republicans in washington are so good at wasting money and so bad at putting americans back to work. you need to know the mitt romney campaign has a shiny new tool a dog whistle and it's not to get seamus off the roof of romney's car in recent days romney and his surrogates have taken to hammering the president out over jobs or the economy binsted over his otherness or his foreign life as a child just yesterday here was romney that president obama is foreign and not in line with the american experience this is an ideology which says hey we're all the same here we have to take from all and give to one another and that achievement individual initiative and risk taking and success are not to be rewarded us as they

have in the past it's a very strange and in. some respects for and to the american experience type of philosophy and here was romney last week saying pretty much the same thing. in the past people of both parties understood that encouraging achievement that. encouraging people to lift themselves as high as they can encouraging entrepreneurs grating success instead of attacking it to denigrate it makes america strong and that's the right course for this was and here was romney's surrogate john sununu again talking about the president being a former. he has no idea how the american system functions and we shouldn't be surprised about that because he spent his early years in the how why smoking something spent the next set of years in indonesia and this is called dog whistle politics just like most people can't hear a high pitched dog whistle but dogs an average americans don't see and hear things

like you just saw as appeals to racists but the races themselves hear it loud and clear other than whack jobs like david do pull politicians generally don't just come out and say what their extreme base the racists the hateful the mentally twisted sickos among us politicians can't just come out and say what these idiots want to hear they can't just suck up to races by throwing out the lie that black people are lazy or suck up to religious bigots by saying that all muslims are terrorists or suck up to the paranoid almost by saying that gays are pedophiles so instead they talk in code the republican dog whistle sure saying that president obama's policies are foreign might sound benign to the general electorate to a much smaller target a group of individuals like the tea party the far right and fox so-called news viewers basically the crazies who actually think the president was born in kenya more than half of fox viewers do or who are uncomfortable with

a black man in the white house characterizing the president as foreign as a very clear meaning it's the republican dog whistle. and mitt romney isn't at all afraid to get in the mud with these whack jobs and tell them what they want to hear albeit in code because the paranoid the racists and the bigots actually show up to. our nation as a long history of republican dog whistle politics richard nixon proudly called it his southern strategy to win the white house the one nine hundred seventy s. plane of the fears of races in the south who were angry about l.b.j. signing civil rights and voting rights laws in the reagan campaign was brilliant at it they had reagan kicked off his presidential campaign in one thousand nine hundred eighty by going down to the small town of philadelphia mississippi a town that was only famous or infamous for one thing the ku klux klan's murder of three civil rights workers who were registering african-americans to vote back in one thousand nine hundred sixty four so when ronald reagan gave

a speech there talking about states' rights those races knew exactly what he was talking about states' rights has been the argument used propecia word slavery and racism since this country's founding and it worked for reagan too he won the south and because of that took the presidency that year republican to a dog whistle was dusted off again in one nine hundred eighty eight and used by george herbert walker bush as campaign to defeat michael dukakis with the infamous willie horton ad to the general public the ad was hitting dukakis is soft on crime which is pretty ironic since it was dukakis his republican predecessor who changed the law to let willie horton out of jail and dukakis who ended the practice long before the election but even though the ad was a lie to the republican racists the dog whistle was loud and clear to our vote white vote republican the races turned out to caucus and even though it's getting pretty obvious and sometimes even embarrassing like when john mccain corrected a woman in the audience that obama was an arab republicans are still always falling

back on dog whistle politics when things are tight sarah palin used in two thousand and eight and she talked about president obama palin or. terrorist used to begin in two thousand and eleven after the tucson massacre and she accused the media of blood libel a dog whistle term that has a very clear meaning to anti semites and just this year newt gingrich blew the republican dog whistle in south carolina by telling the racists in that state that president obama was the food stamp president and suggesting that certain lazy people should get a job or work for gay marriage too he won the state and so now mitt romney is blowing the republican dog whistle no surprise there republicans so love this stuff that michele bachmann once a serious republican contender for the presidency of the united states is out there hustling a paranoid theory that the deputy chief of staff to secretary of state hillary clinton is a secret agent of the muslim brotherhood bachmann's gotten four other republican members of congress to pick up on the dog whistle to call for investigations into

