international news in comment live from moscow this is r t with you twenty four hours a day italy is the last it's perceived crecy into action as it seeks to rush a critical austerity package through both houses of parliament the nation's president has promised once the war is past the prime minister silvio going to school he will resign with his possible successor being a former commissioner sarah ferguson in rome with more from the. a lot of the people a lot of the m.p.'s we've been speaking to here in the last couple of days they want to send a very clear message to the markets to the international community that they can take decisive action now at a very critical moment and it's late history now we saw that they pass reasonably easily today hundred fifty six days to twelve and it's expected tomorrow that similar things going to happen in the final approval will be given in the lower house and not of course with the pave the way prime minister berlusconi to step

aside to see if he wants asian films had been passed and at that point is to the italian president will try to appoint new has an a some sort of technocratic government will be formed to going to happen very quickly from what we've been hearing is he said the emphasis really here now is on decisive action and the run of this emerged recently is a man named mary muncie he's a former economic and he says they've noticed among politicians here that amongst you is a leader says well he's got very close links with brussels he's thought to be the man he can lead the way three this crisis situation is leave now finds itself by no means is any government going to be a quick fix to all the problems that is essential at this moment the some form of action is taken to stand a strong message next week to try and stem a lot of that uncertainty and mistrust and the political guidance here in the country that we've seen from the markets and from the international community and as he said mary muncie is a safe we saw the italian president making quite

a clever chesney when he pointed the standard to the light and others made him a much more appealing candidate the n.p.'s much more politically viable to take the top spot and we've also seen the top spot increase taken by former e.c.v. official you've got married monti possibly carrying out state the top spot he said for me. there is the concern amongst the public in these countries that i will you sing. it's an extension process in the sense that surely that is what's happening it can be m.p.'s that we're speaking to is saying that this take right government now is really good it is pushing through these harsh measures just getting them off the ground because they've been long promised and have failed to materialize and that's really what's needed to be seen now from the year is a new leader of course it's really the entire year future right now looking extremely uncertain but the public very concerned about the loss of the gravity about whether the new governments against be acting in their country's interests

here in italy is still very harsh reforms that not only have to be cause they don't have to be influence a is one thing to put in place if you're going to appease bustles quite another to gain up public support to be seen in the past and countries like we have that a lot of public support really have a very significant impact in d.c. by no means it's leading to be out of the worst if the government is formed it's expected to happen early as saturday they're not out of the woods yet there's still a long way to go they funds us at a very critical point in the teacher surface reporting there and the new greek prime minister lucas papademos has been sworn in as the head of a unity government the make up of his new cabinet was also announced on state television after the ceremony the former european central bank vice presidents and media task will be to implement yet more austerity measures in return for continued e.u. bailout payments is the problem also is valid to do what he can to bring greece's

finances under control and promise to keep the country in the euro zone and john laughlin the director of studies of the paris institute of democracy incorporation of these brussels has a skate much of the blame for the club's debt crisis. these people who have taken power in greece and shorted to our in italy have never been elected these are men who made their entire careers through garnering important appointments and cases like in commission or the european central bank and they have no democratic mandate at all and precisely what is so frightening about what is happening in nothing is the european union and the euro enters its death agonies because that's what i think it is is the way in which the european union is really is showing and i would say this without any exaggeration it's true nature as a dictatorship after all it is europe which has effectively commanded these two prime ministers to leave office and really had to leave office the moment he suggested
1:06 pm
a referendum on the debt package and berlusconi had to leave office the moment he said that italians had become poor under the euro so we're seeing really a very ugly development out of course the governments are responsible for the crisis but there is a code responsible element and that is the euro itself and they only need to bailouts from the european union because they don't have the option of devaluation they don't have the option of managing their own economic and monetary affairs i'm absolutely convinced that the euro project is at an end i can't say when it's going to break down but it is a net and yes there's been financial irresponsibility in greece initially but the situation has been made worse well catastrophic there membership of the euro john laughlin there this is our team live here in moscow with you twenty four hours a day just ahead for you now in the next few minutes harm to the teeth syrian authorities ringing the alarm bells over an increased about of weapons being smuggled into the country to boost extremist factions fighting the regime. and we

