israel's poised for a full scale invasion of gaza while fresh air strikes killed more civilians amid international efforts to mediate peace. and the latest escalation jerusalem is targeted by militant rockets for the first time with increased activity by both sides all the details just ahead. also this hour britain considers the lifting of an e.u. arms embargo to send weapons to syrian rebels and may join france and turkey in recognizing the new opposition group aiming to else to say. the police in england and wales raise the alarm as layoffs a growing workload and no support from the government bring the roll in the president and love.
1:01 pm
life from a new center here in moscow this is all tea with international news and comment twenty four hours a day fresh air strikes have killed more civilians in gaza despite israel's pledge to hold fire during a brief visit by the egyptian prime minister to the strip and that's another missing group so retaliating are going off in jerusalem as rockets were launched at the city from gaza. is in tel aviv with the latest. saying at the moment neither of those rockets towards jerusalem fell in built up areas and no damage reported either but again it's a very shocking development for many israelis to hear the sirens go off over jerusalem and hear those explosions over the city of course earlier in the day as well rocket fired very close to tell of eve the sirens going off there and an
1:02 pm
explosion all of this really very shocking for the israeli population that didn't expect the rockets to reach that far from garza was targeted yesterday as well and all of this coming the background of renewed airstrikes today started off with a very intense bombardment by israeli forces in gaza we also had today of the major event of the visit by by egypt's prime minister to the gaza strip and then also these rocket attacks all of this contributing perhaps to the speculations and to the worries of a possible ground offensive by israeli forces towards the gaza strip pictures on israeli television of columns of tanks and armored vehicles massing near the border
1:03 pm
with gaza there's also reports thirty thousand reservists are ready to be deployed we've also got reports of. infantry brigade of course it leads to finishing their preparations for any assault that may be needed ominous sounding sounding words there and various evidence like that on the ground also statements from various israeli government and defense folks people. talking about a lot of talk about. phase two of the operation and whether that means ground offensive after this aerial bombardment it's not exactly sure but it should be noted that in two thousand and eight to nine operation cast lead which involved a major ground offensive took place at night that was thought to have given the israeli attackers an advantage and there's also been
1:04 pm
a statement to the effect that this is far from over say the israelis and that there's a lot more of these kind of operations to come so there's a lot of worries about that when it egypt's prime minister toward garza early in the day went to a hospital while he was there two civilians were killed in an israeli airstrike were brought into the hospital one of them a child and he said later that he held that child in the blood remained on his shirt so shocked was that he was he that he said he couldn't keep silent and that he wanted israeli israel to stop its aggression israel for its part maintaining that it has the right and it will do everything in its power to defend people in the south of israel all of these escalations with the rockets with the intensified bombardment all of that not pointing the way of a deescalation and possibly pointing towards
1:05 pm
a ground war in gaza. gaza's former health minister has told r.t. that the israeli army operation is breaking international law. benefit of the of those studies have proved that israel is using internationally prohibited weapons in quality and quantity they have managed to destroy many buildings and houses using percussion bombs which led to the collapse of many of the surrounding buildings are the bodies of those killed were completely burned and this clearly shows they have used prohibited weapons others died in hospitals and we weren't able to diagnose the causes of their death we're talking here about one hundred sixty injured in these attacks the majority of whom were children women and the elderly the majority of those who died were children who suffered from seventy five percent to ninety percent burns. israel maintains it's conducting a successful operation despite the rising number of civilian casualties in gaza are not in my colleague research i spoke to a ton of official who denied causing collateral damage i want to say that we have
1:06 pm
only one goal israel has to defend its citizens. i'm sure that there is no state no state no russia and no state in europe in the united states of america can agree with this kind of situation you know our children our elders are fired by rockets on our schools on our civilians and only terrorists with one very simple goal to stop this firing of rockets on our civilians and we will target terrorists and stop would you care to explain why the palestinian interior ministry has also been targeted in fact that building is basically left in a state of rubble and ruin it's hardly a militant stronghold in fact the the interior ministry is where people get passports visas it's where journalists get their permission to go into the strip why go after why level the interior ministry the explanation is very simple unfortunately
