market there the bulls rule the s. and p. five hundred moved within two points of its record high this week before sliding on friday as the central banks around the world injected unprecedented amount of cash into to find the financial system is becoming increasingly out of sync with the real economy and a growing number of economists are ringing the alarm bells there fearing a stock market bubble i asked mike engro an analyst to be g c brokers in london if he shares this concern. the seem to be a disconnect between what stock markets are telling us and what's going on in real economies there's no doubt whatsoever that you know central bank's balance sheet expansion is a is a major driving force of the rally that we're seeing at the moment i mean think of just look at the fed i mean that balance sheets gone over the last four and a half years from something like nine hundred billion dollars to three point two

trillion dollars and it's still going up we got a new bank you from japan government coming in next wednesday it's likely that they're going to also indulge in more kiwi bank of england i would expect them to restart them their monetary purchases probably april or may and then of course there's always the prospect of the e.c.b. again loosening monetary policy during the course of the year because as you say the economy in europe is extremely weak so yeah there's a lot of liquidity hitting these markets at the moment and it's you know if it carries on like this is going to question we're going to look at valuation and say you know what these marks just shouldn't be here and the whole trick with bubbles or potential bubbles is of course predicting when dull burst or what could trigger the artist any ideas on that one well i've long held the view that actually the the macro situation the us isn't that bad i mean there was some very disappointing news university of michigan confidence numbers out from march earlier on today but you know the u.s. economy is trending on a one and

a half maybe two percent growth this year i still remain very very concerned about europe i mean europe has a debt crisis at the sovereign and at some extent in the banks and that hasn't really dealt with i mean we've had this old adage of panicking by european leaders and they continue to kick the can as they have done today over a cypriot bailout so sooner or later i think that's going to come back to haunt them and i suspect that might happen in the second half of this year right and one of the psychological consequences of the having all that liquidity and all that virtue. unlimited sums of money going into the financial system is that basically that people now have unrealistic expectations of the these returns that they get from the stock market perhaps it's irresponsible behavior or anyone anything else that you can think of. yeah i mean that tends to happen in a thing that needs to be borne in mind is despite the fact that most equity markets

did quite well last year most people missed that rally they didn't put pressure to work in those markets so now they're playing catch up they're convinced that central banks if it's ok if you like they got their back you have to greenspan put years ago you've now got the bernanke you put maybe you know. coming in next week we're going to have the kuroda put in japan japan's up over twenty percent this year these things will always end up being overextended people start to think of reasons why these things should be trading or where the trading it will be unrealistic expectations. traders will come in and say hey we we can't fight the tape so you know and i think we're setting ourselves up for a classic overshoot to pull back situation in markets this year and let's see how the equity markets are finishing this week on wall street where trade is in full swing we're actually seeing a correction on friday the dow and the nasdaq are shedding around a quarter percent each and now it's on

