a humanoid robot so is this the warrior of the future. it's monday april sixteenth four pm in washington d.c. i'm christine for you're watching our team. well as many of you are watching this there's a chance you're also working on your taxes tax day is tomorrow and especially for those of you who over the government money today is not really a happy day still this year's tax day comes at a time when taxes and the tax system in general is expected to be front and center in the public debate especially as we near the two thousand and twelve election with two candidates for president who have a very different idea about what the tax code should look like and then there are those of you who have some ideas so we'll start there argue correspondent on the stasia churkin on gives us a firsthand look at just what americans are thinking on this tax week.

rejoined america tax day is just around the corner every year americans of all walks of life spend an estimated five billion hours to make sure a meal in recent people work on time today we want to find out if people are loving or hating the tax system in a country with a tax called that's over seventy thousand pages long what do you think about tax. you look nice and relaxed handing out here have you paid your taxes i believe my kind of get it from a trash can tax the tax statement about it i mean are you paying your taxes. are you excited about taxes. i don't know some people are there. oh yeah i mean i pay a but you know i get a little money back to celebrate about you know that's just part of being an american. if you're not paying your taxes and you didn't know it's taxes. go up. if you could you know not pay taxes are not going to be.

on it is. like the rich people having to pay less and then they're taking like more from the middle class that's not fair obviously they should cut the tax rates for the more wealthy and they should be taxed more that would actually help the rest of us despite an ongoing recession those americans who do have well paying jobs do seem to mind the sister but the majority do want smaller taxes a simpler way of investing the government and for the rich to be more involved but if they're part of the job those in power will start to theirs as they see a trip to. new york all right so i know some of you are frustrated but perhaps a brighter spot spotlight on this topic will fuel more discussion and eventually change here's some numbers for you pew research survey taken at the end of two thousand and eleven about how people feel about the tax system fifty nine percent say so much is wrong that congress should completely change it and just thirty four percent of people say it works pretty well and congress should make minor changes i

think the key word here though is change a lot of people most people think that there should be some changes to the tax system in the united states so we think it's a good day to talk taxes and help me do this is the marketeers harald senator hey there karl i let's start by taking a look at this historically the income tax system was sold to americans as a program to help uncle sam during and after world war two that is every citizen's patriotic duty to pay taxes to help defeat the enemy seventy years later here we are still paying taxes to defeat the enemy and the system is so flawed and complicated talk a little bit about the road that this tax system has taken. well the the income tax goes back to the sixteenth amendment of course which gets to approximately the same time as the federal reserve so it's been around for an awfully long time but it was originally only supposed to impact a very small number of people and of course like all taxes and like all government

programs it starts out small when it turns into this multi-headed to get through that you can't seem to kill no matter what you do at this point we have a system that is so convoluted that when you file your taxes you're not really sure that you can correctly you followed all the forms you've got all the instructions for whether or not you actually paid the correct amount of taxes an unknowable thing for most people and i told the seventy thousand pages i don't think even a charity that specializes this is ever completely sure when he signs his return that everything there is true complete accurate and within the letter of the law so you do the best you can but this doesn't mean that what we have is a desirable system because on the one hand we have a large number of people who pay her a little tax some of them hate no tax whatsoever of do refundable credits and such and those tend to be people who are in part of the or social economic ladder but then we also know people with a very term social economic ladder who are affected we pay no tax either and somehow we need to change this because if you have no skin in the game then what

incentive do you have to see people in it operate efficiently and the bigger question is though when we look at the taxes that we say well this is terrible we pay we all pitch in crunch i don't like rate the check over here but on the other into government spending almost fifty percent more from what it takes a good and that we can't either so from a historical perspective we have some problems mariquita government is not taking more than forty percent of g.d.p. in taxes and were about eighteen right now so even if we were to raise taxes close the deficit we have to be talking about this as a holistic way yes certainly the government buy now pay later mentality i'm not a lot of things if you. frustrating when you're the one funding them to do that and live like that but mccall this is not groundbreaking science that you and i are talking about this is a problem for many americans for the majority of americans say but there is a problem i'm wondering if you've heard anything. you know any ideas because this

