this is our t.v. glad to have you with us let's get right to your top stories in a show of support for libya's national transitional council the u.n. security council has approved a new resolution among the promised support is the easing of sanctions and the un freezing of assets for more on this story let's cross live to our correspondent going to church of cameras in washington for us live so what do the world powers want to achieve with this resolution well one of the things that the new resolution envisions is a special u.n. support mission in libya that will be set up for an initial three months to help in what diplomats insist is essentially a political operation it would give advice on good storing security but it would concentrate on efforts to undertake inclusive political dialogue promote a national reconciliation and generally help the government in libya organize elections and write a new constitution and that kind of u.n.

talk to carmen russell salute chance host an analyst at the voice of russia radio station. now mr russell so the chance he thanks for joining us first question if you would mind now that the u.n. security council has pledged to its help to turn libya into a democratic state what do you think are the chances for this actually to become reality. well the chances of becoming a democratic state are you know i guess maybe fairly good but of course the problem is that you have so many disparate interest among the rebels that there is it's certainly going to be a tough road and it's kind of interesting that the u.s. really wants to get into this quite as much i mean i think that it has a lot to do with self-interest in terms of trying to keep certain elements in the among the rebels from getting any from taking any power or any real power and of course those are the the elements such as you know the more islamic elements so there might be at some point

a possibility for real democracy however the problem is is it going to be the democracy that america is going to try to help impose on and that i think is that could be the potentially the real problem how much is the united states and nato and european nations going to be meddling in that democracy now moving beyond the political aspect of it what will this move mean for the average libyan on the ground. as far as the become becoming more democratic i think you know obviously this is this is a very organic uprising they started this without any real you know like many of the arab spring countries they started this without any real impetus from the outside in fact i mean the u.s. continued to support more market awfully well into the revolution so i think that this could cause you know this is very good for the people of libya in the sense that they will begin to start to realize some of the things that they have been fighting for you know obviously it's a country where there's going to be you know they're going to have to deal with a number of issues such as the economy when they started looking at the resources

and how that is going to be divvied up but it's no longer going to be one particular family. controlling it with an iron grip and taking the country for what it's worth so you know the implications are certainly good should say the benefits there are a lot of benefits for the libyan people absolutely now the u.n. has promised to help of the n.p.c. to prepare for free and transparent elections but with the nation still torn by civil war could any particular party unite the people. i think that that's actually going to be one of the biggest problems that they have is that you know any particular interest that's going to be trying to you know trying to everybody's going to be imposing their particular interests i have unfortunate have a very i'm not very hopeful that that unity will come very easily if at all for for some period of time you know you had a number of different factions among the rebels you had those that are you know

that are looking for a true pluralistic secular government which which the n.c.c. has generally promised but at the same time they have to give you know enough support to other members of the society such as the more islamic and even some fundamentalists among them and they're going to want to you know they they've already talked about putting islamic well shari'a law really in the constitution so that's a possibility it'll be really tough to gain any unity without somebody unfortunately of somebody like moammar gadhafi who wants to try to you know impose that unity with an iron grip and using the military. it's it'll it'll be difficult well are you concerned at all i mean the the difference in terms of how the middle east is treated there at the national security council in fact right now the national transitional council was given a seat very fast at the u.n. whereas the palestinians who are about to ask for u.n. recognition are still struggling for one are you concerned at all about this

discrepancy. oh yeah i mean it's a huge you know it really just shows that the u.s. foreign policy does not actually fit with what the u.s. says it does with our with this idea that we promote democracy and so on i mean it's all political i mean frankly we the u.s. is is very closely aligned with israel and so in a way i mean we are protected protecting israel's interests there and not even really you know trying to you know to kind of build build any bridges there and create peace at least not very constructively so whereas you know again with with libya you know you have you have oil you have the fact that there is the potential for some real homegrown problems for the u.s. including such as terrorism and that kind of thing so you know it's clearly the u.s. trying to will seek its best interest not necessarily the middle east best interest
