but just a few hours before the u.n. supervision mission in syria expires another showdown. in the security council details from new york. meanwhile rumors are run rife over the fate and future of the embattled syrian president himself. true or false it is. ready to step down as president of syria and john thomas in moscow and coming up we sort out all of the details. with. the streets of spain. posed on the country in return for a rescue by the e.u. .
10:01 am
it's a pleasure to have you with us here on our t.v. today i'm live for you in moscow now the u.n. observer mission to syria expires later on friday but the security council still split over a resolution to extend it another vote is expected shortly after russia and china yesterday vetoed a western backed draft which they considered unacceptable in new york is. standing by live for us now to join us here on the program good to see you marina so what's russia claiming is at stake if indeed the observer mission is not extended today. i didn't hear your question in its entirety but with respect to the observer mission there is another showdown taking place at the security council beginning in just a few minutes there are two draft resolutions on the table from what is being reported
10:02 am
that the security council be considering has one that was submitted by the u.k. another one submitted by the u.k. that extends the u.n. supervision mission in syria for thirty days that's final thirty days and then it ends the second draft resolution submitted by pakistan extends the mission indefinitely or doesn't put such a limited time frame on it this way the u.n. observers would have more time to work within syria because as our viewers may remember it was in mid june when the head of the mission suspended all activities because the violence was increasing and u.n. officials said it became dangerous for the three hundred observer force that is in syria so while they are there and the mandate expires this evening it is still very helpful extremely helpful for the u.n. to have a mission there at least to be verifying and reporting back to the u.n.
10:03 am
to the security council and the ultimate hope is if and when there is this is a station of violence in syria the observers would be able to go around monitor helped out with humanitarian issues and help move forward kofi annan six point peace plan that has been stalled for months now so there's two votes that are essentially going to be taking place within the security council one that extends this mandate for final thirty days the other draft submitted by pakistan extends it for much longer do you talk about these two votes to take place in the u.n. but as far as we know most of the world knows russia in the u.s. still calling find common ground on syria the u.n. you aware of any other international efforts are being made outside the framework of the world body. well shortly after the russia and china vetoed a draft resolution that was submitted by have been supported by western countries on thursday u.s. ambassador to the u.n.
10:04 am
susan rice addressed the media saying that washington will now be working with its partners to diversify its options and explore ways to address the syrian crisis outside of the united nations security council she didn't get into specifics but we have to remember that the u.s. and the europeans already imposed their own independent sanctions on syria so any other options may nobody knows what they can make it can in involved maybe it would involve some type of intervention maybe it would involve for providing more weapons nobody knows but the u.s. said that they would explore its options after russia russia and china vetoed against any sanctions that the west wanted imposed to impose on this government because their position is that it wouldn't help alleviate the tensions and the violence that is taking place in syria and it would also not be good for the international community to only put pressure and consequences on one side being the
10:05 am
syrian government and not put pressure on and consequences on the armed opposition fighting the syrian government so it and its supporters so there's still a big stalemate within the security council but at this point i think they're focusing on at least trying to extend this mission because if they lose it it could be a much worse circumstance for the international community is more important than live in new york thank you. envoy to the u.n. gave an exclusive live interview to my colleague bill daughter. lash back of criticism from western countries which she says are simply pursuing their own agendas inside syria. unfortunately they haven't done anything at all in order to set them train a productive positive process in syria instead they have been working. with the so-called friends of syria in fact. this is
10:06 am
a group of countries who are enemies of the syrian government i wouldn't call them enemies of the syrian people but certainly those who want to topple the syrian government this regarding the consequences which are extremely tragic which. inevitably entails because the government of president our side it's not simply one individual or a group of individuals they represent of course a certain segment of the of the syrian population a certain power structure which has existed there for decades so to break it would cause and is causing trying to break a considerable trouble and bloodshed to reform and through dialogue this would be much more reasonable a line of action and this is what russia has been advocating dialogue hasn't achieved anything so far is that now an overwhelming global sentence is something has to be done to stop the killing of innocent people and what about intervention on humanitarian grounds is not acceptable to moscow moscow is very concerned about
