protect civilian life so even if nato was going after military forces that khadafi government forces and it was indiscriminate in its attacks or did not properly make efforts to protect civilians that still could be considered violations of international humanitarian law and from what you understand what you think there is to be investigated yes just to interrupt from what you understand do you think they could be prosecuted for this that there is enough evidence for that. at this point no i mean i think it's unlikely but that is the point of an investigation to consider whether you know to collect evidence and see whether crimes were committed but certainly at this point no human rights groups are very concerned about a series of extra judicial revenge attacks taking place by revolutionary fighters now that gadhafi is gone what does that tell you about the current leadership at

the moment what are your concerns now. i think it shows very clearly that the central leadership is weak and you know that the way in which khadafi himself was killed clearly it was a mob action. it was you know militias following no rules of military discipline and probably not under a central leadership so the real concern now is you have these irregular armed groups these regional militias that are not part of any kind of integrated command structure and are carrying out attacks both insert khadafi s. hometown and in neighboring towns and really not following the rules of international humanitarian law or human rights norms well as a human rights activist yourself ah you powerless to do anything about it just how we see is it for you to monitor the situation we've seen human rights watch in syria monitoring the situation but you just put your finger on the point whereby

this has no central leadership in the fact is there really a rule of law at the moment that will bring these people to justice. well the central government has promised an investigation into khadafi skilling so far we've seen no sign that a really. serious and objective investigation has been carried out but you know it's still early on to make that judgment so we'll see but you know clearly there is a problem with a lack of central power a lack of real military control over these militias and i think that's the main challenge facing the new government will they be able to either integrate these irregular militias in true unified military command or will they demobilize them will they be able to disarm these you know these new revolutionaries. rehabilitate them and employ them but right now you have you know libya is awash with guns it is