1:07 pm
a must. while they target our civilians they hide behind their civilians they hide behind schools now the i.d.f. our army that wants only to defend our citizens targets only terrorists garson is an extremely confined area a very small area probably certainly overpopulated why are so many children being killed by israeli airstrikes if you're going after militants there are no children been heard by idea if only terrorists heard only terrorists are targeted while the visit of egyptian of the prime minister of egypt israel didn't try and didn't attack any target in gaz but the master is the target israeli civilians while the visit of the prime minister of egypt and i suggest you check the information because there it cannot be people hurt while the visit of the prime
1:08 pm
minister of egypt because we didn't are you are also doing are certainly government will show you any. you are absolutely right according to the i.d.f. no airstrikes were carried out on the gaza strip during the during the visit of the egyptian prime minister although somehow two palestinians did manage to die the israeli army and the israeli government will do everything needed targeting terrorists only. to stop the firing of rockets from israeli cities don't really schools and israeli children and if we will need some ground operation we definitely will consider. reaction and insight now from dr alan been mia from the center for global affairs joining me live from new york. public opinion in israel tel aviv and jerusalem being targeted for the first time in decades more israeli civilians are now at risk could this turn them against their government
1:09 pm
well i believe. this is significant turning point in this conflict. if and when you target tel aviv and jerusalem for many it is this is i think short a declaration of for so concerned and afraid that this could to precipitate or accelerate the process to. to put israeli government to make a decision that may certainly include a major incursion into gaza. along the lines of probably what's happening pretty eight hundred eighty nine this is obviously a very bad situation i'm not sure how can it be prevented unless both agreed to adhere to immediate cease fire. but we can elaborate on this
1:10 pm
problem and question well what would that ground incursion the cheap bearing in mind the campaign four years ago did lead to an element of peace but of course look what's happened no going to say you the same sort of successful failure this time around if there is an incursion. well you see this is not just between israel and hamas we have to look at this whole thing in the much larger context and this is what most people in fact are missing in the hamas for example with them i'm assist in tennis rivalry for leadership at this juncture and there's a great deal of concern among us to what their palestinian authority has doing by challenging israel they feel republished kenyans will side with those who demonstrated bravery and demonstrate challenge to so that's that's has to also to get into the mix then of course you have in israel itself based on the election
1:11 pm
coming january no prime minister today who specifically no tenure who is known to be very concerned about national security is going to sit and especially if he wants to be elected and then you have of course the mix of other issues the kind of message that need to center has about the kind of nationalists to center of turkey iran so you have to look at this whole thing from a much larger context and that's probably will explain to you that regardless what you hear is a problem is a come from a guy from the protestant or a guy certainly something i was ready but that is just what you hear. on the ground suggest that this company will continue. expand and this specifically egypt and the united states and its perhaps some other leading out of state like saudi arabia get involved into this disc this discussion and establish
1:12 pm
a soon as possible this is just crazy talk you say. in ending the firing of these rockets or just briefly you say others should get involved this discussion i got you talking about. so what i'm saying is that the country that. can actually influence for example hamas is egypt egypt has to take this very seriously and they are taking this seriously because they do not want escalation that eventually could involve egypt and this is the last thing the egyptian would like to do the united states does not want to escalate the conflict because this could jeopardize israeli egyptian peace treaty and the rest of the arab countries who practically have done nothing other than condemning israel they know one thing every israel decided to go in they still will not be able to do anything about it and they're going to be looked upon as inept i think best so there is a huge amount
1:13 pm
a great deal amount of at stake here and that is why the sooner the united states egypt and other powers that have influence need to get together put influence on their respective allies. israel and begin a process to bring about an end to this conflict but i'm afraid it may be even too late at this juncture once major cities in israel are being attacked live in new york dr alan bennett thank you very much indeed for joining us and sorry about that time tonight thank you. will stay with our team for more on the latest in gaza plus we've also got live coverage on our web site and twitter stream.

