six pm on friday here in moscow you're watching r.t. british tornado jets have fired cruise missiles at colonel gadhafi is command and control bunker in his hometown of sirte it comes out despite nato its previous denials that it would assist rebels in the hunt for the libyan leader who's for the meantime the whereabouts are still unknown the opposition has sent in special forces to search for the colonel moved for the national transitional council from its stronghold of benghazi to the capital tripoli has seen one of its bloodiest battles in six days since the revolt reached the city reports of massacres by both sides have been streaming in rebels struggle to establish full control there the u.n. calls for restraint in the water and agreed to release one point five billion dollars in frozen libyan assets to help deal with humanitarian needs meanwhile the pentagon says are monitoring the libyan sides containing stockpiles of chemical weapons but as artie's and laura miller point concerning causing rather

a lot of concern the arsenals could end up in the wrong hands. tripoli a city in chaos there's constant gunfire aggressive and celebrate and on the outskirts of the capital stockpiles of chemical weapons nato know very little about the people who might come to power. tripoli so now if you've got these caches of weapons of mass destruction that again people really don't know what's there and if this is falling into the hands of the people i mean the situation is potentially disastrous despite the heavy presence of rebels in tripoli the chemical stockpile appears still to be in the hands of what's left of these government that's both good and bad news following a series of meetings in two thousand and three moammar gadhafi agreed to allow weapons inspectors into libya the first step towards abandoning his w m d pro.

graham in return for a normalizing of relations with the u.k. and us they agree that he wouldn't use or move the material but now thanks in part to nato support of the rebels he's on the back foot and may feel he has nothing to lose by disregarding that agreement cry victory or martyrdom will strike an ominous note to those who know his weapons potential given the violations of the national territory of libya by nato led rebel forces i think that the idea that he would be beholden to these types of agreements would be off the table at this point and certainly he was quoted as saying in early july that he would be willing to strike out europe if tripoli was attacked so i think it's a fair assumption to say that if there is that capability that he would be looking at that option at this point it at any rate but the alternative rebel control of chemical weapons is arguably worse according to many some of the rebel factions

role in the country but are we aware of that any closer to finding him. who are that's clear gadhafi still remains the goal number one for the rebels and since the beginning of the peroration here in the libyan capital of tripoli we've been hearing numerous reports and we've been hearing numerous statements by the rebels by the leaders of the rebels that they know could off his whereabouts first as you remember they've announced that they've captured captured a full islam could have his son and then it turns out that he actually hasn't been captured he hasn't been detained or at least has been released so we cannot say for sure what's happened but it turned out to be you know not true then we've been receiving information that the rebels know where gadhafi is here in tripoli and the ravens had that they've cornered khadafi and they spin headlines. many international news channels for quite
10:06 am
a while but it actually didn't end with any concrete detail and can create a success and today as well we are receiving reports that the rebels have flooded the streets of tripoli trying to hang down khadafy in one of his district in the south of the city. known as abu slim. has always been a stronghold of his supporters but actually we we this information has been confirmed and we still have no sign of khadafi actually. apparently and definitely this battle is far from over. as you're saying we've got a lot of information and misinformation coming to us from both sides of the copper here but no it's your second time in libya since the conflict broke out six months ago what kind of libya is it compared to when you first visit. rory what we saw while driving from the tunisian libyan border to the capital tripoli differs
10:07 am
a lot from what we used to see here in june and july when the western part of the country had been controlled by khadafi forces new leaders flags. waving everywhere and all the buildings all the walls covered with profit is saying in arabic english and french the welcome to new libya welcome to freely it's also everywhere in ticket office. and so it's complete it's just absolutely different country absolutely different. picture and trademark rebels. pick up tracks of what we used to see in benghazi in the u.s. and parts of the country before kind of a symbol of the fight against the regime here now everywhere so we can definitely say that. before they smallman place part of the country is actually

in the rebels' hands meanwhile reminders of the recent battle is everywhere we've seen many burned and tanks burned cars there on the road there are many many checkpoints on the road to tripoli like we've seen at least twenty of them with a gunman welcoming everybody with celebratory shooting but actually we've also got a feeling that the rebels are the only people left in libya because they're the cities we've been driving through loot abandoned empty like ghost cities we've been many many cars loaded with personal belongings and we've seen lines along lines at the border from the part of libya towards tunisia so people are fleeing this country and that's clear because it's not safe here still and politically it's quite unclear what's going to happen next so as you can see situation on the ground is very complicated and the rebel. and now facing many many problems the leader is
10:09 am
of the rebels have repeatedly been talking about elections and constitution changes but actually that's that's not easy because there is a huge problem in. this country is home to at least two thousand tribes and the one who wants to control to rule this country is to have good relations with all of them and we know that the ra in london those who support khadafi in who are strongly opposed to the rebels so that will be challenging for the rebels to communicate with these people. as we know of course rebels are facing financial problems because the country's economy infrastructure has been badly affected following six months of fighting but as far as we know un pledged to release a huge sum of money millions of dollars to be exact one point five billion dollars in aid to help the rebels to rebuild this. country but of course that will be so you know that it will take time it will be

