protesters in egypt hold their positions on cairo's a revolutionary tahrir square which captures its breath after another night of heavy clashes. meanwhile arab problem ministers in cairo egypt and north on the agenda more in just a few moments. so break away kosovo face clouds of tear gas so if they refuse demands by nato soldiers to dismantle barricades on the region's northern border. it's not about to stop the reset of ties with the u.s. it will hold nuclear disarmament and deploy rockets to its borders if washington

establishes its missile defense shield in europe. global use twenty four seven this is the lie from moscow with me. egypt's military has apologized for the deaths of nearly forty protesters over several days of clashes with police but it's a risk when i was actually quiet this morning for the first time since the fresh surge of agression began on saturday both sides since then declaring a break in the fighting meanwhile the arab league meets in cairo but the delegates focus is on syria and the imposition of new sanctions. is standing by in the egyptian capital. at this stage we have no indication that discussing what is happening in egypt is on the agenda for the arab league the foreign ministers are
9:02 am
currently holding discussions over whether or not to impose sanctions on damascus we understand also that the french will be giving a presentation they'll be appealing to the foreign ministers to accept what they're calling a humanitarian corridor france is openly calling for international intervention now this has provoked a lot of anger not only from people here in egypt from the region but also from many in the international community many saying that it is highly ironic that the meeting is being held in egypt the situation of what is happening here is not on the agenda at the same time the arab league is being accused of double standards and of hypocrisy so much is making of the situation in syria while the death toll here in europe in egypt stands at some forty people who have been killed and more than two thousand injured and yet no mention is made of those by the leave the situation is relatively calm despite the fact that there are thousands of people here into the square for the sirens of ambulances to suggest that there are clashes ongoing that people are being injured but we know that the security personnel have
9:03 am
erected a barrier of liar around the interior ministry building this was the focal point of so much of the violence over the past straight six days and this is in an attempt to keep protesters back now the supreme council of the armed forces has issued an apology over lives lost and youngsters killed in the past week it says it deeply regrets this and it has offered condolences at the same time it says that come saturday it will release all the defect detainees it has taken in the last week but most importantly the army says it is ready and insisting that these elections that are being planned for monday will go ahead now these parliamentary elections have caused a lot of concern by people here many saying that they should go ahead many saying that they shouldn't and talking to protesters here in turkey is for. the city is eight mixed reactions some support the elections on monday some don't but it simply has not taken away these contain from the anger that people here have towards the
9:04 am
military they're still insisting that the military to step down and step down immediately regardless of whether or not these elections are held in the darkness of whether or not they are free and fair you need to remember that while they were tens of thousands of people here in town here there are tens of millions in the rest of egypt and they are alarmed by the fact that the country is suffering economically for their land the fact that they are given this most over the past eight or nine months and they're also alarmed by the fact that the international community is watching very carefully how egypt manages itself during this very difficult time so they will want to see some kind of movement toward some of the secret or not this will be achieved by the elections on monday remains to be seen. reporting right there and she is following the events in cairo step by step keeping us updated via twitter feed as you can see here the latest posts are from her page for example egyptian military or the egyptian military says that every person who

does not vote next week will be fined five hundred gyptian pounds you can follow paula's tweets for live updates twenty four seventh's. side of this has more details on this and speak to you john laughlin a from the institute for democracy and cooperation in paris joining us now. i thank for coming on the program today i must ask you how ironic is it that the arab league is holding a meeting at the scene of the most violent unrest since the arab spring and yet it's syria rather than egypt that's on the agenda. well ironic is one word that comes to mind hypocritical is also word that comes to mind the arab league i'm afraid has shown itself to be an instrument of western geopolitical designs on syria after all it was the arab league that condemned syria a week or ten days ago and it was also of course the arab league that approved the attack on libya so i don't think we should pay too much attention to what the arab league does and certainly the fact that they are looking the other way while things
9:06 am
