coming up on r t breaking news out of egypt where a military coup is underway president mohamed morsi is reportedly out of office we'll take you live to us from your square at the very latest. it's being described as an act of aggression and a violation of international law but the bolivian government is outraged after a plane carrying its country's president is forced to land in austria and search for n.s.a. whistleblower edward snowden details on the story just ahead. and with revelations coming out about the n.s.a. as massive surveillance program there's new concern over the u.s. government's efforts effect on the three press for more on that later on in today show.
5:01 pm
it's wednesday july third five pm in washington d.c. i'm margaret now while you're watching r t. we begin with breaking news in egypt where a military has just ousted president mohamed morsy and suspend the constitution the leader of the armed forces and those that morsi it the first officially democratically elected president in the country's history is no longer in power you're looking at a live picture from tahrir square as protesters are absorbing news that almost four days a rallying has resulted in a change of power tens of thousands of egyptians protested and what's being called the biggest demonstration in history morsi is a member of the muslim brotherhood a political party that's calling the military action a coup top advisers morsy warn that quote considerable bloodshed could follow this action shortly after the announcement the brotherhood's two main television stations are no longer on the airwaves meanwhile the armed forces are calling this
5:02 pm
a public service and reaction to the demands of egyptians this announcement occurred after an emergency meeting between the military and civilian leaders the chief of egypt's constitutional court will be the interim president of the country who has the power to the clearly fall into a new election takes place the latest on what's happening on the ground here's our policy we are. as you see behind me how many times he explained the story now it's easy to see one carrying waving flags and saying my aunt was going to the sky and it's going to be and now i'm going to take time and i mean maybe you can see me even if you took some fencing mohammed morsi is now to be the case i mean paid off the constitutional court be many teach each state except president morsi have failed to meet the demands of the people in the people and on the army chief it takes and support the i.c.c. if anybody actually decides to meet with the financing that is fifty percent at the
5:03 pm
moment when the are not in the coming hours he thinks he can actually something down because not this is a demonstration that is an antidepressant and anything. make demonstrations that are full president morsi now we're hearing from you say that he had the need to and this was a she will say hearing that morsi has the civilians and the minute she told the constitution and not to accept what he's calling a minute she. was a fool as you mentioned paula so last night morsi was for him in wanting the stay in power but no one has heard from her in the military has replaced him with the head of the constitutional court can you explain this. well yet i mean what we've heard from we'll see a lot of defiant impassioned leto he said that he was elected democratically and indeed that's what his supporters are saying that he's only been in power for one year when he needs to be given a chance she changed a system that he inherited not one be army has put forward is what they are
5:04 pm
pointing to a vote met one that entails is not only getting rid of the egyptian president but also according to any presidential and parliamentary elections they have dissolved the constitution they have dissolved the parliament at the same time they say that they would have some kind of interim council running the country which would be essentially something to take me back to government exactly how this one unfold of course it means to be seen we have just and if you haven't indicated that short speech by the head of the minute sisi that was told us live on egypt's state television in the coming hours no doubt they'd be more careful cation that there are tanks and they are on the troops at all the entrances and exits to all these major baggies currency and away here in egypt the army also deploying alliance forces to deal with the institutions that provide security to major buildings to say. during the january twenty sixth revolution protesters an egyptian military
5:05 pm
they came to gather sensitive gyptian for eager to get the military out of power during the constitutional convention how do these. protesters there seem to be reacting to the military no. thanks and great question i mean we've seen one of this t.v.'s to go the minute she did come to think for me gyptian president hosni mubarak was ousted before the new egypt and waited and mohamed morsi was elected it does seem as if the protesters here have a very short memory because what they're saying in fifty days and i've been taking to you is that they were happy that medicaid coming to power and they don't believe that domenici is going to come back to some kind of peace this is in contrast to the statements coming out of morphy's camp and p.v.a. name and the need of the muslim brotherhood saying that this amounts to nothing more nothing less than a minute could be now the question is whether or not the army stays true to take the creation and that it does not want to retain power and in fact want to hand. me
5:06 pm
the protest instead feel that for now they have won they feel that this minute he takes it if it uses stick and invites every action they demand sequence and i mean this you keep don't have he made. a whole unfortunately that's all we have time for thank you so much for weighing in that was our to correspondent host we are. well know also the international court awful regarding bolivian president evo morello's who's plane was grounded in austria after it was believed that outward snowden was on board bolivia said that it will file a complaint with the united nations over what they call an act of aggression by the countries who denied airspace to the presidential jet bolivian president evo morales was in moscow tuesday meeting with russian president vladimir putin at a summit for gas exporters boarded his private plane home only to be forced to land in austria but libya says france portugal italy and spain refused to let the plane cross into their airspace believing that whistleblower edward snowden was aboard.
