very warm welcome to you this is r.t. live from moscow with me rory sushi and breaking news this hour police have started using tear gas on protesters gathering in the center of athens today are turning to live pictures right here on r.t. thousands of people have gathered to voice their discontent over the government's latest austerity measures flights canceled schools closed hospitals operating at limited capacity again live pictures right here as we see some defense forces as the crowds are out of shot right now but we'll continue to pan across these live pictures for you as we cross live now to offer you sara for who are standing by. hi sara so a dramatic developments tell us what are you seeing there we've seen some pictures where are the big crowds are gathering now the police are out in response.
7:02 am
absolutely the contrast of just one hour ago when i was speaking she and then we had thousands of people just outside the parliament building you can see now lots of these people have been cleared we were just down on the streets of the front here and see if i can chase some of the marks left by the to gas that was yes we really that was how quickly the situation escalated very very quickly indeed we saw pockets of the protest is clashing with the riot police he moved into the center as syntagma square now you can still see there are pockets of them around and about people at the moment again a little bit unsure of what to do we've got to gas in the air that horrible of a stinging gas that has filled the air from where they set these off and you can still see them lining the streets outside the parliament building and still the pockets of the protesters here just on the streets and they being pushed further back off syntagma after we saw those clashes right now they came today to protest against the austerity measures and we've seen these protests get violent before and unfortunately that's exactly what. happened here again today thousands and
7:03 am
thousands of people clearing the streets very very quickly because as we said they have been here the full they know exactly how quickly these things escalate we've already seen a couple of people who are needing medical attention we've got some of the ambulances just down tools the back of the parliament building as well we did see some people on the ground receiving medical attention so really very disappointing indeed very concerning for everyone involved here the main workers unions leading this strike against that if you can actually here at the moment on the streets there are still pockets of people shouting sort of a lot of standoff with these riot police here you can feel the tensions in some of these areas happening say very concerning indeed and to what the main workers unions would have wanted to see but unfortunately once again showing the level of discontent here in greece certainly sir you're kind of showing us other live pictures where you are see you on top of the building there looking down upon these protesters are seeing the riot police in full riot gear as you survey the spreading
7:04 am
of tear gas in the area when when you and i spoke one hour ago there certainly were more people there were seen the riot police certainly dispersing the people fairly quickly but again the people of the for one major reason that of the latest round of austerity cuts are the cuts to pensions to salaries to the health benefits as well i would imagine the mood is not going to improve any time soon. well absolutely and really the main focus here has been on trying to find a realistic approach to dealing with this crisis and what people have said is that they as you said they seen these tax hikes they see their salaries cut they had a job losses announced these are the people who are being taxed and this is the money that's the place to plug the deficit and what analysts have been telling me is really how on earth can the leaders can the greek government expect to plug that deficit with money that simply isn't there and as we said you can see the level of discontent on the streets breaking out in these violent clashes that we've seen again with the riot place it's really very sad indeed they come outside the
7:05 am
parliament building you can see very clearly feel self to widening gap here in the country between the government on the one hand and the people who simply cannot live with these measures say really one of the major challenges is going to be how if you can't even regain the public support at this time because you're simply not we've been told by many people going to be able to reestablish growth and to repeat the economy without the public support and as we said before you know really make no mistake this isn't just greece is problem anymore and this is a situation that's going to come a little bit closer to home for all of us really because this is going to affect the entire usa in areas you know e.u. leaders have been very aware that the talks in discussions about this money coming to greece mid november it's expected though received that because if greece pulls what everyone's been talking about all the analysts have said they're concerned about is this domino effect and you know as we said before this is where the economic crisis really plays out this is what ends up with these people on the
7:06 am
streets with the years of simply untenable measures they said that they can live with and that's the result really of these violent clashes breaking out the level of discontent extremely high and really people looking for a solution very soon because it's a very very serious situation that they're in right now. sara we're checking in with you throughout the day on to sara for life thank you. russia and china have vetoed a u.n. security council resolution on syria the european backed draft called on damascus to end its crackdown on protesters or face quote targeted measures but both moscow and beijing said this could pave the way for a libya style military intervention. now at the latest from new york. russian ambassador to the united nations vitaly churkin said the draft was too one sided he described the resolution as a confrontational approach taken by the european delegation and against the
7:07 am
peaceful settlement to the crisis now this draft resolution was proposed by france with the support of portugal the u.k. and germany but the one part of the text that many countries seem to disagree with was that that called for syria to comply with the resolution within thirty days and if it if not complied then the council would quote consider its options including unspecified quote measures many council members including china russia brazil south africa interpreted these vague terms as leaving the door open to sanctions now of course russia's one is one of many countries that has been opposed to international sanctions against syria ambassador churkin says moscow believes the violence should be stopped through internal reforms and political
