it's wednesday may twenty ninth four pm in washington d.c. i'm mega lopez and you are watching our teeth we begin this hour with a critical look at the freedom of the press in the u. west just a week just a week ago we discovered that attorney general eric holder not only knew about the probe of a fox news reporter he's the one who actually signed off on it the justice department subpoenaed telephone an e-mail records from fox news reporter james rosen over an authorized leaks regarding north korea during a capitol hill hearing on the matter two weeks ago holder mentioned nothing of the sort now top republicans are calling for his resignation meanwhile president obama has renewed his first term commitment to create a media shield law it would hold journalists protect the identities of their sources but the obama administration arguably spent years weakening media rights are to correspondent liz wahl takes a look at what this law really means for reporter rights. scrutiny over government

snooping on the media like never before to take it this far really is unprecedented first the justice department came under fire for secretly tracking phone calls of associated press reporters now it appears the department has taken their media monitoring a step further tracking and obtaining e-mails of fox news reporter james rosen they didn't just want to see who he was calling but they want to read all the e-mail and to do that more easily they decided to treat him like a coconspirator someone who was engaged in the conspiracy to violate the espionage statute greg lazily represents the reporters committee for freedom of the press with the backing of dozens of journalists the organization sent a letter to the justice department demanding answers and expressing quote displeasure with how this incident was handled and demand that any similar actions in the future be handled with greater consideration of the news media's first

amendment rights and it's not just the media that wants answers now members of congress are questioning remarks attorney general eric holder made where he denies having any knowledge of prosecuting journalists with regard to the potential prosecution of the press for the disclosure of material that is not something that . i've ever been involved in heard of or would think would be a wise policy it turns out holder personally signed off on a search warrant that label's fox's rozen as a coconspirator in a national security leak now some lawmakers say the new revelations contradict what he said before congress under oath in a letter to holder congressman james sensenbrenner says quote the media reports and statements issued by the department regarding the search warrants for mr rosen's e-mail appear to be at odds with your testimony before the committee and today holder announced he will meet with some washington bureau chiefs to talk about the

d.o.j. as guidelines. regarding the media ironically the meeting will be off the record amid the scandals there's renewed interest in an acting media shield laws these are laws designed to protect the press congress tends to focus on an emergency in front of it or something that's really politically and politically sensitive so they haven't been willing to focus on a shield law lately now that two incidents like this over occurred it really does force them to focus on it the obama administration has voiced support for passing media shield laws but even media shield laws have exceptions when it comes to national security investigations and the justice department maintains that both cases raise questions of national security this leaves critics doubtful that such laws would have protected reporters or their sources in either of these cases and washington liz wall they are to well have you heard the news there have been a lot of rumors circling about r.t.

statements calling for a truce representatives from the show and. gangs spoke from within the san pedro sula prison were announcing their violent ways to talk more about this ray of hope for latin americans who have become so accustomed to living in the crossfire as i'm joined now by a hundred citizen christian. hi there thank you so much for joining us so begin by talking about your experience with gang related violence and honduras how realistic is this truce and this apology. through a list and i work someone who walked in with a gun tell him you know let me follow the dollars and if i get him to shove in the chest and walk so no one does anything about it. turn into a daily thing and talk about your personal experience i understand your family has had some run ins with the gangs in the past yeah we get random phone calls all the time there's there's no attract them but they'll call us up until we know we know we were going to well you know where you go to work where you live your family is

in there you have to be this month this month this much money is going to go up every month and if you don't you're going to hurt you are going to burn your business down something they threaten to kill you now let's take a look at the some of the numbers because the numbers are just startling when i say this is the murder capital murder capital of the world last year there were seven thousand one hundred seventy two murders that's up from seven thousand one hundred four in two thousand and eleven now on average there are between eighty five and ninety one killings per one hundred thousand people on the country that's about twenty people who die violently every single day and in the city of san pedro sula that number is much higher it's around one hundred sixty nine violent murders per one hundred thousand people so let's begin by talking about what is it like for you as an average hunder and to be living in a country where this is the statistics these are the facts that you have to face every day. interestingly enough i'm going to verify that those facts honest true if

