don't. russia and china double veto i know other western backed draft resolution on syria details from new york straight ahead. the german parliament is deciding whether to hand over a massive bailout to spain's banks and. putting her reputation by trying to convince m.p.'s to back the rescue. plus the b.b.c. is by a court order preventing it from airing a documentary about last summer's riots and.
11:01 am
it is so good to have you with us here and today i'm live in moscow we start with breaking news for you this hour the u.s. and its allies have failed to push an anti assad resolution through the u.n. security council for the third time russia and china have once again vetoed the motion let's get more from new york now enjoy noughties marina portnoy marina good to see you so as far as i understand it there were eleven in favor south africa and pakistan abstaining but there russia and china essentially stopping the latest draft resolution dead in its tracks why. that's right and it's not it shouldn't come as a surprise because russia has been saying all along that it will not support any draft resolution on syria that is tied to chapter seven of the u.n. charter and that is a position that china has also echoed in the past weeks now this u.k. drafted resolution was supported by france germany portugal and the united states
11:02 am
extended the u.n. supervision mission in syria for forty five days but it was also tried to chapter seven as i mentioned and what that means is it paved the way for sanctions to be imposed on damascus if the syrian government did not seize the use of heavy weapon and with weapons and with draw from heavy populated areas within ten days so that means that if the syrian government did not live up to what the western european countries wanted economic sanctions could be imposed on syria and somewhere down the line under chapter seven military intervention could have even been used to end the crisis in syria although western countries promised that they would only be using measures of sanctions we saw that last year when the security council acted in libya and though a no fly zone was imposed russia china and many other countries believe that the
11:03 am
european countries of the u.s. exceeded its mandate of the no fly zone as a leading a military intervention in libya and that was a precedent that was set and that is what russia said why they will not allow. any further measures to be imposed on syria particularly because this u.k. draft resolution was only outlining consequences for the syrian government and was not outlining or putting any pressure on the armed opposition in syria so if you murder those concerns worldwide when it comes to the u.n. . resolution against syria it could be some elements that we're seeing with u.n. resolution one nine seven three the basically open. way for military intervention in libya so here we have russia and china vetoing this latest u.n. draft resolution a russia continues to veto resolutions out so well and good but the question to many is what i want to go zone proposals then for solving the syrian conflict. while moscow does have a proposal and an alternative because russia has also drafted in tabled
11:04 am
a resolution on syria which may be voted on we have to wait and see now this resolution calls for the extension of the u.n. supervision mission in syria for another three months let's remind our viewers that this mission and the excess it expires in twenty four hours it may be a little bit more than that and if the mandate is not extended that means the u.n. will no longer have any personnel in syria to at least observe what is happening right now they have three hundred unarmed observers while activities were suspended in june it is still much better for the international community to have members inside of syria to do what they can to at least observe what's happening to give verification of what's happening if the united nations and the international community loses that group inside of syria the crisis could spiral even further out of control with no involvement of the u.n. security council would not have any reporting from its own members so we have to
11:05 am
wait and see if this mandate will be extended that is what russia is hoping for with its draft resolution but western countries say that unless there are consequences against the syrian government put into a resolution such as their chapter seven one they would not support russia's draft which at this point just calls for an extension of the u.n. mission in syria all right all he's of course want to marina portnoy that live for the latest here from new york thank you. well let's stay with the syrian crisis here on our quote some of the bloodiest of the conflict that's held both the government and the rebels the period following yesterday's deadly bombing in damascus the attack wiped three senior members of assad's government including that of the defense minister it coincided with intensifying clashes in the capital and across the country which killed over one hundred fifty people this according to reports for now the whereabouts of president assad who hasn't made any public use a public appearances since the explosion remains unknown some are suggesting he's

