all in far all the austerity and italian museum director starts to burn the works of art in protest at the state of the country thanks to europe's debt crisis. in syria rules are agreed for the international seas far north of submission to the bone it's carrying on regardless not to create fund itself on the fall of the city of tehran. russia will give nato extra help in the afghan war and knowing more supplies through its territory and c n n sees its troops caught up in a wave of violence and scandal in the was on the top stories this hour.
12:01 pm
on the screen online around the world this is r.t. life here in moscow oh it is the latest picture with a use debt crisis i direct from an italian museum is burning work from around the world in protest of the government's harsh austerity measures with the permission of the artists he's promised to destroy three pieces a week until the government listens to what he has to say i'll tease tessa celia has more from brussels. well the museum director has started burning artwork he's calling this the art of war basically it's a symbolic protest against the way that the economic crisis the european debt crisis is being handled until this point also says that over a thousand artworks are already doomed to be destroyed anyway because of the government's indifference to their situation subsidies have been cut to the cultural institutions and again this just brings about the message that and no love and nothing is spared from these harsh cuts being imposed by governments in europe because of the debt crisis and it's the same story you have here art and cultural heritage of italy being priced assets and it's going down the drain the same goes
12:02 pm
with its workforce its assets their human assets bearing the brunt of all these cuts and this is a symbolic protest follows what we've seen recently already suicides as suicide attempts in greece and italy as well over a pension cuts or loss of benefits or loss of jobs and this is the type of the symbolic protest may be changing but it goes back to underlying the point that people are saying that they are in desperate need of their desperation at the dire situation that they're in this rationally in countries like italy and spain which are still hanging in the balance european leaders of markets still idea of whether it will be the next to receive bailouts and we all know what bailouts mean if the international creditors it means even more a stary and even more desperation from the eyes of the people investment advisor patrick young has told you that he thinks will go into these protests should be treated as a joke the problems it's all very serious. the truth of the matter is but i think
12:03 pm
it's difficult to keep seriously the idea of simply seeking attention destroying artworks when actually would not be a great deal of a better idea to have these artists and indeed these artworks being sold so that they can actually do some market trying to help some of the pensioners but i mean it strikes me that it is a rather ludicrous protest per se but it galls draw attention to our past the fundamental underpinning of many europeans see it and but means the vast amounts of money that if you spend it on the social state whether it be an arch whether it be intentions whatever it is is coming to an end europe and leave your resume how much of ford it's socialism. twenty two million dollar fine the punishment for perhaps america's most controversial financial giant the penalty came after revelations goldman sachs gave inside information to preferred clients allowing them an unfair
12:04 pm
advantage and as always the cause reporters the lowdown on this the full show coming your way and later today here's a preview. it makes sense that the commission was able to negotiate a penalty supplement over four times the two thousand and three penalty settlement so yes goldman sachs already paid a penalty in two thousand and three for this exact same tactical violation but they have more leverage now because of the financial collapse to clean with goldman sachs to pay a little bit more money this time around. for you lawbreaking in your group it'll be move your go do those buddhas gold diggers want a few boos. who are bureaucrats or do you love. you know this is outrageous that the f.c.c. is begging goldman to the right up the fine that they're comfortable with yeah it's sort of actually you know are saying you know what you guys are shameless lawbreaking banks they're scum and how about we bring about a sparks and wackier to get out i love these tiny. bags oh give you know they take

the breakers alpaca lake they kill on that's a target there's a target. because a report coming your way later here on r t syria the u.n. agreed on rules governing an advance team of international monitors observers will support a cessation of violence as sporadic clashes between regime forces and rebels continue despite a cease fire six on a boy who was forced to flee the city of daraa in the south west of the country because of intensified shooting. it is known here as the so-called cradle of the serious revolution because it was the scene of the first mass rallies against the assad government this is probably one of the most militarized communities in syria these days you can see the checkpoints at almost every corner and there are snipers on the roof of a government building buildings but these have been presence of troops there the
12:06 pm
