3:00 pm
to. rush. hello this is r t live from austria with me kevin only down to decide now again. it is our last programs and i don't start the kremlin with your comprehensive coverage of the results and reactions of russia's presidential election all the votes of now being counted as reaping reporting earlier on tonight a bloody midterms we'll return to the country's top job demonstrations have been held this monday evening both for and against the results a major rally of people packing the recruitment really celebrating on mine you have square just behind us outside the kremlin here at the same time a crowd held
3:01 pm
a fair election rally despite the vote being widely recognized as the most transparent in russia's history well there were also number of all surprised ballots which resulted in around two hundred fifty arrests activists trying to plot one of the city's main streets during one of the cather exulted paper all of its been throughout the evening and let's see what he had to say. between fourteen and twenty thousand people gathered here just behind me in pushkin sky is squared so you demonstrate for free and fair elections you know those who are addressing the crowds included because a lot of the defeated presidential candidates had an ambition to set up a political party here in russia and he would keep come painting for what he his vision of the future of russia is now there were many other people addressing the crowd from not stage coming from all different strata of russian political life now what we've seen here is groups from the far left the full right in just about
3:02 pm
everybody in between and many of them have been speaking to the crowd we've certainly seen them represents it was. fine is the likes word been talking to people they seemed as committed to the various causes that they have been well over the past couple of months i've been speaking to them when i say various causes because there is no real unifying message certainly no unifying leader this demonstration was sanctioned to take place for two hours between seven and nine pm moscow time small group of people couple hundred a house a thousand at the most did remain in the square after their allotted time they were asked several times by the police to to move along when they refused to move along the riot police moved in now these people were taken into custody for their refusal to to leave the square after the allotted time for the demonstration was. parties peter over there reporting from priest conspires square where it has calmed down now we understand there's almost no protesters there now despite the increased
3:03 pm
mood for protests in russia over the past few weeks deposition still hasn't been able to produce a unifying a leader with clear cracks between the various self-appointed leaders artie's their pushkov now takes a closer look at their aims and whether they're really calling for change. they wanted it to happen. they did everything to make it happen. that was here yeah. wouldn't. be foolish and activist and key nationalist alex enough highly started his political ascent as the anti-corruption blogger and post-election outburst of sit in the t.v. son of our nick with the rise to an official opposition leader one of several actively trying to right the protest wave they condemned sunday's ballot before the first vote was even cost. these presidential elections are illegitimate and the
3:04 pm
person who comes to power whoever it is even if it's not rooted will be illegitimate in any case. for weeks they've been rocking the boat to push the situation out of hand to the state that is pretty close to the only god knows if. you want to call it my gun or charge me or whatever you like to do support such a strategy. i advocate escalation. twenty five alexandra used to hate politics until december when she joined thousands of others to campaign for fair elections but the battle cry slogans calling for a coup found little support even with those who want to put in judo if you go to the protest and you say i want my government and my country just that you know the state to be ruled by the rules that it's that it says in the our constitution and
3:05 pm
you should follow them yourself in the first place and if you suddenly say let's go to kremlin and you know and said don't put it set on fire well this is not legal equality for almost everyone these days wants changes almost no one wants a revolution but there is a minority who are making this a revolution however i don't think they'll manage to break open the russian state a recent opinion poll among those who took part in the moscow protests showed a majority wanted to be heard by the ruling authorities less than a third so there was no point in dialogue up until sunday elections the protests in russia were solved very pedia civilized and peaceful and the majority of the police would still like to see change come to russia without a. jury of the still hard to still. well one of the faces of the opposition looks in the garden he was arrested earlier tonight for us staying in prescott square after the permit ended at nine pm he's tweeting himself
3:06 pm
in english in fact that he will be released shortly and slapped with a fine for illegal assembling. all those opposition protests were taking place no tenuously with the rallies of protrusion supporters to should continue to do a second day parties are currently in iraq she was a main meeting spot of moscow's man a square just behind us here near the kremlin. here and money. and are working there to support the face broke when rallies taking place where every morning members of something like thousand we must turn out to show their stuff markets rally you know what i wanted and all that are probably more of a celebration overall it's been very positive. very exciting but here on the ground which of course the last night you were for it when you come out you made an appearance here where there were approximately a hundred thousand supporters that came out to help celebrate his victory
3:07 pm