5:07 pm
no one authorized passengers were in fact found on that plane but president morales and his staff along with four pilots were forced to spend the night in the be an airport. or waiting thirty hours for permission to fly while i was doing earlier by r c correspondent brissie osa go in the uk from our sister spanish station and bolivia i started off by asking him how bolivians at the country's government are reacting to this but i'm definitely there they're angry you can see also deception we have these european countries and some people actually just one street so many of them when there is straight to the french embassy here enough possibility of yeah and they were yelling and they were burning french flags they that we were going to happy and he says back to it that. a large group of people are going to be waving president ever more olives at the airport tonight when he lands here in believe in territory ok well are there any plans for the government to retaliate
5:08 pm
against the countries who are sending their airspace are they planning on removing any diplomats well they certainly are actually it will be a government already said that you're planning out on denouncing the situation to the u.n. . is it was specifically to the office of the united nations high commissioner for human rights. makers here in believe yes they are proposing a bill gives me or gene the expulsion of employees that represent three countries that's friends of italy portugal a lot of pain go ok well let me ask you this why did they suspect that snowden wasn't even on the plane with president we're all as. well i actually everything started. president evo morales was in moscow two days ago and he. gave an exclusive interview to r.t. there or he said it was willing to consider and. if there's
5:09 pm
no then ask for assume he was willing to concede that but that he did say that a lot of time to get the country didn't get any. snow and didn't get in touch with the country and therefore didn't i support i still am ok received thank you so much we have to leave it there that was our secret fun to presuppose to go beyond. edward snowden's revelation of the n.s.a. surveillance program has given americans proof that the government is collecting information and data on its own citizens revealed prism the n.s.a. spy program that's used to monitor internet connections search of some of the largest technology companies like google microsoft facebook and more plus they released documents showing the government collects metal data on all americans phone calls these revelations re serious concerns about americans fourth amendment rights which guards them against unreasonable search and seizure and supporters of
5:10 pm
use snowden as a source here call them for their own prosecution the first amendment rights to a free and open press are also being called into question for more on this i was joined earlier by c.e.o. and president of free press cracked aaron i asked him if this treatment of snowden was going to have any impact on future journalists and whistleblowers absolutely i think that there is a major chilling effect if you talk to any investigative reporter trying to cover national security trying to cover matters of national importance they'll tell you their sources are starting to clam up because not just because of snowden but because of the repeated attacks on journalists for doing their jobs the prosecution of whistleblowers it's becoming a lot harder to get information about what the government is doing now we have these blockbuster revelations which raise huge questions of first amendment rights fourth amendment rights but i think for reporters and the press there's a lot of concern about are they going to be able to get these stories and what kind
5:11 pm
of risk are they taking just to do their jobs as journalists ok well i want to bring it out of something that you sad i got a quote from you you said that our rights to connect and communicate are in serious jeopardy i'm assuming that you meant that in regards to the revelations of the n.s.a. scandal how so well you know i think you can just look at the evidence that's been revealed in the snowden revelations and other recent stories you're seeing a massive. dragnet sweeping up data for all of us our phone calls records of who we called when we called them and where we were when we made those calls our internet activities are being swept up in by these massive computers where the government can look and that at any time i think this goes beyond anything we've seen before in terms of the basic communications of americans being monitored and watched and we haven't yet gotten real answers about why this is happening we haven't truly had that public debate and i think that it's very concerning i think our first amendment rights freedom of the press are absolutely part of this we need reporters out there on the beat doing their jobs finding out and printing things that the
5:12 pm
government would actually prefer we don't know well on monday crags the washington post editorial board wrote that snowden's leaks should stop and they said quote i want to take you to one of their quotes the first u.s. priority should be to prevent mr snowden from leaking information that harms efforts to fight terrorism and conduct legitimate intelligence operations for the post and then publish the leaks the leaking information that supposedly harms africa harms these efforts why does the editorial board and the news side of the post why do they have such differing opinions well i guess the positive version is well at least the editorial side isn't telling the new side what to do otherwise you wouldn't have these stories so that's the good version i think the less of the bad version is we're seeing this whole wave of what i call journalists against journalism starting to come up people who are defending this administration and attacking those putting out the stories i think that's a real concern that doesn't mean mr snowden shouldn't answer he was