10:07 am
chapter seven i don't want to get into technical does it protect chapter seven leading to perhaps military intervention but what about some form of intervention to stop the killing. well in a way the monitoring group which. is a way of of a sort of political intervention in trying to a practical intervention and trying to deter while and fortunately it hasn't happened it hasn't been successful i mean you said the dialogue has not achieved anything the problem is that the dialogue has not started yet the opposition groups refused to enter into dialogue with the syrian government which says it is prepared for the org they should. all four of the student government. this is a major missing link a major impediment in the way of an answer to that it. will be a full version of a timely churkin to diffuse that are becoming
10:08 am
a way in two hours time here on r.t. you can also watch it whenever you feel like it at your own leisure at r.t. dot com. well in the meantime awareness is a reporting large explosions in damascus as the fighting in the capital rages into its fifth day battles are also continuing throughout the entire country syrian state media claims our military forces have won back control over four were barely used districts in damascus meanwhile the u.n. is trying to verify reports of up to were thirty thousand refugees having fled to lebanon in the last forty eight hours activists claim the army has launched attacks on border crossings with turkey and iraq which were seized by rebels yesterday by the greater so to involve heavy shelling and artillery fire parties more international has been keeping across the developments for us in damascus. free syrian army soldiers are now controlling all four border crossings at the syrian iraqi border but without top official has also said that the iraqi guards have
10:09 am
witnessed extreme violence from the side of free syrian army soldiers from opposition fighters we also been able to see be to post it on you tube from the syrian turkish border where gunmen have been shouting religious slogans and shooting to assad's portrays if free syrian army has been able to take control over crossings at the border that means that they they are very determined in large scale operation against a regime of president bashar al assad but that doesn't necessarily mean that this will keep in this control because everything changes very fast so we have to be very careful with information and even we feature is so we see because. since the beginning of this our prize in it's also been media war and just recently we've been hearing from opposition that they've managed to take control over the airport just yesterday we were at the airport here in damascus and it's functioning normally been here on the ground for almost fifty days already and i have to say
10:10 am
what we've been able to see in the last five days has been the most dramatic moment for the syrian capital of the clashes between the army and the gravels have been taking place in at least five districts over damascus and it's been extremely difficult to get in these districts but on thursday we finally managed to do that and what we saw really devastating destroyed streets of benton houses know people of variously and many many traces of war and of very fierce clashes we've even seen many tracks of tanks and although not totally on the roads but on what used to be the cars obviously all shops are closed and we have to understand that these districts are not remote. damascus suburb not far from the center of the city center we've been here for one the month now and we've been to these districts
10:11 am
many times. by and something talking to people and of course it's been very sad to see how different the picture is right now people are trying to deal with this situation and we are in a maze how brave they are in this situation facing horror of war that has come to the home they say yes we know it is happening right now here in damascus and in our country it's been here for seventeen months already but we cannot do anything with these and life has to go on and we have to leave so they're trying to do with this is just waiting for this nightmare to end this is what they say. well to us they opted out of water. putting in syria you can just follow maria's twitter feed she's one of the very few international correspondents still reporting right from the heart of the fighting you can also get photos from the scene and russians you can find maria. underscore me. well meanwhile the world has
10:12 am
been going around that president assad may be ready to step down with some international outlets citing a russian ambassador's statement but officials say the diplomats words were misinterpreted by the media sean thomas explains. these reports came out from al-arabiya t.v. and this is what russia's a baster alexander or love is reported to say that there was a meeting here in geneva and at that meeting they adopted a communique where help that they agreed to allow for a transition of power to a more democratic regime but bashar al assad was apt that meeting he agreed to this communicate even he even appointed a person to work with the opposition and negotiate with the opposition and agreed to to leave and do so in a cordial manner now what we have now confirmed with the russian diplomatic mission in paris which is where ambassador all of his
10:13 am