he of course made a few words and looks very emotional it raising people and saying i told you we would win. we didn't win. but the election it was closely watched over by hundreds of thousands of observers announced the results sink in there not reporting back with their findings archies jacob greaves is across what they've been saying. pace the. holiday tree assembly of the council of europe well they have stressed there's been a real mole to improve roads in terms of the presidential elections compared to that the do not use that occurred in december of course these rules without occasions oh public school who are slightly more critical and so does that so the o.e.c.d. organisation for security who. for a ship in europe they said the happy some real positive noise including the great taishan of cameras we see in this is stored over ninety thousand polling stations
3:08 pm
around the country allowing people blind streaming access to the hellacious they perceive but also the imprint haitian ballot boxes see through ballot boxes to allow for more or less legal activities or allegation letter for village to fraud to take place now we've spoken to another independent observer to his polls we have seen several a irregularities several mistakes of the members of the polling stations so it's normal you cannot prepare all people i mean there are thousands of people working on the electoral process had you kind of had preprogrammed perfectly so nothing is ideal but today the era who are repeats or would be called is not even here a good word is about those technical and pro-gun is a snare problems words seem a lot of the problems we have faced in european countries so much stress even those within the ranks of the opposition here very said it's possible to reach and
3:09 pm
secured a win in this presidential vote what they're disputing is the knowledge of how much he won by. take a piece reporting there while the election might bring more than just a change in leadership you could also say not i saved in the official opposition's voice of course those three presidential candidates who earlier supported the street protests are now saying the call was legitimate and congratulated by the mayor putin on his win and we need to lose co was after that meeting which the president elect we cannot call him but your pretense held with those other runners what was the mood like we understand one of the presidential candidates a little i'm happy more unhappy i should say and there has to was more like they were they happy well it was me. with broken off of course the new cover of the rights shining star so to speak of russian of russia's politics for now also of course ski the old school politician and one of who is you know
3:10 pm
a face that everybody is used to but not used to see him as a as a as a as an opposition somewhat figure as you got of his missing of course because apparently his bitter that he is in the second place which first obviously they communist leader exactly but the mood was actually very amicable. pushing congratulated the other three contenders on gaining quite a significant number of votes all of those millions of people he said their vote is very important they are important so we should respect them and hence the congratulations and then he said that you know perhaps this is the time when you should bring your ideas out on the t.v. we should discuss them and see if we can work together and it looks like they actually all seem to agree i mean there was you know who covered pretty much everything from foreign policy to domestic policy and there was of course proper of who stressed the importance of helping the young and talented move of
3:11 pm
a life he said that there is not enough opportunities for them now and that said the government should help them and of course in iran of who mentioned the violations that he might have noticed during election process put in said that he is going to address all of those issues and he once the opposition leaders to work with him on these issues so it was a very there was like a spirit of really a friendliness i would even say they all seem to be a they all seem to be really relaxed and speaking freely and enjoying themselves. to be program i just want to point out it's interesting that this morning he was sitting down tonight. where we so really maybe this is the beginning of a of of a new politician here in russia the people might see him really as flexible in opposition and one day of course perhaps but you have to notice the fact. so he's i would say the eloquence the words that he was using when he was put in are quite different from the ones that he was using what he was out with the only person it's
3:12 pm
because they're so insistent for just a little c. thank you you're telling us up to date on the meeting with president elect pledging uprooted and the other candidates that ran for russia's top job well our washington correspondent you can also has more reaction from washington now and how victory will a fact sometimes strained relations between the two nuclear times. we have congratulations from the state department addressed to the russian people this statement says the u.s. looks forward to working with the president elect it also says the united states endorses the preliminary report of the observer mission of the parliamentary assembly of the council of europe which that the election was had a clear winner with an absolute majority but the media coverage was mostly focused on discontent among many russians and somehow players went as far as claiming red pen fraud stole an election statement that would be insult the majority of russians who voted for it was a landslide victory not just
3:13 pm
a vote but all opinion polls come for a major what so also interesting about the media coverage here everybody knows that putin is the most popular politician in russia so there is a knowledge of that but at the same time there seems to be some kind of you know like a respect for the choice the russians have made but nonetheless some of our colleagues go with headlines like for example. our colleague in washington post goes with the headline russians stolen election confirms we said failure given that future president putin he's seen here as some kind of a russian hawk who never shies away from launch your remarks on certain u.s. policies essentially it's about finding common ground and as he said despite differences the reset has worked and both countries are said to benefit first of all economically from that we said. that's the view from washington d.c. that you know the states will be the big congratulations. joining germany china.