7:08 am
dialogue not external sanctions or military intervention such as the case of libya you put in your p.c. what you broke with the draft resolution which was not supposed to do was based on an entirely different philosophy the philosophy of confrontation we cannot agree with its one sided accusations against damascus we believe the threat of implementing sanctions against the syrian government is unacceptable this approach contradicts the principle of peaceful settlement of the crisis based on a common serious national. brazil india south africa and lebannon abstained from voting on the resolution but it was the united states that voiced aig. strebe disappointment that the security council did not bold to mentally adopt the resolution moving forward russia and china said that they will be working on a resolution to gather that they say will be more balanced in the case of syria now
7:09 am
we do know that some council members wanted not only the syrian government condemned for the violence but also a condemnation against all the anti-government protesters that may have been inflaming the violence that has been breaking out over the course of six months but that is a measure that the europeans did not want included in this resolution. reporting the veto by russia china followed three months of heated debate in new york the disagreement has split the security council but moscow has sort of thought that its option is justified to use it to regret over. it's actually a rare case of russia using its veto at the u.n. security council russia has only used its power of veto seven times since nine hundred eighty four that is fewer than the u.k. and that's way less than the united states and the fact that low scale has used
7:10 am
this last resort shows that it's trying to prevent a similar scenario in yet another arab state to what happened in libya back in march that resolution on libya was possed russia abstained from the vote but the u.n. mandate was quickly picked up by nato which sided with anti gadhafi forces in libya helping them to topple the colonel and russia insists that in case of libya this u.n. mandate was misused and now it has vowed not to let that happen again actually russia is the only woman and member of the u.n. security council which is actively trying to negotiate a peaceful resolution to the crisis in syria it has hosted representatives so forth president bashar al assad and members of the opposition trying to notch them into a dialogue and russian lawmakers also want to enough thought to finding mission to syria which has concluded that the moscow's he's in fact trying to implement the
7:11 am
democratic reforms which it promised but it needs more time to bring them into force the u.s. and its western allies have already imposed a set of sanctions aimed against regime of president assad and they have called him to step down well russia stands at the point that any one sided approach could only make matters worse and it could be sending a biased signal all strong support for the opposition to keep fighting which could only fuel attention in that country. over porting right well the syrian ambassador was given the floor in new york following the security council vote but short of a photo you took the chance to have a go at washington. the u.s. is used to veto fifty times to protect israel and it continues to threaten to use the veto power this could be considered pretty king in genocide. the comments of all the entire u.s. delegation headed by susan rice i walk out of the meeting all in protest the syrian
7:12 am
envoy was referring to america's stance on the palestinian bid for recognition at the u.n. the white house says it will veto any resolution to grant statehood saying that such a move can only come through direct talks between israel and the palestinians. want to discuss the latest developments around syria we speak to our political analyst from the intruder while the quantum in international relations thank you for joining us on the program today so the vetoed resolution was put forward by several european states but it was the u.s. that voice the most satisfaction if i quite an emotional response from america there what's what's in all this for washington you know the souls of emperors and kabul as a cost on the same or the same reason that makes us wrangle with our neighbor causes war between princes so the seeing is a few hundred years old but it's still valid today i think american reaction to this context was quite emotional you know united states and western european
7:13 am
countries. have been pushing through this resolution for quite a long period of time and you see it was basically a total failure because russia and china cast a very rare double veto the people who were opposed to it talk to us about the geo political implications here because some say we're iraq and libya there were certain motivations there perhaps even you know energy wealth there but syria doesn't have the vast oil fields of libya so are there other geo political motives here you know i don't feel the need for. political motivation but basically the moral principles here a lot because you know the. the national law as we have known it for many decades the settled law has been completely ignored since one thousand nine to one. year and now what we're seeing in libya you see it's means that international law is meant as nothing now and for russia it's
7:14 am
a very important. to make the united security council one of the pillars of the international stability international law because you see. former bush administration our bomb as a demonstration they're removing those pillars of international stability. remoted peace for over sixty years i'm sorry if i could just jump in just for a moment here as we know just a sideline note as we know the whole palestinian bid at the u.n. israel's very opposed to it washington post but israel has a role to play when it comes to this veto are being denied a story this resolution being vetoed or regarding syria what's israel's role here because there are some geopolitical implications here it's absolutely because you know now israel is facing a real challenge is first of all the desire to have their nation state and they move forward as never before relations of the structure are not specific to as the used to be and of course syria and syria. in the region also their
7:15 am
