of which are believed to be in critical condition because all of the blast is yet unknown or the explosion took place on the eve of the twentieth anniversary of the worker seizure between authorities and a militant religious group more than eighty people died during the fifty day standoff right for more on this we can now talk to reporter marcus mall who's at the scene all over the tragedy mark is if you can hear me it's good to have you with us here on r.t. what is what is your assessment right now in terms of the tragedy. good afternoon and certainly a very messy situation here in west texas after this explosion throughout the mine. has been working to assess the damage and also search for potential of survivors the rubble is five
6:03 am
o three local time here in texas the mit effort have been under way since eight o'clock last night as you mentioned the exact cause of the explosion is unclear but if i understand the way this happened is there was a fire at this fertilizer plant in west about an hour after the fire broke out is when the massive explosion occurred and that is where people were killed and dozens more than a hundred people we're told were injured by debris that was flying through the air they were also hit by the shockwave itself from the explosion that according to reports. and heard forty five miles from where the fertilizer plant now we do know that a number of homes have been destroyed between we're told between seventy five homes were destroyed as well as an entire apartment complex about fifty units urban pictures that have been posted online that show an apartment complex completely
6:04 am
destroyed none of the walls are lost and crews are seen going that apartment to try to search for potential survivors the late word we have on fatalities is they're estimating right now between five and fifteen people have been killed and that includes emergency first responders and right now we're told six firefighters who are battling that original blaine's are unaccounted for this morning. litter a dire situation with their work tomorrow. marcus i just want to go back to that explosion we actually have a footage of just moments before and after that blast went off let's just take a listen here at that moment when it happened. thank. you thank you. you
6:05 am
present here much as we can hear the panic in the little girl saying let's get out of here was when that explosion went off and how great is that destruction over there in terms of what this explosion did around the. time we got here they had shut down the the actual blast site area so i've not been able to with my own eyes but i can tell you that they evacuated a five mile radius area because of the potential for more explosions and also toxic. smoke billowing into the air so that gives you an idea of just kind of the scope and the scale of what we're dealing with here this good point which is or the west side of town is pretty close to a couple of schools and some homes and other structures in the area all of the. homes and buildings were were affected in that immediate area by the by this
6:06 am
explosion again that was felt miles away so they give you an idea of how powerful this explosion was. marcus early on the first miner for the rescue team gave his assessment of the situation there let's just listen to what he had to say. i can tell you i was there i walked through the blast area i search some houses earlier tonight massive just like iraq just like the murray building in oklahoma city same kind of exploded so you can imagine what kind of damage we're looking out there. i know there was at least seventy five to fifty fifty to seventy five houses damaged his apartment complex that has about fifty units in it that was completely . just skeleton standing you know there's a nursing home there that one hundred thirty three people in the nursing home we've
6:07 am
got them evacuated i don't know what their injuries are are there right now but all injuries have been removed from the scene and taken to local hospitals in the waco area we had numerous agencies helping us all the way from the dallas fort worth area mclennan county limestone field boss ski and all the surrounding areas so we've had a great turnout. to come out to help us get through this tragedy that we've had in this small community. much as we've heard about the actual plan to having possibly ammonia within day how large is the contamination of the area at the moment and can you smell anything in the air can you tell us what's been said in terms of that. could not smell metering in the area at this point we have. an assessment from crews environmental crews are on that but we do know that they were headed to the scene to try to get a better idea of the risk of blood again and say that they were evacuating the
6:08 am
pre-wired area specifically because of the potential of the. toxic smoke and there was some concern that perhaps you know with the wind changing directions that they might have to evacuate the more people. on if that is the case but it's certainly something that they are keeping a very close eye on and hope to learn more about today goes along i want to just listen here to one of the representatives from one of the hospitals are who spoke to flitter georgi about where the injured are going and how some of them are doing and what sort of injuries are coming through the hospital doors let's just take a listen. i had our facility we are one of two facilities receiving the the the patients from the from the blast right now we have seen sixty five patients one of which is critical the majority of the ones we've seen have had
6:09 am
a variety of broken bones head injuries and a lot of them have hand in congress on the main hill ation from the from the fertilizer plant we have had a massive response from our medical our doctors our nurses our respiratory therapist and they have been able to treat in release most of the ones who have who have had the the exposure to the to the ammonia we have had twelve admissions the sixty five patients we have seen prepare. every day for disasters i will say i've been here for thirty years i have never seen anything to the to this magnitude but i've time very time full that that we planned for this day and again we do this on a routine basis there is plans in place to be on on alert for the rest of the heating and on into tomorrow. mother because in ripples of pumps that plow
6:10 am
developing above the area how bad the respiratory problems are and also locals if there's any reported to you. you heard they were talking about some of the injuries that they did treat at one of the area hospitals and that is exactly what we've been hearing that aside from the blast injury. they were treating people who impaled some of the some of the small thing that number one how many people or how serious of those particular injuries are we don't know at this point some of the more seriously injured people including children were taken to a hospital in balance which is about eighty miles from the blast and they were being treated there and then you heard that gentleman just a moment ago believe he is with the hospital in waco which is about twenty miles from the blast site where people with less serious injuries were taken so because
6:11 am
of the all types of injuries from broken bones cuts from the debris all the way up to respiratory records was the tory problem from the toxic cloud i can tell you that authorities are saying that the fire itself is pretty much contained so perhaps the concern for that toxic smoke going through the air and reaching more residents may be a bit diminished this morning but then it is something they are continuing to monitor and keep an eye on reporter marcus miller there reporting live for us from waco in that texas little town that just saw a huge blast happen at a pm that local time right earlier my colleague and it's as you can and sean thomas a speck on the ramifications of the explosion. the fertilizer plant that exploded in west texas on wednesday night was fined by the mental protection agency in two