you think the police here don't report all the facts they may say there's this many per one hundred percent hundred thousand births knowledge to most of people that those people die just because the bodies and someone bears and they don't report it it doesn't go into the media it isn't there's no concrete file it tells you this may be the only they're only go to the ones that get calls someone on the in the middle nowhere dies but it's barium up and forget about this one that's under and nobody really takes the time to investigate why or how it happened now as i understand it no official truce has actually been made it's just a willingness to call a truce from people who are inside prison do you think that there's any evidence that the people on the outside who are the ones on the street still conducting this criminal activity as well and here is the promises of the men who are currently locked up. it's difficult to tell me as a hundred and i try to keep my hopes up and. i sit there waiting and one day i will be able to say can people but it's not as easy people inside the prison are doing

this i think just so they can get out so they can get less time he was i don't really care because they're not the people these gangs are there are afraid of jail and the police are going to arrest them they laugh at it why couldn't they have the day after no one person charged in this country if you don't press charges you don't stay in jail to twenty four hour sentence it's about getting arrested here for shooting someone is about it's like getting worse in the united states for a dui you go overnight and you got to go back to court if no one presses charges you go so this whole getting gangsters to get along with each other it's not going to happen the just trying to get out soon i think is just unfathomable for a lot of americans to try to imagine that type of criminal justice system process now the marseille vote salvato agang better known as the m s thirteen for a promise to stop recruiting members they promised to stop murdering people but they did not promise to stop extorting small businesses bus and taxi drivers and honduran citizens by threatening to kill them so obviously this is a major source of income for this gang can there really be peace if they're still

obama laid out his strategy for dealing with national security issues both abroad as well as right here in the u.s. part of that hour long speech dealt with a two thousand and one law known as the authorization for the use of force military force that is the president defended the law as it's currently being used when it was for john drone strikes but president obama made it clear about his alternate goal is to update and then repeal the law altogether and fight terrorism without keeping the country on a quote perpetual wartime footing to correspondent margaret howell takes a look at the math in its current form and how it has revolutionized the way america fights wars. the authorization of the use of military force to act or the a u a matter for short has come into the limelight recently signed by then president george w. bush only after nine eleven this joint resolution grants the executive broad powers for preventing future terrorist attacks saying quote that the president is

authorized to use all necessary and appropriate force against those nations organizations or persons he determines planned authorize committed or aided the terrorist attacks that occurred on september eleventh two thousand and one or harbored such organizations or persons in order to prevent any future acts of international terrorism against the united states by such nations organizations organizations or persons well twelve years later president obama announced that his intention is to readdress the a you in math in congress last week unless we discipline our thinking our definitions our actions we may be drawn into more wars we don't need to fight or continue to grant president's powers more suited for traditional armed conflicts between nation states so i look forward to engaging congress and the american people in efforts to refine and ultimately repeal they mandate.

i will not sign laws designed to expand this mandate further. so what exactly does the a u m f make possible anyway well here are a few things that might not surprise you number one the bush administration used the a u a math as a legal framework for torture and legal documents drafted under attorney general alberto gonzales the mouth was cited as a justification for the use of force on individuals with specific foreign policy knowledge number two the e.u. a math keeps get moment jet while the math doesn't explicitly give the president detention authority the resolution was interpreted to allow the bush administration to open guantanamo bay that detention facility for suspected foreign terrorist in two thousand and two and eleven years later it remains open while the length of time a detainee can be held is not specified holding enemy combatants for the duration of hostilities is just part of the necessary and appropriate force congress granted the president under the a u a math now with over one hundred detainees on hunger

strike there to protest their extended detention president obama has said he wants to close gitmo yet still this administration continues to rely on the a u a math as the legal basis for keeping it open number three the a u a mass makes it legal to spy on you warrantless surveillance and wiretaps have recently come to light again all in the name of national security interests but most recently it's been used by the supreme court and the government in response to challenge the amendment both bush and obama have relied on this to authorize everything from warrantless electronic surveillance of u.s. citizens and wiretaps. the a math acts as a shield giving some of our government's actions protective status which means you may not even know about them now whether or not the existing version of the a math is still suited to the nature of the threats we face isn't clear what is clear though we'll be hearing a lot more about this soon in washington margaret how. well wal-mart is famous for