the state department and since a camera has been turned on him in a few weeks republican newt gingrich rand of bachmann's defense and asked what the state department is hiding. yeah i think that there's a very serious problem when the situation you think that muslim brotherhood is going to generated the u.s. government i mean that's the core of their their allegation i'd say that i think it's worth knowing and i think it took everything is worth knowing that somebody will tell you something about the level of hysteria attacking these five members of congress and i don't have your own party on it and i favor the right thing and i think those folks are wrong i think they ought to ask the question what is it they're afraid of learning gingrich is helping promote the insane theory popular among the racists and haters of the republican base that the president of the united states is a muslim terrorist sympathiser. don't tell these guys that obama killed bin laden their heads makes blood that's why fox so-called news never mentions that little bit of history and while these supposedly moral men and women these so-called

a sign that shari'ah was creeping into our country and taking over so those are the kind of conspiracy theories he pushes unfortunately because he was an advisor to michele bachmann's campaign he was able to get access to her ears and you see the results where they write these letters to different inspectors general of various administrative departments calling for investigations of whom i have a dean and other loyal honest patriotic american muslims do i remember correctly that brother the norway mass murderer was quoting or citing frank gaffney he cited frank gaffney several times yes so again that's the kind of news rhetoric at heels to those kind of people which at that point shouldn't somebody in a circular michele bachmann's campaign or on her staff have said hey wait a minute this guy's radioactive well i think just because some loony whack job sites you isn't enough of a reason to pull away i think when somebody calls for a new house un-american activities committee that's the time to put the brakes on

and go who is this guy and what is he suggesting to our absolutely right your thank you for the good correction on that. should michele bachmann i mean the last time this happened joe mccarthy was actually a censure by congress. clearly she hasn't gone as far as he has and hasn't drag this out as long as he did but it looks like she's not backing down and in fact there's people like newt gingrich jumping on the bandwagon but where is this going and do you see any possibility that congress that her colleagues might put the pressure on her to stop it seems like they're trying the great good fortune here is that michele bachmann is not in control of a committee that's where she could do some enormous damage holding hearings the let her the way dare i say exactly exactly. i think it is time though for republican leadership to reconsider her position on the house intelligence committee because it's an individual that's going to push those kind of conspiracy theories put

forward half truths unfounded allegations of guilt by association and you have to question whether this is an individual who's got the appropriate level of gravitas to be a part of such an important committee president obama went over to egypt some years ago and famously made as he stood next to mubarak basically a tear down this dictator's these dictators speech short you know he called out a dictator in the presence of one and then months later the arab spring began. it always amazes me that everybody wants to point out reagan's tear down this wall and nobody has you know drawn or very few people draw that parallel but you know given that that happened given that history is this kind of behavior michele bachmann's part hurting i mean we we were seen as our president kicked it off as as the the people in the middle east who are saying you know good on the road to democracy and now you've got a member of congress going to be hysterical about muslims is this harming us in that region i think the important thing to keep in mind there are always going to

be a certain group of people that support us there's always going to be a certain group of people that oppose us no matter what we do and then there's a group in the middle that you want to be concerned about because they're not sure and they want to hear your arguments and when we have somebody who is a serious contender for the presidency of this country putting forth these sort of sweeping allegations that essentially any muslim who is in public service is a member of the muslim brotherhood and part of an infiltration of our government then you are losing those people in the center because they want to hear serious things from national security was a don't want to hear these kind of weak let's let's hope there's certain backing away from her faster corey thanks so much for being with always great to see you tom thank you great thank you dog whistles might help when elections but they tear . our nation apart time to silence them and call those politicians are still rely on racism bigotry and xena phobia. after the break the department of justice is investigating another state over