1:17 pm
economy is a report on r.t. please. r.t. life here in moscow if you just joined us very well welcome a large chunk of the sixty six billion pounds the u.k. government paid to bail out their old bank of scotland and lloyds t.s.b. may be lost for good at least that's according to an influential group of british m.p.'s who were looking into the set of another bank which had to be saved the bill for that adventure was two billion pounds well for more on this story let's go live now to london where correspondent sara firth well so. it's staggering that all that money seriously go down the drain. it is staggering we've actually got
1:18 pm
a little what is the difference between the u.k. government and a sixteen year old girl with her father's credit card. no i do know you told me both. like to irresponsibly spend other people's money with little thought for the consequences it is absolutely i was fearing think is what we're talking about here i mean it would seem a bad joke except of course it's no laughing matter really because it's a huge amount of taxpayers' money that it seems is being lost to this is all focused around the public accounts committee investigation into the sale of northern rock that was the bank that if you cast your mind a couple of years back was one of the first to get a big banking bailout so we're going to try to give you the figures with the help of some graphics here so it's estimated that for northern rock the taxpayers a set of these around thirty billion but that's not the worst of it because of yes
1:19 pm
and lloyds bank also had a lot of taxpayers' money funded into those bailouts and the taxpayers could be set to lease a staggering sixty six billion pounds on that is very very hard to wrap your head around those figures so we're going to try and give you a comparison and look at what that money can actually buy you in the k. and compare it really the amount that was put into those bailouts to what we have in the the moment spending on social welfare such as pensions education health care and defense education in particular you know sixty six billion that will buy you a year's worth of education in the case a i think that really kind of gives you an idea of that and obviously these figures coming at a time when the u.k. is in the midst of recession everyone here is struggling in a daily we're talking to people who are really struggling to survive in the country in the midst of this very very tough economic times and you kind of got this it was
1:20 pm
a good report very hard hitting report telling us that there was a monumental collective failure that the treasury. was unable to properly respond because they lacked the right skills and understanding say everything that's a little bit of the billion sorry guys we've lost the sixty six billion and you know we weren't quite up to the job and really it just you know it comes across as incredibly irresponsible and obviously in the middle of the recession not good timing it's all back to the best of times for you but u.k. banks at the moment is a. it's not a good time i mean but i think the thing that's really sort of getting to people here is the fact that you know back when this was all happening back when northern rock was struggling and people were discussing these bailouts those huge amounts of warning that this was not the right way to go and so it's not like this is something that is now being revealed in an investigation and actually you know there's nothing that could have been done this this really many people would say
1:21 pm
could very easily have been avoided and saved the taxpayer they say amounts of money and so you know money that is desperately needed in the u.k. right now one of the great that warning at the very beginning with the taxpayers in line and i'm feeling now by the campaign manager robert oxley thank you for joining us today these types of stories always make me so angry because you know every day we're covering stories where people you know are struggling with a living wage in the u.k. it's the pensions that you know a tax is a rising all the time and then you have this report showing that you know sixty six billion could be lost i mean it's just the irresponsible with taxpayers' money you know well this report is a damning indictment of politicians you know despite their woolly words that we were going to make money out of the banks and that propping up the banks would be you know it would be ok and there was a chorus of people from both sides of the political divide so you know we need to bail out the barracks were ultimately what's happened is we've lost billions of pounds what we've lost money on the sale of northern rock lost money propping up
1:22 pm
northern rock and we see an even bigger losses for banks such as lloyds t.s.b. and. so we have a serious issue about the amount of money that has been piled into the stock and we've basically allowed politicians to gamble other people's money and lo and behold those politicians haven't got very good results as is always the case when politicians are spending other people's money who are talking at the moment you know about ok what lessons can we learn now that all the government is this government going to learn some lessons because you know when this was happening there were people like the taxpayers allows warning the politicians that this is. look at that they didn't think they'd be interested in listening to that well sadly you know the elite have to kind of learn their mistakes and they always make them again it's incredible how often those in power manage to get every major crisis wrong and i think we're seeing the moment in a rejection in the way that our politics at westminster is out of touch to the point here is it was the writing was on the wall and not every country bailed out their bags in countries like iceland let them go to the wall and they're now doing
1:23 pm