situation the secure destruction and jerry is highly volatile and watches take place on an almost daily basis and today wasn't an exception we arrived today or on the invitation of the syrian information ministry which is now eager to show reporters a bad life is slowly a good getting back to normal as arrive to this the clashes intensify violence and tanks if i could hear the sound of gunfire the sound of machine guns and as a result our visit was cut short i also know that at the time our team crew was embarrassed the un observers also arrived into the c.t.'s and local officials told us that the rebels are using any opportunity of these high profile visits to pro bowl down into military action what i was really surprised with is the reaction of the people on the ground the cd is very sort of calm because you don't see too
12:07 pm
many people on the streets most of the shops are closed but those people who venture out into the sea to when they hear the gunfire they rush to one side of the city or one side of the street or not it's to find refuge but two minutes afterwards they go around that they live so it seems that at least alive the big constant repetitive gunfire has sort of become a new normal for many residents of. for ministers from the friends of syria group which includes key western and arab states are gathering in paris to increase pressure on the assad regime but shah meanwhile army who's a commentator and political analyst covering the release says it's time foreign powers use their diplomatic influence to urge the other side towards peace to. when you're asking two sides to sign onto an agreement and one side is the government it's fairly easy the syrian government signs on behalf of the syrian government on
12:08 pm
the other side it's a lot more fragmented and so not only fragments of the opposition internal to syria but fragments and after this external to syria and beyond that you have regional external players and then you have international external players all who have something to say about the future of this mission so you know we can clearly say syria has signed on to this mission and the other side has a question and the syrian government claims it has it has the most to gain from this because this is when you have international observers in these areas of conflict who will finally be able to ascertain for us who is initially in the violence which is still across. this is our life here in moscow with the twenty four hours a day still ahead for you this hour occupy activists join the chorus of those protesting against the world's biggest base in the u.k. . but seeing is americans developing a new form of their lives. we explore what's fueling fears that operations in the

british american city could lead to a new kind of international. reserves it finds under a new deal we interview the head of the american business supposed. all still to come for you here on r.t. in the meantime nature is getting more help from rush hour in the afghan war the ministerial meeting in brussels the sides discussed expanding a vital transit of military cargo to afghanistan through russia's territory now moscow's provided the alliance with air corridor also roll way routes the link is. what nato supplies from crossing its territory after the strike that killed twenty four study soldiers six. others. to withdraw troops from afghanistan it sounds itself in the. of a string of scandals involving extreme breaches of discipline by u.s. troops washington says recently published photographs of soldiers posing with the remains of afghan bombers show an isolated incident of young people caught up in
12:10 pm
the moment let's not talk to the developments there in afghanistan john rhys's two active member of the stop the war coalition there in london now let's first of all talk about nato extending cooperation with moscow indeed the other way around moscow extending cooperation with nato just how important is this so-called northern supply route to afghanistan across russia. well it always did become very much more important because the situation with regard to pakistan has deteriorated to the point where it's becoming increasingly difficult for nato to supply its troops by that route so this is obviously an alternative which they had to find how to fight quickly demonstrates two things in my view it was very prophetic but the occupation itself is fully completes that the allies that sustain the occupation are no longer willing to do so and so there's a search for for new allies i think it would also be worth saying that it would be sensible for any state including the russian state to think twice about being
12:11 pm
involved in this quagmire to be involved in afghanistan is to make yourself a target for terrorism if you weren't before it will be seen by many afghans as an assistance to the forces that are occupying them in such a disastrous none of us are not sure it's a well thought out move on the part of the russians and yet russia is certainly feeling the impact of that nato operation in afghanistan saying that so much of the operation hasn't worked and indeed what is happening now is threatening russia in terms of drug imports and of course instability so russia has to do something isn't it or indeed to help well i'm sure that's i'm sure that's true i think that the afghan war after ten years is having a disastrous effect on all the countries connected to it but the clearest way to bring that to an end and the clearest way to stop the war spilling over the borders into other countries is to end the occupation now the advice that should be given
12:12 pm
