yes rendition yes secret prisons yes wiretapping with colonel lawrence wilkerson was collin powell chief of staff when he was the secretary of state under george w. bush he says some of the bush administration members deserve to be put on trial and he would be ready to testify george tenet told dick cheney what cheney wanted to hear oh yes it's working mr vice president we're getting great information and we're stopping terrorist attacks there is order. the fact that there hasn't been a terrorist attack on the scale of nine eleven on the u.s. soil is often attributed to the harsh methods used in the last decade of war on terror but counterterrorism experts say the fact that there is are successfully recruiting thousands of new members these days is not just security in the u.s. and the whole world for that matter we've also seen other extremist networks like for us well in response. us drone attacks and.
8:23 am
so in some ways has often been a diversification of recruitment rather train organization in pakistan u.s. drone strikes have killed thousands of civilians and named it only a handful of actual carrots and many of the victims' loved ones seek revenge by joining radical groups others like this young man who lost both of his legs and three family members in a drone strike gether in protest asking when will the killing stop and experts say those pleas mean nothing when washington needs the chase to go on we have made a cottage industry if not of much more than a cottage industry out of the what my former boss colin powell has called the terrorist industrial complex lots of people are making lots of money off of this so-called global war on terror our war on terror. begins and i can. but it does not in there listening to george bush's declaration of war on terror
8:24 am
from ten years ago one is left wondering whether it was the beginning of a vicious circle where the revenge would take more innocent lives and would start a new wave of terror i'm going to check out reporting from washington our team. over the next few days we bring you continuing coverage of the approaching a ten year anniversary of nine eleven including its effects both on the u.s. some of those in afghanistan where many still don't know the reason why they were invaded almost a decade ago. afghans in this province think about nine eleven times. have you ever seen. if i just got your orders right. now for six months and this is from a story sure. it's all for now and next is the business news with marina.

hello and welcome to this has here on our pipelines are sprouting across russia and on the other side of the country from nordstrom the roof gas pipeline provides a new artery to markets in asia and this is our teams that generally go our travel there for us this land is surrounded by some of the most and there jihan green nations in the world consumption in places such as south korea or china is growing rapidly offering great opportunities for gas prone to cash and especially now as it has loads of gas close to the region and read it to be exported this new gas pipeline which was a mere putin is opening rounds from fact highly and through large of us talk it is able to supply thirty billion cubic meters of gas annually bazza the russians see it is the round here need just a tiny part of that and that's why gas probably is desperate to find buyers for its extra gas and is in talks with several contras but it's not all so easy at the

moment talks with china are dragging over prize and possible supplies to south korea a complicated by rescan transit through north korea but for that reason not a project to make use of the far east and gas it is an alan g. plant and lots of us talk gazprom is considering building the plant with japan's a total corporation and if it's on stream in five years as planned the gas from here. maybe shipped to the world's biggest challenge you can fume or as south korea and japan. and the circle open at the markets now will start with oil prices there are down after post and significant growth in the previous session and that says weather conditions in the mexican gulf are still far from calm with more topical storms coming through for us and induction. to europe has reversed into positive ground ahead of obama's speech and as the e.c.b.