in screwed news the department of justice is investigating another state over controversial voter suppression id laws will end up kicking millions of democratic voters off the rolls this time as pennsylvania the d.o.j. launching a formal investigation into whether that state's new voter suppression idea law discriminates against minorities the d.o.j. has already filed suit against texas and south carolina over their respective voter suppression id laws but the investigation into pennsylvania marks the first time the d.o.j. is targeted a state not covered of the civil rights act which protects minorities living in states with a history of racial discrimination the state's voter suppression id law is also being challenged with in pennsylvania as a number of plant is led by ninety three year old viet applewhite will be unable to obtain the necessary identification of vote are suing the state to have the law repealed pennsylvania is the perfect example of why these voter suppression id laws

are not about curbing voter fraud which virtually doesn't exist but actually about helping republicans win in november here's what pennsylvania's republican speaker of the house mike tours i told a group of fellow republicans in june. voter i.d. which is going to allow governor romney to win the state of pennsylvania done. reveal action for mitt romney in pennsylvania done this is also what's happening in wisconsin a state which also recently passed a voter suppression id law here's a republican state senator glenn grothman told think progress reporter scott keyes about his state's voter suppression id law. yes we will probably ask. you. since. you actually. see. these protections in place of them either.

a million pennsylvania for partisan gain as you said and we're a nonpartisan group but we don't think that voting rights the most sacred fundamental of american right should be viewed as a pawn for partisan gain so we brought this case on behalf of yet applewhite ninety three years old african-american woman who marched with dr king for her voting rights she won't be able to vote in november if this law is not struck down by the court it's a law that has a very severe disparate impact on the elderly like miss out. on african-americans and students and also even veterans all of them who we believe have equal rights to vote in our country how does it specifically affect those groups and the veterans is a curious one for me you always thought of veterans as having military i.d. at the right well many retired veterans no longer have the pennsylvania photo i.d. photo i.d. law would require you to have a current photo i.d.

with your current address and so you know if you are an older veteran somebody who hasn't just come back you know from from service that you don't have your pennsylvania address on your photo i.d. then you won't be able to vote the other thing is that you know unfortunately our country you know a lot of veterans you know don't have the same income as. there folks i mean this is actually affecting almost a million pennsylvania and so there's quite a few sectors but it has a disparate impact on people who have a harder time you know getting to the pen to get their ideas or getting their birth certificate so you know we have an expert who's going to be testifying at the trial professor who has shown the preventing disparate impact on the groups i mention minorities seniors and and students and even veterans back in one nine hundred eighty paul why rick the founder of the american legislative exchange council alec famously gave a speech in which you know i don't want everybody to vote our bridges in the elections quite candidly goes up as the voting populace goes down that's all it's gone viral over the years. and yet alec has been promoting these laws all over the

country is there a sustained national effort to push back against these are you doing these state by state absolutely there is a sustained national effort by the voter suppression groups and so we have a sustained national effort to push back so we're particularly interested in pennsylvania and wisconsin because you know as you said they're not covered under section five of the voting rights act so they don't necessarily have to be approved in advance by the department of justice and so it's up to groups like us and the department of justice to bring other types of litigation in bush v gore the supreme court or at least five members of the supreme court explicitly said there's no enumerated right to vote in the constitution to you know that we don't have a right to vote and and i'm wondering is there any effort to amend the constitution or to to enshrine that right to vote beyond the with the racial right

to vote that was defined in the one nine hundred sixty yes there is and we're going to be starting that effort in two thousand and thirteen so about as many projects actually a report on the right to vote we believe there should be an enumerated vote right to vote and you know that's what we would do post bush v gore and then i would also say you know bush v gore for what it's worth also held that everyone has equal voting rights. you know we didn't see it play out very well but you know it did talk about equal protection and so our case in pennsylvania is about equal protection and so whether or not you can afford to pay thirty dollars for a birth certificate you know make sure that if your purse is still and you can do that in time for the election and you could make it to the pan died and you could make two trips to the pound did you have the money to be able to do that you know i mean if you're one of the nearly million pennsylvanians who are in situations like that where you are disenfranchised by this law you know you have equal protection and you have equal voting rights thanks so much for being with thank you appreciate it. moving on from voter suppression id laws aimed at keeping republicans in power
