eight pm here in the russian capital in watching r.t. now fierce fighting reported in parts of libya as moammar gadhafi remains at large despite nato support of the rebels in the hunt for the fugitive colonel now coalition forces of launch an attack on his last remaining stronghold cut off these hometown of sirte to pave the way for a full scale ground offensive by the rebels artie's movie if it is in libya and brings us this report on the humanitarian side of the conflict. was. the hell the bible of the khadafi regime is not heretical in new libya and nobody's seen the people nobody cared about this before you. the capital tripoli is new phoria.
12:02 pm
people may not know for sure what the future will bring but they know that the past will never return. everything that might remind people of all decades of dictatorship is being on the throne of god this is only for dirty things no only for dirt the things fee's fighting has continued since rebel forces and to tripoli during the week and much of the city baz this cause a war on top of months of relentless bombing by nato new evidence of the bloodshed emerged when hundreds of bodies were found in a hospital abandoned by stuff lay in their arrival of rebel forces with no one clear control many residents now live in fear of anarchy and of armed men from both sides of the conflict. in the basement proudly shows as a trophy one while he took part in the overrunning of conduct his residence double
12:03 pm
as a zia when we entered we saw many weapons and. there's no gadhafi anymore the but the man says he would love to have another prize gadhafi has had. was great and obvious just like other men to show this such that with their leader this is the final said and did she. see that right as another kind that's when they come out all still at large these by phone is not yet over your emotional. tripoli. i'll toss live now to chris for a killer who writes for the blog notes from medina talking to us from portland thank you very much for joining us tonight and out of the leader of the national transitional council the anti see has admitted they've got no clue where gadhafi and his sons are hiding well there are reports suggesting that he might be jerry
12:04 pm
are zimbabwe now do you think the colonel has run away from the country that's something he valid he wouldn't do. i think it is a possibility of though i don't think it is likely. just the other day the rebel forces were able to take the border control control of the border with neighboring tunisia i mean it would be very difficult for gadhafi to get through that border there's also the fact that as you mentioned he vowed that he was going to stay in the country. his presence in libya would be the only inspiration that gadhafi loyalists still have to continue fighting words come out that he had. what remaining people what they would call immediately following up on that point if the rebels a do get don't get gadhafi and time what about his loyalty loyalist do you think that they will continue to fight as he remains in hiding in the country if he is still in the country. i think it is possible. but that really depends upon
12:05 pm
how the transitional national council the t.n.c. is able to secure the country right now there's still sporadic fighting in tripoli and as you said strict gadhafi stronghold in sirte is still up for grabs as this conflict progresses will be more clear as to what happens clearly there will still be gadhafi loyalists after the country is under control of the t.n.c. what matters is if the t.n.c. is able to provide the sort of security and policing required to prevent any sort of insurgency in the coming months yet you think they're able to i mean there are critics calling into question the ability of the n t c. to bring back order and control and you're talking about armed demands then on the street how do you think they're going to be able to do that do you think they're capable. this is one of the biggest challenges that is facing the interim government right now. with the forces that they have it's a very diverse group there are over thirty major tribes one hundred forty tribes in
12:06 pm
general there are over forty eight at last count into it. but have to come under the authority of a national government in order for there to be real security and being said the transitional national. clear steps to bring everything under one transport parents already without without doing this. there could be independent militias targeting cut off the loyalists in revenge killings it would be much more difficult to proactively targeted any loyalist insurgency that happens. it will be remaining it remains to be seen if they will be able to do this it's a major task it's one thing that we did not happen in iraq or afghanistan. it's a large task for the t.n.c. but i suppose it is possible for your bringing up a lot of the possibilities for still continue to violence
12:07 pm
a potential conflict in the country so as bringing them together as one challenge what about them talking about a potential election in eight months you think that's even realistic you have you been painting the possibility of taking a conflict in the country. i think that is neither realistic nor a good idea. but the first step that the t.n.c. needs to take is security without proper security any sort of elections will be a farce even the most minor case of violence can just can throw the elections in turmoil. not to mention the fact that in eight months the there won't be any political parties or there might be political parties but they'll be in the very beginning of organization and won't be effective campaigning election in eight months i believe would just be confirmation of the t.n.c. giving them more legitimacy and it would basically guarantee an election of the current leaders rather than a free and fair election ok let's just look at how this the rebels got this far the
12:08 pm