east to build up in palestinian start a peaceful campaign for statehood ahead of the un to vote israel tensions grow as police clashed with protesters calling for a better government. also twenty years in an american jail a russian pilot the table you westing operation in liberia is sometimes for conspiring to smuggle drugs but moscow slaps his arrest edward there as illegal. but turning our attention to libya now with more insight into what's happening there our interview is coming up next. well today we're joined by mr thomas hubbard european commissioner for human rights talking to us from a star wars thanks very much mr however for joining us now let's get right to where well we know that there were cia prisons in the europe and people were tortured and now you're pushing for the truth what more should be known there's a lot more to know because we haven't had
8:32 am
a full account for what really happened and who took the decisions and on what grounds these black sites were established on european soil of the things that we still have to know what do you think is most important i think we have to learn from history and unfortunately during this period of ten years there are serious human rights violations for committed and we have an atmosphere impunity when it comes to these revelations of human rights i think the truth has to come out on board really happened who took the decisions who allowed the establishment of these secret places of detention and allowing torture to take place now is the story came to light i mean there have been some governments ordering investigations will they felt very little so far do you think it's possible that they're deliberately trying to play it down and if so is there any proof of them doing so well there is an enormous pressure from washington to keep all this secret in fact
8:33 am
instructions from from syria with the support of the waiters not to give any facts on this so therefore it's not easy to investigate but i think that some of the european governments have been involved they have to decide whether they think that the corporation between the security agencies are more important than to attack to look into human rights violations and break the fear of impunity ok well we're talking here about european officials authorizing these rigs. but what about those who actually masterminded and those who were directly involved do you think say officials will ever be held accountable for their actions unfortunately it's not likely but if the european governments could take this step to really put out everything they know and publish that it may start a process in united states where the accountability also there is established but why is it not likely. it's not likely because this is there is an atmosphere of
8:34 am
security confidentiality around this. notion that when it comes to the activities of its security agency the truth shall not be told to the public and i think that is a real problem because here we have had cooperation between the united states security agency and european agencies under which human rights violations were seriously seriously violated and it is very important that we know when we know the violations were made that we establish that there should be democratic control of the security agencies activities well there are claims that the u.s. and the u.k. said prisoners to be tortured in libya to the gadhafi regime does that seem likely to you yes it's very likely and it fits a pattern and also they are now documents being discovered in tripoli which show
8:35 am
that this actually did happen ok and you've seen a proof of such things happening yourself no not myself but i have been reports last week from human rights watch showing that there was such activities and typically. not made. for comment from the cia in washington because they have the policy of never making any public comments on such revelations of the commander of the rebel forces that's. simply he demanded an apology from. western powers over his alleged additions two thousand and four and i loved it lee was arrested in bangkok and had to get off the forces for torture now how do you think they're going to explain their alleged murky deals with gadhafi to the rebels because now they're essentially on the same side and i think that question has to be given to to washington raise an explanation to be given there but he was obviously one of those who were picked up during this so-called war on
8:36 am
terror he was in one time where that's shown and he was obviously one of those who are badly treated and i think he and others this is an apology some of them who were brought there to count on him or to the secret places of detention or to partner countries of the united states in this where there were torture they were not probably not innocent but still even people who are on good ground suspected they have the right to certain protection when it comes to human rights including not to be tortured now the rebels are now in control and foreigners are reportedly in danger especially black africans because i well there have been accusations of them being put out these mercenaries how do you think this will affect the building of a democratic society and libya you know i'm not an expert on the my focus is on europe but obviously there is a problem there and human rights organizations have already reported about problems
8:37 am
when it comes to how rebels have dealt with africans who have been accused of being mercenaries for. we could just do our best in order to ensure that those people are well treated some of them of course may well be genuine refugees from other parts of africa who were trying to reach europe past violet gun got stuck there and i think it's very important that also european governments deal with refugees from libya coming from other parts of africa in line with the international. and that's when it comes to asylum and refugee policies looking at the humanitarian crisis now in libya that has been reported what do you think is the area that needs the most attention at the moment and how are they going to going to go about solving these humanitarian problems i mean this is very general to break them down here first of all it is important to establish security in the country so that the normal life could start again secondly to build democracy because there was no democracy there which is a very difficult challenge and i hope that there could be
8:38 am
a generous approach from from europe to share the experiences we have when it comes to the steps to be taken in order to build institutions democratic ones and to allow for. genuine below people to be channeled into political decision making ok well going back to what you're an expert on those sites what do you think is the next step now that the story house come out into the public in poland they have already started through the prosecutor and investigation and i think it's very important that his work is protected and that there is no attempt to slow down his work because he's sensitive when relationship with the united states in the remaining work hasn't really started there was one investigation by a political group from the senate but the prosecutor has not started an investigation and i really hope that office will now take the initiative and start
8:39 am
analyzing the situation and come up with their report they are saying it's important that the investigation is not blocking earlier you were expressing your concerns that there could be directives from higher up to to not give enough information how do you go about going about that hurdle now when you're dealing with governments here it's very difficult reports of this notion that activities by the security agencies and their cooperation between themselves should be kept secret at all crossed i think that is. really the notion that we have now to start discussing because so many human rights violations have been committed under that notion and the time has come to establish a democratic control of the security agencies they should not be allowed to take action which violate basic human rights yes should not be but do you think that just let's just look at concrete actions we're talking about what is right what is wrong from your point of view but concrete actions i'm just wondering really
8:40 am
legally speaking will it be possible to get all of the truth out i think it would be very difficult unfortunately but i hope that the discussion that may come now will encourage son or the politicians to take very very steps and a better position when it comes to this because it's not acceptable that we have states within the states who are run on undemocratic places and violating human rights and the security agencies must be put under democratic control and they are not for the moment in my opinion oh you said you're using the tenth anniversary of nine eleven to raise the issue of cia black sites so why is that because. you know. i think that the first priority of course is to pay respect to the victims of the attack on the united states ten years ago but then we also have at the same time to look at how the u.s. government and european governments respond to this attack and unfortunately i
8:41 am
think there's a lot of lessons to be learned from how this war on terror so-called war on terror was conducted which allowed for very serious human rights violations which unfortunately also had the effect that terrorism has spread the militant groups have increased. the number of people killed. many of them innocent do in those ten years they also deserve some respect in this situation and therefore i think it's absolutely. that the way we handled this gruesome attack will be an honest discussion so that we don't repeat this in the future and speaking of the militant groups you just released a report based on your visit to russia's north caucasus which is of course a region are marked by sporadic violence by terrorists how do you assess the struggle against the terrorists over there the struggle is still going on there
8:42 am
have been some positive initiatives taken a lot of money has been put on budgets in order to improve the standard of living in the area. there is a focus more on the social dimension of this the roots for terrorism which i think is very positive but unfortunately still also a problem of impunity that the crimes which have been committed including by law enforcement forces have not been searched such as fact really addressed and people guilty responsible have not been brought to justice so there is still a need to do more when it comes to that aspect right well thank you very much after your time sir thomas how member of human rights commissioner of the council of europe thank you. thank you.