thousand and six for failing to have a risk management plan that met federal standards according to the e.p.a. to the agency a risk management plan is designed to ensure chemical accidents don't happen by having safeguards in place to prevent them all according to construction permits submitted in november a fact here at this company west fertilizer valves to meet all standards expected for and i address ammonia storage tanks at one of those tanks as we know blew up this wednesday night officials are reluctant to give any specific information as to what caused the explosion we heard local police say they don't know whether it was a chemical reaction or a criminal look at tivoli but it got that kind of caution could be understandable because only after an investigation there will be. there will be they will be able to say anything for sure because of the intense coverage of this massive explosion
6:13 am
there's lots of room for speculation and misinformation so what they are it is a very cautious with numbers especially the numbers of those who were killed there was a small of fire at first and then the big blast came later ripped through a residential area right next to the plant one good news that we heard from the authorities there is that the fire is contained you know presumably there is no danger of another can full of chemicals exploding but the bad news is the wind it's very strong in the areas we are hearing it spreads the toxic chemicals very quickly from what we heard from the police there that toxic fumes still hamper rescue efforts in the area and many of those who've been hospitalized suffered from a moaning inhalation as we were told by medical professionals here's what experts say about the spread of those toxic chemicals as we know is extremely combustible so shoes being used in bones and so it's menu for. sure is extremely delicate and
6:14 am
can easily if handled wrong or if handled in safely can lead to explosion so we have to assume at this point that it is such a chemical explosion that's happened there at the plant when you're handling chemicals like this there is a possibility that there can be chemical contamination that could be would need to be cleaned up in the aftermath of the explosion so they'll undoubtedly be extensive monitoring of the areas around the plant in order to make sure that whatever chemicals have been spread around can be cleaned up to reduce future toxicity to the residents with the kinds of winds that blow in such big intense fires there will be airborne distribution. so there's nothing that can be done while the event just happening what will be done is is assessment and cleanup in the aftermath currently people are being evacuated because of the dangers to for further explosions for fire to spread and also for spread around of some of the chemicals from the plant however those will almost certainly be deposited close to the plant
6:15 am
and it will be possible to get in there make assessments and to clean up some of the area in the future so those are the primary dangers let's look at the eerie timing of this you have the waco siege which ended on april nineteenth seventy four people killed in a very significant very big fire reminiscent of the images that we're seeing seeing that was the culmination of a fifty day standoff between a.t.f. agents and the branch davidian david koresh he set the complex on fire killing himself and these seventy three others too and that that was twenty years ago almost to the day one day shy of that then two years later so eighteen years ago in oklahoma city bombing the federal building the murrayfield you're building there also happened on this date and kind of eerie as well the sixty sixth anniversary exactly to the day of the texas city texas fire and. which killed twelve hundred people that was at eight months santo chemical plant and that was in

