member states so i was quite owners to be able to be part of the european union and also or to be part of our ard minister to reform that global or underemployed what happened or what did you find out to make you change your mind when i found out that he had no control on the payments they were making out of the european union budget basically you know they didn't ask if people qualified to get the funding from the european union and i was responsible for the signature of those planes so i had the highest responsibility and i thought i needed to know if i was playing to the right person and for the right purpose and they just didn't care and they didn't allow me to make changes to be able to determine if we were making the right brain is what does what does that all mean this means that you funding is going to people who do not qualify for these who do not meet the funding

and who use it for other purposes and this is very dangerous because there are many other purposes for which the money can be used. when they raise the money from european taxpayers they are short of saying this is going to be used for certain. since. certain extent they are lying to the europeans actually i thought i was working on behalf of the european taxpayer and my obligation was to make sure her. payments were correct others didn't see it like that they did their fact he works for blowing the whistle do you think anything's changed since i don't think anything has changed i now see it in the budgetary control committees for the committee in the parliament that oversees the payments out of the budget and i see

it in the budget committee the committee that oversees the planning of the budget and in both committees i can see that is the have no respect for european taxpayers' money and i don't see that fundamental changes that they should only have taken place. once anybody who makes up payments in non-minority. would take care that the payments would ask the questions what is this going to what is the purpose and this questions are not asked by the commish the solution is to blame the member states only gave the money to the u.k. it's the u.k. who is committing the irregularities well yes but you pray the money out that you are the problem questions they don't so for me nothing has changed a lot of window dressing but nothing else and are you suggesting that the commission is being defrauded and if so who. well it's being the

products to a certain extent in. talking about fraud it's always very problematic because obviously you have to prove it and it's very difficult to prove fraud in places where you don't have adequate systems to control ok there is no all the tray so it's very difficult to to prove it but you know there are beneficiaries who are getting the money without being qualified to get the money that they say yes and so the situation do you think brussels is capable of reform is there a will to tighten that up i don't think that is any we can tighten this practice because they have a different agenda they want to promote the european union project and to promote this project is going to be able to give the money to the people who will support it not the people who really care about the use of the funds in

a proper way not the people who are going to use this funding to grow the economy for certain and bridge plate but the people who will promote the european union project how deeply entrenched you think the best interests are in brussels who are the real power players well from my experience in the commission fundamentally but i also know that in the parliament a powerful people in the e.u. are the directors general in the european commission the european commission passed different data rates if it is substantive issues so you have environment. in agriculture and this director generals are the ones who called the part you know the commissioners common goal every five years but this they are generally known normally have been there for decades and they hold the power there you know who they need to give the funding to get the support where in times of austerity at the moment. members all across europe are cut saying that state spending is there any

a whole is hopefully. i think. the u.k. could lead the european union and negotiate another type of relationship when there are people who are very critical about what would happen and how it would be trade . in the u.k. trade they've done existed before the european union so i think it could go back to the. it's. u.k. it's one of the biggest importers from the european union so forty two percent of the imports come from the european union so i think the u.k.'s in a really solid position. and i think it would be healthy not only for the u.k. but for the rest of the member states because it would force a renewed association of the european union and all the trade agreements that we have i don't see of course this doesn't happen in twenty four hours i mean of