3:14 pm
japan. the media. for a huge figures taking center stage of all the various cycles realize that it's good of course but i. would love to just. a correspondent there. was a picture where you. will the response certainly has been coming in very very slowly the first official signal we got was sometime late afternoon and the fact that it was coming in slowly i got reporters here asking and basically it was interpreted as the e.u. being there reluctant to offer congratulations to putin on nevertheless we did get some statements first we heard from german chancellor angela merkel she did call to wish putin success or whether she was insisting on seeing democratic political changes and she said that germany is going to pursue its roots in your relationship with russia almost far as france is concerned french president nicolas sarkozy is
3:15 pm
expected to give a statement but he still hasn't and is a policy that they go to election in russia and they're studying the reports of the complaints coming from the independent monitors on a vote rigging or allegations of fraud however the foreign minister i love they did say i quote i know that the president putin is our partner for years to come and despite the critical reelection he still francis is going to pursue a strategic partnership with russia and germany had also said and we also heard from the u.k. prime minister david cameron who did call. right now prime minister putin and that was after ten downing street the said earlier that with his victory appears decisive about that despite all the criticism nevertheless the media here still remains very critical and that is consistent with how we've been covering russian elections all the waves. from election is enough every let's read some of the headlines this is how it's worded for example a german paper says putin wins the russian presidency and they vote fraud claims
3:16 pm
authorization calls for protests after clinton when he was a french paper a similar similar title saying that putin is returning to the kremlin get down here you can see they're talking about the allegations of fraud the same with italian and spanish papers i'd like to show you the one example where i think we'll continue to see such coverage with opposition voices featuring prominently in their reports here you have a very critical article of putin and down here you have the idea of all the now basi name him here as the face of the fight against corruption in russia i think we're going to continue seeing a very critical eye on the scene of the protest movement in russia as it continues to develop and how the russian leadership is going to react to it but i must also add that there are now some analysis on what comes next after a putin does take up the presidency of russia. we will of course be following it very closely with your help perry in brussels giving us the european perspective
3:17 pm
for example so much pressure is still a. reaction from abroad about the future of russia's relations of the countries under the media elected leader stops of massive origen's skis on the by useful thing russia and eurasia program of the carnegie endowment for international peace hi there thanks for being with us why has the u.s. media this so viewers first of all been so hostile to russia's president elect do you think. well i think for a long time there's been a perception on the part of many here in the united states that. somehow or symbol of the past he's on some as some have even said that he's on the wrong side of history and backing bashar i did in some ways has associated himself with a stream of thinking that americans are considered to be fundamentally un-american and you know putin has. not he's not been shy about about finding conspiracies and not being cynical about united states and you know also accusing us secretary of
3:18 pm
state hillary clinton of trying to orchestrate a color revolution in russia so you know there's been given take on both sides. let's not talk about russia's internal politics opposition candidates but that's like the high pollution in the election i'm so whatever season political veterans the majority do you think that's traditional opposition forces in russia also need a renewal to. well you know i think that the opposition in russia comes in many different flavors you have to remember an author and opposition of a kind which is in fact more nationalist more conservative. in some sense more crow regime even that putin is i mean clinton has talked about reform and he's talked about transparency and combating corruption so there's a kind of opposition which proved himself points to as a as an undesirable alternative which a very extreme opposition yes then you have the democratic opposition i think by
3:19 pm