happen in the very city in which they're meeting should give us grounds for concern it certainly does seem strange that the arab league will be meeting in the heat of the unrest and is actually turning a blind eye to it entirely if we can just for a moment here though we're turning our attention to it out of syria france has just now become the first western country to raise the possibility of an intervention in all kind of a bit reminiscent of what happened with libya do you think it could get support from other nato allies. i think that's quite possible as you know the french proposal has been to create a humanitarian corridor or and this is where the similarity with libya lies i'm sure your viewers remember the libyan campaign which started off in the name of hue of a humanitarian operation to protect civilians now the french the british and americans failed to get the united nations resolution on this but they are trying effectively the same thing again they're trying to get humanitarian aid or they say they're trying to get humanitarian aid in but i think that russia and the world in general
9:07 am
should regard this initiative with the greatest possible skepticism we know from libya that the claims made about massacres of civilians were untrue we know that they were exaggerated and they were manipulated for the purpose of overthrow gadhafi in my view the same motives are false here if a humanitarian corridor is opened it will allow among other things secret service agents to penetrate into syria and they will presumably be there with the goal of overthrowing the regime so i think is an extremely dangerous animal can i say you are bringing the u.n. aspect of it as you mentioned moments ago with libya the u.n. resolution one item three of course appetite and humanitarian campaign but the arab league is now discussing sanctions against syria you brought the u.n. into the equation is it possible that the u.n. and the arab league could work together on this perhaps that their motives in some stretch or another could be similar. i think that's absolutely right i mean you
9:08 am
know let's not be too idealistic about these international that isolation as i've said what i've said about the arab league at the same is true of the u.n. the u.n. on many occasions in the past has been used as an instrument of american power let's put it as simply as that or a piece of western power resolutions have been voted in the security council on libya for example let's never forget that the sanctions regime the terrible sanctions regime which iraq lived under and under which so many iraqis died for ten years after the first iraq war that was administered by the united nations so let's not put too much faith in these international bodies they haven't proved their track record as being objective or above politics quite the contrary quite now the iraqi foreign minister has now announced that syria is ready to let foreign observers into damascus is a step towards dialogue with the international community or can i just double double phrase this is the international community even remotely interested in some sort of internal or external dialogue with damascus. no i think the
9:09 am
international community probably by which of course we mean the great powers the great western powers is embarking on an endgame i think in other words that they want to see the end of the regime in syria and therefore i would warn against any international presence there is no. internal political situation not even the situation of incipient civil war such as now exists in syria or at least of syria some rest there cannot be solved by internal political process since the track record shows from yugoslavia through libya through most any case you care to mention that an international presence the tooting even in so-called dialogue invariably. upsets the balance and causes for example the rebels in the case of syria to have undue expectations handed strength artificially so by
9:10 am
admitting a foreign presence if i were if i may just i'm sorry to interrupt you we're running very long time here on r.t. but we've just had reports recently that at least five regional factions in libya now refusing to work with the national transitional council there of course we have this second wave of unrest was ousted in egypt is it possible we're seeing a second wave of arab revolutions in the making could arab nations such as tunisia and libya follow suit do you think. that's a big question i'm not an expert on the middle east but i think we all know don't we that these countries certainly is the case of libya are very heterogeneous societies which have been kept together for good or ill by very strong to put it mildly regimes and once those regimes are overthrown a pound or as boxes open in other words chaos can be the result we saw it in iraq the immediate aftermath of the iraq war the overthrow of saddam hussein led to
9:11 am
a very bloody civil war in iraq there's no reason why the same thing shouldn't happen in libya or egypt so yes while one is always happy to see the end of brutal dictatorships my own view is that these the ends to these regimes should come from the people themselves political process is domestic political purposes preferable to international intervention from the institute for democracy and cooperation in paris many thanks. you watching us here live from moscow now violence has flared up in northern a cause of it with nato soldiers using tear gas against local serbs tried to stop them from their barricades from being dismantled by troops in riot gear attempting to remove a concrete barrier to restore looking troll in the area late on wednesday gunshots were reportedly heard when hundreds of ethnic serbs poured onto the streets to withdraw the wire tensions have been on the rise over disputed border crossings are since july when cause of our thought he has moved to checkpoints to impose