5:13 pm
a government employee he gave information that a way that he wasn't supposed to i think he should answer for that but to take that to the level of espionage to take it to the level of downing the planes or preventing the planes of flying a foreign leaders i think that's a whole different question and one that needs to actually be debated in public i think there's a lot of real concerns i was very disappointed in the post editorial stance because i think the real story here and put snowden. side is massive n.s.a. surveillance and spying on the american people that's what we need answers for certainly our right so we've heard for calls of the arrest of journalist glenn greenwald for the way that he published the stories given to him do you think that he leaked that if he published those leaks responsibly based on everything i know absolutely i think that you know we should be thanking going to greenwald he did what you're supposed to do find sources and report the news that's what journalists do that it's what reporters do we'll learn more about snowden's revelations as this
5:14 pm
story develops but i think it's very clear that glenn greenwald and his colleagues as well as the washington post mcclatchey and others they're furthering this story and they need our gratitude and they're doing what journalists are supposed to do printing information the government doesn't necessarily want in public that's the job of any journalist paying attention to national security and i think all of us should be glad that people like glenn greenwald are doing that kind of work otherwise we wouldn't really know the scale and scope of this spying operation we just have moments left here krag one final question the media's narrative they seem to be covering every aspect of snowden himself but not the real story of the n.s.a. why do you think that is i think it's an easier story to tell i think it doesn't actually threaten people in power i think the real story though what what is going on how is this massive surveillance happening that's the story the american people need to know they've gotten pieces of from the guardian they need a lot more reporters paying a lot less attention to what snowden had for lunch and a lot more attention to this spying program krag i really appreciate you weighing in we have to leave it there this crack aaron president and c.e.o.
5:15 pm
of free press i don't snow now has no shortfall supporters in exposing the n.s.a.'s surveillance scandal among them his father lon snowden and former cia whistleblower john kerry who is currently serving himself a thirty month sentence for leaking information about the cia torture program in york times well both men have written open letters to edward snowden reflecting strong support and advice. on what his next step should be a month snowden's letter which he wrote with his attorney bruce fein he said this about his son quote you are a modern day paul revere summoning the american people to confront the growing danger of tyranny and one branch of government meanwhile korea off to offer advice from his own experience and a letter to snowden he told the n.s.a. whistleblower he should hire the best attorney that he can start a website to tell his side of the story to the public and never ever trust the f.b.i. kiriakou wrote quote they will pretend to be people they are not supporters well
5:16 pm
wishers and friends all the while where wires to record your out of context eight mins to use against you the f.b.i. is the enemy it's a part of the problem not the solution. well it's unclear whether snowden has seen the open letters addressed to him. as the fourth of july looms washington d.c. is bracing itself for thousands of visitors in an already overcrowded and densely populated area as an area short staffed with emergency medical personnel and ambulances so how does visitor surge impact the emergency crews on the four parties meghan lopez joins us live from the national mall where tourists are starting to arrive. so maggie hi there margaret that's right i am right here on the left who i am right here on the national mall and we are just twenty four hours away from the massive demonstration there is going to be a parade very is going to be
5:17 pm
a concert on capitol hill and right behind me when the sky gets dark enough there's going to be a massive fireworks display tens of thousands of people are expected to gather in this area so as you can imagine this place where i'm standing right now is going to be very crowded by this time tomorrow now any time that you have a major celebration like this where lots of people gather obviously medical personnel are going to be on hand in order to deal with any type of emergency that might arise but the d.c. medical services department is actually extremely understaffed at the moment so much so that it doesn't even have enough ambulances to accommodate for the d.c. population alone take a look. it's one of the biggest celebrations in washington d.c. and it happens every year the fourth of july a time for parades of food and fireworks but this year's gathering on the national mall has other significant. it's the first time a major event is happening in d.c.