and large a lot of those folks are still seen as being somewhat out of touch the view of the russian street is you know look these guys had their chance in the one nine hundred ninety s. they screwed things up you know we still need stronger leadership and they're able to offer we need a more concrete programmed and they have and then i think you have an opposition which is much more amorphous in character it's what i would call a moral opposition this is how perhaps more similar to the to the kitchen opposition of the soviet era these are people who in their hearts they know that they don't like the system but that they're not really prepared to take on a political character right now they're not prepared to take political action against the regime because quite frankly they're living all right for the time being but a lot of those people those are the people who are out in the streets of course they tend to be concentrated in the big cities but you find the. all over russia and i think that those are the people that hooted has got to appeal to during the next year and show them that he's heard their voices and that they are not just
3:20 pm
props in his in his way they could be just manipulated if if those people can be satisfied and i think the other oppositions that i described are not really going to pose much problem for putin. that he really care cayle pro could have ended up third which is a relatively positive result for a political newcomer do you think we're seeing a rising star here i mean even with president elect this morning in a meeting tonight he was that the opposition meaning. square well i think it's entirely possible i try to avoid engaging in kremlinology i don't know what's included said i don't know what's going on behind closed doors but i can only imagine it is possible that we're seeing a kind of third member of the tandem it becomes a try cicle being groomed here somebody who perhaps in the same way that alexei kudrin had offered to do unsuccessfully could reach out to the opposition because he does have a slightly more appealing resume yeah you might say for liberals for professionals
3:21 pm
the big problem here for profit as a popular politician that is as a population of houses you actually have to appeal to the popular vote is that he is still seen as a product of one of the least popular areas in recent russian history and that's the cowboy capitalism of the one nine hundred ninety s. you know the fact is proper of would not be a billionaire if it were not for the loans for shares scandal as most russians see it and you know guys like i watched a debate between last year and proper road and sure enough he is not bashful about reminding russians who this guy is so i think there's a real limit on how successful proffer of can be. kevin again it's difficult to argue. to argue against the fight but a lot has changed in russia this improves things for the first him back out in two thousand though this only chivas count for anything as opposed to the words of the flying around from opponents who'd been in office but didn't actually prove
3:22 pm
particularly effective let's be honest. yeah it's true that can run on his record i think in effect he did run on his record but i also think that the russian people are not naive they realized that the work of building the russians and building the russian economy was was not on his back alone yes he provided kind of leadership and vision but he also presided over a continuation of some of the worst habits from russian history and particularly rampant corruption low levels of mid-levels at high levels and a kind of backward ness a kind of conventional thinking that i think has gone russia in a lot of trouble and i think the most striking example of this internationally now is the degree to which russia has been so obsessed with its principle of sovereignty and its principle of an independent foreign policy you know that they have chosen against the will of the arab league which by all measures is not a pro-american body they've chosen to take the side of bashar assad and i think the
3:23 pm
russians don't they don't like that feeling so it's a mess really so i didn't suggest there's a lot there's a there's a lot here we could talk about a divided almost forty times a bit against this letter and it's been pretty good i'm going to program massive agenda ski from the russian you raise your program at the carnegie endowment for international peace thank you so much thank you well plenty of western investors are closely watching events in russia unfold the chief global economist and renee sums capital in london told us that needs to fulfil its pledges if it wants ex-pat cash to keep flowing this is what he had to say in more detail. over the next few weeks and months what's crucial is that they try reform that we actually see put into living the reform that has been promised in the last few months now on the one hand that's going to be hard to fence expenditure on another hand higher investment in education which is really important i think for the long run. i think investors
3:24 pm