a challenge tough task for the rebels. going to be. hundreds of billions of dollars worth of assets will be evenly distributed unaccounted for what you're saying is two thousand members of rival tribal factions who will make up the members of the transitional government. live from tripoli thank. rebels prepared to receive a new tranche of money from the u.n. a history professor at oxford university marco draws parallels with how the cash was handed out in iraq and afghanistan. libya is not entirely sure who controls their us but i also don't. believe the rebel national transitional council has spent much of its time actually happened in libya but actually in places like qatar and now traveling around rome and paris and so we're going to be one of these are places of boys from benghazi really are there some high profile spokesman in america and it's certainly
10:11 am
a long time to want to get off his ex minister of the shadow if it is and i'm afraid we would also ask ourselves if an experience in iraq and afghanistan with billions of dollars went missing should we really send in cash and this is what we're talking about large wads of cash to benghazi without being there exactly who's going to count create how it's going to be spent going to receive it there are worries between those who want to be against gadhafi and those who turn against recently but also between those in the west who actually got into tripoli who feel they've done the fighting and deserve the almost not award winning and who are bit suspicious of the people to benghazi who got a lot of the diplomatic recognition of the arm don't necessarily have much of a reputation for tough fighting into even now after all they've hardly been able to dance very hard westwood's despite. the regime so i think there's a lot of trouble waiting to happen and people say it's not like iraq in many ways is in some ways a more problematic situation we faced in iraq in two thousand and three. you can

only five countries in the world but there are representatives of twenty seven countries here to watch these elections some indication perhaps of the interest in the elections here and also of the fact that georgia's calls for people for observers not to cover what seems elections georgia still considers. to be part of its territory for an on on some death is twenty seven countries worth of death is we talked to one of those foreign observers earlier a representative of the swiss couple. who was invited to. have. a very quick reaction from the georgian always says oh no don't go zero but my impression is good can exactly support what you're doing here you know because you're fighting for your silver into your tone of independence democracy appreciates the context of this country now as a people are fighting for the freedom georgia still claims

a quake shook the eastern seaboard. ok time now for the business with marina. hello and welcome to business here on ars the markets had been waiting with bated breath for the chairman of the federal reserve to outline how he would rescue the u.s. economy and by implication the world economy but to ben bernanke in speech from jackson hole proved to be an anti-climax he signaled no new moves and that the fed would not be cranking up the points in prices for three well joining me now for reaction is roland that chief investment strategist for the capital hello to you thank you so much for joining us now can you tell us what's your take on bernanke this speech
10:25 am
. i think is actually a pretty clever speech he failed to disappoint both the pessimists and the optimists and given that. given that the world's financial markets are really been focusing on this speech now for most of this week to get it just about right and i would not leave markets moving very rapidly in one direction on the other is probably the balance you want to get actually but do you think that print some more money would help. it would certainly help in the short term it would help commodities it would help risk assets but i think mr bernanke is really looking forward to the to the longer term as well thinking about the longer term as well and by reacting very rapidly to what's been happening in financial markets in the last few weeks it may look like panic and therefore it although it would help in the short term i'm not sure that's true about the longer so what do you expect
10:26 am
from the markets right now after the speech. i think they're going to switch a look to where the problem really exists right now which is in europe so they'll be watching europe next week and see whether markets in europe continue to react as badly as they have been in recent weeks if that happens then without standing behind to make some positive statements. and i think you can see some further weakness in the markets but what now for the us economy and for that out of the global economy there's been miles of couse pompton said interest rates are now low what what else can be done. well. i think what but mr bernanke he was was pointing out in his speech actually is that now you need to see something more from the government from fiscal policy you need to see help with mortgages in the u.s. you need to see structural reforms it's not enough just to print more dollars and help the hope that by printing more dollars you're going to print your way out of the current the current mess the problem in the us is fiscal and structural and i
10:27 am
think that's where this debate i think is hoping that the government will now focus i think that's what needs to be done what can be done for with the structural reforms in your opinion. they need to go but they need to create the sort of stimulus stimulus which gets businesses back to doing all businesses do which is investing and growing their economy but you know that's easy to say it's extremely difficult to do the size of the sort of structural reforms that are facing the u.s. right now. very large and just briefly if we go back to three what do you think will be the reaction for emerging markets is this a bad decision for them. in the short i think emerging markets would have loved to have seen this so it's sort of speech that mr but i'm going to go if this time last year by announcing that he was going to print dollars it meant the that would be so that would provide support for a lot of risk assets including emerging markets i think is going to be
