priorities in terms of u.s. russia global security are let's focus on cooperation first i think the russia u.s. bilateral relationship is one of the most important relationships on the planet today and i was with all the things i was purged to be able to do in the white house i think working on the so-called famous reset of the relationship was one of the most satisfying it was manifest by the personal relationship of our troop presence from day one and resulted in that spirit of working together and developing trust and confidence that resulted in the forgery. and i think resulted in. the two countries looking at the same problem through a much more common blindness and perhaps ever before so it's not always very

important i think it's crucial certainly the planning of the new start treaty and twenty ten was hailed as a tremendous step in the reset but a lot of people now are wary of that progress is being halted by differences on missile defense how do you see that moving forward well i think missile defense at least in my view and not in my discussions with my russian counterparts. in which we've made some concessions i mean one of the things that i really thought was successful is that early on we sat together with our counterparts my national security advisor counterparts and said. what is it that really bothers you about what we're planning to do in two thousand and nine and heritage in the bush administration's plan and they told us and we look at it we said you know that kind of makes sense for i were if i was sitting there i might say the same thing and so we changed it and and we made it much more open we've made it. much

more communal in the sense that at some point if russia want to participate in russia could and to me that's the. that's the value of it. there are people though who are still living in another century in a cold war the kind of things you know what down inside it's really us and the russians against but that's not the case i don't believe that's the case i don't know anybody who is serious a serious thinker and my former profession which is the military that think that sees russia as an enemy. we think that it's a lot better for russia and the united states to find the common there and missile defense is one of those areas where we should work very hard with the rest of the europeans. to find a solution but with goodwill trust and confidence and knowing each other better.

i'm a big believer in the military to military training and participation so the young leaders today in uniform will grow old together and at the end of the day when they have to talk to each other on telephone there will always be there. we can bridge a lot of those gaps and we must leave the twentieth century to rest in peace as we move forward in this very complex twenty first century to do things together with with all of the cooperation that you're talking about why do you think the u.s. has been reluctant to give russia written guarantees that any kind of system in eastern europe would not be. meant to against that why won't they put it on paper i don't know. where we were that we wouldn't because i'm not part of those negotiations so i can tell you certainly that's one of the main. the main concerns for russia. in terms of missile defense i don't think among friends and.

trusted allies nothing should be insurmountable unless it's. something that is fundamentally against the security of each individual nation which nobody wants to see happen but i think we've come such a we need to think that we reflect a little bit on how far we've come since january of two thousand. and i would i was really proud of that very encouraged by that and i hope that. through the example it might be somewhat off track right now but also we both have two national elections we're both. going through the throes of the inward focus when you have a national election. we come out of both of those elections my guess is that we'll get back on the track of. doing to good things we're doing there so that you're one

of the big platforms out speaking of elections especially in the u.s. is iran and you mentioned how far russia in the u.s. have worked together really to make progress on that but lately we've been hearing a lot of rhetoric in terms of iran not necessarily from the white house or from the administration but certainly there's a lot of talk about the threat of iran and what threat and how real is the threat as you say i think that. you know iran does represent a subject matter where the u.s. and russia work very very well together. and i thought russia did some great things by canceling the sale of those three hundreds. you know on the stage. and so many many instances of being sensitive to russian concerns and sharing vital information. so that we were able to get it come to a point where we really had

a pretty good understanding of what the threat was in terms of the report of the iranian nuclear program held on we had before it became a real threat and how we could work together to mitigate that threat somewhat. so i think. if we look at iran today you look at its behavior. to me it's a it's a sign of a regime that is really feeling the pinch a little bit of global isolation of some of the things that russia and america agreed on just a few years ago. the russian support for the sanctions regime was vital. it's clear that. inside iran there is inflation high prices. that they're feeling that economic squeeze on the diplomatic isolation. i don't know if that's going to change their behavior but it's interesting that they've now

talking about rejoining the talks with the i.a.e.a. i think was positive. and and so i i think that the policies that we work together on three years ago are now showing some possible fruit in terms of the behavior of the i say. i know how the president how strongly the president feels about this relationship with regard to iran similarly with. with israel that we are working very closely with them to make sure that there isn't a precipitous action that would be justified in terms of where we think the nuclear program has. we get to these positions by working together we get to these positions by trusting each other we get to these positions by sharing information and i think iran is one area where we've done some very good work just finally on

the wrong there are experts and within the i.a.e.a. as well who say that the threat the nuclear threat first of all iran is not exactly what it's played up to be outside of iran one and two that if they abide by the law that iran should have a right to you and nuclear program how then do we move forward without encouraging double standards we have always said. that iran. should have access to peaceful nuclear power if it wishes we've offered to replace the fuel in its medical reactors in tehran. so it's not an issue it was the weather a country like iran or any other country if it wishes to have peaceful use of nuclear power there ought to be a way that can be provided having said that iran has also. required

rather openly what it would do if it became a nuclear power because it be one of its neighbors in the region. those words have to be listened through a little bit and they have to if iran seriously wants to. play according to the game but play one of the rules that all of us play by and sign the documents that. guarantee a certain behavior. there's no reason that the iran could not have nuclear power and nuclear power for peaceful use so you know that to me the. pressure of the responsibility this is not upon russia or the united states to to. make iran do anything that it doesn't want to do it's up to iran to say you know we want to be like north korea to me ten years from now living in a world of isolation that's a great civilization great people we happen to know that the iranian people want

more freedom they look upon the west and say and countries outside their borders is as inspiration the ways in which they can see the freedom of our societies and they want to live like that. they're going to have to figure out how they get that a little bit more but as far as the nuclear question i think that the both of our countries have sent signals to iran that there is there was a perfectly reasonable pathway that preserves their dignity and their respect to go through peaceful use of nuclear power so it really is up to them general james l. jones former national security adviser to president obama. thank you very much.
