4:02 pm
be a significant drop in the party's popularity it is however gaining as more ballots are being counted the central election committee is publishing all the latest figures live in r.t.c. catherine mcgrath is standing by for us at headquarters to get through now what are the latest numbers you have for us the latest numbers we have as of now with more than thirty eight percent of the votes counted is the ruling united russia easily as you've just said with forty eight point seven percent of the vote coming in second are the commonest with just slightly short of twenty percent at the rushes more than thirteen point one percent well before the elections it was in question whether the party will make it at all to the newly elected parliament and now we see that there are number three on the least and there it has all of the liberal democratic party which has won around twelve point seven percent according to the polls the other three parties taking part in the election haven't grocon the seven
4:03 pm
percent threshold russia uses a point at least for fortunately representation system in the state duma elections all in all four hundred fifty seats are at stake to be eligible for any since at all a party should take at least seven percent of the votes and if a potty breaks the beria that means that it will take the number of seats proportionate to a number of votes one now so far four parties are making it to the newly elected parliament to have secured a certain number of mandates in the new duma and these time the first time the lower house of the russian parliament is being elected for a five year term previously devotees were elected for only four years will be over forty on the latest as we're getting it here at the at the central election committee in mosco and of course we'll see how the parties have fared later through the night but as of now back to you any sense. that's right like you said only
4:04 pm
thirty nine percent of those votes count votes will be joining you throughout the evening out the central election committee and continue to update you on the very latest data as it comes through united russia party has so far received just sort of fifty percent like you catherine i was talking about there do you know bush is at the party's headquarters and now joins us live danielle counting still underway but with united russia just short of fifty percent what's the mood among the party members is this been a successful action or are they disappointed. people here are very down popess party leaders have just come out to face the press and there was none of the good humor that we saw with the overwhelming victory four years ago they all still hoping to get up to the fifty percent barrier they're saying that's a psychological test that they should pause and it really wants to get that fifty percent if the president of russia and also the man who is first on the united

russia election list said that the economic situation the world crisis is partly to blame for the poor showing people aren't happy with the way their lives are going but he did warn that russia does need a strong ruling party in parliament in order to be able to govern effectively let's have a listen to exactly what he had to say. talk to this person because i saw earlier well the party represents almost fifty percent of the population and this is the result of the democratic process the taken into account are going to. have to fly coalitions with other parties of the various issues and this is what power limited and democracy is all about and the leaders of other parties said that they're ready for that. though we also have a clip showing the some of the united russia party agenda as well as a little bit of the criticism that it's faced leading up to this election from voters and i think we can watch that now. as russians pick for parliament who are the main contenders in the race for duma seats party leader vladimir putin he

swapped seats with dmitri medvedev in two thousand and eight and may do so again in twenty twelve after midday proposed putin for the presidency current campaign slogan the future is with us priorities modernization tackling inequality fighting corruption maximizing russia's impact in international affairs criticized as a monolith that's too slow to react to social change the award for being home to the tandem of largely a putin and dmitri medvedev wanted russia election two thousand and eleven on party. now both mr medvedev and prime minister vladimir putin have promised reforms for the country now with this vote russians have sent the message that they want to see those reforms as quickly as possible. daniel bush over porting wire
4:07 pm
from united russia headquarters there we of course will be joining you again throughout the evening daniel in the second position it looks like the communists are coming in with around nineteen to twenty percent that number seems to be moving let's check in with arena go she is that the communist party headquarters or enough it seems like the communists have made really almost double the number of votes they received in the two thousand and seven election and what's the mood like among their ranks are they celebrating. well they're not quite so liberating you wouldn't see any same pain around here but i have to say that they are rather calm and collected they would in a way into this election promising increase in russian promising to better russian military to strengthen russia's position on the world the arena to resurrect the russian village and basically increase russia's influence in the world political arena and it looks like those promises have actually found have actually found some sort of response among the voters hearts and minds that because their numbers are
4:08 pm
speaking for themselves really they're almost near that twenty percent barrier of course there are the communists are hoping to break that barrier by the end of the night but of course we have to wait and to wait for the fiscal results for that to happen now the head of the communist party has been a good night is a gun it was here earlier this evening and he was rather adamant mostly talking about the violations which the observers from the communist party have allegedly observed at the polling stations they talked about various forms of violations they even said that some of the communist observers are at the at the observers from the communist party were beaten up at the polling stations they didn't specify where exactly that happened not what is the communist party all about these days let's have a look at this. as russians pick for parliament who are the main tenders in the race for duma seats. you know these uganda times the achievements of communism from before his time. but he's criticized for his rebels with the russian orthodox

out and protest after the election so we'll see if that happens later on monday meanwhile though so far over one hundred people have been arrested in moscow as political organizations both pro-government and opposition tried to stage rallies on election day jacob griefs has the latest from central moscow. but as you said actually these opposition protests that we saw what law ground this radical nature throughout the course of the day there will be more individuals than say. a movement as such no less the less drugs who are detained it's just behind me outside of the credible zone is square a few of the numbers to tell you by police this is a police tactic we've seen the use throughout the whole day number of the. across the width over there and making sure really having them in funneling these protesters towards the area they want them mainly metro station this is after nine o'clock in the course of the end of the day
