i'm john thomas glad to have you with us in a show of support for libya's national transitional council the u.n. security council has approved a new resolution among the promised support is the easing of sanctions and the un freezing of assets for more on this story let's cross live to our correspondent who is in washington for us. one of the things that the new resolution envisions is a special u.n. support mission in libya that will be set up for an initial three months to help in what the climate insists is essentially a political operation it would give advice on restoring security but would concentrate on efforts to undertake inclusive political dialogue promote national recalls alleviation and generally help the government to lead the organize a lecturer's and write a new constitution and that kind of u.n. participation is welcomed by all members this is something that washes ambling through the united nations was talking about saying it's a u.n. responsibility to help create some kind of a law and order system that would put an end to the chaos there as
10:02 pm
a result of the failure to properly implemented which really is one resolution aiming at protecting civilians the country found itself in a full scale civil war with civilians suffering the most also the resolution expresses the security council's determination to lift the no fly zone over the leading airspace in the very near future well that's a provision click forward by russia at a provision that received support of all members take a listen to marilyn you muta in libya by channeling the situation into political diplomatically and it's important to cancel considers lifting a new fly zone over libya particularly as this no fly zone is being violated arbitrarily and used the new reality on the ground maintaining the new fly zone no longer makes sense it's lifting must be part of the international community's efforts to address the aftermath of the libyan crisis. the resolution would also ease economic sanctions imposed on libya and make short of billions of dollars of

assets frozen by the security council in february and march are soon available to and for the benefit of the people of libya general assembly on friday gave libya's new when seat to the national transitional council which toppled vomited on although not yet holding the whole of libya the rebels nevertheless represent their . one tree at the u.n. general assembly next week as with the arms embargo imposed on libya there are uncertainties whether everyone at the u.n. security council is on the same page here russia called for removing a ban on small arms supplies to leave yet to protect u.n. person personnel diplomats and humanitarian staff but the essence of the french british proposal with regards to lifting the arms embargo is yet quite vague so there might be some tension over the issue there anyway when it comes to concerns over the proliferation of arms in the v.a. and its potential impact on regional peace everyone seems to be on the same page and the security council has clearly expressed those concerns the amount of weapons
10:04 pm
in the year that are up for grabs is it's really worrying more production left behind are only brimming with weapons and the rebels have helped themselves those weapons mean very well wind up in the hands of people who have other agendas then defeating could offie that's the kind of concern that russia has raised on a number of occasions saying in a chaos like the one unfolding in libya the weapons will inevitably end up in the hands of extremists and terrorists and not just weapons but maybe nuclear materials that libya possibly has to going to church you can from washington d.c. there are no earlier criminal russell. host an analyst the voice of russia radio station says that even if democracy in libya is possible it's not going to come easy. the problem is that you have so many disparate interest among the rebels that there's it's certainly going to be
10:05 pm
a tough road and it's kind of interesting that the u.s. really wants to get into this quite as much i mean i think that it has a lot to do with self-interest in terms of trying to keep certain elements in the among the rebels from getting any from taking any power any real power and of course those are the the elements such as you know the more islamic elements so there might be at some point a possibility for real democracy however the problem is is it going to be the democracy that america is going to try to impose on it and that i think it could be the potentially the real problem how much is the united states and nato and european nations going to be meddling in that democracy meanwhile in libya gadhafi forces attacking the loyalist stronghold of bani walid retreated after facing a fierce resistance they are now regrouping on the outskirts of the town having been repelled by mortar and rocket fire moammar gadhafi his hometown sered is another focal point of the latest fighting or to use them or if an ocean has more.
10:06 pm
we're hearing from the national transitional council here in the capital tripoli that its troops have apparently entered the city of sip some five hundred kilometers east of tripoli his hometown and one of the colonel's last strongholds the m.t.c. reports at least four of its fighters eleven and the other reports have been killed during the offensive seven others wounded and also there is information that forty could offer loyalists have been captured and see if there is to be reports that. information chief muesli brigade would have been one of them but this information is very hard to very fairly you know very nervous until gadhafi is supported by anybody some two hundred kilometers south of the capital tripoli continues and while concerns over security safety of civilians trapped in the cities and the areas where the clashes between the rebels and gadhafi loyalists that is of the two nato countries that played a prominent