to all the major powers that. work in afghanistan is to get out that will fit that will be the thing that stops the war from spreading and stops and is out the facts of the war affecting the countries around it let's talk about those recent scandals involving the u.s. military we've seen american soldiers posing next to afghan bodies troops you're an eighty one corpses and burning copies of the qur'an now officials insist these are isolated incidents not indicative of a wider problem do you agree with that. no i don't i think that this is what happens when an occupation last for ten years and is manifestly failing i'm watching that. but the morale of the troops these are at rock bottom they have absolutely no idea what they're doing there they know that the populations in their home countries whether it's this country or the united states are overwhelmingly against the war and this is bound to produce a situation where the occupation becomes more brutal before it ends they they know
12:13 pm
that they're on the run they know that the business of training the afghans to take over is actually resulting in a situation where afghan armed forces are increasingly shooting members of the occupying forces so i think that this is a new generation of what was already at least. patient so therefore you think it's right that these forces should now we draw within two years the situation be like after that when they do it rule. well i think they should withdraw faster than that of what the situation will be like when they've gone is this that whatever the difficulties whatever the problems whatever the military situation is in the country it will at least to be afghans who are settling their own future at the moment we have a colonial system where the major powers are trying to run somebody else's country now we should have left that kind of mentality behind in the nineteenth century whatever difficulties will be for afghans it will at least the afghans themselves
12:14 pm
the people of that country have a right to self-determination just the same as any other nation who will last i hope be left alone to come to some kind of agreement amongst themselves john reese and to hear your thoughts thank you for joining us live in london british political activist a member of the condition thanks. one a day after photos of american soldiers posing with afghan body parts you can watch the video for the fight is going wild this time in iraq for its opinions of ramming cars indiscriminately the details of for you on one minute about si dot com. the controversial anti counterfeiting trade agreement or actor has been dealt a heavy blow they did not and a member of the european parliament in a key think of the honda treaty has already said the bill should be rejected and he told us earlier the legislation meant to stop piracy has seen many side effects in terms of what i was trying to achieve i'm quite happy with i think it's important
12:15 pm
to europe does protect us and to lecture properly put out a number of unintended side consequences one was that would have put a duty on internet service providers the fact that we act as the european police force of the internet and i don't think that's right i think that's probably a formal judicial authorities secondly i didn't like the idea that i could possibly have criminalized young people who were quite innocently dying or doing films and music and so on in the privacy of their own homes. act to save this should all be for commercial purposes for commercial purposes are very weakly defying the other concern that people have about because it was a negotiator or five six year period behind closed doors the rights holders seem to be involved in that discussion but the civil society did not seem to be the part about discussion and most of the members of the partly didn't really understand what they were signing up for i mean the british house of commons a one line report an article which said that had not met
12:16 pm
a debate on the floor of the house of course and as an aside i actually demonstrates the importance of the european parliament and the european decision making process because without the european parliament act there would probably no below. it is the day the explores another controversial piece of anti piracy legislation being pushed by the u.s. government and join us at eight hundred g.m.t. to discover more. sudan and south sudan are edging closer to resuming all out war as fierce clashes on the borders intensified last week and south a less than a year of independence sees the disputed oil field sudan return branded its neighbor an enemy and promise to reclaim the oil rich region from the right or reason without one of us says the conflict escalating partly due to unofficial u.s.

a symbol of that hypocrisy and of europe kowtow into u.s. power what we're seeing is americans developing a new form of imperialism this isn't about protection of democracy if you look at the pattern of. investments by the united states over the past twenty years it's all about ensuring they have access to oil and other vital not the resources in africa and the persian gulf and we've got to challenge that we really have to start challenging force to it because the next stage probably the attack on iran. with the us is expansion plans for the ballistic missile defense shield up to twenty twenty five and with ben with helen reddy part of the early warning system this poking of america's nose into other people's backyards is still king fears it could be the trigger to a new arms race nora smith r.t. them with hill. but again we have