rebels say that they would not have managed to take the op rising of this far without nato assess as to how much of a nationwide revolution is that really. i think it would be an error to discredit the rebels for what they have done so far clearly nato played a major role in this revolution without nato the revolution would have died probably a long time ago however without the the rebels on the ground themselves nato would not have been able to do anything to sort of a mutual dependency between the too. much credit needs to be given to the row. ok i've just very quickly according to the pentagon the u.s. has already spent almost a billion dollars in its campaign in libya and this is at a time where the country's economy is struggling to stay afloat now what does that say about washington's priorities. well a billion dollars is a lot of money to a lot of people for the united states to spend six point nine billion dollars in
12:09 pm
iraq every year six point seven every month six point seven billion in afghanistan every month a billion dollars is not actually that much money and does sound ridiculous to say however. the white house could. prioritize things differently in libya and spend a lot more money and committed a lot more political capital obviously by committing the u.s. this far into the conflict in libya this is become president obama's war this is something that he cannot afford to lose. likewise if libya is to fall into chaos into an insurgency of some sort after the fall of gadhafi this would reflect poorly on obama so while i don't believe that he has made a. major goal so far there are a lot of risks for obama ok well thank you very much for your insight there christopher killer who's right writing for the blog notes from medina talking to us from portland there thank you thank you. and while the u.n.
12:10 pm
is calling for a halt to violence in libya nato allies are already eyeing up the country's vast oil reserves countries who've worked together to break it off his rule are now racing against each other to secure lucrative energy contracts as arky sarah for a three ports it's led to fears a new regime in libya could easily slide into corruption. half a billion dollars from italy now a whopping one point five billion from the u.n. all that until three hundred million dollars from turkey is discussions a bound together the future of the pace get daffy live here is the money that's been talking the loudest governments have a strong interest in. opening up business for. everybody is reason for its lead foreign minister has denied that there's a race on with france to be the first on the ground to restart business in libya
12:11 pm
but the italians have me clear their eagerness to maintain the extremely case trade ties they enjoyed and they get back the regime but as the money begins to flow to help the national transitional council as it takes power the big question mark remains a very exactly who these fast funds belong to in the gadhafi states which is coming to an end the borderline between wealth the private wealth for the gadhafi family and the wealth of the state not very clear so of it's hard to see how much of this money was a direct emanation of the darkest wealth of wealth and how much of it was actually . could be categorized as libyan assets the gadhafi family were often accused of using libya's riches as their own personal pocket money now there are concerns that they are freezing of libyan assets without effective monitoring in the
12:12 pm
floodgates to new corruption is now a lot of opportunities and everybody is trying to. you know it's sort of. trying to exploit this war as best everybody lucrative oil gas and infrastructure projects to follow as the war torn country rebuilds. everyone it seems wants a slice of the action a war is not what is indispensable for the western economy it's worse or industries to leave. you destroy your ability to read your review it's like. it's not just italy that have been trying to keep the national transitional council. like it or not the many western countries a peaceful libya will mean big business. and coming up in the program in the eye of the storm new york is bracing itself for the arrival of a hurricane irene as parts of the city are evacuated and the public transport has been
12:13 pm
shut down. now russia has introduced a draft resolution at the u.n. security council designed to push the warring sides in syria towards peaceful dialogue moscow says its proposal is based on a similar statement you know mostly passed by the security council earlier this month but the draft could face stiff opposition from western countries who are calling for a change of power in syria archie's going to check out reports. it looks like we're going to see a battle of two different versions of resolutions on syria the u.n. security council russia is putting forward its draft resolution which will be an alternative to the resolution that the u.s. and european representatives are putting together a letter has already being dubbed as sanctions resolution the u.s. and european leaders want to put more pressure on the syrian government whereas the russian version of the resolution makes two very important points first of all it cost to the syrian government to expedite the implementation of the reforms that
12:14 pm
president assad has announced in order to effectively address the legitimate aspirations and concerns of the syrian people and second it urges the syrian opposition to engage in political dialogue with the syrian authorities about what reforms to carry out in the country the syrian opposition definitely could be more forthcoming in that direction so a very important difference there the russian draft resolution does not put pressure on just one side it calls for dialogue it calls for restraint on both sides and here is more on that from russia's and boy to the united nations who spoke with us earlier if there are some constructive ideas from our colleagues. but of course simply you know marrying the two would be like two different species from two different planets so what we have seen from. colleagues and others it's completely biased leaning exclusively on the syrian government that doesn't have anything about the need for dialogue doesn't cut is your position for dialogue in
