a tough job ahead tackling the highest jobless rate in the euro zone and people on the streets still fear the new government won't be able to say the country's debt ridden economy. the number of troop convictions for their jury in u.s. military campaigns in iraq and afghanistan hits a record high as billions of dollars are reportedly wasted and stolen but those behind a majority of it are still walking free. now american counterterrorism expert david gardner tells our t. why he thinks the u.s. is actually losing the war on terror and why washington's policies in the fight against terrorism are mr wrecked it is intriguing it's coming right up. america's war on terror has been going on for ten years now there seems to be no end in sight some experts think terrorists are actually winning about work i'm

joined by khaled terrorism expert to be in ross the man who wrote a book titled bin laden's legacy why we're still losing the war on terror why was the great thing i mean your whole don't talk about it just give us some key point about why you think the u.s. is losing the war on terror i think the main thing to look at is the u.s. is capacity to stop terrorist attacks as well as its resilience in the face of an attack compared with the end user ability to strike the problem isn't that al qaeda has become more potent it's not clear that our plan has been significantly weakened but it's not clear it's become more potent the problem is that the united states has been significantly eroded over the course of the past decade the economy is of course in shambles with a massive national debt now not all of that is by any means attributable to the fight against al qaeda but more of it is that a lot of people realize including the massive cost of the iraq war the way that the instability that was spurred by that helped to drive up oil prices the national

debt as well as direct budgetary outlays and then the opportunity costs the ability after the economy crashed in two thousand and eight to deliver another stimulus package because a lot of this money had already been spent when you look at all of that and when you look at his goal of economically underbite in the united states i think the conclusion is not that there are that they've destroyed america but if they did more effective in under by the other end user kind of do that a lot of people would like to believe oh you're saying the terrorists have defined their strategy is bleeding the united states to bankruptcy and they have some claim it's succeeded in many ways let's talk money a little bit more why do you think the decade long fight against terror has been such a blow for the americans i think that would good looks. the return on the investment it's not a great return on investment a lot of the counterterrorism apparatus and policies have been distracted not totally i mean i do think that doing nothing is also not an option but to get the

key error was the war in iraq which resources away from afghanistan costing an enormous amount of money. to us and standing in the world beyond that the counterterrorism apparatus that had been erected is a very inefficient one there are so many different secret programs so many different cooks in the kitchen that it's difficult to have any one individual who can determine that there's not duplicated effort this also means that not only are offered steve's right the iraq war but also our defenses are expensive i think this is what he does and it can be fixed which is exactly what this is a clarion call for that we need to understand the situation that we're in and move beyond it you know what comes to mind is. soviet union the war in afghanistan has. it so badly back in the eighty's you know we very much contributed lessons to be learned with this is a lesson that did not and put it to
3:35 am
a multiple occasions that osama bin laden had been part of the resistance originally as a humanitarian worker in pakistan a dead he eventually went to the battlefield and got so caught up by that he ended up leading a team of arabs who fought against the soviets inside afghanistan now they were pretty incidental to the fight there were far more afghans there were arabs at any given point inside of afghanistan fighting the soviets but to bin laden this was kind of the parity fate of how you get a superpower training that the afghan soviet war brought down the soviet union i think it's not entirely clear historically that it did. especially if you did get it it's it's not entirely clear what kind of impact it has historians have mixed views on this given that you're by nature to sixty afghan soviet war cost about three billion dollars when one looks at the loss of oil export money as well as
3:36 am
green shortages within the soviet union and you will price tag of those far the worth of the afghan soviet war but if the afghan soviet war was a significant contributor it was precisely to get down in that one theater and thus make good on evil for the soviet union to adapt to other crises that it faces so i think there are definitely aggressive some initial question in the first instance because this is precisely how big you just fight against the united states which means that one when your enemy is so intent on grinding down your economy one thing you have to do is make sure that you don't fall into that trap and the second lesson is that even if expenditure isn't a massive part of your budget it can have it perhaps as i said the impact of the aspects of it where i find to be historically if i were to be
3:37 am
a historical question mark but what is indisputable is it certainly didn't help the soviet union and the amount of money that the u.s. has spent over all of the war on terror. even when adjusted for inflation is is much more in terms of sheer quantity. you can spend in afghanistan ok let's think america's are the worst ones that had nothing to do with nine eleven of course i'm talking about iraq first of all why spend so much money there is it because the u.s. this whole range that it doesn't know how else will spend the money or go through us expect that the wars will eventually pay off i don't think there is an expectation that there be a good monetary gain from the war so i don't think that these rewards of avarice rather i think that the u.s. quite simply underestimated what was going to happen when the. said at the lead up to the iraq war and very and by that there could have been political spin to try to make it more saleable to the public but when one looks at the leader the estimates given for how much it would cost were rather than the web estimates you had
3:38 am
officials talking about how the reconstruction of iraq could pay for itself that iraq could so on the market they could spy and have slowed reconstruction so it is i think that people just didn't. foresee what ended up happening in terms of this massive insurgency taking hold it's the law of unintended consequences that particularly would you have an enemy in a certain area you have to be wary that whatever action it of taking it to other theaters especially one that could attack the tracking jihad which was noted in advance that could end up snowballing and end up backfiring against you and that's what happened in iraq ok let's take another campaign related to terrorism does in any way contribute to draining the u.s. economically or is it just the war on terror that i believe that libya does quite obviously i think actually it's much it in my view as someone who had opposed the
3:39 am
libya intervention from the outset i think it's actually much worse because in fighting against terrorism at least you're fighting it's people who are trying to destroy your country and kill american citizens were as in libya it was entirely based on humanitarian intervention now there are different views of liberal humanitarian intervention but i think that given the economic context that we have in an era of severe austerity we need to be very hesitant about undertaking such an operation particularly given they said before the law of unintended consequences when one looks at the situation in libya prior to the beginning of the nato campaign in my view. there was almost no strategic interest at play because market off he was not supporting terrorist groups moammar gadhafi was not giving up his weapons of mass destruction program this doesn't mean that i'm. sad to see him go
3:40 am
he was a terrible ruler he was a brutal dictator and he certainly would have killed a lot of people and you know he probably would have killed far more people had not started bombing the country but to me one of the sad reality is the twenty first century is that there will be humanitarian very serious had the international community is powerless to do anything about and you know in six months or a year we'll have a much better idea of how from a strategic interest perspective the intervention in libya has gone you have already concerns that some jihadi may have gotten their hands on surface to air missiles as part of khadafi its arsenal you have certainly concerns about violent islamists being able to leave president during the chaos and there's the possibility that could a few loyalists will be able to mount an insurgency all of which you know what a year from now can make what's going on look a lot worse in retrospect i hope that doesn't happen but i certainly am concerned and our recent history doesn't really bear out that we're very good at cleaning