fled the capital parties maria for now reports from damascus. the news about blast has come at a very tough time for the syrian capital in the last four days damascus has been seen for what the opposition and free syrian army have dubbed the final battle for damascus that is size of battle for the syrian capital shootings have been heard in very different parts of the syrian capital also seen black smoke drifting over the city skyline and we've also been hearing helicopters not only flying over one of the oldest continuously inhabited capitals in the world but also firing we can see some smoke even now in actually many different neighborhoods of damascus many countries have closed their embassies here in syria one half we've drawn all personnel in this neighborhood alone turkish embassy over there saudi embassy this is the building of american embassy tallon embassies these embassies have all suspended their work overseas companies have also have
11:07 am
a creator of their staff foreigners no longer feel safe here in the syrian capital and they have lad but ordinary syrians don't have the same choice the world has come to their door and they have nowhere to run and they're trying to organize their everyday life waiting for this nightmare to end one of the most important rule these days in the syrian capital is not to go to the city's troubled areas where the clashes between the rebels and the army still continue and the names of these neighborhoods are very well known to everybody. i have began. no i won't take you to my down it's too dangerous but damascus is a very big city with a population of around two million people maybe these days even more with all displaced families from homes and other at the center of the uprising from all across the country shelter now here in the capital and in some neighborhoods you can see pictures that you don't at all expect to see in the capital of the country and golf with war or like this family alone picnics really very peaceful pictures
11:08 am
so one can flick has been raging for seventeen months already people say they are tired they are exhausted but they also say that life must go on may finish not from damascus in syria. and maria is one of the very few remaining international correspondents that continues to report on the events from the heart of the conflict so you can follow her on twitter to stay up to date on all the developments in the syrian capital live coverage or throughout the day feed find her. underscore. this is r.t. live from moscow and voting has begun in the bundestag over the spanish banking bailout the german parliament is deciding on whether to hand over one hundred billion euros worth of rescue cash to spain's ailing banks chancellor angela merkel has been actively lobbying for the transfer hoping to rally enough support let's get some analysis now on the story talk live to marcus kerber professor of

political economics at the. university thank you for coming on our to today many german taxpayers there angry over the aid they're having to fork out for debt stricken countries but don't choose to just for a moment doesn't the very existence of the bell our system suggest there is unity inside the eurozone. well i think the situation is becoming more and more dangerous because of the so-called you rescuers have to step up to all sorts of fire walls and have to dilute in the way the regulations they have set themselves and now allow spanish banks to have direct access to the european financial stability facility and the promise as well to buy directly through the european financial stability facility spanish bonds this is. admittedly. and then the intellectual defeat because all these measures so far have not stopped the
11:10 am
u.s. from becoming more and more unstable and what we actually witness here in germany is some sort of collective a few side of the german nation because the representatives of the nation the members of parliament voted with the two thirds majorities in favor of something which might turn out to finally as an unbearable debt. burden for the german public finances but now i understand what you're saying here and it's interesting how you put it you call these are continued bailouts the suicide of the german nation but you know let's look at the broader picture here the eurozone is a united european neighborhood we all know what's been happening with greece over the last two years or sixteen to eighteen months many experts believe that spain the e.u.'s fourth largest economy will repeat the greek scenario i understand that germany has been shouldering a lot of the brunt of bailouts across the eurozone but isn't it up to germany at this point to continue saving the eurozone. well everybody looks at germany and
11:11 am
everybody says that particular in the southern parts of europe and mainly in france look how america it's not a no as a matter of fact from america is not an iron chancellor she's not a madam no she is a man and yes because she had from summit meeting to summit meeting made a very major concessions. there was a chance in two thousand and ten to stop that decline in the way you know by saying no to greece and giving them perhaps in exchange for leaving the eurozone a big check but that chance was missed and he would lose because germany didn't have the guts to say no germany has to show more leadership. and leadership is about responsibility for the time being from continues to muddle through this german diplomacy of muddling through without coming up with big decisions in the light of a zone which is tumbling might perhaps bring
11:12 am
a lot of political disruption the greek case is a case of leveraging the damage potential of a very small country badly managed. which black made to the rest of the eurozone. in the light of that blackmailing policy all the other countries and in particular countries being poorer than greece the likes of a.q. could stand on the german side and say germany. put an end to perhaps noble experiment of beginning but then again where you know where there's where does the true reaction need to come from there are some that are saying that the eurozone politicians are just cal towering to euro kratz in brussels when it comes to germany branching up and supporting so much of the eurozone what's the future of germany how does the average german feel about all this money going to other struggling members of the eurozone. well the average german as you say this
11:13 am
is eighty percent of the german population don't understand why german taxpayers' money and french take spears money is used in order to bailout spanish saving beings which have made big errors in real estate investment so there is has never been before such an enormous split between the political class in germany the members of parliament of the parties. the great coalition of euro rescuers except the leftist parties and some descending apiece on one hand and the german population which is more and more skeptical and continues to reject the view of rescue policy but who starts rejecting all the political class as you say germany and certainly as you said eighty percent of germans are certainly feeling feeling the wear and tear of having to fork out so much money as you were mentioning a moment ago they don't always understand where all their taxpaying money is going to across the eurozone if if the germans are fed up then who else is there
11:14 am
a prop up the struggling euro zone. well i think germany is the country of the us and although being the anchor country of the eurozone together with the other current account surplus countries the netherlands luxembourg finland austria these countries don't have a majority within the european council and within particular the european central bank so they live in the diaspora really. the knob of rescue policy. in that particular situation germany has a responsibility to instigate a riot against. a rescue policy which leads. every day closer to the precipice but as you know the german political class as the political class in brussels all these representatives of central brussels powers then the prisoner's dilemma they don't want to admit defeat and that's why the story goes on and unfortunately every day it continues to last it will cost the taxpayer the european

