nato member states are getting ready for their summit in chicago this week a report surface blaming the alliance for dozens of civilian deaths during its military campaign in libya new york based human rights watch has called for a thorough investigation of the potential attacks which nato has refused to comment on let's talk now with vinson mccoskey from the human rights watch he joins us from below from berlin thank you very much for being with us so tell us more about the investigation and what facts does it have to support these accusations well my colleagues went to eight sites in libya they knew that the beginning death had occurred people died and there were no signs of any military presence so this is of course the that's a question to nato we found that at least seventy two civilians have died without any connection to any military activity on the ground so we are asking nato