has been sort of a topic of conversation politically speaking have you heard anything that really you know you think is these of all the most feasible replacement it would be all say were placed where it is cold air attacks it's essentially a consumption tax you could look at it is a sales tax it has an exception for incomes up to the poverty line so for those people who are poor they would not pay anything however it is also progressive it is your income goes up and spend or then the border protection goes up the problem with doing this is that it becomes impossible to bribe people if you have a tax system right pissed because you see the tax that you pay on every sales receipt at the same time there is no preference so this big business goes to congress and says we would like a tax break in congress as well there isn't anywhere in the code that we can give tax breaks because you're not paying the taxes that people pay when they actually pull your goods and services so this is one of the challenges is that it's

essentially a crony capitalist and favoritism dispensing system that we have now where there will be it's a reason certainly a major topic of discussion president obama has been making as several speeches about this and central to many of the speeches is the tax system i want to play something he said about it just last week while many millionaires do pay their fair share some take advantage of loopholes shelters and let them get away with paying no income taxes whatsoever that's all perfectly legal under the system that we currently have. you've heard that. my friend warren buffett pays a lower tax rate than a secretary because he's the one who's been pointing that out and saying we should fix. now today of course a vote is expected on a plan being pushed to raise taxes on those who earn more than million dollars a year and salary it's been called the buffett rule the senate is expected to fall

short on these votes but this is an issue that we think that president obama is going to point to over and over on the campaign trail that you know this is sort of a de dividing line we're in which he separates those who vote against it caught a little bit about how effective you think that's going to be to great class warfare alone but in terms of actually solving the budgetary problems we have with those absolutely nothing you could tracks every dollar of every once in awhile rich one hundred thirty thousand dollars or one hundred percent of the words a rubik's were two hundred fifty grand it's to keep not a bit over that about it you would still not close the deficit you just aren't rich people you can levy taxes on to pay for what the government currently could silts so it is a great political weapon to the people over the edwards but in the end that's all of the buffett rule is not going to solve anything respect there's not enough rich people as you say to make up this gap and make up this deficit however. that being

said as a result of that i mean is that a good enough reason to just say well and let's just keep things as they are. you know we should solve the problem which use to rationalize our. conversation and talk conversation with the american people and say what services would you want the government to provide. services this is how much that service costs now how are we going to do wise a tax system. i personally think that we will we should do is take a courier rodent route a paper shredder and start over but regardless of how we do this we have to have a system that says these are the services you what this is the tax revenue is necessary and we're going to collect it today not ten years from now or even worse on your children if it you know it bore carl we want to thank them regular american people i'm not verified on the i.r.s. i want to play really quick what we found and and talk about it makes me feel like

well the supreme court has michael hear arguments for and against arizona's so-called show me your papers law also known as s b ten seventy and in the meantime the state has been putting together more tough anti illegal immigration laws the state senate has passed a bill there which funds and thanks as an armed civilian militia with a distinct duty of trolling the border for immigrants and smugglers some living near the us mexico border feel the government is not addressing their concerns security concerns so it's their duty to take action the critics fear senate bill twenty three could give vigilantes a free pass to take the law into their own hands archies remodel and house the story. the line dividing arizona new mexico is closely watched by the u.s. border patrol armed with military equipment barrel agents attempt to keep the peace but for some living in the scenic desert region there is no peace here what we are

seeing on the arizona border is an insurgency. the perceived threat of cartel violence spilling over from mexico has led to a proposal for a new border militia here along the us mexico border it's one of the most heavily fortified anywhere in the world evidence shows that the obama administration has spent plenty of federal dollars in order to help secure the border but to some people in arizona that still isn't enough the proposed special missions unit would allow armed volunteers to pursue and arrest people they suspect to be smugglers or undocumented immigrants arizona as a state has taken control of its own destiny whether or not the federal government recently have the right. but many others in arizona question the purpose of the special missions unit and how it will be held accountable not only will volunteers be allowed to pursue suspected criminals they would also be afforded the same

immunity as law enforcement and how can we interpret that anyway other than that they are demanding some people living near the international crossing including reporter her pendergrast see the proposal as political pandering to conservative crowds this looks to be like the station sanctioning the minuteman project from two thousand and five two thousand and six and to me that's a that's a scary prospect the minutemen citizens patrol at its height consisted of thousands of about to shut down the border you've had a couple of ranchers and several law enforcement officers murdered by illegal aliens when i'm in founder jim gilchrist spearheaded the movement many accuse of vigilanteism he admits that his call to guard the border attracted extremists elements but still hopes other states follow arizona's militia proposal it tracks community involvement and lets citizens who really don't want to be police officers or official badge carrying gun toting members of law enforcement can participate in