rolling back its prices to provide consumers with quality products that competitive prices but it turns out that while the company was protecting customers pocketbooks it was not doing the same for the environment the company has pled guilty to criminal charges of dumping hazardous waste in sixteen counties across california wal-mart will now pay more than eighty one million dollars in fines for negligently disposing of waste the illegal dumping of fertilizers another hazardous materials occurred between two thousand and three and two thousand and five but it took nearly a decade twenty prosecutors as well as thirty two environmental groups for wal-mart to finally plead guilty in a san francisco court state investigators caught wind of the dumping when one witness a wal-mart employee pouring bleach down a drain wal-mart said those employees were improperly trained to handle hazardous material but this isn't the first time that wal-mart has been accused of such

crimes for more i'm joined now by bob inglis she's a producer at prime interest and our producer rachel courteous thank you guys so much for joining me thank you rachel let's start with you going to further depths about what exactly wal-mart was doing sure so in sixteen counties in california as well as one county in missouri it was determined that walmart employees were improperly as you said disposing of hazardous materials to think about things like pesticides nail polish remover bleach things like that and they were just throwing them into trash cans in other words letting them into the sewage system and so these were damaged goods right these were things that they determined because of the packaging or other things were they were unable to sell so they would either trying to send them back to. facilities which was also deemed illegal or they would just try and dump them right back into the into trash bins and stuff like that this was determined to violate six counts of the clean air and water act in california as well as in missouri the federal insecticide fungus side and road dentist side act so that was essentially the crime that they were accused of bob wal-mart's

first quarter revenue for two thousand and thirteen was one hundred fourteen point two billion dollars so way eighty one million dollars is really just a drop in the hat he talk about what this money means for the corporation and does the punishment fit the crime here or will you write to the amount of money that we're talking about is just pennies on the dollar when it's compared to the big picture so it's not a lot of money for wal-mart it is a lot of money for the feds in the courts and everybody who's going to get this federal civil and criminal fine and does a does the punishment fit the crime i don't know about that because i think in the big picture here it's kind of ridiculous that a corporation can be charged with a criminal corporations are not people so if a person committed these people corporations are not people i think a couple people would disagree about jared well i'll tell you what it's my personal opinion but i am going to go out of on a limb here and say that no corporations are not people and if people committed these crimes they should be charged with them but if these people for instance

weren't properly trained to dispose of the materials in a way that would be fitting with the law is that not wal-mart's responsibility it would be their supervisors responsibility and who are their supervisors people rachel let's talk about the investigation it took eight years for this investigation to finally wrap up what took so long well you know the legal system especially in regards to corporations with there are so many moving parts here it's generally slow but this also isn't the first time that wal-mart saw court as a result of these charges for instance in two thousand and ten wal-mart had to pay a little more than twenty million dollars to california authorities for the same improper dumping of hazardous materials so. in addition to you know were king on making sure that the settlement would be one that would be appropriate to all parties involved which makes it move slower in general there were also other other people then just the feds who were going after wal-mart in this instance and eight years all right who's going to benefit from that the most the lawyers and what it

shakespeare said about the lawyers. the mall is as far as i know. is this summer is an example of government regulation at work is an example of it working no the government is just in a revolving door agency and there is another agency and there's a high profile person going to pull a quick quote here i think the economic logic behind dumping a load of toxic waste in the lowest wage country is impeccable the underpopulated countries in africa are vastly under polluted who said that larry summers when he was at the world bank in one thousand nine hundred ninety. but i mean at the same time i mean i'm not going to argue for you know dumping polluted air or hazardous waste in unpopulated countries but this and that doesn't even apply here i mean these are sixteen california counties as well as places in missouri that are very much populated in one instance they found that a child was playing in a wal-mart greenhouse right near ammonium sulphate which is something that you know . it upsets your eyes it otherwise irritates your skin so i'm not going to show you

