welcome to the program. the rescue operation. and the. special treatment of patients. reports from. investigators are combing through the remains of that psychiatric hospital here in the village of about sixty kilometers away from moscow and they're trying to find what on earth actually had put it in the early hours of this morning when fire broke out in the building and swept through it killing thirty eight people the fire started around two am say locals in the village and it spread quickly lots of people not being able to make
9:02 am
it out in time but when the emergency services arrived after an hour it was already too late to save those a side three did escape a nurse who stumbled through the smoke and grab someone on her way out one of the patients and another patient who did manage to escape without her help there are contradictory accounts as to what exactly happened in those frantic minutes as the fire swept through the building we've heard various. theories and various statements of what people consider to be facts but which contradict each other earlier on it was posited that perhaps bars on the windows stopped people from escaping earlier on the police spokesman said that he only saw bars on one or two windows journalists are not currently allowed close enough to try and verify how many of those windows are easily accessible or not locals say that it wasn't the kind of hospital that put people under medication and that nobody was under
9:03 am
medication but spokesman again say that as far as they're concerned they think that probably people were under medication there which obviously would have made it much harder for them to escape but we also spoke earlier to a fire safety expert who talked about some of the other complications there me of being their lives or their lives. when all preventative measures are taken and constant training and evacuation drills are held the amount of victims and material damage goes down demand. nick lethal in this situation limited opportunities for evacuation accounted for the poor response during the fire it's possible that personnel were unable to deal with so many people in a state of panic but best to gates is the idea to have changed as they've gone through the wreckage they currently think the most likely explanation at the moment is that one of the patients there said by a local to be a recovering drug addict would like to see. in this hospital left

a cigarette burning on the sofa investigators say they're pretty sure that's where the fire started that has now been upgraded to that theory above a previous theory that it was more of an electrical fault or a short circuit that started the fire investigators are not ruling that else ability out. correspondent tom barton right there now there have been similar deadly fires at russian medical facilities in recent years lindsey france text back . there is a troubling legacy of this sort of thing taking place in this country most recently in two thousand and nine in russia's republic of komi in an elderly care facility it was twenty three people that lost their lives in this blaze was very difficult to get out for many of these people being pensioners and relying on first responders to get out of the building and two thousand and seven in the city of tula at another elderly care home on november fourth thirty two people died now two hundred forty seven were able to escape with their lives in that blaze and then
9:05 am
just a year earlier about in december two thousand and six there was a very tragic weekend here in russia actually in siberia on december ninth there was a fire at a mental hospital and nine people died in that blaze two hundred fifteen escaped now just twenty four hours prior to this fire there was a loss of life to the tune of about forty five people who died in a drug treatment facility in moscow and they were gross safety violations in that case many of them dying from smoke inhalation many of the windows were barred and the exits were blocked or locked so unfortunately in some of these cases there are gross safety violations but when you're dealing with the medical facilities some of these patients are sedated at night so in order to get them out there need to be huge amounts of first responders to get them out of the building so of course as this investigation proceeds in this this latest fire we're talking about today we'll we'll see if medication had anything to do with it or if they were gross

