that's going to be a more interesting un meeting of in the years before the battle for palestinian statehood is officially coming to the united nations next week palestinian authority president mahmoud abbas is expected to submit the paperwork sometime next week possibly on the twenty third of september setting up a diplomatic showdown that the u.s. and israel have been scrambling scrambling to avert now currently the palestinian authority is considered to be a quote observer entity not an observer state within the u.n. which means it's not really granted any of the kinds of rights that other member nations get like for example the right to vote or to sign on to treaties but the palestinians hope to change all that unfortunately for them the full statehood aspirations probably won't happen they might get some other victories which will get into it in just a moment no new membership full fledged membership and the united nations are part

of the full approval of the un security council and as a member of that council the united states has made it very clear they will use its veto power to block that bid now while the u.s. position isn't surprising it does stand in slight contrast to president obama's own words he spoke at the u.n. general assembly last year take a look. when we come back here next year we could have agreement that will lead to a new member of the united nations an independent sovereign state of palestine living in peace with israel. all right well u.s. officials in a sense walked away from the statement saying the president was merely expressing hope and not actually calling for a vote on. it but how exactly is this all going to shake out and what does it all mean for more i'm joined by phyllis bennis she's a fellow at the institute for policy studies and the author of the book calling the shots our washington dominates today's u.n. tell us thank you so much for being with us good to be with you before we get to

the policy stuff i just want to make it a little clearer for viewers what exactly is going on at the u.n. because it's one of those institutions we don't really pay attention to and told them well what we're seeing lucy is an effort by the palestinians and we should be very clear it's not the palestinian authority they are an authority within the occupied territories the representatives of the palestinians internationally is the p.l.o. the palestine liberation organization which has had a nonmember status what they call observer status or nonmember status at the un for many years like other liberation movements like the a.n.c. from south africa like swapo from namibia the p.l.o. still has that representation it's called palestine but it means the p.l.o. officially ok so that's what we're looking at the p.l.o. is now going to come to the united nations and say we want to be a member if they come to the security council as you said the u.s. has said no dice we're going to veto what's more likely in my view and the palestinians are not being very clear yet we don't know exactly what their plan is

i think they're going to go more likely directly to the general assembly where there is no longer an option as we call it the vatican option is one way to put it but the key thing is that represents the real democracy of the united nations every country has one vote and there's no vetoes so the u.s. can vote against it israel can vote against it but nobody can stop it and the vote will be overwhelming but what they will get in their vote is not membership they will get a raise if you will it will go one notch up from being an observer entity to being an observer state and. in the context of the united nations itself that won't change very much they still won't be able to vote in the sense of technicality what it will do will be to acknowledge that palestine is a state of being a nonmember state like the vatican which would in the in the view of many people give this new palestinian state the right to sign onto treaties for example the rome treaty of the international criminal court once they become a member of the international criminal court palestine would have the right to

request of the prosecutor at the i.c.c. that israeli war crimes in its territory in palestine is territory be investigated even though the israelis aren't a member of i see absolutely if it happens in the territory of a signatory state there's jurisdiction now there's all kinds of problems because at the end of the day this is a political issue and not a legal issue on the ground this will change nothing will this mean that the p.l.o. suddenly becomes able to defend the rights of refugees palestinian refugees who since nine hundred forty eight have been denied the right of return we don't know that there's no legal bar but will this new state actually represent them in that way that's one of the big questions so there's a lot of questions at stake but in a symbolic way and the potential of joining the international criminal court is rather huge but at the same time it does seem and we've even seen comments on this

restriction saying that yes nothing will actually change on the ground for the palestinian people why then is the u.s. putting so much effort into lobbying other countries trying to trying to prevent us from actually taking place when we're just talking about essentially changing from anthrax this is the word in yiddish is but it's one of these how here are they moments really because what we're looking at is a situation where the united states is telling not only telling the palestinians you better not go to the u.n. . to call for exactly what we claim we support also which is a palestinian state a two state option whether that's going to work or not that's what the us says it's for that's what the palestinian chairman of the p.l.o. says he's for but we're not only we're not hearing that we're hearing them say how dare you make that effort in a different venue you can only legitimately make that effort we're being told in our venue which is this twenty year long peace process that has gone nowhere it has

stalled from the moment it was launched it has never done anything except allow the israelis to build more and more settlements throughout those twenty years so the point for the palestinians and perhaps the most important aspect of this entire exercise is that it's sending two messages to the united states and to the rest of the world to the united states and saying we're not going to move in your direction anymore we're not going to accept this idea that twenty years of what you like to call bilateral talks between israel and palestine with this enormous disparity of power between the two is going to go anywhere and then they're saying to the rest of the world we're coming to you this is not unilateral we're going to the whole world to say this is where israeli palestinian diplomacy belongs now and that's humanitarian stuff that they don't see this as a unilateral move they see that they think that they can do this they can also negotiate on a separate parallel track of course the israelis have quite