that people were aggrieved here so those people i think they should have sued wal-mart not necessarily the feds and to play devil's advocate here wal-mart said that they're the actually the environmental protection agency and numerous prosecutors are over twenty prosecutors on this case as i had mentioned had said that there was no specific environmental damage that they can tie wal-mart to as a result of these things so if there's no impact is there no crime well you know technically if there's a crime when you break the law right and by improperly handling these hazardous materials they they broke the clean air and water act and they also broke the insecticide fungicide dentist site act i think that determining whether. or there was an ultimate impact in the way you'd see in like a movie like erin brockovich the point of those laws is to make sure that those impacts don't happen in wal-mart's case and in the case of all the people who lived in these counties that were aggrieved it's lucky that there was no environmental impact but there still needs to be a really strong disincentive to make sure that people aren't just pouring bleach

down the drain as part of a larger corporation thinking that their actions won't have an impact and speaking of disincentives just look at what happened with the b.p. deepwater horizon spill in the gulf of mexico there was a seventy million dollars artificial cap on their liability that only encourages these corporations to take bigger and bigger risks and kind of disregard what they should be thinking for the average person and there was very little actually payback from that b.p. is still being cleaned vironment is still being dealt with finally what do you think should have happened how would you quickly have seen this resolved i think it should have been resolved a lot more quickly than it was i think wal-mart was probably cleaning up their act as soon as this i don't think there was a problem after these initial cases were filed so this was wasting a lot of money and a lot of resources are to produce original kersey s. and prime interest producer thank you guys so much you're out of this debate thanks for having us well imagine there is no poverty at sea if you try but i'm not

talking about beatles legend john lennon's one nine hundred seventy one hit song one economist says the solution to poverty is simple get rid of country borders people nayak says that a global open border movement would cost nothing improves the lives of millions of people and double the world's g.d.p. but is it really as simple as that and who could realistically go along with this plan are to screen to send quest explorers. as congress debates immigration reform there's one proposal you want here on capitol hill what if you just open the borders and let everyone go where they want in fact by one measure if we allowed people to move around the world world g.d.p. per capita would double basically eliminating poverty overnight not exactly the conventional wisdom but the argument seems simple enough if people could move to where they're more productive global productivity would rise and poverty would fall if you closed borders to people. that's just like preventing free trade in people

and it's a much bigger distortion in the preventing free trade in goods controls on immigration are probably the biggest distortion we have on trade. that double the g.d.p. figure comes from harvard economist lant pritchett who says that when it comes to increasing global productivity quote the gains from labor mobility just swamp everything else on the table he puts it like this the flow of goods in capital is already pretty open but if you completely liberalise trade in goods you get a worldwide gain of about one hundred nine billion dollars if you completely liberalise the flow of capital that game would be about sixty five billion dollars and gains from complete labor mobility would be one thousand times greater sixty five trillion but he says let's put open borders aside increasing migration by only three percent would still result in a one hundred seventy billion dollars gain and that's more than rich country fend in total on development aid worldwide so it works for people who might need jobs

but what about the countries they go to well this is where things get muddy well economists agree that on the high skill and immigration doesn't pose a threat at the lowest skilled and the arguments get much more complicated as there is some risk. go downhill it become more difficult for people to find jobs in the types of occupations which in which they compete with with immigrant workers so for people doing those jobs there is some evidence that there may be a negative impact to demonstrate that negative impact people often point to another harvard economist george courthouse who found a three percent reduction in wages not annually but over a period of twenty years and even bought a house said quote the methodological arsenal of modern econometrics cannot find a single shred of evidence that immigrants have a major adverse impact on the earnings and job opportunities of natives of the united states. however most citizens don't vote based on econometrics and in

a democratic country voters have the final say here's how gary johnson the two thousand and twelve libertarian presidential candidate explains his views for immigration we should make it not open borders position from the butt but make it as easy as possible for somebody that wants to come into this country and work to get a work visa compare that to the libertarian party platform as recently as two thousand and four which called for quote the elimination of all restrictions on immigration the abolition of the immigration and naturalization service and the border patrol once you start trying to sway voters the purely economic question starts to get sidelined i think it really comes down to whether you think people have the right to move and whether you think countries have the rights to keep them out i think the moral argument in favor of open borders is really very strong and why should where we are born why should that accident of birth determine so much of