far better than the u.k. . and with the eurozone crisis going on and with taxpayers still exposed to losses and the the fines that banks like lloyds t.s.b. are getting because the pump the payment protection scandal which is happening here taxpayers are sitting on big oil and that we should remember this crisis the next time you know a politician stumps up and says i know how to spend your money you know this is a good deal to you because invariably they're wrong we you know politicians are bankers you know they don't know how to spend this cash and ultimately we have to have a situation where we get away from this idea that the bar banks in the u.k. are too big to fail we've got crony capitalism a moment where people are propped up we actually go back to a bit of economic reality where people actually face to face the repercussions of their mistakes rather of the thank you very much for joining us well not any lessons well actually the line of course remains to be seen but taxpayers they think there is absolutely whopping losses at the moment at least a lot of people saying you know we saved the banks he's going to save us. good
1:24 pm
question sir thanks very much indeed. live in london. western nations have begun a crusade of support for the syrian rebels britain says it will discuss the lifting of an e.u. arms embargo to start sending weapons to the opposition france the first country to recognize the newly formed anti regime announced the national coalition is also pushing for supplies of defensive arms the syrian opposition went to london today to mobi for more support to overthrow the assad government britain wants to see a clear plan of political transition from the alliance and could be next in line to officially recognize the new group turkey gave the rebels a major pushed by recognizing them as the legitimate representative of the country's people judgment journalist oxon writer says that turkey's move to help the opposition could eventually backfire but within the last turkey was supporting the red lights and i don't see the syrian rebels we know that the rebels are fighting against the syrian government are coming from all over the reach and
1:25 pm
they are coming from because it's reaching there are coming from of yemen we know that they are rebels coming from movie and even from sudan but that turkey is providing the infrastructure for these mercenaries are jihadists who are coming into the syrian country this politics towards syria it's a very short term politics it's the fuel short term and if so what this is here and if syria would be split among the warlords in this country which i was supported by the west by turkey and by. emirates countries such jerky would witness these warlords sooner or later of taking also turkey and i think the turkish people know was that this politics is drawing against the interests of the turkish we have now huge demonstrations in eastern border in ankara against it specially against that form of church politics the word syria because you know that this is a living there are terrorists. the first of a public vote in england and wales for local police and crime commission as comes

with merola among the nation's law enforcers at rock bottom a recent poll of four offices suggested that almost every single one of them felt abandoned by the government smith looks at why the thin blue line has the blues. another day another demo and the police only with old hands to keep control but while the boys and girls in blue do their jobs sometimes in impeccable conditions the government is reducing their budget by a massive twenty percent the net result more all in the force hits an all time low with just fifteen out of fourteen thousand officers saying they feel the government gives them a great deal of support rachel baines is surprised but not in a good way up to the fifteen offices are certainly in the force i work in lancashire and i don't have any offices that fill up being supported by the government when it is at rock bottom paint has lost five hundred fifty officers

from her force meaning more work for those left behind and a genuine fear that when people call nine nine nine there won't be anyone left to deal with the emergency and she's not alone simon pain is chair of the war except police federation and says morale hasn't been this low in his twenty six year career with the have a plethora of issues over the last two years where the start with or conditions of service with pension reforms or were for forms of the police service person training percent cuts and for give an example here in work prior to this government coming to power we had a thousand and fifty offices we're now down into the seven hundreds we have one of the biggest mights way networks in the country and we have no traffic department. so it's coming from or so. times are so hard in war that the force is even selling

off its stations including its h.q. best known for sale boards are here but the iconic scotland yard headquarters of the metropolitan police is also on the markets it's a real turnaround just a year ago the met with trumpeting a three billion pound refurbish its famous revolving sign now it's downsizing to a new site on the thames nearby and replacing smaller stations with counters in supermarkets and communities that. the force feels it's being disproportionately targeted but home secretary theresa may is on repentant lets stop pretending the police are being picked on they do you feel picked on and critically powerless to protect themselves as legally the police aren't allowed to strike but that could change in february we are saying everyone can fall off the rank of chief inspector

in england wales and that very question do they want full industry rights and and the reason that is important is because members need protecting from what they perceive is an unfair treatment by by this government a police force on strike it's the last thing the government needs to take you really is it still has not the winter of discontent in the face your assessment our tea. party here in moscow and dimitris next with the business so dimitri the eurozone has once again slipped back into double dip recession that's right third quarter ended with the g.d.p. for the eurozone because of another kind of point one percent second quarter in a row that's the notion of a recession so in my business program in a few minutes we're looking at whether this is the beginning of the end for the euro zone basically thank you.
