lol. international powers agree a transition plan for syria rolling out foreign interference with iran he's envoy kofi annan saying the country needs a new government which could include members of president assad's regime and the opposition. and here in syria no official reaction to the new proposal so far opposition leaders previously say it will look toward any interim government that's president bashar al assad goes. and other stories that shape the week e.u. leaders vote to allow its bailout fund to funnel money directly to sprog banks for the first time and said that for germany's angela merkel after having pressure from italy and spain. plus defined but undefeated joined us on for fuses to surrender to british police despite a deadline for his extradition to sweden passing saying he won't leave with or an

amnesty until a decision on his asylum request is made. this is r.t. coming to you live from moscow i'm marina josh welcome to the program now hopes of a diplomatic solution to the syrian crisis have risen after a major world powers agreed a peace strategy for the war torn country a new plan calls for the creation of a transitional government that could include members of president assad's cabinet and the opposition russia hailed the agreement as one that doesn't dictate a political solution for syria while we can now discuss this without a corresponding or pissing off just returned from geneva where the talks to place and well you are you've been there of course and we know that the talks last for hours and were quite tense so what was the atmosphere there like well first of all syria is very complicated issue there's
4:02 am
a great deal of responsibility and uncertainty so is the decisions that are made at these. these meetings can directly affect the lives we of ordinary people in syria since every day toward need people are still dying there and so these decisions really can affect either one of the better or for the war so everybody understands this responsibility and actually if i may call it it is sort of and was sort of diplomatic rollercoaster which actually started ahead of the meeting when the russian foreign minister met with hillary clinton in st petersburg which wasn't actually this meeting wasn't actually the main goal of her visit so nobody really knew what's going to happen then they do meet is the foreign minister comes out and he says that he thinks that there is a change in her approach in her position on syria so that's good news but at the same time hillary clinton herself did not attend this media conference so again if somebody was maybe thinking oh
4:03 am
a bit more positive about the results of the meeting in geneva same time there were signals that if she's not there something that may be wrong so there's still more uncertainty that everybody was waiting for a head of the meeting itself which lasted quite long also nobody really knew if it's going to come out positive or negative diplomatic roller coaster indeed as you mentioned earlier but you know some experts say that the final document was basically a victory for russian diplomacy what do you think russia the entire time has been saying that no outside forces should really. control and drive the political changes in syria they can only apply pressure on the sides of the conflict but they cannot intervene directly into the situation there despite all the previous position of washington which before not at this conference before they didn't rule out foreign military intervention into the situation there but the final document which was signed at this meeting did reflect basically russia's
4:04 am
position well in this life you know listen to what russia's foreign minister sergey lavrov had to say. yeah we can see to it the utmost importance that this document does not seek to dictate to the syrian sites how the transitional process should happen politically how exactly this process will take place is up to the syrian people this document is very precise but it's. well we've just heard what sergei lavrov had to say there so what exactly does the new plan imply. main idea is to establish this transitional governing body in syria which is planned to include all sides representatives from all sides of the conflict including the authorities and representatives of the opposition which is actually quite divided within itself perhaps in the future and this is also according to the plan there should be
4:05 am
elections in syria democratic elections and new government new constitution perhaps in the future as well and all this will be monitored by the united nations and actually your own special envoy kofi annan is planning to visit . is going to also hold more talks both with both sides again and again as russia has been saying there has to be constant contact with all sides of this conflict well given what's been said and done so far what sort of fate awaits president asad . it's really hard to see and if previously some of the poor's had been almost calling for him to step down now according to this document it's up to the syrian people to decide but actually quickly on himself was asked this question and let's listen to what he said about it.
4:06 am
so i guess you can't really put it better then mr. well yeah the crystal balls at home well as you said a lot of uncertainty still remains there but at least the dialogue is taking place your thanks very much indeed for bringing us the atmosphere from the meeting in geneva on syria that was our correspondent there. how the urgency for international agreement on syria is underlined by the intensifying daily violence there artie's marie financial reports from the capital damascus. we haven't heard any official reaction from damascus so far but people we have been able to speak to here in the syrian capital have actually divided on how to concede to this document this meeting in geneva several of them indeed call this a breakthrough and light at the end of the tunnel and they say it could indeed be
4:07 am
a solution to the sixteen month long crisis but the crisis here in syria would obviously be responsible they say it takes two to tango and it's absolutely unclear soufan how the dialogue is possible while one of this size at least doesn't want to talk with friend here where you have before from the opposition of the syrian or and based opposition but they will not accept any transitional government and they will not accept any peace plan eva such is still in power meanwhile violence is continuing to spread all over the country here in syria and almost every day we are hearing about dozens of people killed there were more injured from everywhere in the country but the obviously it is that if one children are being involved with this crisis here's my report on that. the place for these kids boys and girls is at the playground and someone dressed them in a militia uniform hung them with real guns to teach them what to say and put in

front of camera now this little girl four maybe five years old and she's almost crying as people behind the camera pushed her and other kids to chant and slogans out of nineteen q it's hard for me sam and. this footage is just one in a series of clips posted online showing the ugly face of war unfolding in the country recent u.n. report says both sides in the syrian conflict the rebels from the free syrian army and the government are using children in their fight. to look and see children a month your son demonstrators. four year old or young as brazen whose. other land and this is a microphone the kids carrying not a kalashnikov. are young his father couldn't imagine that his youngest son's participation in apache arctic rally would

