now in the meantime the head of the annual general assembly this month r.t. caught up with russia's ambassador to the un and he gave us his views on everything from the arab spring and palestinian statehood to the possibility of new violence in kosovo that's a special interview next. party sitting down with the telly turk and russia's ambassador to be united. with you very much. seems certain that the united states will use its veto power within the security council to prevent any recognition of a palestinian state what are the palestinians have before we go there. is another issue for me because at this very moment we are facing a possible very dangerous escalation in tension it was announced by the course of albanian or sort of as and pushed and basically to take over the northern course of
2:32 pm
a by force and another very disturbing element of the situation is that the international presence is ok for the nato force. and the european a war mission ulick's which are there in order to preserve peace they seem to be cooperating with that very dangerous plan of the course of all being in a sort of a so other delegation of serbia here in new york has sent a letter to the president of the security council asking for an emergency meeting of the security council and russia is supporting this request in order to prevent. dramatic and dangerous developments in the course of a but. we're going to have. another interesting debate in the security council first of all whether to convene that meeting or not and to me this will be a reality check. about whether indeed the security council we in the united nations are interested in preventing disputes in peaceful mediation of situation
2:33 pm
like this so we'll we'll we'll be following those developments and we'll see what is going to happen in the security council it's interesting you bring up close about because kosovo unilaterally declared its independence and with the. court of the united states and in many european countries this was done outside the scope of the security council and it was done with the backing of the u.s. and yet when it comes to the palestinians. the u.s. . has already been screaming. the position of the united states is very often not entirely consistent to put it mildly because they do like some other. western european countries they did blood double standards from time to plan and we have the vote several months ago on a resolution of the security council the israeli settlements of the resolution was essentially composed of quotes without using marks of course from statements by
2:34 pm
president obama and secretary of state clinton and the united states went ahead and vetoed that resolution in the face of a one hundred twenty sponsors of that resolution so this is one of the problems i think trying to put in train negotiations between the israelis and the palestinians if if the israelis get this kind of unqualified support from a country which is trying to play the main mediating role in the palestinian israeli situation and then it does not really help to move ahead but coming back to your very important question it is going to be one of the. interesting challenges for the general assembly and for the security council if the palestinians decide to bring matters to one of those two bodies of the united nations main bodies of the united nations or both is the point i've been making to israeli colleagues and the
2:35 pm
people who have been showing up and expressing their concern about the situation in and around israel that talks must start between the israelis and the palestinians i know that there are contacts. there are certain requirements. which are the palestinians want to see for those talks to start and i hope of the israelis will see it as something being to their advantage because in my view at least sort of pressures of various sorts are going to grow in israel especially that we know we cannot be assured about. the situation in the arab world is going to go i mean we'll all hope as i am sure was the hope of those who were in the front lines of the arab spring that things will evolve towards democracy and cetera et cetera but this kind of a positive scenario is not a sure at all so you would say it's in israel's bad best interest right now to get
2:36 pm
that. absolutely and this is what they say too but unfortunately they come up with . various positions which are the palestinians do not regard as acceptable they don't want to do anything about the settlement activity which is extremely brisk both in jerusalem and on the west bank they were quite dramatically prime minister netanyahu you will recall rejected. something which everybody thought was an obvious thing reiteration of the proposition that a deal between the israelis and the palestinians must be based on one hundred sixty seven borders of course with various swaps which can be negotiated so the tragedy of it all is that. at least all reasonable people seem to know. what those negotiations should look like but. they keep sort of beating about the bush. too many question marks are put. the
2:37 pm
israeli vision of of their future. as neighbors of the palestinians and in the neighborhood neighborhood they find themselves in the middle east european country. any united states from what's been reported are trying to push forward a resolution calling for more sanctions against syria and this is something that. the president of russia said he's not in support of because additional pressure he believes is not necessarily needed nor would it help. can you explain russia's position on syria because it is a very dangerous it is a very dangerous situation and there's a bit of dramatic and tragic situation i think the russian position is reflected very well something which was a consensus position of the security council first of all of the statement does condemn the violence by the syrian a sort it is excessive use of force but secondly it calls on everybody to stop the
2:38 pm
violence including the opposition and also it calls for dialogue in order to resolve the differences and visions of what should happen. in syria and very importantly it calls for the government of syria to implement the reforms that ever they have announced or this is exactly i mean it's and it's not just for the matter of pressure on the syrian government because after all in the european union the united states of amounts to quite a few sanctions against syria already they are already in place so essentially when they are to have such a resolution in the security council they're asking us to rubber stamp something which they have already sort of done without asking anybody's advice on the security council but more importantly our concern is that any sanctions resolution . on syria in the security council might be seen by destructive elements of syrian
2:39 pm
opposition as sort of encouragement looking at libya something similar to what happened in libya maybe happening in syria and that could have extremely destructive consequences our western call ix. to us this is not their intention to use military force well incidentally we have to remind them that with. statements and assurances from them of various sorts when we're working on that resolution in libya which then will very quickly forgotten in the heat of the battle in libya but. of course the best scenario is that the violence stops in syria on both sides and they. announced i mean that at least we have a situation where the syrian government has a line those reforms promised those reforms unfortunately we haven't seen any indication from the opposition to be willing to enter into dialogue i mean granted
2:40 pm
they have reasoning they say that many opposition figures. been arrested that they cannot negotiate in a situation of violence but in order to get out of the cycle of violence to blunt the country into major bloodshed must happen i mean we we just don't see this scenario of change which somehow entertaining as something which can be beneficial or which can improve in any way the communitarian or economic or social situation in syria there have been reports that foreigners in particular colombian ukrainian nationals have been executed by armed forces. do you think that it's time for u.n. peacekeepers to intervene in libya peacekeepers that you usually have when you have
2:41 pm
a cease fire arrangement now the situation is different now hopefully the military operations are going to come to an end very soon so what will be required is a. police range meant the united nations now the security council is working on. security council resolution and under that resolution u.n. mandate will be spelled out for libya and in that meant mandate there will be steps taken in order to make sure sort of a law and order system is going to be created in libya which will which will prevent those horrible things which of allegedly happened happening but let me also tell you that we are keeping very close track of those reports and at every opportunity what is that in our discussions in the security council which we have very often and making sure that every measure is taken. of the new only been authorities understand their responsibility. of course nothing can be rolled out
2:42 pm
because the situation as you pointed out correctly square dangerous and it's chaotic when all that sort of called on board have happened including some killings of black people simply because they were suspected of having been there for mercenaries this is something which. caused our unhappiness. raising our complaints and what is about the. absence or lack of proper implementation of resolution one thousand seventy three if you want to protect civilians the last thing you do is start a civil war and this is what happened let's face it the best you can get in my last question for you. as more countries and for its libyan assets how can the world be sure that the money's been properly by the new administration you are tired of that how you are. keeping track of various things that libya first of all. those two resolutions. spring stablish the sanctions committee. when the issue of
2:43 pm
unfreezing assets came up people went to the sanctions committee so this is clearly council committee members of the security council through the sanctions committee will be able to keep track. to double check on how this money is being spent and the same sort of checks and balances are going to be also included in the new resolution of the role of the united nations in libya and on lifting the sanctions from from libya so it's not going to be a free for all process because of course they've done see the desire of those countries which is understandable who have those assets in their hands you sort of to start helping the libyan people so the danger is that too much money is going to be pulled you know on the table and disappear somewhere into the libyan sound especially on the you know the current still very unstable. circumstances and thank

