a rush by europe and the u.s. to put the resolution on the table even though russia had asked for a delay until minister lavrov met with the syrian government. i think they got the strong sense that. they would not actually russian and chinese support and they decided that there was probably no point in. delaying i think that's probably because this. stretching of international law really the breaking point has been going on for a long time and i don't think it's surprising that russia and china. had to veto it under those conditions now one of the reasons cited for blocking the resolution was the text didn't offer a chance for a dialogue between syria's conflicting sides why do you think the west denied the notion of those talks. we know for
