nies mainstream media hosts out there chris matthews he's the host of two very well known shows and he seems to know his stuff when it comes to politics at least the horse race part of it so not only has he worked as a journalist and reporter on capitol hill for decades but he even spent some time in politics as a speechwriter for president carter as a top aide to speaker tip o'neill so with his wealth of knowledge of course he was tapped to weigh in on president obama's speech last night along with the rest of us n.b.c.'s all star team however one part of obama's state of the union address really stuck with chris matthews. this thing that came out of nowhere to be having worked up there for all those years and covered it insider trading by members of congress i mean they much to the wind must have come out of that when they heard that here's a track it's an attack institutionally against them that there is some sort of insider trading going on up there where they're benefiting from their knowledge of what's going on in committee work and going off and investing quickly in some sort of day trading or whatever on stocks i have never heard any reference to it before

in my life anything they were else notice how shocked he looks when he's discussing this he even goes on to say that lots of politicians in their significant others are going to be blown away by what obama is talking about. insider trading you know this is tough stuff and i wonder what he's up to if he's got something that he's going to work on here but i'll tell you the members of congress and their wives their spouses most of her dead and then when they go home they must be saying what's this the president's talking about insider trading on capitol hill you know something about a deer. wow matthew is this really just blown away to all the records of the insider trading and in fact he speaks about it as if he's reciting a lesson from a textbook but guess what chris nobody's going to get in question about it tonight when they go home because everybody already knows about it in the whole problem is that it's illegal but he is imus n.b.c.'s go to guy for anything relating to d.c. in politics so how come our viewers have missed the major story that c.b.s.'s sixty

minutes did just back in november where they put the spotlight on these questionable practices for example insider trading on the stock market if you are a member of congress those laws are deemed not to apply so congressman get a pass on insider trading they do the fact is if you sit on a health care committee and you know that medicare for example is considering not reimbursing for certain drugs that's market moving information and if you can trade stocks off of that information and do so legally that's a great profit making opportunity and that sort of behavior goes on or does congress get out now the two month old report goes on to highlight how house speaker john boehner former house speaker nancy pelosi and spencer baucus are all engaging in these practices on a regular basis. these meetings were so sensitive that they would actually call for skate cell phones and blackberries going into those meetings what we know is that those meetings were held one day and literally the next day congressman baucus

would engage in buying stock options based on apocalyptic briefings that he had have the day before from the fed chairman in the treasury secretary i mean talk about a stock tip well congressman yes it was a story that will have basically all of capitol hill buzzing l. that house financial services committee even held a hearing proposed legislation to force politicians to comply with insider trading laws there's even a bill that's been in the works since two thousand and six that is years before sixty minutes did this piece called the stock act the stop trading on congressional knowledge act it's gaining bipartisan support by the day and that's why the president took time in his speech to encourage his fellow lawmakers to send in that bill the side so i just don't understand how did chris matthews miss the c.b.s. story the bills and the hearing i thought of this guy lives and breathes politics i guess he was sleeping on the job because insider trading is common knowledge and that's why president obama addressed it when he spoke to the nation last night it's not just an element of the president's upcoming election campaign he's actually focusing on

police officers in east haven including the local police union leader were charged by federal authorities with civil rights abuses against latino members of the community this is what the mayor had to say about it with such tension it's you know community with a force of fifty officers still no police officer latino ancestry. and your point being the mayor didn't get it just look at this exchange we don't for the community today i might have tacos when i go home i'm not quite sure yet. i didn't like that official are supposed to be a little bit better with your words no they're just saying that to this dude's been he's been the mayor of east haven for like fifteen years something ridiculous like that he's had this whole scandal just friggin ruined his brother want to talk spanish this latino bad t.v. would all be sure he was going to have tacos or not i don't know whether i would

economic austerity and anorexia have more in common than you may think i'll let you know how they are similar and how to cure a recession. one of the really interesting and unique things about the state of the union address is the applause breaks they actually turn a roughly fifty minute speech typically into about an hour a half speech on so i will stand up applause why a linear applaud mute you know softly and the other side sometimes sit on their hands sometimes both sides stand up and all this gives you a sense of where each party stands on the various issues by the applause who's applauding how loud they're applauding how who's yes tickly they're employed. by looking at john boehner his reaction to as he's sitting behind the president he's on camera a lot you can kind of since he's the opposite party you can kind of get

a sense of how the republicans are responding to a democratic president so going off last night's speech we learned an awful lot about the republican party not just their not just the party of no they're the party of no applause. for example on ending tax breaks for job outsourcers tax breaks for people who send jobs outside the united states while promoting tax breaks for job in sorcerer's when the president proposed proposed that what's that eric cantor and the republicans think of the idea. it is time to start rewarding businesses that ship jobs overseas and start rewarding companies that create jobs right here in america send me these. didn't look too happy about making sure the kids stay in high school until they're eighteen years old surely everyone would support that right. not speaker boehner. i am proposing that every state every state requires that all

