in a stir. of the art armored vehicle the article says a four by four mercedes estimated to have cost more than three million british pounds was provided by the french government with president sarkozy sealing the deal in two thousand and eight journalist and political analyst nabila ramdani says the discovery deals a blow to france it's equipped with. command a system which allows colonel gadhafi to keep in touch with his forces but it also equipped with an anti tracking system which makes it impossible for nato surveillance to pick up any signals and indeed to locate and target the car so it's indeed quite ironic any did embarrassing for the french government the deal was struck when president sarkozy was then interior minister before that before he became president a few months later and as soon as he became president he received colonel gadhafi himself in paris for

a five day state visit president sarkozy was able to sell him this armored vehicle the cd is called four by four and indeed us part of the deal is a twenty five million plus package which also provides the libyan government with means to keep tabs on oppositions by controlling the e-mail system of dissidents these revelations come in the way of a triumphant visit lately by president sarkozy in libya where he was very much depicted in the french press as the liberate of libya he was nicknamed sako z. the libyan and his word was nicknamed san jose. he was portrayed as the savior of libya while at the same time of course his the one who did probably the most to get gadhafi in as anybody else. as the united nations in general assembly is set to gather later on tuesday the main highlight of the meeting is the much anticipated palestinian bid for a full state recognition and with worldwide support for the bid to growing russia's
10:06 pm
foreign minister is meeting the u.s. secretary of state to discuss if it could herald the progress on the middle east peace initiative artie's honestly a trick and as the details. russian foreign minister sergei lavrov held an urgent meeting with the u.s. secretary of state hillary clinton now members of the delegation are telling us that even though this is a closed door meeting the assumption is that lavrov and clinton were negotiating the future off talks on the israeli palestinian relationships we know that a middle east quartet meeting could or could not take place in the days to come it's assumed that this is what today's talks are about now of course the palestinian bid for statehood at the united nations security council is really stealing the show this year we know that palestinian leader mahmoud abbas has arrived to new york city this sunday and is expected to present palestine's bid for recognized statehood to the u.n. secretary general ban ki moon in the next days to come now this is important
10:07 pm
because last year president obama upon his address to the united nations general assembly said that by two thousand and eleven the united states hopes that palestine will be a member of the united nations general assembly and america's latest actions are really seen as backtracking and palestinian officials have even referred to what the united states is doing now as a stab in the back because we know that the u.s. has made it clear that any united nations security council decision or resolution recognizing palestine as a sovereign state would be vetoed by the united states and of course with the u.s. veto this is a decision that could not be passed through the security council we have also heard throughout the last days that it's possible that palestine will try to go through the united nations general assembly now the way that is different from i resolutely of the security council is that it would not give palestine as much of a strong status as a recognized state within the international community but more of
10:08 pm
a non member observer but this is something that palestine still deems very important because it would get access to united nation institutions and this is something that we know is really. the united states are really not favoring something like this happening they have been calling for the halted negotiations between israel and palestine to kick start again on a bilateral level this is something that palestine is already seems to be tired of so it is taking these specific actions to try to get its recognized within the international community. in a reporting for us from new york now sticking with the story peter lavelle gathers experts from all sides of the palestinian issue for this edition of our debate show crosstalk here's a quick look. during any period of the negotiations there was always and idea that israel is going to continue to control the palestinians control their lives control their air sprays their territory their water etc and there's never
10:09 pm
been this idea that paulsen should be allowed to be free this is what palestinians are seeking and i am all for a palestinian state and i'm all for a two state solution the problem is the palestinians in this in this action and in their continuing demand for refugee return in effect the saying we want the level of palestine first we will take the west bank and receive international recognition for that then the gaza strip and then from then from there we will use it as a springboard to conquer the rest of palestine and no israel and no jewish state this unfortunately is the fear of most israelis. of course that for program of cross talk with peter lavelle is available for you online at our website r t dot com. tensions in northern kosovo will be discussed