things up toppling the regime but the lesson is quite clear is always the easy part that you will fight against the extremists in your book you suggest ways to build resilience among americans to you know faith possible that path but without overreacting can you expand a little bit on that what ways are you suggesting resilience is particularly important that it serves multiple purposes not just defending against terrorism but you know we just have been beset by multiple natural disasters including the hurricane and earthquake and the like you one thing i put forward that would help to build resilience is basically incorporating individual citizens. into how. the community or a state would react to a terrorist attack or to a battle disaster or community of urgency response team model in phoenix arizona that i think is particularly good mr card this is something that helps citizens to
3:42 am
be less afraid and also to feel like if something goes wrong they can play a role i think it's important to build not just. resilience in terms of infrastructure but also psychological resilience so that we're not sitting here afraid of what happens but we have to stand it that if something bad happens we can play a role in fixing it and get good terms of helping fellow citizens i think that without going to war without waging wars in other countries well the first of all wars sometimes necessary often enough i think that for example in afghanistan. you know the the united states had to dislodge the talk about regime that was supporting al qaeda giving them sanctuary the iraq war obviously. don't you agree with the word libya so so resilience is not something that you becomes the end all and be are but i think it is it's an important part of what we do in the twenty first century

never lost by way of a k o kept getting up each time the last emperor sent him to the canvas to everyone's surprise given the ngo did not pursue monson on the ground even once inviting the americans to fight standing up perhaps that was the only strategy that could have worked against the forty year old submission expert as the ballots when they started this this all three five minute rounds. i didn't want to take any risks because geoff is a very courageous and difficult finds out i wasn't planning on finishing him off on the ground because i knew how dangerous he is that and he could have taken advantage if i might the scientists think i work very hard on making sure that i'll stand off doesn't end up in ground wrestling one wrong move and the result would have been very different. this was you may get in close first ever and i may appearance in moscow was certainly please the local crowd however there was one special fan in attendance a martial arts expert himself who probably doesn't say defeats lightly but the

russian prime minister vladimir putin had no reason to be upset on the night as he and the rest of the sold out only because witness the return of the last and her. the fight had to be stopped at one point as jeff monson's face was bleeding profusely after he took several points from fielder the old american grappling specialist managed to continue the fight already obvious that he was badly hurt and that was evident in the aftermath of this bout when jeff monson had to be helped by his crew as he was leaving their arena but still are human yet incl was all smiles as he probably knew that his return to the summits of mixed martial arts is just around the corner. he's next bite is in the hands of his manager and and one global president but team think. we would be happy to arrange a rematch with the priest the overt and other opponents and we're working on that

a reminder you can see the full pinch hitting interview on our website at our team dot com now in tennis roger federer and rafael nadal have gone off the winning start to the end of season world top finals in london although both did have to work pretty hard federer the defending champion needing three sets to get past frenchman jol free to tsonga the swiss was on a twelve game winning streak coming into this tournament and took the first set six to his wife and friend syria on rain joining it's a far better stronger he's up to six in the world rankings then stormed back to take the next step by the same scoreline. and there was little between them in the decider but the song i stumbled on his five four down and federer took his chance. once he got the upper hand in the second serve you start to swing more freely and it got more dangerous and. me was just. trying to drive away from a chance to create chances when it was not serving as well as it did at times that