a key role in the libyan revolution have said that nature mission here on the ground will continue for as long as it is necessary to protect civilians here in libya meanwhile some are skeptical about the real aims of this mission as it's more right now like back in the rebels and helping them take control over the rest of the country rather than protecting civilians so it's now a little bit far from its initial. kosovo's the prime minister has announced that the breakaway region has introduced a customs control on its border with serbia a move strongly opposed by belgrade local serbs have been trying to prevented by blocking roads leading to the two border posts and hundreds of them have protested against the move in the northern city of. our correspondents are firth brings us this report. so these two disputed border crossings remain bloke's tonight the ethnics have barricaded the roads leading up to them protesting of course the cost
10:08 pm
the government the take. now we're here in mitch of it which is the ethnically divided town and the bridge that divides the north and serbian possible town and the southern albanian paul it's early it's a day that barricade had around three thousand serbs turn out to man the barricade and we saw a very similar thing happening both at the teach exploits no one would driving in we were one of the checkpoints and from the other side we could see. the case full force is on the ground and what we've heard is that earlier today. ok full forces and legs were airlifted by helicopter to those checkpoints also the albanian cause the police they've only actually got to. each of the checkpoints at the moment and that only for the time being in an observatory role now of course the plan is for them to eventually take a the control and that's what much of this dispute west zone now amid concerns of
10:09 pm
a repeat of what we saw in july when violent clashes over the course think of a making of me to try and take these posts resulted in the death of a policeman is actually being relatively quiet here today what we've seen is a huge number of. i think seven it's turning out at these barricades but what we've got at the moment is the standoff situation is being called a war of nerves because what you've got here image of the barricades at both the checkpoints at the barricades is the serbian protesters and then the capel forces at the actual crossing themselves at the no one wants to make me the case full force if they want to make me have to break up the barricades to fair sparking violence and the serbian protest is for exactly the same reasons they don't want to be accused of preventing violence the united nations security council holding yesterday. an emergency meeting notes at the request of belgrade russia no final decisions were really made for not there were a lot of countries that were unwilling really to make
10:10 pm
a statement russia and belgrade warning that this need to take away the sort of thing we sure could really provoke further bloodshed. political analyst alexander pov it says that the nato led mission in kosovo assisting in the breakaway republic in installing customs controls is a violent violating of the un mandate. ok for meeting nato have absolutely overstepped their mandate their un mandate is clear they're supposed to be neutral down there they're supposed to be keeping the peace they're not supposed to be taking anyone's side they're clearly taking the albanian side the secession is the government increased tonight in the capital of kosovo and so this is bound to stir trouble and they've openly sided with them together with the west turning on countries of the western powers that are sitting in the security council so caution prachi has a lot to thank for as far as they're concerned we have the security council were we have five states each with veto power we have three western states and two non
10:11 pm
western states on the security council with veto power so really if the west decides to support any unilateral action. you can't stop it and you can't give a mandate to the un to do anything about it because either the united states great britain and france will put a veto veto to it so it's not surprising they've been sponsoring of course the independents for years now and they're actually thinking that they're entering the endgame now and they're actually doing a hard push for it right now and you are invited to share your thoughts on the story. where the burning question is what should belgrade do about kosovo so far the majority think it's the best way out is to simply take it back from the albanians more than ten percent suggest recognising cause info and joining in the e.u. a similar amount of think belgrade should repatriate all serbs and

a small minority believes that serbia should build a concrete wall at the border what's your take on this story log on to our team dot com and have your say. european energy giants have. signed up to bring in the long planned south stream gas pipeline a step closer to reality the pipeline would run under the black sea and to be another means of pumping russian gas directly into europe just like the nord stream network which opened earlier this month dmitri medvedev and co has more from sochi . the fact that gazprom has signed the shareholder agreement with its european partners companies from france and the end of germany means that russia isn't the one step closer to realizing the transportation of gas from russia underneath the black sea to bulgaria and then eventually to austria so directly to european consumers and this one step gives it an extreme advantage over rival project in the

bucco pipeline which is outlined to deliver gas from central asia to europe and this has spurred concerns from europe for european authorities about the security of energy in europe and we have heard a comment from. the european energy commissioner saying that this makes europe more reliant on russian gas and therefore this is jeopardizing energy security in europe on the other hand actually the fact that russia will be delivering gas starting from twenty fifteen directly to european consumers means that actually energy security will be fortified as energy deliveries will be secured and russia won't have to deal with transit countries like ukraine which have created problems with deliveries to europe in the past also we have heard an