a different take does this move by the palestinians and guarantee that negotiations are more or less for the immediate short term this year and he is nothing these are all political questions there is no reason why those talks should not continue but there's no reason to continue them if they're not different than they've been in the past those talks for twenty years have gained nothing except we now have instead of two hundred thousand settlers we now have six hundred thousand settlers living in the occupied. west bank in occupied east jerusalem gaza is no longer just occupied it's now besieged and blockaded it's like a giant prison now since two thousand and seven so things have gotten dramatically worse for palestinians in the occupied territories for palestinian refugees the option of finding the right of return as a reality and not simply a piece of rhetoric is no closer but nothing in this move prevents any of that from happening it is

a message to the rest of the world the us method is not working we need to do something different there's really rhetoric at least where it would probably better differ but i do have to ask. do you get the sense that. why why why now by now to the palestinians why not sit back as they have been and continue the negotiations along with. the arab spring all around the the region all around the neighborhood palestine's neighbors are rising up against fail democracy against dictatorship against monarchies that are out of touch with their population the palestinians are saying to their own leadership where is our turn when do we get to mark or see when do we get independence when do we get human rights when do we get human when we get international law when do we get equality these are critical questions i think that the palestinian leadership which has its own problems of legitimacy at home and all of that are answering that challenge with this move to

the united nations twenty years of a u.s. backed failed process is enough what's outrageous is congress coming back and saying we're going to punish the palestinians for taking this this step in their only action trip so i guess that if he is a very very we're almost out of time why if you're the present a united states if you're dealing with the economic and geopolitical situation that exists right now for america at world opinion is not in our favor or not on our side why isolate yourself. cardoso for your stand on the issue of politics is the only reason for shooting off in a foot it may be shooting the us in the foot in international relations in relations with key allies all around the world it isolates the us more than ever but the key question is there is an election in two thousand and twelve and president obama wants to be reelected and those key supporters of israel in the jewish community in the right wing christian community in a whole range of communities have put too much money and too much emphasis on this

was so many loopholes that you'd be hard pressed to find one just one corporation in america that pays any amount even close to the official top corporate tax rate in this country which is between fifteen and thirty five percent of course republicans who are wholly owned by the corporate persons are you the corporations are taxed far too much already but that's a lie as this chart shows as a percentage of our g.d.p. corporations in the united states already pay less in taxes than in any other developed nation in the world except for iceland. but that's not good enough i guess as rick santorum for it's a he thinks corporations should pay no taxes at all well but the big thing of those is to take the corporate rate which makes us uncompetitive it particularly exploiting goods take the corporate rate cut to zero for me factures well ricky wake up and smell the coffee and many corporations already pay no corporate taxes

in fact they pay less than no corporate taxes they get welfare like g.e. for sure and more than fourteen billion in profits yet somehow paid no taxes and even managed to get a three point two billion dollars tax rebate over rises those workers are on strike because the corporation is trying to cut their benefits which earned more than twenty four billion dollars in profits last year and like g.e. paid no taxes but instead got a tax rebate over the last two years of over a billion bucks not to mention bank of america boeing exxon mobil citigroup wells fargo some of the biggest corporations in america paid no nada none zero zip taxes in the united states and twenty zero and news corp the parent company of fox are called news they also escaped without paying any taxes last year yet the

millionaire talking heads over there still think that taxes are due to on high i guess that's why they hired ricky santorum as a contributor earlier this year it wasn't always like this in america though there was a time not too long ago when corporations did pay their fair share during the one nine hundred sixty s. back when america was booming and the middle class was growing corporate taxes made up twenty two percent of all the revenue going into the government but today it's about twelve percent as in corporations have managed to get their taxes cut in half . coincidentally millionaires and billionaires by and large the c.e.o.'s of these corporations have also managed to cut their own income tax in half and today enjoy the lowest levels of taxation in america in more than fifty years corporations pay less in income taxes they pay less in property taxes and they get hundreds of

billions of dollars in taxpayer subsidies also known as corporate welfare and all of this is paid for by you and me but most americans struggling day in and day out to make men and meet all the very same corporations we're giving tax breaks to ship our jobs overseas for even more attached to a province that's not like corporations exist in their own little bubble free from government services they use all the same stuff that we as people use roads and railways the court system our police and firefighters our military they use it but they don't pay for they like us use all the commons they just don't pay for. these guys are moochers so now is the time to cut the free riders loose we've seen for the last thirty years with corporations do with their tax breaks and that's pay their c.e.o.'s mind boggling amounts of money screw over their workers ship jobs and factories overseas and even crash our markets over gravy train ends today and