are going to be focused on the most is whether there's any real progress on fighting corruption and that's what some of the work we've done recently says that this is where russia can make a big difference by improving the perception of russia and of corruption in russia over the next few years. but lots of different reaction in and outside of russia some happy outpouring of support to stalin predictions at the end of russert relieved by his certainly having it say today even more so i understand that lacson day tim kirby is following the latest online chatter for r t ten. how you do it while i sit a little while ago i was talking about twitter back to you know that to maybe tomorrow morning we'll start to see some videos on you tube and well guess what they're already here i think in old man terms yeah you can see here that we have the videos where the plane there's protesters there's police this clashes who knows what's going on you know if you look at this video you can sort of look at it both
3:25 pm
ways the protesters move towards the police but then the police are there with their big scary uniforms on what i have been sort of looking over all these tweets and all this kind reminds you of people have a religious debate they should because of the debate with their religion intact they argue for a long time and then very very rarely do they change religion after the debate so it's kind of situation we have here another big happening on twitter is a lot of discussion about numbers how many people came some people say eight thousand seven thousand a very very nit picky about numbers they're also discussing how many people were arrested i want to even say between two hundred thousand people arrested that's kind of a big difference you know five times more but it's a battle of numbers and now it's going to be a battle of videos so that's all back to you. that's thank you tim can see contemporary life for us in the team his remarks are with latest online right now thoughts of stuff happening on the net well international observers have also been having their say on the openness of russia's presidential election and one thing's for sure this poll was unique in that anyone cabinet we talked about this yesterday
3:26 pm
could have been a vote monitor. he writes in a severe four hundred billion dollar project with ninety one foes webcams to choose from of course but the cameras caught more than just the ballots that attracted nearly two million frustrated view as parties to vermont says across but some of the stories she's been looking at some of the videos have gone viral and you'll see why. it wasn't only about to win now we did hear. a few. poll. the loses that the lections were also buying these video cameras here put to make them they and transparent and into maggie gave us our the unexpected intertainment from ordinary russians. these people became the true reality stars of the election even though the world was watching closely they thought no
3:27 pm
one was looking. presidency liked about him a putin had web cameras installed it almost ninety one thousand stations across the country now he wanted to make sure that the elections were transparent and with fact those cameras cause almost thirteen billion rubles but he didn't bargain for that was at the cameras would give us a glimpse of other people's lives around the country from chechnya to cim and. this is searching voyeurism behind anonymous filming. too we've enjoyed big brother watching. the extensive monotreme plan exhausted many of russia's resources this police officer he cited she needed time out from the watchful cameras capturing her every. now this video has over two hundred thousand hits on you tube showcasing michael jackson's owner moved welcome back to life you see
3:28 pm
an observer looking at this man and he put on a show for the cameras and for us. this election was one of many firsts and it was a unique in fact the polling stations recorded over five hundred years worth of streaming live video these videos can be found on youtube as well as an r r t website as for me i would never be caught dancing on screen.
3:29 pm
thank you. but i'm with me on the most. there's no denying the pills go to move you do realize coming up the hallway at are two so they could catch whatever you do when you think no one's watching all those vending machines on those great chocolate bars of a big because well it does it for us both of us really as we wrap up things from our election center just outside the kremlin we do hope you've been able to say are with us at least some of what's been a memorable presidential election is here today before you go as well as seeing budget cuts in return for the top job in the building but behind is the kremlin it's been a campaign which will review public bricker in russia's politics of course something which is bound to play out in the coming weeks and months and maybe in shaping russia's direction in the coming years too as ever our team will be at the forefront of covering those developments for you twenty four hours a day on your t.v. .