peril for the very existence. you see israel is pretty interested in regime change in syria even if. the new regime that the true places. is. are the terrorists. but if the west was able to somehow implement a puppet democracy in syria if they were able to get rid of the assad regime could that strengthen israel's position because syria is known for having good relations with iran and with hezbollah as well first of all i think that it's a complete illusion that a proper democracy is possible in such countries. syria or libya for instance. kanchi ease most likely to turn into a complete. and haven't for many years of indicates to us what the west would like us but that's where the west tends to get involved when chaos breaks out pandemonium breaks out the west goes well here's our excuse and reason to jump in
7:16 am
for for humanitarian intervention you know i guess that in this context they're going to face a very the west is going to face a very serious opponent like al qaida and other terrorist organizations you have to remember that during the years of saddam hussein in iraq there was not all quiet in iraq but now terrorist organizations from all over the world came in there they're going to see something like lebannon early eighty's where terrorist organizations from all over the world war there and syria could turn into one of those failed states i think it's a great it's a great danger for even thinking or for regime change the regime is not perfectly what you're saying that if indeed there is some sort of regime change all the trouble in the chaos and pandemonium would continue in syria that it become a hotbed for terrorists now if that is the case russia is the only major power trying to mediate a peaceful solution in syria surely the west should be doing the same if indeed your forecasts could be correct that it could become a hornet's nest for terrorists surely the west you'd be concerned about about and
7:17 am
should be more honest in its approach with syria i don't think the worst is a very much concern first of all a lot of political leaders in the worst now there have a big romantic approach towards the whole of the other thing we're going to remove going to remove those regimes who have ruled the contras for the kids and then we'll be able to install some kind of part of democracy and to continue with a colonial policy of. the nineteenth century it's a complete illusion on this situation because i've been to syria i've been to talking to them those border regions recently and. there is very different from what was only ten to fifteen years ago there are many who say when it comes to or trying to implement a puppet democracy in that part of the world who would want it in that part of the world certainly when it comes to iraq we've seen ongoing violence even an escalation in violence in recent months in iraq as u.s.
7:18 am
troops are preparing for their final withdrawal their evil that's all the time we have for you are from the institute of world economy and international relations many thanks. well we're always interested in your opinions here and if you don't have your say tell us what you think about the situation in syria if you click onto our web site www dot com you can be a part of our latest poll bring up the numbers right now and have a look where you stand today we ask what's going to happen now the u.n. security council resolution on syria has gone so far the most aid nato will resort to false flag attacks and the view that syria's enemies will issue a unilateral sanctions that comes in second something diplomats will work on a better resolution and fewer number if you believe that the russia china stance will see violence come to an end do get involved we want your opinion. call. russia's federal security service has revealed the arrest of a chinese citizen for espionage the man identified as. faces charges for attempted
7:19 am
spying and allegedly trying to obtain information on a system for more on this let's cross live now to our correspondent you go to this could offer details here and good to see you so what we know about the alleged chinese spy so far. say that this is a chinese man who worked here in russia as a translator for official chinese delegations and now he's accused of trying to bribe his way into getting access to secret technical documentation on the three hundred air defense systems the federal security service says no. more school board actually it's reported that he was arrested just around a year ago but it's not all we know that the case has been passed over to board this story got into the media the moment there's been no official reaction either from the chinese authorities or from the foreign ministry here in moscow but it's interesting that russia used to explore the three hundred air defense systems to

7:23 am
again live pictures central athens right here on. our let's get to the business news here with korea. welcome to our business update this all thanks for joining me russian markets are struggling high and stronger crude prices and gains in europe are helping russian equities we cover the losses russia took a big hit during the latest market turmoil that's addressed as pull their cash out of risky developing countries but analysts say that if a double dip recession is supported and measured markets will outperform other global. emerging markets in general are much stronger fiscally they have much stronger growth that is expected in europe in the u.s. and corporations in emerging markets such as russia and elsewhere are also much stronger so you know i think that's for now investors are simply wrapped up on the
7:24 am
concerns that we could get a catastrophe if we can avoid the catastrophe which now looks more likely than i think once we settle down we will see more money coming back to emerging markets faster than developed markets. latest market twists have many investors scratching their heads over where to put their money just announced a from merrill lynch suggests infrastructure projects still offer the prospect solve stability when you look at living to structure projects the traditional team is there maybe emerging markets but ultimately they all the way to global trade whether it's parsons or trying to go for a traffic think a lot of investors see that was a little chilly to you on the vultures of these projects so we've probably choice poll companies they tend to be gateways to to global trade and for us to say i'll invest to diversify the structure but most of us are going to globalization on the opening of the market to new investors new companies overseas so it's an interesting way to play an emerging market but also the to do risk for investing in a company providing infrastructure to support both good boys and that's all right.
7:25 am