safety violations. and i we've got a first hand accounts from doctors law enforcement officers on the eyewitnesses along with the latest pictures from the scene of the blaze on our web site all just a click away and also you don't come. from britain has a code of the claims coming from the united states saying it has growing evidence the syrian troops have used chemical weapons logged and saying it's extremely serious some in washington claim the red. line has now been crossed by the assad government this has to blame syrian rebels for a chemical attack near aleppo this march and remains that resolute that its army has never use such weapons let's get more on this now sara for joining us here on the line and sara to see you there you are live in london where is the u.k. getting this information regarding a possible usage of chemical weapons. what we saw very quickly the u.k. foreign office echoing the u.s.
9:07 am
claims saying that they have limited but persuasive evidence they think once had been needed that him in person there have been some pools that have been tested one of the science laboratories and that there have been some results from that but of course there are growing questions a for exactly what this hard evidence is and if we look at the rest because what we saw the u.s. saying with varying degrees of confidence and you look at that sort of language the limited persuasive evidence well a lot of people saying that that points towards an actual difference of opinion within the intelligence community itself and of course the situation is incredibly hard to verify the information we saw after the attack in aleppo this sort of claim and counterclaim between damascus and the rebel groups and i think very very difficult indeed to know exactly what's being used if indeed it is being used whether it's taking place and the u.n.
9:08 am
investigation of course into aleppo that ended up being still damascus blocking that after they called for the investigation to be white and say say far we haven't really seen that hard evidence and say a heap of questions these latest statements you know certainly already some critics suggesting there's more speculation than fuck do these are allegations of a chemical attack or a chemical weapons being used in syria as most people know syria now is absolutely a war torn state does anybody really know who's still in charge. well it's very difficult and i think that's part of the problem when you have these statements coming out we heard the prime minister speaking in an interview saying that you know the u.k. again agrees with the u.s. view of chemical weapons which represents a red line because it's incredibly hot snow as he said exactly what it is this being used the u.s. claim that they've got evidence of the nerve agent sarin that's being this being nice but then you have to mask it saying that they have evidence of the rebels are
9:09 am
using that same agent so incredibly difficult to verify and lots of this information comes from video from claims from those inside the country it's a very complex civil war we heard one of the rebel commanders in an interview he had said that actual defectors within the syrian army are now being asked by the free syrian army to remain where they are so that they can prevent the chemical weapons and armored vehicles falling into the hands of extremist groups so if it's just another twist in what he said is an incredibly complex situation on the ground that in light of the recent statements and the prime minister here in the u.k. echoing what the u.s. is that it has he says that there is no hard evidence as yet that chemical weapons have actually been used in the country and i think that highlights really why it's a vital and why there's been so much action to try and get the u.n.
9:10 am
investigated that all in the ground to try and get some of this verification because of course very hard to base very important decisions about what will be the next steps that countries like the u.s. and the k. without the hard evidence to base these decisions on or to course want to serve for a larger long thank you. well and with a conflict of brewing and water on syria alarming reports show europeans are heading there in their hundreds willing to join the islamist rebel fighters or report on that is just ahead for you. and are looking for leeway jailed member of the pussy riot punk band is hoping to see her two year sentence cut short this at a parole hearing in central russia we have the latest from the court after a short break. we'll get to the future makes two pewters these days so super is the memory for

9:17 am
you right here on r.t. among all the european countries the u.k. has seen the largest contingent of its citizens had to fight in syria since the beginning of the conflict in twenty eleven but the numbers range anything from twenty eight to one hundred thirty four seventeen to seventy seven are still there on the battlefield and a friend who's managing the network against violent extremism he says the u.k. and other e.u. members should focus on monitoring those returning with combat experience from radical groups. there is a threat which emanates from those individuals who have been radicalized overseas and come back because they will be far more effective terrorist operators than individuals just radicalizing in their front room because they only receive training in terms of what the europeans can do to counter this threat and it's very important for them to monitor not just people who need it but almost more so individuals coming back because we've seen this happen before in afghanistan in the

eighty's bosnia in the ninety's and iraq in the two thousand that those individuals that have gone overseas receive combat training and come back can encourage others to go and do the scent and also can provide training and leadership to organizations which which wish to cause harm to europe there is this pretty elements involved in people becoming extremists there's a grievance element there's an ideology element and then there is the capacity to actually carry out attacks and we've seen great work on in terms of capacity the security services take care of that and in terms of grievance we have seen some work in your bring these communities close to the stage but that middle section is missing. well many believe the boston marathon bombings were the product of radicalized youth as well on our web site r.t. dot com we have more details which have just come to light that the suspected attackers were reportedly planning to carry out another bombing this time in new york's times square. and another hounded fall

camel's back with essentially largely peaceful demonstrations turning into now violent escalations and expressions of outrage frankly in order for things to essentially deescalate there has to be changes in policy as we were in fallujah talking to the protesters they feel that the way the very structure of the government this is a sectarian government this is part of the constitution that has been written in large part with the help of the u.s. that divides iraq i mean it divides iraq constitutionally and these protesters say that unless there's a change in policies they're not going to stop coming out that they're not going to go back to their homes and stop these demonstrations and be the impetus for this violence right now has been the physical clashes that took place and i don't really see a situation where the protesters will just say ok we're done we're going to go home now they want massive change. this edition of a technology update is next in just a moment.
