international news and comment live from a headquarters here in moscow this is. another manned a russian cargo spacecraft has crashed in eastern russia progress launch from baikonur cosmodrome in kazakhstan on wednesday morning was due to dock at the international space station on friday but the engines on board the soyuz rocket taking it into orbit appear to fail the noughties tom bowman joins me live with more on this tom so tell us what did happen. as far as we know bill the the progress module on top of a soyuz rocket had launched off as scheduled from baikonur in kazakhstan when the three hundred twenty fifth second of its blastoff up toward it there was an engine failure which brought it crashing back down to earth in the altai region in russia's east it certainly hit the ground with a bang the reported impact was felt around one hundred kilometers away and

there's also been unconfirmed reports that the craft may have split up into three parts leaving three areas of impact in that region and eyewitness who saw the the craft falling out of the sky told us earlier what she saw. i can only kind of share with you i looked at it and it seemed like a white stripe i thought it was a train a first time but then i realized coins never fly that or quietly and then it turned into some white object and i saw that it was sparkly and you went behind a cloud and i thought you were come out in a minute but it disappeared i didn't see it again but i heard a loud noise it was like three bangs one really loud and two quieter. the question now is with three possible areas of impact who may have been unlucky enough to be underneath those possible impacts it seems at the moment unlikely because it was a very rural area where the debris fell but that can't be ruled out another moment

the emergencies ministry in russia has declared an emergency regime in the area and searches are beginning to try and see if people are out we know that the area was very possible for people out in the summer to go and pick nuts and things like that and some of them may have been unlucky enough to be underneath that a local official did tell us about their fears that people may have been caught up . it's not the first people pine nuts they grow everywhere so they may well be people out in the tiger although we don't know how many in that area. so those move the fears of local officials the problem persists that this craft was designed and its mission was to take. supplies up to the international space station food and fuel the six sir crew members up there it's reported currently have about two months worth of supply of food so they're all right at the moment

but it seems that an emergency launch will have to be to be launched to try and resupply them before the intended scheduled october the twenty eighth launch there's actually been an unconfirmed and very tentative report that that launch may already have happened but that serb that's very early days for that report at the moment will bring you more on that as time comes. but of course tom it's not the first space failure recently as if. indeed it isn't bill it certainly made cosmos nervous that there this is actually the fourth pick up really to do with their space program in the last year last december three glow nuss satellites which are responsible for navigation from satellites to do the space probe program and russia's military plunged into the ocean in february a ministry of defense satellites stopped working properly and just a few days ago on august the eighteenth a satellite that was freshly launched veered off its intended orbit and went out of

all communication all this made a little bit more worrying by the fact that the u.s. stopped at shuttle flights very recently and now the i.s.o.'s and its crew are totally dependent on these soyuz flights tom thanks very much indeed for that live update there in moscow well now let's go to london where i'm joined live by the founder of the capital science connections innovation agency dr patrick good to see you here patrick now reports suggest that the craft went off course after the rocket carrying it suffered engine failure the progress as an unmanned spacecraft but could anything be done from earth to prevent this crash. i think probably not bill to be quite honest the reports that i've seen seem to suggest that there was some kind of engine failure based on a drop in pressure in one of the fuel supply lines that would really suggest that there was not much that could be done from the ground about that although maybe we

should learn more as cosmos agency. do their technical reports on this speculative question next for you if it was manned could the crew have kept control of it and landed it safely of that's a really really hard one isn't it i mean i think there is probably reason to think that as far as i'm aware this was the third stage that failed so the craft would have been a fair altitude which would have given i think perhaps a reasonable chance of being able to do something to save it obviously what you've got to be able to do under those circumstances is to be able to bring the craft back in a controlled way using the parachute to break the descent to a reasonable velocity. and the issue is i think here where they are in fact the progress module actually detached from the third stage or not because obviously if that didn't happen then saving it with the crew on board would have been almost

impossible i would have thought with more anticipated space travel in the future how much are we at risk on earth presumably you cannot prevent something like this crashing onto a densely populated areas we know for example this one particularly landed in a remote area but it's still not known whether people were killed on earth so what are the risks in the future do you think. i would have thought the risk very very remote frankly speaking because the launch trajectory of all of these craft tends to pass over very sparsely populated regions or even over the ocean in the case of the u.s. launches so the risk is really very very remote indeed i think that's that's not something that we need to be overly worried about what about the implications though concerning. well partnerships now with the u.s. we know that the u.s. shuttle program is finished and nasa is relying on russia's rockets how likely do you think that partnership could now be affected well i think there are several things involved here in the first is the question of first of all what will be the

likely effect on the i assessed space station program the progress module was carrying supplies but the other issue here is the need to provide a boost to the space station to take it up into a higher orbit which was also part of the program here so that's something that's got to be taken into account. yeah a loss of confidence but with nasa or in the russian space agency it's possible i don't know very difficult to tell on this one and with the. thomas saying with the ceasing of the u.s. shuttle program and the uptake of new commercial rockets that will will eventually be able to supply the be able to supply the international space station still some time away we are dependent on russia supplying the i.s.o. so it's a very difficult call but one. we'll have to see what happens and just finally from a financial point of view just how costly as a loss like this. call g.