delve deeper into the causes of a vicious circle in ukraine weapon of the protests and brawls are a daily reality no matter who holds the reins of power. nato may have finished its bombing. mission in libya but now there is a full scale western invasion corporations are queuing up to do business with the new government which is rewarding the military victory with lucrative oil and gas contracts nor smith looks at how the harvest of war is being reached. first british poems tourists apart now british companies will get paid to put it back together libya is open for business and u.k. firms are being encouraged to join the gold rush is a relatively wealthy country with oil reserves and i expect that there will be opportunities for british and indeed other cunt companies to get involved in the reconstruction of philip hammond is urging c.e.o.'s and sales directors to pack

their suitcases and heads to the north african country the u.k.'s bill for its part in the nato intervention in libya is estimated at just under five hundred million dollars but according to the u.k. department of trade and investment the value of contracts to rebuild libya in areas ranging from electricity and water supplies to health care and education could amount to upwards of three hundred billion dollars over the next ten years and the british government will make sure it takes a leading role in that just as it did in the war and that's raising more questions about the u.k.'s motives in playing such a big role in the recent conflict john hillery of war on want says it has shades of post-war iraq when companies from countries involved in the allied invasion were awarded all the best gigs.

journalist john pilger says there was evidence of battering before nato even got involved actually a transitional council told the french. they would give over to. the food in. the u.k. department for trade and investment already has start on the ground in libya ready to welcome companies. warded contracts wanting to get in on the action shell and b.p. shares rose on the news they were talking to the transitional government and generic arabs and mark macdonald also reportedly keen but if the latter refused to put up a spokesman when asked preferring instead to send basic statements which critics say is a new tactic to avoid defending their ethics it's better for them to be involved in

any form of public discussion of why what they're doing around the world. so far the conflict in libya looks like an excellent investment hearted billion dollars to oust a dictator with a return of three hundred billion in business contracts when it's all over now the humanitarian goals no longer need to be touted wall suddenly makes great business sense nor a smith party london nato may have to perform an in health legal review of all of its operations in libya which resulted in civilian casualties but as prosecutors at the international criminal court warned that any allegations of the largest crimes in the country would be examined quote impartially in dependently or to talk more on this or guide from you by human rights expert your own mariner she's from hunter college there in new york no nature always claim to be on a humanitarian mission in libya so could those civilian casualties be justified as long as they save more lives were lost. that's
1:11 pm
not exactly the calculus under international humanitarian law but that's roughly the idea that the purpose of the you're allowed to kill civilians incidental to the military aims so if there were civilians that were collateral damage that were accidentally killed in the conflict that in itself is clearly not a war crime you know what needs to be examined is did nato take proper precautions to protect the lives of civilians during its military actions in the year but of course they would say look we did not deliberately target civilians accidents do happen in time of conflict in no way can we target them in the same way as good as his forces did so is it not at all realistic to think that they would be tried in the i.c.c. for. i think at this point there is no
1:12 pm
evidence showing that nato deliberately targeted civilians so that i mean the point of an investigation would not just to not only look at the question of deliberate targeting it would look to just see that nato took the precautions necessary to protect civilian life so even if nato was going after military forces that could afy government forces and it was indiscriminate in its attacks or did not properly make efforts to protect civilians that still could be considered violations of international humanitarian law and from what you understand what you think is investigative sort of touch just to interrupt from what you understand do you think they could be prosecuted for this that there is a lot of evidence for that. at this point no i mean i think it's unlikely but that is the point of an investigation to consider whether you know to to collect evidence and see whether crimes were committed but certainly at this point
1:13 pm
no human rights groups are very concerned about a series of extra judicial revenge attacks taking place by revolutionary fighters now that gadhafi is gone what does that tell you about the current leadership at the moment what are your concerns now. i think it shows very clearly that the central leadership is weak and you know that the way in which could after he himself was killed clearly it was a moderate action it was you know militias and no rules of military discipline and probably not under a central leadership so the real concern now is you have these irregular armed groups these regional militias that are not part of any kind of integrated command structure and are carrying out attacks both insert khadafi s. hometown and in neighboring towns and really not following the rules of international humanitarian law or human rights norms well as
1:14 pm
a human rights activist yourself are you powerless to do anything about it just how we use it is it for you to monitor the situation we've seen human rights watch in syria monitoring the situation but you just put your finger on the point whereby this has no central leadership in effect is there really a rule of law at the moment that would bring these people to justice. well the central government has promised that investigation into khadafi skilling so far we've seen no sign that a really. serious senate and objective investigation has been carried out but you know it's still early on to make that judgment so we'll see but you know clearly there is a problem with the lack of central power a lack of real military control over these militias and i think that's the main challenge facing the new government will they be able to either interbreed these irregular militias in through a unified military command or will they demobilize them will they be able to disarm
1:15 pm
these you know these new revolutionaries. rehabilitate them and employ them but right now you have you know libya is awash with guns it is awash with irregular groups and it is awash with really you know forms of mark just the center of great concern obviously as you paint there remain to be seen and no doubt you'll be keeping an eye on it it's very interesting to hear your point of view in your concerns human rights expert joanne mariner from hunter college in new york thank you very much for your time thank you so much. russia is calling on the syrian opposition to stop aligning itself with extremists going's which is smuggling weapons into the country only triggering more violence this comes amid an increase in illegal shipments of arms ammunition and military supplies from neighboring lebanon over the last few months but professor of international relations mark almond says syria falls victim to lebanese political