that process i would love to do something like that the bill's author state senator sylvia allen also claims you know eastern terrorists are teaming up with drug smugglers the u.s. government says not a single person who has unlawfully crossed the southwest border has been charged with terrorism i don't think that we should take these people that are very angry over this vague nebulous threat of illegal immigration cartels and give them weapons advocates for the special missions unit believe they will track former service members who already have weapons and surveillance experience we're proceeding from the premise of confidence that we know what we're doing and we know how to secure our borders arizona has been a testing ground for tough and he immigrant legislation later adopted elsewhere with this bill just steps away from becoming law arm volunteer militia may soon be a regular feature along the entire southern border of the u.s.

. illegalised arizona. there are many layers to this story and many arguments given on all sides of the question of how to better patrol the border i want to bring in our correspondent ramon belinda who put that report together for us to talk a little bit more about this right ramon talk to me about this proposed bill nearly two million dollars from arizona's general fund and a lot of that money would go to pay volunteers a stipend to serve what's this all about here. that's right about a million to have dollars would be set aside it's the ten eighty three does go ahead and get passed through the legislature and is signed by governor brewer there in arizona now this money would be used to train these volunteers each one of these volunteers would get about one hundred dollars a day for every day that they go out and train and then from then on they can volunteer to go patrol the border whenever they can now. this is very close to

becoming law there in arizona the senate has already passed. three the next step it will be debated in the house and then it will be get rid of be signed by governor brewer most people are assuming she has been very tough on immigration and has been very critical what the federal government has been doing and many of the supporters of this bill say that is just a cry for help i find that i find interesting ramona that i think a lot of people are not talking about all the christian science monitor wrote a story about it last week. there are facts out there are numbers out there that show more illegal immigrants are actually leaving this country and then coming in that in a lot of cases it doesn't who've them to come then you know they talk to immigrants who say you know at least back home in mexico we can use running water things like that if they're more of a need now evaluate arizona and think they need to crack down or is this just sort of a hot issue that seems to get some whole attention followers. well historically in

arizona politicians have made careers from being very tough on immigration and their support for initiatives like this they believe will be very beneficial to them the author of this bill sylvia allen has getting a lot of support from her people near near the border we see joe arpaio who's very tough on immigration he is also receive and still a lot of support as controversial as years you make a very good point there is a lot less migration coming into the united states and even supporters of civilian border watchers will admit that you know putting people on the border is only a band-aid the economy has a lot more to do with actual migration from one country to another so to determine whether this civilian border militia will do anything to do to deter migration it will it may only be minor but it really ignores the larger picture that the economy

is having a huge effect on the amount of people coming into the country and ramon you talk about these armed militias at the border i can't help but think back to the case in two thousand and nine when one of the members of the arizona minutemen a woman shawna forde she was convicted of killing two people one of them a nine year old girl who pleaded with her not to shoot him or she did and the girl's father for i guess thought she would find drugs in the home and she didn't so she shot her own her father who by the way were u.s. citizens how in this case would arizona officials make sure that these volunteers who will be carrying guns are not determined to harm people they say that they thought fact who haven't been tried in any sort of court of law. no that's right i mean when we mention this story to people the story of missing a florist a little girl who was shot by these former minutemen in arizona is what comes up now supporters of the special missions unit which is being proposed say that they

have a very rigorous vetting process that they will mostly be attracting former military members who are very well trained in surveillance and in arms however even the founder of the minutemen himself who inspired some of these civilian border watching says that this movement did attract extremists so in many instances this brings up a lot of concerns because a lot of these people seem to think that the government is not taking care of the laws so in many instances they will have to take the law into their own hands and this sort of cavalier attitude is what is concerning many people that they're just won't be enough accountability the same of the kind of delivery that border patrol or police currently have yeah thirdly an interesting topic r.t. correspondent rhonda went out your research into. and while civilian militias arm themselves to defend the u.s. borders there's another mildly intimidating menace currently under development by
