children's rights i think what is happening in this case and i know it has been discussed at the council of europe is the question is whether we block the websites or we we delete the content if you block the websites then another website will pop will pop up so possibly it's going to be more effective if we're actually deleting the content rather than blocking the website i think that's extremely difficult to do russia also recently october of two thousand and twelve signed the convention for the protection of children for child abuse and child exploitation this is very important. we have so far twenty two countries that have signed. and i think another twenty three that have ratified from signing to implementing there are many steps that need to be taken by any country to change the laws to be able to actually put these programs into place so russia has made

a very important russian federation a very important first step the one in five campaign was launched in march of this year. in russia. but we still have a long way to go if we're going to be able to really protect children. especially against these new ways that are reaching children including the internet there is evidence that almost seven out of ten children accidentally while surfing the internet can go accidentally into a child pornography site that's how widespread it is so by blocking you are blowing to block the ones that you have access to now but there will be more appearing in a minute it's more about raising awareness parents being able to understand not allowing your child to be surfing for hours on the internet locked in their room

should i mean this uncertainty that exists it may be me lead to more abuse. i personally don't believe that there is uncertainty i think human rights are very clear children rights are very clear that physical abuse is not related to discipline. discipline in children and especially in adolescence is gained by respect and by trust. and fortunately many parents believe or feel that they will enforce discipline by using some sort of physical punishment but there comes an age when the child is just much alder for them to do that in plexus eyes that kind of discipline and they won't be able to have any sort of trust or respect with their child if that is the kind of discipline that they have enforced i believe that children and adolescents