very costly indeed in terms i think of the replacement of the launch vehicle obviously the supplies themselves are got a fairly small value but the provision of a new launch vehicle and a new launch. something that's pretty expensive of course it's all in short or imagine it is in the case of the russian launches it's all insured so the cost is covered but you know it's a pretty costly process i would like to put a figure on it but certainly tens of millions of dollars must be the most sort of assessment here and presumably of course the cost of yet another launch now to replace the one they've just lost i was absolutely absolutely yes that's that's exactly right and of course the what what is the cost in terms of confidence as it were in in the launch program so it's a fairly complex thing to call very interesting to hear we have to say patrick thanks so much good to see you once again here on r t dr patrick founder of the capital science connections innovation agency joining us live there in london.

so i guess that is a possibility it seems to be on the table but certainly it's unclear to me whether it's the weapons would be safer in the hands of the gadhafi forces or the terrorists i think ultimately perhaps getting rid of these types of weapons would be the ultimate goal for in terms of peace and stability. north korea has confirmed it's ready to resume long stalled six party talks on its nuclear program without any preconditions pyongyang would also consider suspending the production and testing of nuclear weapons while talks are on going north korea's reclusive leader kim jong il met president dmitry medvedev in russia's republic of year during a rare visit to the country ortiz caterina's are of is in the republic's capital following the talks. after a meeting with the russian president the north korean leader kim jong il has announced his country's willingness to return to the six party negotiations aimed at denuclearizing the korean peninsula but it will only reimpose its moratorium on

forces from the united arab emirates and indeed western countries were involved do you think that could be true. yeah i do think it's true i think that. the foreign powers have always exceeded the u.n. mandate and i think this is one of the been one of the concerns early on in the. united nations security council particularly bothered. by russia that. the resolution one thousand seventy three would be exceeded and i think and i believe it has been now you will hear that the europeans and people who have been guiding this this effort to oust khadafi are basically saying that it's not true but they had to the rebels had to have had expert assistance in moving in and logistical support of some kind so just to make it clear that

those people be providing assistance and support rather than be fighting themselves . yeah there be there is advisors and moving people around suggesting how to deploy. and also you've got to have coordination with with the nato forces so there had to be somebody on the ground to coordinate targets for nato aircraft to bomb but we have indeed seen a distinct lack of coordination in various phases of this conflict and some suggest that the rebels the violence is actually now left them to be quite finley spread and in fact they could be open to a counterattack by loyalist forces still do you think that could be likely but as i think it's very likely the fact that khadafi has not given up the fact that you have still have two thousand tribes that have pledged support to khadafi we haven't

heard from them yet and i think that it's conceivable that and i don't know for sure but it's conceivable that this could be a strategic retreat on his part to basically begin waging a guerrilla warfare. and i think it's going to depend on what the rebels do to try and shore up security there because right now it looks like it's very haphazard the shooting in the air they all have guns and and it's and it's very undisciplined so. and i don't see the. transitional council doing anything to try and bring all of this under control and i think that that is that and i think that could play into gadhafi is hands are useless what about gadhafi forces those loyalist forces and then about you but all the media reports i've seen i've never really seen them they seem to me like an invisible army we see plenty of images of the rebel forces but where exactly could they be now i mean have they

actually withdrawal have they fall apart i mean you say they could gather again to oppose those rebels but exactly where all of a. i think they've gone into a guerrilla. warfare mode that's the impression i'm getting plus i think they've probably moved a lot of their heavier stuff out and or have hidden them and you've got mountains out there believe it or not and they may have moved them away from the city area in order to preserve what they might have were all the scuds words whereas all of the chemical weapons that he is said to have i don't think that those have been discovered yet well that's a growing that's a good point of course isn't it and some are concerned that maybe gadhafi could go out with a very big bang. using those as a as a great way to the world and obviously monitoring himself and taking many people within. well i think it could be a prolonged effort because i think this stage might be that he's going to undertake guerrilla warfare if he's not captured and the fact that his army has not been.

contained i think is also problematic now you've had some defections certainly but for the most part there seems there still is shooting and sniping and frankly i don't believe the guerrillas really have control of the entire country you've got other areas outside of the northern portion that where they could receive back to and actually plan a strategy to attack another day and and actually continue tactical. and continue attacks into tripoli or even in the benghazi and even disrupt oil pipelines and what have you they could be very very disruptive and i just don't see where there's any effort to bring together an alternative to counter that and and again no one are these tribesmen and the fact that they are still out there and