4:11 pm
a scientist appears north alone for electioneering or protests to take place but here it is then that because the poll stations have no closed around russia. again preliminary results coming in throughout the night as the russian parliamentary election is wrapping up let's now cross live and talk to dr patrick fuller to analyze the vote and speculate about its outcome he is the founder of capital science connections which has extensive involvement in international business and technology ventures here in russia thank you for being with us this evening under the current leadership russia's economy has remained strong in the face of global financial crisis why do you think the united russia party has lost some of its support among the people. well it's a good question there's no doubt it's always quite difficult to speculate about these things but i suspect that as mr mayor give us that the international crisis
4:12 pm
has played its part in this. all together you know people in russia have perhaps seen to some extent some decline in living standards problems with the cost of living and so on and i suspect that that's part of it together with perhaps some kind of feeling of stagnation russian politics and a feeling that some kind of change is necessary. russia's ruling party has set a course for modernization it's something that president dmitri imitative has spoke a lot about he says russia will be making alliances with other parties how do you see their policies changing to embrace this much needed modernization for the country well modernization is really key for the russian economy is no as we go forward over the next ten or fifteen years it's all on gas revenues to klein you have to ask yourself what what is going to move in to plug the gap so building an
4:13 pm
economy that's able to come from the eyes of the intellectual strengths of russia which is where i see the important changes taking place is really key on my questions are really about things like the skulker innovation project and so on is that which was mr project is that going to continue to prosper if we see the decline in the one russia ruling party if putin comes in next year as he is i suppose widely expected the new president will he continue to favor skulk for all the recent changes there this is really this is a really crucial issue i think for russia to grapple with in the coming years. but now with united russia seeing this vote share fall and just under fifty percent now as these preliminary results are coming in from the sixty four percent it got
4:14 pm
four years ago in two thousand and seven do you think the results of this time will provide renewed political incentive to do more to win support to answer the people to modernize to diversify is that a good sign for people like you who are involved in foreign business connections particularly in areas of science and technology. yeah i mean i think it could potentially be quite helpful because as you suggest. it could act as a catalyst to could act as something that starts to move the politicians and starts to make them think about what they need to do to build alliances to produce policies to get more support across the board. and i think it's very interesting you know we really will have to wait and see what happens in the presidential elections next year i mean one has to make the assumption i think from where i stand anyway there's an extremely good chance of mr putin coming in next year. might be a signal for business certainly to feel more optimistic about the kind of climate
4:15 pm
that will exist in russia going forward he's a good at them. speaking of optimism and pessimism this is the second and last time that parties have to break a seven percent threshold to be eligible to win seats in the parliament however if the parties get over five percent of the vote they will get one or two seats do you think this will change perhaps the perception are often negative in the west about russia and its democracy. spread that's probably not the case given the probably a fairly small change in the constitution of the duma. i think looking at the elections to through the western media that i've been able to access through the internet. the overwhelming perception is one of problems on the streets of problems that people are complaining of in polling irregularities and so on and inevitably perhaps that's been the way in which the western media tended to concentrate very
4:16 pm
interesting to see tomorrow morning and going into next week what the serious papers are saying what the serious media in the west are saying about the duma election and what that might mean so i think it's a little early to speculate on that at the moment. well we certainly will we'll be watching closely here at r.t. dr patrick folic founder of capital science connections thanks for being with us on the line this evening great pleasure now earlier we spoke to the prime minister's point minister vladimir putin's spokesperson dmitri pisco he told us that united russia party is satisfied with the result even though its popularity has clearly dropped as soon as the party gets a majority in the parliament and as soon as the result departed to continue its politics to continue its line to take a significant part in creation of the new government and so on and so forth has to be considered as
4:17 pm
a victory of the party we have to remember that this party was the ruling party in the country during a very harsh and very tough period during the last four years there was a period. of a crisis on the part of managed managed to minimise the consequences of this crisis together with the government so you would party could not satisfy everyone in this country and this way. has lost some percentage some percentage but again i repeat it proved to be the leading political power in the country. we will be monitoring the developments live from our special studio in moscow throughout the evening just want to bring you up to date before we wrap up for this hour on the latest figures with fifty one point five percent of the votes counted while they show that united russia like we've been reporting is leading with fifty nine percent of the vote just sort of half of the parliament there the communists are in
4:18 pm
second with just about twenty percent and the liberal democrats and fair russell both have around twelve percent that's according of course to data according i should say to that the other three parties that took part in the elections haven't broken the seven percent threshold in order to get seats and like i said our special coverage continues here in our next hour so do join us for that. eighteen minutes past the hour here now in the russian capital let's turn to some news that shaped the past seven days and days and also the latest news from around the world but of course and he says we'll continue our special election coverage throughout the evening iranian forces say they've shot down an american drone in the east of the country the aircraft used for spying was recovered on the ground largely on damage was written journalist afshin returns he says the u.s.