six percent thirty five percent one of the other so anyway here's what he had to say. tax reform should follow the buffett rule if you made more than a million dollars a year you should not pay less than thirty percent in taxes among. is that reasonable. tom as i've said on this program many times you could take all the money away from millionaires and billionaires and we'd still be in a hole that is not that was a question and i'm not talking about a solution to our budget deficit i'm saying isn't it reasonable that somebody makes more than a million dollars should pay at least thirty percent tax when somebody you know want a family you know where you've got a cop a teacher could be paying up to thirty thirty five percent i do think that we should have a graduate tax rate maybe thirty percent is fair i do think we should close loopholes so we have a fairer system i just don't want to i just don't want the tax burden to be so heavy on millionaires and billionaires who are saying you know the rich taxing the

rich is a solution for our problems which is what obama pretty much says where all of the programs are going to say it's like thirty percent chris during the height of the of the of the growth of the american economy from the one nine hundred forty s. until the one nine hundred to one thousand nine hundred six the top rate on millionaires and billionaires was between ninety one and seventy four percent they were doing just fine well that's not true when reagan lower the tax rates actually the treasury got more money from lowering it and hey if obama's for a flat tax that's great let's have a thirty percent flat tax on everybody where do you get thirty why isn't it fifty why isn't it twenty but let's move to a flat tax if that's the most fair saying so and i think if somebody were to talk about fair somebody who's working at wal-mart making sixteen thousand dollars a year and barely barely able danger hey you know in the shadows you know that i want a flat tax you want them to pay thirty percent well i think i want some kind of a flat tax even if there's two or three rates but to here to penalize people for two or three it's not fair to penalize people who make more money and contribute more to say i don't see to pay taxes taxes are the cost of civil society so are you

willing to have a tax on those forty seven percent of americans who pay no income tax i already are paying taxes they're paying sales tax on any kind i one hundred percent of their wages they're paying payroll taxes on a you know if they don't manage income tax they don't support their military and they don't have the residual education what about all these. aren't they are already sales tax they're paying all kinds of fees they're paying taxes on everything that they buy the certainly their planes are rich people and if you add all those up the rate for people is a lot more than thirty percent so maybe ron is living a no taxes on the forty million bucks he's stuck in swiss bank you know why because you already paid taxes on the income that he earned when it was income and then he invested it so you want to tax him twice so you're suggesting that if i have income and i use that money to start say a garage and investment you know a repair shop that when i make a profit on that i should not pay any taxes at all if their dividends yes port fifteen percent rate or whatever the rate i reference it's after tax money that i'm

using to create something is going to make money that's going to hire other people and stimulate the economy and writers are really really going to say if i run a business i should pay no taxes whatsoever well what if you're taxed at thirty percent on those in what i work in that business should i pay taxes on your income you should so if you work in a business you should pay taxes on your income but if you own the business you should on your profits from your investment not your income there's two different things well if you own a business the profit is is from your investment i mean you know we own our own best friends our stocks and bonds and those kind of investments that if you started the business you know just mitt romney started being financial and he gets paid on the money that he invested in those investments that paid public pension holders dividends and all those things that are there only paying fifty one as a nanny that was never taxed that's not really what is taxed but where they invested it's a very delicate balance because we. democrats always like to do is to make the

burden heavier on the people who start start businesses and that's what helps our economy it's not creating government jobs it's getting private the private sector again obama is i got to go i. just had that will have to agree to disagree on the republican response is what indiana governor mitch daniels said about the republicans and the president and. in three short years an unprecedented explosion of spending with borrowed money has added trillions to an already an affordable national debt and yet the president has put us on a course to make it radically worse in the years ahead. but the actual numbers don't line up here's a chart that shows who contributed to our debt back to three behind us hundred eighty nine percent of the debt came from ronald reagan fifty five percent from george w. bush it was reduced by thirty seven percent of our debt came from bill clinton one hundred fifteen percent of our debt came from george w. bush these were these are you know increases in debt under fifty percent increase

and sixteen percent increase by obama why is my comment on t.v. lion and why is this like some kind of major talking point for publicans when the facts point to that it's that it's a lie but these are percentages of increase i went to the us treasuries website today u.s. treasury dot gov and at the beginning of george bush's term to the end he raised the debt four point nine trillion in eight years this president has raised it over five trillion in less than four years how do you answer that well he always had only a hair and a depression no no. he added he added more in less then four and there is a dip then reuters did and a year ago said that he said he inherited he didn't say george w. bush gave him this go lowing wonderful economy and he destroyed it he said he had it he had badness when he came into office and he did nothing to improve it he made all he actually improved substantially we had twenty two consecutive months of

pro-business people than they would to that well drama but yeah but but wall street is is not running a business wall street is making money on money well let me just say on this washington post reported in october of two thousand and eleven that the democrats had raised fifteen point nine billion million dollars from wall street but we have a real problem and i think conservatives and liberals can actually agree on this and that is we need to stop a lot of these subsidies and a lot of these tax breaks for whatever it is whether it's or oil or green jobs or whatever it is instead of using the tax code to punish certain people and reward others that's why we need to much get rid of all these exemptions yet you're all stupid it is only takers of both political parties hollywood and obama yeah hollywood no bond i am not disagreeing i would neither one of you know how do we get money out of politics i don't think we can get money out of we want to get money out of politics we just need to stop using the tax code to reward.
