but i don't argue with the bad weather out of the way the republican national convention is in full swing in tampa not everyone has seen mitt romney's praises coming up our main delegates at the r. and c. is bending the rules. bus a former marine detained and sent to a psychiatric ward all for writing anti-government comments on his facebook as a form of terror prevention or the latest assault on free speech we'll speak to the marines a lawyer. and one of the poorest most dangerous cities in the us is attempting to rein in its debt its plan lay off the entire police force and replace it with one that doesn't have collective bargaining powers does this sound counter-intuitive to you coming up we'll find out of this tactic can actually work.

it's tuesday august twenty eighth four pm here in washington d.c. i'm liz wahl and you're watching our tea. but again today in tampa florida where the republican national convention is kicking off slated to speak as mitt romney's wife ann and jersey governor chris christie but there's a group that feels the establishment g.o.p. is blatantly trying to silence them we're talking about the ron paul delegates more specifically the delegates from the state of maine are the correspondent christine is in tampa for more on this story christine sounds like there's a lot of action going on around you how's it going over there. yet the convention center or the tampa bay times forum rather has turned it to go down to party john i don't know if you can see behind me the texas delegation. waving there how boy has

in the air a lot of excitement here and speech after speech this afternoon we've heard rising stars in the republican community we've heard lawmakers each echoing a call for coming together to back mitt romney and paul ryan but that may not be the case in just a little while when roll call a schedule to formally formally nominate mitt romney and we still have a whole lot of unhappy delegates we're talking about not just the delegates from maine but delegates from texas people who come here from iowa and several other states that are very concerned about rules that are changing but i was able to speak with some of those members of the maine delegation and here's what they had to say. of the thousands of ron paul supporters who attended his weekend rally a few of them are here on business political business mike wallace is here as a delegate from the state of maine and has spent the last week involved in a bitter fight quietly unfolding in the shadows there is

a lack of. integrity with the way they are inside his handling i mean delegation the republican national committee's rules committee and credentials committee has gotten involved as well and succeeded in dismantling something delegates say is theirs they basically decided to unseat all of our delegates and then they re appointed twenty new delegates and twenty two alternates they did they did keep ten of our delegates in front of our alternates so we base our delegates for paul supporters and this is the way small battles were supposed to be won at a grassroots level and by following a little no rules in america's sometimes confusing political process but the rules ron paul himself says seem irrelevant to those in charge they've been bending and breaking the rules and rewriting rules for too long that's what we have to stop from happening twenty one year old ashley ryan has become one of the highest profile faces in this fight and spoke about the consequences at this weekend's rally in the best case scenario delegates will be awarded proportionally. in

the worst case scenario every state could become winner take all. the delegates say it could undermine democracy as we know it turning each political party from a big tent with many ideas to a small group of political insiders who call all the shots in tampa christine for zero r.t. . the languages get an even stronger list some people calling it the biggest power grab history of the republican party and it's not just a one time thing but i really want to emphasize here the thing that is turning a whole lot of people is that the rules are as they say being changed in the middle of the game i want to tell you specifically about which rules i'm talking about rule number twelve and rule number six as you know certainly the american political process can be very confusing at times no matter how many history lessons that you

have you know in high school there are there is the dusting off of the political rulebook in order to really understand what's going on but delegates from maine also people who are concerned about you know politics that a grassroots loves grassroots level are saying that these rules when change has a right to happen here could really affect every state as you know you know a lot of the states in the united states hold their primaries and they will caucus so those votes are non-binding so they can change and they're really trying to change all that and make it so primaries become more binding so that these do they see these roles the roles that you just described as you know trying to keep out grassroots candidates. well i think that's exactly what they're trying to do was i mean again the message here in any convention for no matter what party you're in you want to come away with a message of unity and so what they're saying now is you know even though the republican party is known for saying let's leave it up to the same thing let the

states make their own decision here they're saying no when the nominee becomes more and more obvious for example what started to have the two months ago. we're going to just make sure everybody gets behind them so there's no room for what we're seeing on having delegates show up at a convention who supported a different candidate than the presumed nominee so it sounds christine like they think the g.o.p. establishment is trying to censor that. well you know they do they they feel really disappointed that we were talking about that a little bit yesterday but a lot of these delegates from maine the glee are young they saved a lot of money they got here half of them now be told they were told they won't be seated at today's roll call though so they really just feel like what they worked for the representatives to run the representation that they're trying to have here was sort of just dismantled by the aren't seen by the romney campaign. and you can certainly sense their frustration in the story your story there now this convention

has going on right behind you there kicking off today one one day late due to that tropical storm how do the paul lights the ones you've been talking to plan to get their voices out in the coming days. well it's really interesting because even when you drive all around the convention center and you drive around the tampa bay times forum there are still a lot of people supporting ron paul there holding up their signs for him to run with here on the floor behind me just a few hours ago and let's just say he was the very warmly people chanting his name chanting president so they're still backing their candidate even surprisingly little some people still think that something could change we did hear also earlier and also this weekend ron paul's rally we heard from barry goldwater jr. not a former candidate very goldwater so you know tried to disrupt his convention back

