into a lot it will only reimpose its moratorium on production and testing of nuclear weapons once those six party talks begin the rest of the six party talks members like south korea japan the united states and they all want the north korean leader to implement the moratorium first and then have north korea return to the six party talks which have been stalled since two thousand and eight the north korean leader still wants to do it his way but still his announcement is a very big deal there were several signs pointing to the possibility of such a breakthrough even when kim jong il began his journey usually the very secretive north korean leader travels completely incognito in the international community finds out about his travels post factum or even not at all this time the entire
2:16 pm
world knew as soon as kim jong il crossed the russian border on his specially designed armored train and that of course led many to speculate that the meeting also publicized with the russian president to meet the media would bring about some definite breakthrough and we know that there have been further developments in the plans for a gas pipeline that will go from russia to south korea of course north korea we also know that the number of committees have been created and this c.e.o. of russia's gas giant gas probably has been tasked with overseeing the project so that definitely is still in the works and could be a very lucrative deal for north korea for south korea as well and definitely for russia which is looking to export more of its resources. that is now reporting that looks no return to those developments in libya. get more analysis from former

pentagon official he's live in our studios in washington d.c. thank you very much indeed for being with us well after almost six months of stalemate the rebel assault on tripoli came as a surprise to many but it has led to reports that foreign elements such as special forces from the united arab emirates and indeed western countries were involved do you think that could be true. yeah i do think it's true i think that. the foreign powers. always exceeded the u.n. mandate and i think this is one of the one of the concerns early on in the. united nations security council particular broad. brush of. the resolution nineteenth seventy three would be exceeded and i think and i believe it has been now you will hear that the europeans and people who have been guiding this this effort to oust khadafi are basically saying that it's not true
2:18 pm
but. they had to the rebels had to have had expert assistance in moving in and logistical support of some kind so just to make it clear that those people be providing assistance and support rather than be fighting themselves. yeah there be there is advisors and moving people around are suggesting how to deploy the and also you've got to have coordination with with the nato forces so there had to be somebody on the ground to coordinate targets for a new aircraft to dawn but we have indeed seen a distinct lack of coordination in various phases of this conflict and some suggest that the rebels advance is actually now left them to be quite thinly spread and in fact they could be open to a counterattack by loyalist forces still do you think that could be likely as i
2:19 pm
think it's very likely the fact that he has not given up the fact that you have still have two thousand tribes that have pledged support to khadafi we haven't heard from them yet and i think that it's conceivable there and i don't know for sure but it's conceivable that this could be a strategic retreat on his part to basically begin to rule. and i think it's going to depend upon what the rebels do to try and shore up security there because right now it looks like it's very haphazard the shooting in the air they all have guns and and it's and it's very and disciplined so. and i don't see the. transitional council doing anything to try and bring all of this under control and i think that that is that and i think that could play into good darkness hands very easily one of these forces those loyalist forces have been
2:20 pm
about you but all the media reports i've seen i've never really seen them they seem to be like invisible and we see plenty of images of the rebel forces but where exactly could they be now i mean have they actually withdrawn have they fall apart i mean you say they could gather again to oppose those rebels but exactly where all of a. i think they've gone into a guerrilla. warfare mode that's the impression i'm getting plus i think they've probably moved a lot of their heavier stuff out and or have hidden them and you've got mountains out there believe it or not and they may have moved them away from the city area an order to preserve what they might have were all the scuds words whereas all the chemical weapons that he is said to have i don't think that those have been discovered yet but that would go away that's a good point of course isn't it and so my concern that maybe gadhafi could go out with a very big bang. using those is a great way to the world and obviously monitoring himself and taking many people
2:21 pm
within. well i think it could be a prolonged effort because i think this stage might be that he's going to undertake guerrilla warfare if he's not captured and the fact that his army has not been. contained i think is also problematic now you've had some defections certainly but for the most part there seems there's still the shooting and sniping and frankly i don't believe the guerrillas really have control of the entire country you've got other areas outside of the northern portion that they're out where they could receive back to and actually planned a strategy to attack another day and and actually continue tactical. and continue attacks into tripoli or even into doing ghazi and even disrupt oil pipelines and what have you they could be very very disruptive and i just don't see
2:22 pm
where there's any effort to bring together an alternative to counter that and and again the unknown are these tribes and the fact that they are still out there and they support i think we have not i don't believe we've seen the end of this well thanks so much we considered thoughts on this really interesting to hear what you have to say michael maloof former pentagon official joining us live there in washington d.c. thank you. thank you. iran has filed a lawsuit against russia in the international court over its refusal to supply s. three hundred missiles. brings us more now on the story from outside the iranian embassy in moscow. according to the iranian ambassador to iran is suing moscow over a shipment of a badge of russia's three hundred air defense systems under a deal which was signed back in two thousand and eight but the shipment never went through because in june two thousand and ten the un security council slammed the
2:23 pm
set off sanctions on iran which in forces are wide range of limitations including those on the sales of various types of forms so russia froze the shipment last year officials said that they are ready to give iran back its down payment which is around two hundred million dollars or we could go on go through with a deal if and when the u.n. security council with this set of sanctions turn around says that it has taken this case to the international court of justice but what's interesting is that they see the stamps are not aimed against russia but are actually aimed at giving moscow the so-called legal trump as the ambassador said in order for this shipment to go through but actually talking about the s. three hundred air defense systems be have been in production strictly for export since one thousand nine hundred four but just a few days ago their production was stopped altogether more advanced models taking

kim jong il have agreed to look at building a gas pipeline across north korea to supply the republic in the south but analysts warn that south korea will have a hard time coming to terms with being dependent on this northern towns of parts. well i think there will be a bunch of mountain skepticism to overcome in south korea it's allowing themselves to become even partially dependent on supplies to earth to go point across there in north america but you have to have an agreement between three countries russia in the korea and south korea it's no good. building a pipeline i think good but it simply means russia or north korea because the north koreans are not going to be a sufficient price for us imports from russia that would win over paper because we'll do point one zero point one has to be extended to south korea so it's not the