5:18 pm
and the boston marathon bombings a tragedy that tested first responders readiness so people are asking the nation's capital ready to respond to a major event like a terror attack if the emergency medical service staff in the whitman's are any indicator. the answer is a resounding no even though the pentagon's right across the bridge in virginia we all nine eleven is twelve years ago but we still can't forget that i mean i don't wish it on anybody but unfortunately we could have a tragic event tomorrow to the same magnitude and we're not ready a recent audit of d.c.'s fire and emergency medical services department found that only fifty eight of one hundred eleven ambulances are working properly attaching attacks there during peak hours in the district is already hard enough now when you're in a life threatening emergency every second counts of the last thing you want to be doing is waiting for an ambulance but given e.m.'s vehicle shortage is in the district these days you might have better a lot catching a cow than waiting for an ambulance taxi.
5:19 pm
to take the case of officer sean hickman a d.c. motorcycle cop who waited on the side of the road for an ambulance for over twenty minutes after being hit by a car and the vehicles that are in service have problems of their own in may an ambulance broke down with a shooting victim in tow that man later died and when it comes to personnel the district is falling behind significantly of the two hundred forty two e.m.'s shifts only sixteen are fully staffed let me say that the fact that in two and a half years there's still no way to become a certified paramedic in d.c. because there's no training no program that does that is unconscionable meanwhile nine one one calls have risen twenty two percent in the past four years alone population growth within the district accounts for part of that increase the higher number of commuters coming into the city each day also contributes fire chief
5:20 pm
kenneth all of the has come up with a redeployment plan to switch the schedules of paramedics to hold the staff the busiest times but it will require taking away e.m.'s personnel from the rest of the day instead of hiring new people. the system's already stretched to the max or the crisis in iraq peter to pay paul would only make everything worse and that is something the d.c. city council is not willing to allow if the mayor wants to add services he can do that and we're going to be clear about that just you can't take services away without coming to the council and so i think that's clear don't you know otherwise it's just a spiral down word that we've got to stop a recent city council committee vote struck down that plan and councilwoman mary cheney is now demanding for fire chief ellerby to step down but with fourth of july celebrations right around the corner. it seems dc's emergency medical services could use
5:21 pm
a little resuscitation of their own as you can imagine they want us all over hard their market and the d.c. city council members i should mention the ones that you saw featured in my story are some of the people that are running for mayor so it's not hard to imagine why they are casting stones bellow that chief allergies plan but also at the d.c. city council so obviously lots of politics playing here but hey that's the phoria margaret back to you on mega-mall pez on the national mall. still ahead on earth here her reflects aim of a southern california neighborhood has outraged an entire community police officers to shoot and kill a man's dog details on how this unfortunate scene unfolded coming up after the break.