10:10 pm
this week in brussels as belgrade's top negotiator called for calm urging all sides to seek a diplomatic solution the atmosphere in the region intensified after pristina backed by nato led forces placed a customs officials on the border disputed to the two disputed border posts excuse me previously under-served control in response ethnic serbs blockaded all the roads leading to the crossings are to surf earth has more on this highly charged situation. as. kosovo thirty's with e.u. and nato forces on one side ethnic serbia pretest is on the typical us this is our land our territory it's refusing to accept the cause of being governments that to. take control of two border crossings here in the north the protesters are standing firm at the barricades that they erected is the game of nerves and night side willing to back down i don't think anyone in the world can come to these people
10:11 pm
here in the north and tell them give up simply go home and accept that you are leaving independent cos they will not do it for the time being the protesters seem calm you don't have to look hard to see signs of the underlying tensions or along the roads here in the north you come across these makeshift roadblocks serbian people using gravel rocks bits of wood whatever they can get their hands on really to disrupt the flow of traffic in this area protest is a vow that floats will remain in place until it dialogue begins about the man the border posts and what will happen with the revenue collected from the customs tax. not going to move until the solutions reached for both sides of the situation right now is unacceptable back in july violence erupted when the authorities tried to take control of the border posts after closer than prime minister but she wanted to trade on serbia the conflict resulted in the death of the policemen and now neither
10:12 pm
side want to take action for fear it could once again ignite tension considering the major events are taking place right now and considering the concerns of the. population living in. this i would say of removing those barricades from from the streets and from the main highways it's not for it's not a priority for security organizations and the funding criticisms that they preach then use your position with regards to cost you lexis said that the monitoring of the customs bring much needed law and order to the north pristina says they acted within terms of an agreement a claim that belgrade strongly. this is a serious use. anything that serious step back along the road to formalisation or far relationship with christina the second thing is that once you put across them all three series then you will put a flag then you will. then you will put. laws and then people who live here

will be circled by something duke looks like. you cannot accept this now. that building a. checkpoint because. of the time being the border crossing remains below and there are many obstacles that will come on the rights of finding a resolution. standard and poor's a rating agency has downgraded italy's sovereign debt by one notch deepening the euro zone's economic woes the move was prompted by fears the country's huge debt is out of control despite parliament recently passing an austerity budget it now means it could be more expensive for italy to borrow money to pay its creditors this is of deep concern to brussels because italy europe's fourth largest economy is too big to rescue with the current bailout fund and in further bad news for the
10:14 pm
eurozone cash strapped greece has been given an ultimatum to enforce deeper budget cuts if it wants to avoid going bankrupt early next month the international monetary fund has rounded on athens for falling behind on reform targets this comes as the euro zone leaders choose to wait until october before ruling on whether to release the next eight billion euro bailout installment to greece. and for more on this we cross live to harlan green economist and the editor of popular economics dot com thank you for joining us now does this latest downgrade come as a surprise and if so are there more countries set to follow. it's not a surprise of course because it's been in the news for weeks but. the reason the s. and p. gave for the actual downgrade from what from a plus to a minus was that the political situation is unstable well when has it never been
10:15 pm
stable in italy that is another absurd. and doesn't the trying to show off again make up for its past mistakes i mean they said the same thing about downgrading our debt and of course what happened was our interest rates went down not up now they're pulling the same thing with italy and i think italy has no more of it of gross domestic product percentage as a percentage debt to g.d.p. ratio than we do in the eighty's and france as in fact as germany has i think as and b.'s thinking on italy now. and you notice no other agencies have downgraded them its share their their political situation is is is in flux i don't see that as the reason for the downgrade to answer you question about with other downgrades follow obviously spain is in the same boat and spain has got very healthy banks quite frankly the whole the whole reason for all of this is what are called the drill bit of trade which is totally unregulated everywhere and because of that.