a trade ban on serbian goods political analyst alexander public says that maintaining the region's or volatile situation is in the interests of the western allies. it seems like some of these actually planted the seeds of a future of instability and disorder in this part of the world in two thousand and eight other priests not unilaterally declared independence and the nato countries recognize their independence and some of the root of the problem is that we have western powers who are recognizing an illegally declared state and they're trying to make the serbs down there make nathan live inside this legally declared state local service have made clear that they're absolutely not going to allow the nato to help the albanians establish their own state and to turn to serbia and this is this is classical stalemate nato is going to keep doing would do trying to do it and the serbs are going to be doing with really trying to do and they told us the
9:13 am
force the serbs said no they're not armed so nato has the initiative they have the power and obviously they're willing to use it against unarmed civilians. he is coming to you live from moscow well still to come a little bit later in the program one for all or all for one e.u. leaders pledge closer ties than stand by the single currency the question of collective boring for the eurozone continue to divide the region's top brass. and portugal hits a new low as there has been classified as junk by one of the world's leading ratings agencies. not so says it's not planning to hold the reset of ties with washington but is ready to pull out of a nuclear arms reduction treaty if the u.s. it goes ahead with its defense shield plans in europe that washington says it will not renew its program despite russia warning but it could move its own offensive missile systems to its borders in response he said he said now explains. press's
9:14 am
reaction to the active development of plans for this missile defense shield in eastern europe came in the form of an announcement from president meets radio where he highlighted five steps that the russian federation would take if the u.s. and nato don't reconsider their plans first of all activated immediately will be early radar warning stations in kaliningrad which is russia's most western enclave the country's nuclear strategic forces will be strengthened significantly he pointed out that this needs to happen quote urgently at the country's strategic missiles will be fitted with advanced kind of trace systems and latest generation warheads and he's also notify the armed forces that a system needs to be developed that could destroy data exchange in the control systems of this planned missile defense shield if these steps are not enough the president pointed out that this would be russia's last resort. just each other measures are insufficient to the russian contemporary straight systems in the west
9:15 am
and south east in order to prevent further damage from the us missile systems be deployed in the system of the deployment of the is going to missile system in the coming but will be one such step if the situation develops in an unfavorable way russia will reserve the right to seize further steps in the area disarmament and arms control over to give me an extra good link between strategic offensive and defensive weapons yet reasons could emerge from russia from the strategic arms reduction treaty this is a vision within the content of the treaty the president pointed out once again emphasizing that he believes dialogue is the way to go and that cooperation is still possible it's not too late but promises are just not going to be enough russia needs a legally binding agreements from nato and the us that these systems are not meant as a deterrent against them from the was a lot of the same rhetoric that russia has been listening to for years again that this system is meant aimed against so-called rogue states like iran and north korea
9:16 am
that it's not anyway thanks again. russia that they do believe but russia and the west have separate systems from the representatives from the national security council we've heard that cooperation again they praise president has made a statement about further cooperation but also pointed out this is very important that they will continue to cooperate but that pursuit of cooperation will in no way be limited or changed or changed the plans for missile defense shield and then from secretary general rasmussen of nato we heard again praise for the statement on dialogue and cooperation but he say that he is disappointed by president medvedev statement that it's not in the spirit of russia nato cooperation but again if you look at a map you will see very clearly that nato is rapidly expanding eastwards on russia's west eastwards on russia's western border you have the united states and their bases all throughout the middle east and then up russia's eastern seaboard you have bases in japan and south korea so basically russia is being surrounded and it's
9:17 am
pretty easy to understand why this is such a major concern for their national security. so at least in our reporting right now from outside the credit card we are inviting you to get involved with us here at our team we want to know how you think that russia's warnings over america's missile shield plans will play out here to our website r.t. dot com you can cast your vote right now bringing up the numbers here at r.t. most of you believe it could trigger a new arms race the second most popular answer is that it will see the pentagon only speeding up employment almost a quarter believe the russians objections will lead to europe saying no to the u.s. and the rest think washington will compromise and the greeks of moscow's divide if you cast your vote at our top card. we are about eight minutes away from the business here of artsy canal their work as the euro zone's debt levels continue to hold high france and germany say they will propose changing e.u. treaties to improve financial governance in the region president sarkozy i had
9:18 am