12:15 pm
fact our concern is that it's going to push the the more extreme the more destructive elements of the syrian opposition towards. even stronger efforts in order to topple the syrian government so that's why we don't like at all what. to achieve by that resolution and propose an alternative to keep the security council involved but the devolved into. for months russia has been pointing at the problem with the attitude the west of the west towards the dramatic developments in syria moscow says that attitude has been exclusively about exerting pressure on one of the parties namely the syrian government and president sought which effectively sends the wrong message to the syrian opposition prompting them to believe that if they remain insistent in this situation kids getting critical the west will come to help them you know the way it happened in libya the russian
12:16 pm
resolution calls on the syrian authorities to allow unhindered access to international humanitarian agencies and to fully cooperate with the un commissioner for human rights now as for how the resolution how far the resolution can go both russia and the u.s. have veto power as we know along with china the u.k. and france and that means whatever resolution comes out at the end of the day it has to be acceptable for at least all of the five permanent members of the u.n. security council if they don't agree there is going to be no resolution. a british man who challenge the judiciary system in the u.k. to expose corruption within courts is losing his battle norman scarth spoken of world war two veteran has lost an appeal against a six month jail sentence for recording a court hearing without permission. but reports the eighty five year old is determined to fight on with his campaign for transparency. british prisons full to bursting the cool so working overtime sending young people to jail for the role

in the recent riots in england. to leave prison they'll be languishing alongside eighty five year old norman scarth he played the arctic sea cheering the second world war serving his country taking essential supplies to the soviet union on the most dangerous journey in the world and now he's serving six months in prison on the whim of a british judge. his crime recording a court hearing he said he did it because he's hard of hearing but the judge didn't accept that it was a very harsh sentence and i believe it was because season covering the corruption that the judiciary you see them frown upon a scarth is no stranger to the legal system he won a case in the european court of human rights banning the secret hearings yet still some cases in england all heard behind closed doors and recording and taking
12:18 pm
photographs is forbidden unlike in other countries scarth attends demonstrations where he shouts about corruption in the police and judiciary saying lawyers police and the courts are in cahoots and regularly persecution gag those who disagree with them that's why m.p. john hemming suspects the judge was trying to shut him up we have in theory in this country something called freedom of expression that is people's right to speak out about what they see as wrong as long as they're telling the truth and i'm very worried this is an attempt to gag an elderly gentleman may not always be right but he has a right to be here luckily for scott he has friends with knowledge of the law and they're acting for him nobody but the porters the for his case here to the royal courts of justice but they don't feel justice is being served to heaven meanwhile claim to being denied essential medication in prison according to reports conditions in leeds prison are bad the war veteran can't get any exercise because
12:19 pm
he's unable to walk for the entire hour allocated scott also says he's being denied access to a lawyer by his jailers discouraging going on every day and every call this long is what we tell a school that. norman scarth has vowed to keep fighting to expose corruption just as he fought all those years ago to keep fascism out of his country the irony is the country he fought for is now the one he's fighting against laura and it's london. and measures cities along the eastern seaboard of the u.s. including new york are bracing themselves for the wrath of here again i remain and it's expected to flood parts of lower manhattan as public transport including the subway has been shut down well despite it weakening to a category one storm forecasters say it remains extremely dangerous and president obama has warned it could be historic portnoy has more now from new york. public

transportation in new york city including the metro and buses have come to a halt as new york city prepares for this dangerous and possibly destructive hurricane parts of the city was was filled with crowds of people as you saw officials evacuating new yorkers from parts of areas that were deemed extremely dangerous for the first time in history the new york city mayor ordered mandatory evacuation of what he called the low rise areas these are areas all throughout new york there are very close to the water and it is estimated that more than two hundred thousand new yorkers will have to evacuate their homes and go to shelters close to seventy shelters have been set up in new york city in preparation for this hurricane hurricane i read it's also been recommended to anyone that lives above the tenth floor to