5:22 pm
5:23 pm
operate c. and hawthorne california sunday evening he says his intention was to make sure that no one's civil rights were being violated but after not responding to the police request to turn down his swearing to use their police began to approach him with an arrest in mind saying the police coming be put his three year old rottweiler max in the back seat of his car unfortunately he left the window open that's what you're going to see. as rusty was handcuffed by police the dog sprung out of the window and lunged at officers one responded firing several several shots killing the dog the video has gone viral it's a disturbing scene and some have wondered if it aluminum it's other police tactics i was joined earlier by los angeles community organizer ron goes has who filled us in on what happened. we have one of many incidents where you know we believe that the police department here and so the california really overreacted to a situation where you know
5:24 pm
a resident of that community in hawthorne california was legally observing the police he had his cell phone out you know he was recording the police making sure that they didn't do anything wrong and when the police realized that he was recording them that he was legally observing them they came over in a very threatening manner the man did not resist the very you know he completely complied with the police they handcuffed him but before he was hank of he responsibly put his dog in his vehicle so that there would be no problem you know unfortunately the dog did get out and i think you know the video speaks for itself i think the police you know shot the animal like many other animals and how many other people here in southern california and other shows you know the brutality of the police departments that really have no regard for human or animal well this video it took social media by storm why do you think there was there was such a strong reaction at us. you know i don't know if people have seen the entire video but if people see the whole video they will see that the man was very clearly doing
5:25 pm
you know an observation a legal observation of the police while they were conducting some type of operation and i think that the part that the majority of people just the police shooting the dog you know i think a lot of you know animal rights groups a lot of people made a pretty big deal about this and which is you know deservedly so but i think the reality here is that what happened so that you know this dog here happens to people all the time and i think that a lot of the people i think of almost become desensitized to the fact that people get get killed by the police almost on a daily basis so when it happens to an animal and it was caught on video i think a lot of people just you know hit a nerve but i think it's important to note that this is something that is not an isolated incident in fact i am myself the los angeles police department almost killed my dog one time they may stay in our backyard with absolutely no need for it so i just think it's so they they feel they can do whatever they want that is going to happen to them and unfortunately it takes
5:26 pm
a video of this nature something like this to happen for for there to be attention to this hype of a situation where we are we often hear ron of a cop shooting unarmed civilians you know in public but there seems to be a larger al cry here and this is an animal it was it was very unfortunate but what do you think that there is that you know why do why do we care more it seems like about the animal than we do because this happens so often with people. yeah you know that's something that the people in my community on the streets are saying they're saying you know what this happens all the time to blacks and latinos and it's not as big of a deal as when this rottweiler got shot now of course you know we're outraged that this animal was killed and there's no doubt about that but i think that again we have to use this incident to remind the community of the true of the dehumanizing present in repressive nature of police departments across this country. that's the way that they handle situations it's not you know ask questions first though it's shoot first and then ask questions and with his dog i think that you know the first is we have to question why was his owner put in handcuffs and i think there's
5:27 pm
a racial element to it as well you know if the owner of this dog would have been white i don't know if you would have gotten the same treatment i don't think so so i think this raises a lot of questions on race police brutality on animal rights but in general i think that we have to see the conduct of the police department i think you know by and large police departments need to have more to more training sensitivity training i just for animals but for human beings and i think that if that were to happen these have to situations would have been handled in a much different way you know the police officer simply could have asked the man in the video hey you know what's going on what are you doing it in a totally peaceful situation but it was all to the death of this obviously innocent animal ron ok so that brings me to my my next question you've lived in los angeles for a while you've dabbled in politics there how is the community responded to police tactics in your area. you know i live in south central los angeles is pretty internationally known for police brutality you know that's where rodney king the
5:28 pm
beating took place the people in the street like i said they've been saying that this happens all the time in our community this is so happened to be caught on video and it was an animal they got shot but unfortunately this is something that's not it's not a rare occasion in los angeles for there to be a shooting now this one didn't happen in the city of los angeles but you know in the greater los angeles area i think this is needs we need to call on the police departments you know across the nation because obviously happens everywhere to be retrained so that you know they had they take a more peaceful approach to solve situations that can be resolved you know the man is video he was not acting violently he was not a threat at all but here in los angeles we always feel that you know whether it be racial profiling things always needs of police brutality and it's very unfortunate and i think the only way things will stop was when when there's actual consequences for the police department and that's what people are saying on the streets are saying this cop will probably get more trouble for gunning down
5:29 pm
a dog and the officers who kill people in broad daylight who are unarmed this happens all the time there's no justice that's why these officers conduct themselves in this way ok ron we have to leave it there really appreciate you weighing in on that was a community organizer run coach as. thank you here is one medical procedure that may make your head roll along with other organs currently available for transplant it looks like the human head may be available for transplant soon one neuroscientist dr sergio kind of arrows has outlined a head transplant procedure how does this work you ask for both patients must be in the same o.r. and the head transplanted must be equal between fifty four and fifty nine degrees farenheit moving quickly the surgeons must remove both heads at the same time and reconnect the had within one hour once reconnected the heart of the donor body is restored it will wear the cost of this procedure around thirteen million it limits