4:19 pm
has broken international law by sending the drone to iran. there's an r.q. one seventy advanced stealth reconnaissance drone which what i'm hearing is they lost it over afghanistan last week others are saying the iranians must be busily looking at this drone and what a great way of. creating technology transfer this is an incredibly serious event and it's of course against international law the united states yet again breaking international law with these drones it's interesting that even some neo conservatives criticizing obama saying well we're talking about nuclear facilities iran is thinking about a much bigger game. this is really about influence within the region egypt is a big loss to the states after the fall of the u.s. back to day to barak from the atlantic to the indian oceans and of course even
4:20 pm
greece backing some oil sanctions against syria against iran this is a case of the western media feeding loads of people the idea that these countries are isolated when in fact the world is now changing action returned see their syria has reportedly accepted the arab league's plan to send a mission of foreign observers into the country this comes in the wake of sustained foreign pressure on damascus with the un's high commissioner for human rights calling for international intervention she said four thousand people have been killed since the clashes began almost nine months ago a series ambassador to the u.n. responded by warning that the solution to the crisis cannot come from a broad resolution that could have paved the way for military intervention in syria was blocked by russia and china. continues to ignore reports of atrocities committed by opposition fighters and think that foreign meddling would only make the situation worse political analyst dr questions just the sanctions that have been imposed are aimed at. these sanctions are meaningless actually i think they're
4:21 pm
meaningless and on every level on the level on the economic level and on the security lap and it will not stop the violence western powers particularly the united states now to use these sanctions and to use the decisions of the arab league for their own purposes to put pressure on syria to put pressure not for the syrian regime to stop the killing as they put it no they what they want is to weaken this city and to g.m. and to weaken the alliance between syria iran and lebanon i don't think they they. so much for syrian blood in libya more than one hundred thousand people were killed by nato bombings and the come through as devastated that nobody said anyone so i can't actually believe that there are now so about three thousand syrians when they are not actually what about more than one hundred thousand libyans it has nothing
4:22 pm
to do with stopping violence on the contrary they're feeding the bodies we can't expect the syrian government and the syrian army to end the violence if the other if the gangs do not stop atrocities against the syrian armed forces. police have arrested more than a dozen occupy protesters in the u.s. city of portland the latest in the crackdown on the movement across the country police banned overnight stays at parks where tents have been set up but some activists refused to go demonstrators accuse officers of using violence against a peaceful rally pushing people to the ground claims a teenager was hit with a baton operation follows a wave of police which to dismantle occupy headquarters across the u.s. in the past few weeks result is marina portnoy reports the movement's message is beginning to resonate even with those whose job it is to control it. occupy wall street has become an undeniable american household name. and please.
4:23 pm
crackdowns against the democratic movement have become something of the norm not so normal is seeing one side endorse the other to be. retired philadelphia police captain ray lewis became the game changer on nov seventeenth arrested mall demonstrating the occupy protesters on the streets of new york city the twenty four year veteran this held in police custody for eleven hours and received one comment from a new york cop nobody this one individual said that i had the testicles of an elephant although all of america's police force is part of the ninety nine percent captain lewis says cops secretly supporting o.w.m. face dire consequences by going public college or amanda's fear of losing their jobs being disciplined being fired and then what do they do everybody in the ninety nine percent figure and police officers also they cannot risk they have children. what would they do once you're fired there are no jobs available the nighttime raid
4:24 pm
on zuccotti park and subsequent arrest of dozens of journalists covering the story are among many reasons captain lewis says he temporarily transplanted to manhattan that's close to dictatorship when you exclude the media. that's what dictators around the world that is very scary brutal scare tactics such as pepper spray the tongs and flash grenades canisters have been used against occupy camps throughout the us oakland california resembles something of an urban war zone this fall leaving a war vet in critical condition and the eyes of an eighty four year old burning from tear gas oakland police officer fred chavez is the only octave cop who's gone on record with his support like i totally agree with occupy wall street even told us that we're talking about i am a part of the ninety nine percent but most poor people are peaceful and i want to see change many believe the biggest change could calm. when or if he was law
4:25 pm
enforcement officials stop suppressing the right to assemble and begin supporting it despite his arrest captain lewis is back at zuccotti park showing unwavering support for the occupy movement standing roughly ten or fifteen feet away from him a group of new york city police officers yes they're here securing the area but some are beginning to show little interest for the first time i had an officer break ranks yesterday at the barricade line a white officer named officer and introduced himself and he started asking if you question i said do you know the risk you're taking and he was so brave they said hey this is still america and until a supervisor ordered ordered me back to the line i'm going to talk with you i hope to get mainstream america involved the police involved realizing that we're all victims of corporate america and that corporate america has got to be stopped. r.t.