a station he says that these words were taken out of context and it says the meaning of the ambassador's words were that bashar al assad can stay in power and he could go but this is a decision they can be made not by the u.n. security council not by anyone else but only by the president himself and by the syrian people certainly there's always rumors in fact it's hard to believe anything that comes out of syria unless you can that he personally see it for yourself because there's lots of different sources of information and misinformation as a word we've heard that bashar al assad has fled to damascus we've also heard that assad has been injured and that just immediately after those reports came out there were pictures of assad perfectly fine having not been injured also reports of assad's wife coming here to moscow and about those rumors the foreign ministry here in russia has said on the general idea of rumors that the world is usually awash with rumors these rumors it tended to game some information around and spread very
10:14 am
fast i would not like to comment on any rumors today i think that it is a very good honest information trap and that we should be careful not to fall into it so basically a lot of information out there lots of misinformation out there and telling people to be. careful what they believe. video is always available for you any time. some of the stories are waiting for you there right now for example the war between us officials on the. defensive. screws on american media. more than a third of children living in japan's crippled nuclear power plant could suffer from in the future it's a shocking report. to use the. pretext for war with iran. will have extensive analysis of the possible

consequences of the tragic. thank you for joining us here in aa to today police have used rubber bullets and tear gas to disperse angry protesters throwing the streets of spain and dozens of people were injured a number of them detained during the latest nationwide anti austerity demonstrations in a major show of strength hundreds of thousands have been taking part in the protests people marched in eighty cities across the country to protest against more suffocating austerity set to come itself to the job and parliament gave the green light to give for the one hundred billion euro bailout for the country's battered banks the e.u. as a finance ministers have approved the conditions for the financial lifeline to madrid

which call for the strict monitoring of the banks that received the a. sociologist at a. university believes the situation in spain is only going from bad to worse. what we're seeing is a massive transfer of public private debt into public debt and that's that's where it really begins to harm the actual citizens of spain it's this sort of this these plans. are not even being done on a large enough scale to really have any effect any positive effect for people in spain when you take their food you take all that they have homes and they respond quite viscerally i mean yesterday you know we saw in madrid for instance wasn't you know violent in our kissin a group that decided to burn a bunch of dumpsters what we saw were police charging against other police protesting police we saw them charging against firemen and women we saw them
10:17 am
charging against public sector workers and chasing them through the streets of madrid and you know neighborhood neighborhoods in madrid the actual people that lived there were actually throwing flower pots from the balconies at the police now that's a qualitative change from what we've seen over the last year and certainly you see people living in a.t.m. . in a.t.m. buildings right in little a.t.m. services and you see them living out in the streets looking in the in the trash you know for food i mean these are people that two years ago were working ok and they were working and maintaining families and now they're very livelihoods are threatened and of course tensions are going to boil over part of let's turn over now to our kitty pilgrim standing by the antibusiness there to do at least give us a bit of insight i mean katie how serious do you think the situation in spain really is at this point i'd say for serious indeed for it it seems to be going from bad to was right now we're really focusing our attention on the difference between spanish foreign cars and german bonds because now that's surging to
10:18 am
a record we're also looking at the spanish market as well the bulls the ibex is down now four point seven percent this vest is really demonstrating their own certainty as the bailout package is still being discussed multi tells less than ten minutes now laurie. but we'll be seeing katie again soon for now though spain may be the e.u.'s fourth largest economy but it tops the ranks when it comes to the number of unemployed almost six million people are out of work or desperate to find ways to survive some though turning to other countries in the hope of finding a better life but as ati's tesoro sylvia reports they might have to go a lot further than neighboring eurozone states. twenty four point six million people are without jobs across the european union seventeen point four million of them in the eurozone countries with unemployment at its highest levels of the single currency was introduced in spain unemployment hit twenty four point three percent the worst rate in the e.u.

and among the spanish and greek youth it's more than half statistics may paint the big picture but they don't quite show the human story real people struggling through each day like this one gary a man who came to belgium three months ago that's a thing in history than i never did before so it's really really nice happening you know i don't want to be sued for it from mean i don't want i don't i don't want me to you know is that. i want to work i want to go to. the current levels of unemployment on acceptable. it's been if it is it simply cannot continue this way and it also leads to reliance on state subsidies a plight faced by job seekers across all sectors and all levels of society and when you are within the european institutions you are a little bit detached from there and you are among the. euro kratz when you