put all his family in danger and lead to the murder of his other two children and if they threatened us many times once the road on the house as well that the time has come then they sent me a symbolic look then they put the picture of reality on facebook promising five hundred thousand syrian pounds to those who bring him to them we couldn't imagine they'll come to our home and not the living and i mean in my years in wanted to prepare for exams and went to sleep in the living room which is and this is where they smash first they were shootings and they cried a lot barked at and i hid under the bed. and then they moved to the school isn't all me away before his death that he feels he will not finish his exams and even if he does not get a certificate it's got anticipated everything he told me once they going to kill me . i'm unsure me is eldest son was shot dead on the way to hospital as he was trying to get help to his injured brother little rayyan escaped death only
4:10 am
because that night he stayed with his grandparents and. i was crying because they killed us and i miss him a lot he so wanted to get a good certificate at. the funerals of the two teenagers had been on the guard this is what they do here in syria the family says when someone dies as a martyr. my beer tried to kill us this is the freedom of if you're not with them you'll be killed in the letters they wanted to kill a song like hula and then see this is the government usually valinor not one study through not losing anything that's enough we lost a lot not ready to lose any more how's it has a thing said matilda very well yemen has three more brothers left he has something to lose in this cemetery we found at least eight fresh graves small ones but in the rubble kids are becoming victims of grown up games in this conflict they've been
4:11 am
used as human shields they've been forced to take up arms and they've been killed for a purpose they barely understand and no one can say for sure how many more will die until a ways found to stop the violence. r.t. reporting from syria. i was hearing ya looks for ways to and the violence warning signs elsewhere about the dangers of outside intervention still ahead of the u.s. and nato involvement in libya last year us sparked conflict in mali well look out of the negative effects that foreign military engagement can have of the entire region. plus barack obama welcomes in new egyptian president mohamed morsi vowing to support the country's push to democracy that we ask if the new regime will post concerns from washington. now this week saw the german chancellor angela merkel returning from an e.u. summit defeated for the first time in years your leaders have agreed to allow the european bailout fund to funnel money directly to struggling banks germany strongly

opposed this option was forced to give in after insistence from spain and italy economic analyst michael ross says the decision won't cost the germans a lot but will not fix the euro zone's core problems. this will make no worries we have a very big problem a very huge problem and it is not solved as a whole as a matter of fact i call it unconditional surrender of germany which we witnessed in brussels the southern countries with a new euro zone finally got the credit card that there always wanted a credit card for whom the german pick taxpayer has to pay and very interested in the question how long germany would do this the tax burden in the future will become very very high and i know already of people who are keeping the country because they have fear that the tax will become higher and higher and to germany

greek coverage of the bailout germans remain unswayed in their position to pay for somebody else's debts polls consistently show that the majority of germans are strongly against financing greece's or spain's bailout as one customer of this restaurant put it before placing an order one should check not only the menu but also his wallet some say this bleed of opinions between the power and the public represents a test of germany's democratic system democracy begins at home begins begins. really begins in italy and spain we have a national parliament and. it. and if there's a common currency is taking. decisions in terms of money in terms of budget it's a violation of democracy and it was. your

political instability in cairo has raised questions about the so-called success attributed to the arab spring governments in egypt and libya were toppled with a u.s. stamp of approval but with new regimes leaning towards extreme islam many believe america could eventually find itself in a circumstance that hardly ever wanted her in a porno i.r.t. new york. armed islamists in mali's northern desert region have destroyed holy sites in the city of timbuktu earlier this week militants with ties to al qaeda claim control of the region following a violent shoot out the left at least twenty people dead middle east expert has a q he believes it's up to the people of mali to find a solution saying u.s. or nato intervention would only further destabilize the region. all of this of course is related to the war that was waged against libya last year during two thousand and eleven which brought about the displacement of many of the two out forces who have been settled in libya for many many years they were well armed and
4:24 am
of course with them entering the situation inside of northern mali it's further destabilizing polarize the situation inside and north of the country and of course affected the capital up of moscow as well the nato forces led by the united states destroy the social fabric and national infrastructure and the national economy of libya libya was the most prosperous of the most stable state on the african continent as a result of the destabilization activities on the part of nato the twenty six thousand missions that were flown over the country over a seven month period ten thousand air strikes against libya have the naval blockade the freezing of foreign assets this is of course dislodged and displaced hundreds of thousands of people inside the country and hundreds of thousands or more in the regional context if the us had not intervened in libya last year we would not happy current situation we have right now in mali but we're totally opposed to

french u.s. or nato intervention in mali we don't think that would solve the problem it would further destabilize the situation in the country and throughout the region. while the after effects of libya's revolution and nato intervention are still being felt in the country at least forty seven people are dead and more than one hundred injured after three days of tribal clashes in the country south according to local sources the fighting is between two runs of by tribesman where the latter are reportedly supported by the so-called libya shield brigade that's been deployed by the interim government to act as a peace keeping force clashes between rival groups are common as a country is still awash with weapons seized by. rebels during the uprising against moammar gadhafi. millions along the east coast of the u.s. are without power after violent storms pounded the region at least thirteen people