you very much for your time thank you.

top stories this hour the british and french leaders visit the libyan capital in a show of support for the new authorities meanwhile the people in tripoli still backing. their devotion might cost them their lives. and russia says it's time to lift the u.n. impose a no fly zone over libya introduce to save civilians the measure is criticize as being ineffective as it doesn't help those trapped in the last remaining strongholds. and a blow for the billionaire who turned to politics russia's third richest man sensationally quits as leader of the party he's headed for just three months. but doesn't seem to be giving up on his political ambitions as he hasn't ruled out running for the presidency next year. after that with more on those stories and fifteen minutes from now in the meantime the latest from the world of sport with kate.

hello welcome to the thursday night sports round up and here are the headlines. the luck of the russians were being looked for a first group stage victory in dublin as they take on the irish side of. the rope and lead this thursday night. leasing stars of the u.s. edged value of russia's thirteen sixteen opening defeat on the bass in their rugby world cup debut in new zealand. the russian challenge cup gets underway just outside moscow with places on the european tour that state. but first a football and two time russian champions ribena deep into the second half of bad good play you write from a match against shamrock rovers in dublin and side have a comfortable three no lead in the irish capital with every martins but the visitors ahead just three minutes and despite nelson valdez missing

a penalty late in the first off the christian about to now up five minutes after the interval that he's proud of that he's added a third alter an hour before stephen o'donnell missed a penalty for the home side. look i want to represent the other russian interest in their opponents to get underway in austria against i'm grant's. and among the twenty four games taking place in the europa league you see that last season's runners up brawl got about to call them city as he got madrid to host a scottish giant celtic german cup win a shock of travel to star in the remind who dressed and saying it's the twenty started out did not make it in crane so noon or in greece to take on time salonica behind ivan lead ledger warsaw's fourteen zero eight are headed. to his machines that are headed serious and big spending paris sondra come to be beating salzburg. meanwhile russia have made a losing start of their first ever rugby world cup in new zealand where they were