games. the people doing the struggling may be doing it for money but. i think there is a ground in the. exposure situation there is being made worse by the fact that one faction of politics the actually muslim factions. also backed by saudis. see the fall of the syrian regime because its rival and its supporters rivals has alarmed the question. who don't wish to see a revolution in syria bring to our son eight hundred which were likely. to the religious minorities and so we are seen as are cynical people who do anything for money we're also seeing people who say the way to paris or the power of a car or their own security council is reviewing palestine's bid for u.n. membership in new york the motion was filed in september too much for it in the west bank and the deciding vote may come as soon as next week. weighs up palestine's chances palestinians have resigned themselves to the fact that it's

unlikely they going to get the two thirds majority they need in the united nations security council for the statehood but what this means is that they will not become full members of the united nations and the united states will not be forced to exercise its veto rights there are eight countries amongst the security council who have indicated that they will vote in favor of the palestinian bid these include russia china india south africa brazil eleven aren't nigeria and gabon both the british and the french have announced that they will abstain from the vote then they will abstain alongside portugal and bosnia while germany and colombia might either abstain or vote against it alongside the united states now this really leaves the palestinians with two options the one is that they can still next week demand that the security council vote on the statehood bid this will force those countries who are not supporting it to publicly justify it. vission and the

palestinians michael are here with us although they know that they are not going to get their commission into the security council the other option and this seems likely is that they still take the bird to the general assembly what this will give them is upgraded observer status although they will not become full members of the international body this it seems a lot of pressure going on behind the scenes the palestinians have accused the united states of meddling and putting pressure on other countries not to support the statehood bid you just need to look at the united kingdom as one example and here the foreign secretary william hague has said that it is to quote him technical judgment why the u.k. is abstaining from this bid now the palestinians were relying on the british to support the bird and the foreign secretary has now been accused of being hypocritical and abdicating responsibility when you mention the units go admission to the palestinians immediately following that the united states canada and israel

withdrew all stops giving funding to the body so much so they can escape has had to suspend temporarily its activities now their kind of pressure comes while israel continues to build settlements in occupied east jerusalem and the occupied territories so certainly while the palestinians a short time ago had a lot of euphoria at the international community would that the bid for statehood this kind of pressure going on behind the scenes seems to be paying off. their senior cause of a politician has gone on trial for atrocities carried out against prisoners during the kosovo war at the end of the ninety's prosecution says he along with eight other military officers who were also in the dock tortured and killed serbs were christian cards a former nato officer and author who is writing a book apologizing to the serbian people but leaves the unheard shares responsibility for those crimes in cost of war. the card of the whole think europe is a very. and there are walks two hundred fifty thousand serbs and