10:16 pm
investors especially stock market investors don't know what the liability reliability is there in fact insurance wops is what they are but they're totally unregulated they don't have any kind of capital backing and because of that it makes everyone nervous dangi question in brief spain would be the next one if it if it should happen but spain is quite frankly quite healthy now you alluded to a similar downgraded recently in the u.s. what are the potential knock on effects for this rating downgrade for europe's fourth largest economy in italy. well i suppose it'll put a fire under them to resolve their political differences but austerity is not the way to go the europeans are being run by unfortunately the german banks and the german banks are crying austerity you don't need austerity at a time like this ok you just don't accept it will inflation rate of four to five
10:17 pm
percent when you're recovering from such a down cycle as we have now is necessary you have to inflate the economy you have to print more money you cannot cut back. and so unless the europeans specifically the germans stop insisting on austerity for everyone yes it can get much worse writes going to be certainly interesting to see how this plays out in the next few days harlan greene economist and the editor of popular economics dot com thanks for being with us. in more news making headlines around the world for you today. at least fifty people have reportedly been killed by security forces in two days of clashes in the yemeni capital of sanaa program snipers were reported to have been firing from rooftops targeting demonstrators this crackdown has already been called the most serious outbreak of violence in months with clashes flaring up between presidential loyalists and opposition supporters russia wants both sides to enter

talks saying it's the only way out of the crisis. rescue operations continue in isolated himalayan areas of india nepal and tibet after a six point nine magnitude earthquake shook the region at least seventy people have been killed and dozens more are still missing officials fear the death toll may rise as heavy rains and landslides hamper relief efforts. president obama has laid out a plan to cut the deficit and revive the american economy with the wealthy expected to pay more he is said that big earners and corporations must pay higher taxes adding that everyone should pay a fair share now the white house insists the public is on its side but economist lew rockwell believes obama's plan will backfire those with more a bomb alone and i mean first of all these to call the so-called cuts whether the one signed last month or the ones he's proposing are not cuts that although there are other there are alleged cuts in the rate of increase there aimed at the young
10:19 pm
entrepreneur is in fact taxes are well off the structure and so anybody who proposes more taxes seeks to make those poor as a group however the elites will make a lot more money out of this the government's going to do on and indeed the latest census figures show that the median american families income in this last ten years is down seven point two percent we're getting poorer and it's absolutely true that government connected rich are getting richer and later today on the kaiser report max and stacey tell us how economies around the world are footing the bill for america's problems. there's cash sure it's raining cats yeah no drought euro zone was running smack them actually babyface teeth because that's all you need to ask the dollars we're printing only us dollars the swiss national bank is printing dollars the european central bank is printing dollars the bank of japan is printing dollars and the whole world is happy europe's
10:20 pm
debt crisis problems central banks to provide dollar liquidity max everybody's happy why would they need dollars well if it was like two thousand and many they would need dollars to unwind all of those derivative contracts they've used to foist financial oppression on the world that's correct because the unit of fraud in the global financial system is conducted in which currency the u.s. dollar that's correct. that's how the news looks tonight on our t.v. next we're hearing from one of the people making the call for palestinian statehood at the u.n. the administration's key politician explains why full member status will finally hold israel to account over its actions and occupations.