taxpayer of all different countries a lot of money as you say as you say that you know the taxes keep going up and certainly the austerity measures and the cost cutting keeps going on as well marcus kerber a professor of political economics live in berlin i'm sorry we don't have any more time but thank you for coming on the program today thank you so much. this is r.t. israeli officials unanimously accused iran and the lebanese group hezbollah of carrying out a deadly attack against israelis in bulgaria and the number of people killed in the bombing of a bus carrying israeli tourists in bulgaria now stands at eight authorities believe the explosion was carried out by a suicide bomber who used a fake u.s. id have a look at this video we've got for you right here this is just been released it shows the suspect on c.c.t.v. before the bombing israel's prime minister benjamin netanyahu was blamed iran for the attack claiming that all signs point to the country iranian state television
11:16 am
however has rejected the accusations calling them ridiculous. about thirty people were made in hospital with injuries some in a state of critical condition independent researcher and writer. says it's unlikely iran was behind the attack knowing it would only plunge them into an even deeper diplomatic crisis. next time yahoo and israel in fact need to play the victim card in order to be more aggressive and in the past few months few years israel has lost a lot of support even here in the united states it's very easy to put the blame i mean iran and iran is not a very attractive country to the world and the masses are very happy to accept whatever they're told told by mr netanyahu to me it doesn't make sense and iran would want to carry out this operation it's very hard to accept this iran would willingly have the world condemn it and cater to the wishes of these really is by

bonds program is the two parts to huge draw involving actors reading excerpts from interviews with two hundred seventy people involved in last august's riots in titled the riot in the woods the interviews were originally done for a project aimed at understanding the causes of the disturbances as to why it's being fans this is an extremely opaque unusual case legally we are not allowed to name the judge who hunted down the order the court he was listing in for the case the decision referred to we understand this kind of order is sometimes made in cases of breach of privacy but at the moment there's absolutely no indication what's legislation has been applied. as far as reaction goes the b.b.c. it self doesn't seem to be able to talk about it either just putting out the statement confirming the cool and that it unable to add anything meanwhile press

freedom groups have cooled to move to the big and indicated they feel this is that we should just remind you that riots broke out love to visit the sick following the shooting of mark duggan by a police officer in north london they then spread countrywide and over the next three days cities across england were terrorized by violent looting and often since then a loaf of studies in programs have been made looking into the causes and it's very unclear why this particular one the school and the pool although it does come close to the on the bus three it's a place to be when it looks in a limpid the b.b.c. the lawyers are considering appealing the decision and promise to show you the programme at a later date perhaps only then will it become clear why this highly unusual decision to ban the programme was made in the first place. doctors or smith wrote