a chance and i would have been talking in strasbourg meeting the newly appointed italian premier the leaders have also reaffirmed their commitment to the single currency the idea of collectivity eurozone boring though is still a divisive issue championed by e.u. technocrats and paris but strongly opposed by the region's cash cow or that of berlin it would help raise much needed capital for the debt ridden nations but largely a germany's expense as its boring costs would rise investment advisor patrick young says the eurozone needs someone able to make executive decisions. the problem is first of all to go back to what we always keep hammering on the boy we really need leadership mr barroso is trying to push forward this idea of euro bonds amongst others ultimately also germany either has to decide that it wants to be sickly chipped away the ball and through a lot of other members out of the euro zone club because they view them as not being worthy of being membership or they're going to have to essentially bite their
9:19 am
tongue and they're going to have to come forward and do something with the marketplace and in some way find a solution the problem we have is you know. euro bonds we were talking about those a year ago fifteen months ago but the difficulty has been all along the lack of political leadership and right now there is definitely a palpable smell of fear in brussels over what's going on when you're in the euro parliament in the coffee shops the huddled corners or discussions about whether the euro always going to survive in any ship or form and hopefully that's going to be a catalyst to see an art critic of leadership and i predict of government and we will find a solution whether it's a collective euro bond or some other form of transfer that at least gets the market working again and allied countries to borrow this crisis is like a pandemic of financial panic nobody really think you see it in the euro zone and that's why germany not come out and lead a euro bond is basically a case of putting lipstick on the pigs quite literally in every possible sense and
9:20 am
of course the other countries who are currently shut out of the borrowing market or have to borrow at very expensive writs want to be part of a club where hopefully they will be able to borrow money and they'll be able to borrow it much much more cheaply than they can get it in their own right either one of those or crisis hit pigs countries such as portugal has just received a vote of no confidence from ratings giant fitch lisbon's credit score was now just proclaimed as junk fitch cited high debt levels and low growth despite a seventy eight billion euro bailout earlier this year but this comes as workers angered by deep cuts walked out in a twenty four hour strike as aussies are going to go to school reports more and more desperate portuguese and are seeking a better life abroad. nags nags readers ready to go leaving your home and has probably never been easier critical because why stay in portugal when we know that architects with five years' experience are paid just eight hundred euro's

a month is a question a lot of young specialists have been asking themselves lately and surprising answer may be to leave for portugal's former colonies like brazil sister father and through him as being rather stable they had a national truth and then a massive reconstruction process began so there are a lot of opportunities for a civil construction companies especially and a lot of what he's sort of construction companies winter and they're currently very very active and go over maybe know or something but many portuguese are starting to do it at least at the present day as. an african country rich in diamonds an oil resources presents an appetizer an opportunity for a lot of people who have lost hope of finding a decent job but hope of a member of over who ever i tell i'm moving abroad invariably says brilliant can you get my job two friends even ask me to take their c.v. . according to some reports that around ninety thousand fortunes are currently
9:22 am
little one compared with just ten thousand in two thousand to some go looking for better income but most are simply looking for something something better than me in a worsening situation called we simply i think salaries unfortunately are knox the main reason and the main reason is the lack of opportunities in the portuguese markets due to the well to the crisis the mass exodus of portugal's young smart educated may pretend the end of an era for the country a lot of specialized people where the higher education scientists brain drain as you call it that they go and work we've broadened study abroad and stay there and part of course will most likely never recover those human assets like rita they hardly think twice before moving abroad that is aging work for a decent salary far outweighing any possible fear of flying. has been.

now you can head over to watch dot com for more on the debt crisis that continues to march through the eurozone but across the atlantic the u.s. has apparently found an unconventional way to save its own currency but that's what some say the threats of a strike against iran's nuclear sites could be leaving to have more on that story online or on t.v. dot com also. we explore some of the possible reasons behind the failure of russia's planetary probe before it was grown among the suggestions is that one of america's research stations possibly in alaska could be to play. out before we get to korea with the business let's do the world update here are some other international news for you but bloodshed continues in yemen a day after the president announced his resignation at least five people are reported killed after crowds demanding soulé be put on trial but what fired on by supporters of the regime agreed to transfer power to his deputy in exchange for