10:21 pm
archies sitting down with award winning scholar and internationally recognized politician executive committee member of the palestine liberation organization dr hanan ashrawi thank you so much for joining us today thank you and if there's a smile close for dr shah e let's start with one of the most highlighted issues at this year's united nations
10:22 pm
general assembly gathering of course palestine's bid for recognize statehood we know that palestine is already recognized by over one hundred twenty countries why does this u.n. vote matter. it's very important because this is a turning point and sort of palestinian history and in the history of peacemaking in the region we do have as you said bilateral recognitions from different countries we have by now one hundred twenty seven but at the same time we are we have been engaged in a peace process that has taken on over two decades. long and stalling with israel creating facts on the ground building settlements unilaterally acting from a position of power as an occupier and undermining the chances of peace and the objectives of the two state solution so we are trying now to say that this is a new face a new era say we are going to the international community to say that the palestinian question and the palestinian people have that i think certainly terminations and should be placed within this international context as the essence of
10:23 pm
multilateralism as the source of international global legislation and the palestinian question must be resolved in accordance with international law unlike going through the security council going through the general assembly would mean a nonmember state status for palestine why would that be important that's very important because although we are now we have observer status as the p.l.o. and we want to have. a nonmember state status which means there would be a recognition of statehood that would also declare the territory occupied territory not disputed territory and therefore up for grabs it would declare is to solemnize occupied not as the eternally unified capital of his forever and ever and it would lay the foundations of any new solution based on international law so it's very important and we can also hold israel accountable which is something that is
10:24 pm
driving is the us absolutely insane when talking about accountability because they don't want any kind of accountability point isn't whether through you and human rights organization. like the un council on human rights where the international criminal court the international court of justice they just want to ensure that there's a continues to act outside than above the law now if we look a little bit at united states' involvement in all of this we know that last year barack obama spoke at the general assembly saying that hopefully by this year two thousand and eleven palestine will be recognized as a member within the united nations now his administration is clearly opposed to this do you see this is a stab in the back i see this as a source of commander sled down in disappointment because he theys the expectations and i would i took ways starting with ending all settlement activities to acting decisively in peacemaking to basing all peacemaking on international law and multilateralism to building the palestinian state on the sixty seven boundaries so
10:25 pm
having it in that dawn on most all these things he has created a sense of let down among the palestinians the arabs even the world people of good conscience who expected obama to live up to his promises to his values and principles rather than to not of self-interest right now. if he's seen as doing israel's bidding and trying to justify the occupation and trying to justify israeli policies and actually putting pressure on everybody starting with the palestinians who are of course the weakest part because we do not and the kind of weapons and arms being so he'll be seen as sort of not just bullying the palestinians but he'll be seen as weighing in on the side of an illegal situation and he would be undermining the standing and credibility of the u.s. in the region and throughout the world what do you think americans and some
10:26 pm
european countries have been willing to welcome the arab spring and yet palestine's self determination is seen as something pretty much an acceptable by the united states in particular. it is ironic this that will stand that look at the arab spring as a way of vindication of that have towards democracy and freedom and human rights and human dignity and yet when it comes to the palestinians we are decontextualized . this is very selective this actually because i think out occupied israel. as a domestic issue in the us and has enormous influence on their careers. the fates of many politicians through elections through access to the media through the campaign funds and song is a constant exam also because of being part of the holocaust on that history and western guilt over what they did to the troops the palestinians were deprived of the protection of the law and was given this exceptional treatment particularly
10:27 pm
because it has a powerful lobby also and that is a growing movement of solidarity with the palestinians and i hope that that would hold that own. countries accountable or systems of government and this is as you said the arab spring where the arab spring has moved relation to the user to the social media and these global principles that do not apply just to that of palestine on to the west like to humanity as a whole and therefore the exemption of the palestinians from these values and the exemption from accountability for violating these values will no longer be tolerated. maybe. the americans may succeed in having that on not of interest but on values and principles but not for long

. and broadcasting live in direct from moscow this is our to be glad to have you with us let's get right to your headlines as fierce fighting continues in libya french lawyers gear up for a battle of their own by trying to prosecute president sarkozy with war crimes over the military intervention they allege nato used depleted uranium shells and bombed residential buildings causing civilian deaths including children. palestine's bid for statehood against worldwide support amid threats of the u.s. will block them moving the un the world bank and the i.m.f. say the palestinian autonomy is already economically strong enough to stand on its own feet. the e.u. and belgrade to seek a diplomatic solution to the intense standoff in northern kosovo.