set off a firestorm of controversy here in the u.s. most members of the military and the political world quickly apologized but others cheered on their actions including conservative radio host and c.n.n. contributor dana loesch. can someone explain to me if there's supposed to be a scandal that someone pees on the corpse of a taliban fighter someone who was a. part of an organization murdered over three thousand americans i dropped due to that's me though. when our team started reporting on this video we figured it was just a one day story but that was not the case our online comments section on you tube created a heated debate both for and against the actions of the marines but back to the punishment for those involved and will face no discipline no one that is will face any discipline at all the other three that's in the first case in the other case three have pled pleaded guilty and will receive a permanent mark on their records that will impact any future promotions and

a psych ward for his facebook posts as reported last week twenty six year old brandon routh was sent to a psychiatric ward for his controversial post to his page. not violate my rights. well you are looking at video of local authorities and the f.b.i. arresting ralph aconite of his virginia home on aug sixteenth appears to be confused asking the authorities what crime he has committed the f.b.i. found is supposed to be anti-american and closed paris and nature last week a judge found that there was no legal basis to hold rallies in the ward against his will so what does this mean for freedom of speech and the u.s. for more in this case john whitehead the marines attorney joins us now don welcome so first i want to ask you what is the latest in this case what is next for brandon well. the ruling we go it's

that step is it is crossing the line. well i think you're going to conduct surveillance on american citizens the fourth amendment requires a that you have credible evidence someone's doing something illegal it has to be particularly. conducting surveillance while as for the minimal if you don't have a search warrant here they did not have a search warrant nor an arrest warrant they're arresting and taking away and put him in a mental hospital if this is a real threat sure the authorities should or i discuss this but here they have not charged with a crime is that we call both the f.b.i. and the police that he committed a crime and we have with well why did you rusty in the first place why when you just want to go up and talk to a windy it was all up and down the street as if he was getting ready to blow up the trade towers so the facts here the police say he did not commit a crime so why was he arrested ok i do want to play a clip from another clip from brandon robb where he is kind of reflecting on the

the nation so he seems to be. very concerned about some of the things that are going on in the political war world here and he's voicing these concerns through social media and he's finding himself in a lot of hot water now for this don i want to ask you looking at the wider implications of this case what does it mean for our first amendment rights and why should americans be concerned about this case well first of all what's good about brendan here rather rob is that he actually is the east he's going in the first amendment allows that but i tell people this the first just doesn't allow this it tells us if you think you're going to go in the wrong direction assigns because it says we can petition our government for a redress of grievances so i think that the bigger picture here is. it's time to speak up all right only these issues all have our brittle exactly bars are written on president obama's kill list i'm opposed to all but. i think our goal

slashing the police force is expected to save the city millions of dollars in its place is the metro division of the camden county police and to make matters worse what certain controversy is that these officers are prohibited from unionizing are to correspond a marina port and i have joins us now from new york for more hi marina so the candid fraternal order of police as the president is calling this union busting is that what it is. that's what it appears to be liz because as you mentioned already to our viewers camden police department every officer that makes up that depletes police department two hundred seventy of them will be laid off by the end of this year and according to the plans of of put in place by new jersey officials house of those officers will be hired back to serve for the camden county police force which actually has not been created yet but once they are serving for that police force

they will be non union members which means that these officers will not have collective bargaining rights they will not be able to bargain for pensions for health benefits for retirement ages and for salaries and this clearly is an indication that it takes more rights away from public workers such as police officers so this does appear to be an increasing kind of drive told words breaking apart unions at least in camden ok so we have a lot of issues at play here one is this possible union busting another is the safety of the people of the city of camden and is it possible that getting rid of a police force i mean what is that going to do to the city of camden will it lead to more police on the streets or less. you know liz i myself had that question i called a source of mine that works for the new jersey state police and i asked him is this

a good move do you think this is better and you know you put it bluntly nice said no this is very very dangerous move because first of all camped in is the most crime ridden city in the united states of our viewers are not aware that the crime rate in camden is five times the national average and it is one of the poorest cities in this country so when you strip a city of that of all their police department and then you create a county division it's not clear if the city is going to become safer in any way we you know we have to remember that it was just in january two thousand and eleven when one hundred sixty seven police officers in camden were laid off and after that scrum got worse and new jersey state police officers with. reassigned to cover the city of camden and this actually ended up costing the state more so at the end of the day what we see here is that clearly a union is will be busted up but it does not necessarily mean that this city is

going to become any safer in the long run ok and you were talking about these crime rates marion and we do have some charts to show it's kind of illustrate just how bad it is in camden if you see there in purple that's camden and we can see that that is multiplied much more the crime rates in camden are significantly higher than the national average now we're cutting the police force over there and camden is also dealing with budget woes so is this more of a budget issue too to write its budget wrong or is it about the safety of the people. well i mean it depends on who you ask clearly this is a move that they're saying is going to save the city alot of money the officials the new jersey officials that are making this decision if you speak to the police officials there's not one police official that i've spoken to so far that has told me this is a move that's going to benefit the people of camden as

a matter of fact many many officers are saying that this is actually going to take away police from nearby counties of camden and which will then be reassigned to camden because camden is not going to have a police department any longer so the nearby counties are they're going to lose their security force or their security force will be depleted you know it's ironic that the story's coming out right now because the governor of new jersey chris christie will be speaking at the republican national convention this evening and he is a governor that has been known for stripping these collective bargaining rights of unions throughout new jersey since he became governor in two thousand eleven he temporarily limited collective bargaining rights of unions throughout new jersey he made sweeping changes to pension benefits and he also under governor christie four thousand police officers in new jersey were laid off last year that was across the