defeated thirteen point six by the usa in new plymouth which reports. was a very brave and gutsy performance by the russians but in the end they lack the skill and perhaps the experience as they fell to defeats so america was a bitterly cold and wet night in new plymouth nevertheless for quite a few positives but the bears can take from this match against the usa your first for we will cup bonus point. and. you know came from really the defense we've worked hard in the defense and the system was good but the attitude was up absolutely fantastic. you know sometimes you're really under the cosh but we can gives leave this we've given crucial points to it because the times we stuck in there. put us in a position really to challenge to win a game or you for a draw the game at the end or russia are always going to be underdogs coming into this clash with the united states i mean actually played the americans back in june
2:49 pm
in the church where the usa ran out winners just seven points or russia certainly will help by the wind and rain which affected their strength which was to play in the banks they were under huge amounts of pressure of the same periods in the first and second however russians can take great credit from their defensive display which kept the scoreline here for just seven points again under pressure in a big environment difficult to stick to systems you know i've looked at the team and we'll find out over the next few weeks who actually can make that step up because the mental approach in sport is massive top two inches when it comes to the top level is what makes the difference but tonight we saw composed team you know we made two or three errors in defense unfortunately the u.s. exploited it once and got to try one of my holy being in the game for the first hour and the americans really should have scored more points for me i actually managed to do so the russians came back brilliantly in the final twenty minutes. goalkeeping and decision making power so russians could have had
2:50 pm
a chance of snatching what would have been credibly unlikely a big jury. tell the truth even got confused while i was on the beach i didn't know what to do we should have scored a try then another patootie came between a straightforward penalty from twenty two meters and it was at that point that they couldn't understand what our strength. for all their good work and approach play russia were badly let down the best pieces especially the lineout where the americans managed to steal number of russian for iowans and that's something they'll need to improve going into bed next match against italians. didn't function as well as we'd like scenario that we did work on but didn't go our way we must keep confidence and get back to drawing board tomorrow morning to. improve the areas we've made mistakes but also build on some of the fantastic things we've done tonight one of the best of starts to russia's walkup campaign as their best chance
2:51 pm
of playing a big three here in new zealand went up in smoke about the fate of the americans however there was some better news as russia was officially unveiled as the host of the two thousand and thirteen water rugby sevens event and events which i went along to. this could be the event that has the potential to kickstart the game of rugby and russia moscow will host the two thousand and thirteen world sevens championships of all the games taking place at the country's biggest sporting arena luzhniki stadium which can seat in excess of seventy thousand. the deputy prime minister alexander is also the president of russia the committee this is a massive boost for the game especially of rugby sevens now becoming a lympics sports. picks for. use. the.

interested in the game the more we are the more they will enjoy coming to stadiums to see the game while russia is still considered one of the minnows and fifteen man game is seven so it is more than established they want to torment recently in spain of a men's side has only lost once to the powerhouse england side and their last four outings. that was richard ample reporting there now finally to golf and over one hundred pros from all over europe are in the moscow region this week for the russian challenge cup with a chance of place on the european tour at stake but after that for the first round . russia return to europe's golfing map last year with the inaugural russian children and the biggest international event in the domestic calendar finally teed off at the bourse seventy two to leeward club course on thursday the jack nicklaus signal. trevanion which was described by the eighteen time major champion is one of

the best in courses i have built so far can boast not only some of the most any holes on the tour but in increased price fun of two hundred fifty thousand euros most notably this year there's been a substantial increase in the price fund. the price for this got up to two hundred fifty thousand euros and that's certainly been able to attract a few different high profile players this year i think last year was a good learning experience for ground staff who prepared the course and two things will move from last year the course is pretty much stayed the same. and the weather stained the same so the playing conditions are very similar. which is in most notable the course is not just picturesque but also very demanding while holds eleven to thirteen can really make or break your round and with low temperatures a breeze and wet fairways the course on the outskirts of moscow has become immune

longer and tougher as the opening round got and the way. the fairway to green the bunker. long course is it's very difficult to make a good round with in this condition you need to play very well tommy fleetwood has already won this year's european challenge tour and so claim the card for the biggest stage of next year's european tour however the twenty year old girl for his still beating to increase his overall lead and aims to become only the second player this season to win back to back titles last year the rising star produced a solid performance and finished second in moscow and after the opening round the englishman was in a four way tie for eight on two under par it's very tough again it's there when stuff and it's pretty cold this morning and it's a long enough process. to show you anything under. a great start and i'm very happy with the position i'm going to for myself and. with just five events to go after this one the significance of the russian challenge cup will be in helping to