a vacuum wait from their building this storm is expected to hit the city by nine pm with when gusting anywhere between forty and eighty miles per hour u.s. president barack obama has issued a state of emergency for new york meaning that new york will receive federal funding obama did cut his vacation short and headed back to the white house on friday he said that this is a historic storm and everyone in its path should prepare for the worst some engineers believe that the infrastructure of new york city because it is so old may not be able to withstand the powers of the wind and there may be flooding in tunnels of new york city some airports may be flooded homes possibly even flooded and or destroyed so at this point everybody is preparing for the worst bracing themselves hoping it's not going to be as bad as forecasted but if it is it is not

12:23 pm
alexander on viber is now the president of the caucasus republic of cars here the central election commission announced that he took fifty five percent of the one hundred two votes cast and they put voted turnout at a high seventy two percent all of this was made necessary by the death of the previous president surrogate by a gap which on the twenty ninth of may he died suddenly leaving power vacuum in his place there because young people are going to expect a lot from mr primarily building up cars use ruined infrastructure after a long struggle for independence from georgia three years ago russia recognized the independence of abkhazia after a war away to the east in south aset year and fears that the georgia may attack cars here as well and that was just the end of a long struggle for independence which started after the collapse of the soviet union and left a lot of the young republics infrastructure in ruins primarily the famous ones
12:24 pm
famous soviet holiday resorts along the coast here that will need to be built up and also the agriculture and fruit growing industries also very famous here but now very weak and if mr and can build up both of those things he'll help this young republic to stand on its own two feet again. well now let's join our close up team in their travels across the world's largest country russia exploring its historic region send thousand year old traditions. today we continue exploring russia's kid of a region some one thousand kilometers from moscow all the area isn't just known for its folk art and the way of museums and theatres here family comes first and locals try to help all orphaned kids find a home as artie's a girl could never ports even children with physical mental and psychological
12:25 pm
disabilities don't feel about it. being a personal tragedy added difficulty to overcome being an orphan is also a social problem and russia there are thousands of thousands of orphans but the fact most of the parents all relatives outside of the all for that but these people simply do not want to look after them all cannot be trusted to do so so this is something that needs to be solved on a social level while the general social problems that caused these children to be taken away how can they be tackled so it's not necessarily something that either an individual or for the job or an individual part of russia can provide but then the same in the care of region to try to say ok we're being dealt with all these orphans we're receiving all these people but at least all we can do is find all of them a new home and that's what they're trying to do as you can see more appalled. in russia it's full of that have to find
12:26 pm
a new family for healthy old friends it's even harder for children like these all of them diagnosed with serious physical mental all psychological disabilities. but here at the care of a finnish number one they manage it well in russia there are currently a hundred fifty thousand children who haven't been adopted here ninety eight. sent of all orphans find a new family before six. so many orphanages exist by themselves in isolation we are reaching out to the potential parents and the authorities and working with them the first course of action is to try and place the children back with their biological parents who often give them up scared off by the diagnoses the orphanage shows that with the right care these children can lead normal lives the parents have to prove their attitude has changed for other potential adopters through educational courses and ongoing medical support all basics in the west but hardly
12:27 pm
universal in russia yet staff say these on the main reasons for their success you know that it doesn't matter how good the facilities are here or what care the children receive we are all of the staff here still know than an orphanage is no substitute for a family a quick straw poll shows as much if you know that our young there are three of us here me and my two sisters we really want to be adopted by the same family but not everyone wants three kids to orphanages track record is anything to go by they'll soon find a family there may care for a new families for these children are commendable but i've only so much of an orphanage can do to solve the problem of adoption that cost them and not only adopted four children from orphanage number one but also sits on an adoptive parents committee yes the bill can you be i think the problem is the social attitudes towards the children it's not a case of money where an average family all of the state support is really there
12:28 pm
you just have to love the children themselves alone or who's fourteen says she was betrayed by her parents and those who promised to adopt her and never did then she finally found a home so your group when you're in the home you're always just a part of the group but here in the family you are needed by someone there is not tenderness more love i'm happy as a mystical. the last. so more orphanages make an effort to connect with the world outside and adoption becomes more widespread and society will be more happy endings like this one either ordinary of artsy care region. so well you're watching r t and i'll be back with a recap of our top stories after a short break.
12:30 pm