a town very near to houston so very significant timing and very eerie as well when it comes to the day we heard from the people that we've spoken to tonight about how these are their friends their colleagues the people they know they've grown up with it's a town of less than three thousand people and a very strong spirit and this is when things like this happen these people rally together so that they can help each other get through this area my colleague andrew fama spoke to world affairs analyst professors three round child they believe that the blast was a sign of a major lapse in the u.s. system of maintenance control. another fear of regulation by the state of texas and by the u.s. government to address arch of private corporations that have not to adhere to safety regulations seems like a reprisal of the gulf of mexico oil spill by b.p. track record shows that america especially the state of texas has consistently

deregulator no republican regimes it was already of egypt bush and i with rick perry rick perry is on record saying that i wake up every morning trying to make government as inconsequential for the people as possible so if government doesn't play a role in regulating industries and ensuring safety standards you have you know the same issue you know in the soviet you know it was general believe india we had all and it looks like this is another major industry calamity that can be pointed to the failure of the state to regulate the credit industry properly represent state failure and unfortunately for america it's coming go right on the heels of a recent terrorist attack in boston so it looks like you know sometimes misfortune comes up in a pile and that's what's happening right now and it's revealing some of the weaknesses of the u.s. to do in your regular tree architecture in your opinion and what you experience particular your knowledge of by power potentially what could be the damage. oh i hope i mean if it's ammonia as they're saying and i'm not

a scientist but i feel that it could go off into the air and spread further and further and they may have evacuated. you know radius fukushima we saw that in japan again you know the nuclear industry was in. cahoots with the regulators and they got away with a lot of foot shark carts and. you know isa lake you know penny wise pound foolish as the saying goes a lot of these garbage bins dooley's you know try to cut corners in order to balance their sheets and to gain marginal profits but in the process they're disaster in the last of the society and to the global commons is tremendous so i would not like to speculate on what how far if you go and how soon it can be contained but certainly i think the the we need and what you can see you know how to be in a war footing now could try and limit the damage to the actual epicenter not click

it spread further and work of course to has the technology and the government emission interest farm but the bigger question is are the failure of the start as in the cause we need to prove these people are and to see how these things could have been prevented why they're not been prevented by do we keep having guns reduced if we want to do once and see once in this country and then it goes back to normal so these are some of the core public policy issues of the nation invite the students the need to be saved to do justice to its own people. the social media sphere is now bursting with comments on the tragedy either witnesses have been posing some of the footage and snapshots off the blog seemed these images off from twitter which of course that is allied with the discussion of the disaster the massive smoke lots of the blast was pictured by several people and images of the may have been areas surrounding the plant are also being made available to collapse and burning buildings as well as the violent pictures of a. so with our

a terrorist attack he said he doesn't know who is behind the attacks and why they would they would execute such an attack by a suspect in a perpetrator will be brought to justice what that indicates is the fact that the united states at this point can't pinpoint an enemy it's not like. it was in the aftermath of the aftermath of the september eleventh attacks there is no osama bin ladin anymore that u.s. officials point of finger at and between september eleventh and now the u.s. has waged two very long wars also participated in military interventions and many experts would argue has created many many enemies all over the world so now at this point the u.s. can't pinpoint its enemy they do not know if the person or people behind the boston marathon bombings is someone that is located domestically is someone that's working with or of foreign organization they do not know and i think that puts many would