in the world with. science technology innovation all the least of elements from around russia we've got the future covered. i'm joined today by john diggle professor of international law and former special rapporteur to the un human rights council concerning palestinian affairs thank you very much for speaking to me today now as a south african who campaigned against apartheid in your own country you've spoken about a certain type of apartheid existing within israel could you elaborate on that a little for me increasingly. israel's policies in the occupied palestinian territory or described as a form of apartheid and like most south africans who have visited the
2:44 pm
occupied palestinian territory i do believe that there are great similarities between apartheid as effective tools are perfect and the policies pursued in the occupied palestinian territory first of all the discrimination there are two groups there are. jews settlers and palestinians there are two separate legal systems for the settlers and for palestinians secondly there's clear repression. there is torture applied in respect of palestinian militants. chip points restrict freedom of movement to every level their detention without trial they are the same forms of political repression that
2:45 pm
we experienced in apartheid south africa but would you say that there's a certain apartheid that exists within israel or is it just in the the occupied territories there is clearly discrimination against palestinians in israel turf that is israeli arabs. but the distinguishing feature or the feature that distinguishes israel from apartheid south africa is that israeli arabs do have the vote blacks did not have the vote in south africa and that does mean that if the palestinian arabs used to vote intelligently they might constitute a major force in the israeli knesset but we've seen with oppressive regimes like apartheid and others in the past that they've gone by the wayside why has this conflict between the israelis and the palestinians go on for so long i think the main reason is that israel has the support active support of the united states
2:46 pm
and to a great extent the support of the year fillion even the russian federation one cannot and that is to make the. holocaust guilt factor that in many countries such as the netherlands for and deadlines foreign policy respect of israel is largely determined by the. holocaust guilt. in the united states the is a powerful israeli lobby consisting of the jewish lobby and the evangelical lobby. together these forces within the israeli lobby ensure that no action can be taken to compel israel to comply with its international law obligations now we're here in the hague the home of the international criminal court and there has been calls for some israeli officials to appear before the
2:47 pm
i.c.c. why hasn't that happened. the situation is that in two thousand and nine following israel's invasion of gaza the palestinian authority accepted the jurisdiction of the international criminal court and requested that investigation be made into international crimes committed during that conflict and the of but the prosecutor of the i.c.c. does not have the courage to take action of this kind and it's quite clear that this is because of the influence of the united states the united states is not a party to the growth of the international criminal court but its presence is ever felt it does attend meetings of the assembly of state parties it makes its position clear in which ways the united states exert influence over the international criminal court well it is a. hope and expectation that the united states will join the international criminal
2:48 pm
court the belief is that if. the international criminal court institutes an investigation prosecution. into events in palestine that the united states will certainly not join the i.c.c. but i think it runs deeper than that there is a reluctance on the part of. international institutions and states throughout the world to take action on israel because they know that this would offend the united states so essentially the whole thing is somewhat toothless with the us as i see the situation the international criminal court would also be competent to initiate an investigation into the construction of settlements in the occupied territory it's not necessary for palestine to become
2:49 pm
a party to the i.c.c. stated because it has already accepted the jurisdiction of the coup and i think that without a firm action of this kind settlements will continue to grow until the. ideal of a two state solution is completely destroyed but what can the i.c.c. do to stop the expansion of israeli settlements it's quite clear that israel is in violation of international law on the subject. the european union in the united states and other states condemn. the extension of settlements but they don't do anything about it language is not. translated into action and what one really needs is firm action on the subject of settlements and i believe that if the international criminal court were to initiate investigation that would send out a message loud and clear to those israelis responsible for the settlement
2:50 pm
program and for those settlers in the occupied territory that what they are doing is an international crime but what happens to the israeli farmer that's worked hard over many years in some cases to build up a farm to see just lose his land lose his farm well i think it's essential to see israel's settlement policy as a form of colonialism so during the colonial period call in the settled in territories started farms and enterprises and windy colonization came they had the choice to either went back to the mother country or they stayed on and lived under the. new sovereign power and that essentially the choice that settlers would have can either go back to
2:51 pm
israel or they continue can continue to live in a palestinian state subject to the palestinian government and palestinian laws it's their choice is settlements the major issue which has to be resolved before any kind of real peace talks can take place settlements or important because they do constitute. a form of de facto annexation today we have some six hundred thousand settlers in august and. they are taking more and more larry and the result is that. the idea of palestinian state becomes non-viable and what troubles me is that the present israeli government does not see that its policies do not serve the best interests of the jewish people i believe that it is in the best interests of the
2:52 pm
jewish people to continue to build the state of israel with in the border is terribly to nine hundred forty eight forty nine and to encourage the settlement with the creation of a palestinian state nearby but there are the present trend in the region is unfortunately in favor of an apartheid state do you think that the international criminal court has to bring prosecutions against people involved in the israeli palestinian conflict i don't think that prosecuting israelis is going to solve the political problem i think it simply sends out a message to israel that the international community and its institutions see what israel is doing as an international crime that's the. purpose of the prosecution it's not for rick tribute. and it will not settle the problem
2:53 pm
politically for the has to be a settlement and i believe the settlement with the rules for that settlement or fairly clear most people agree that what one needs is a jewish state within the forty eight forty nine brandy's palestinian state on the other side of the region with east jerusalem as its capital and some compromise arrangement in respect of the return of refugees i can understand that israel finds it difficult to accept the notion that all refugees and their descendants should be allowed to return to israel because that would flood the state of israel with palestinians i can see israel's point of view so some compromise arrangement will have to be made in respect of refugees but the other was that the lines are fairly clear one needs two states with east jerusalem as the
2:54 pm
capital of palestine what of the main problems with achieving the two state solution then is the determining factor in the middle east israel wishes to expand its territory and it does this by means of expansion of settlements does this by constructing an alleged security war within poster need to review which has resulted in the seizure of palestinian land and we are going to see. some form of legislative control exercised over the area see that is rural palestine by israel so you know the words we see de facto annexation of palestine taking place and what is really sad for me is that this is so obvious but the international community turns
