it's wednesday july third in washington d.c. i'm margaret hello all you're watching r t. we begin with egypt where earlier in the afternoon the military ousted president mohamed morsy and suspend the constitution the leaders of the armed forces announced that we're seeing the first democratically elected president of the country's history is no longer in power you're looking at a live picture from to rear square as protesters are absorbing news that almost four days of rallying has resulted in change of power tens of thousands of egyptians protested and what would be called the biggest demonstration in the country's history morsi is a member of the muslim brotherhood a local party that's been calling us military action a coup a top adviser to morsi warned that quote considerable bloodshed could follow this action shortly after the announcement the brotherhood's two main television stations were no longer on the airwaves meanwhile the armed forces are calling this

to a free and open press are also being called into question for more on this i was doing earlier by c.e.o. and president of free press aaron i asked him if the treatment of snowden was going to have any impact on the future of journalists and whistleblowers absolutely i think that there is a major chilling effect if you talk to any investigative reporter trying to cover national security trying to cover matters of national importance they'll tell you their sources are starting to clam up because not just because of snowden but because of the repeated attacks on journalists for doing their jobs the prosecution of whistleblowers it's becoming a lot harder to get information about what the government is doing now we have these blockbuster revelations which raise huge questions of first amendment rights fourth amendment rights but i think for reporters and the press there's a lot of concern about are they going to be able to get these stories and what kind of risk are they taking just to do their jobs as journalists ok well i want to bring it out to something that you sad i got

a quote from you you said that our rights to connect and communicate are in serious jeopardy i'm assuming that you meant that in regards to the revelations of the n.s.a. scandal how so well you know i think you can just look at the evidence that's been revealed in the snowden revelations and other recent stories you're seeing. a massive dragnet sweeping up data for all of us our phone calls records of who we called when we called the mind where we were when we made those calls our internet activities are being swept up in by these massive computers where the government can look at that at any time i think this goes beyond anything we've seen before in terms of the basic communications of americans being monitored and watched and we haven't yet gotten real answers about why this is happening we haven't truly had that public debate and i think that it's very concerning i think our first amendment rights freedom of the press are absolutely part of this we need reporters out there on the be doing their jobs finding out and printing things that the government would actually prefer we don't know well on monday crags the washington

post editorial board wrote that snowden's leaks should stop and they said quote i want to take you to one of their quotes the first u.s. priority should be to prevent mr snowden from leaking information that harms efforts to fight terrorism and conduct legitimate intelligence operations for the post and then publish the leaks the leaking information that supposedly harms efforts harms these efforts why does the editorial board and the news side of the post why do they have such differing opinions well i guess the positive version is well at least the editorial side isn't telling the new side what to do otherwise you wouldn't have these stories that's the good version i think the less of the bad version is we're seeing this whole wave of what i call journalists against journalism starting to come up people who are defending this administration and attacking those putting out the stories i think that's a real concern that doesn't mean mr snowden shouldn't answer he was a government employee he gave information that a way that he wasn't supposed to i think he should answer for that but it's take

that to the level of espionage to take it to the level of downing the planes or preventing the planes of flying a foreign leaders i think that's a whole different question and one that needs to actually be debated in public i think there's a lot of real concerns i was very disappointed in the post editorial stance because i think the real story here and. put snowden aside is massive n.s.a. surveillance and surviving on the american people that's what we need answers for certainly our right so we've heard for calls of the arrest of journalist glenn greenwald for the way that he published the stories given to him do you think that he leaked that if he published those leaks responsibly based on everything i know absolutely i think that you know we should be thanking going greenwald he did what you're supposed to do find sources and report the news that's what journalists do that it's what reporters do we'll learn more about snowden's revelations as this story develops but i think it's very clear that glenn greenwald and his colleagues as well as the washington post mcclatchey and others they're furthering this story

and they need our gratitude and they're doing what journalists are supposed to do printing information the government doesn't necessarily want in public that's the job of any journalist paying attention to national security and i think all of us should be glad that people like glenn greenwald are doing that kind of work otherwise we wouldn't really know the scale and scope of this spying operation we just have moments left here krag one final question the media's narrative they seem to be covering every aspect of snowden himself but not the real story of the n.s.a. why do you think that is i think it's an easier story to tell i think it doesn't actually threaten people in power i think the real story though what what is going on how is this massive surveillance happening that's the story the american people need to know they've gotten pieces of from the guardian they need a lot more reporters paying a lot less attention to what snowden had for lunch and a lot more attention to this spying program crack i really appreciate you weighing in we have to leave it there this cry karen president and c.e.o. of free press. the fourth of july wombs washington d.c.

is bracing itself for thousands of visitors an already overcrowded and densely populated area but short on emergency medical personnel and ambulances is the nation's capital really ready if an emergency strikes or his megalo cuz has the latest it's one of the biggest celebrations in washington d.c. and it happens every year the fourth of july a time for parades of food and fireworks but this year's gathering on the national mall has other significance. it's the first time a major event is happening in d.c. since the boston marathon bombings a tragedy that tested first responders readiness so people are asking the nation's capital ready to respond to a major event like a terror attack if the emergency medical service staff in a wittman are any indicators the answer is a resounding no even though the pentagon is right across the bridge in virginia we all nine eleven to twelve years ago but we still can't forget that i mean i don't

wish it on anybody but unfortunately we could have a tragic event tomorrow to the same magnitude and we're not ready a reason audit of d.c. is fire and emergency medical services department found that only fifty eight of one hundred eleven ambulances are working properly touching attacks day during peak hours in the district is already hard enough now when you're in a life threatening emergency every second counts of the last thing you want to be doing is waiting for an ambulance but given e.m.'s vehicle shortages in the district these days you might have better a lot of catching a cow than waiting for an ambulance taxi. take the case of officer sean hickman a d.c. motorcycle cop who waited on the side of the road for an ambulance for over twenty minutes after being hit by a car and the vehicles that are in service have problems of their own in may and i am. broke down with the shooting victim in tow that man later died and when it

comes to personnel the district is falling behind significantly of the two hundred forty two e.m.'s shifts only sixteen are fully staffed let me say that the fact that in two and a half years there's still no way to become a certified paramedic in d.c. because there's no training no program that does that is unconscionable meanwhile nine one one calls have risen twenty two percent in the past four years alone population growth within the district accounts for part of that increase the higher number of commuters coming into the city each day also contributes fire chief kenneth al of the has come up with a redeployment plan to switch the schedules of paramedics to hold the staff the busiest times but it will require taking away e.m.'s personnel from the rest of the day instead of hiring new people the system is already stretched to the max we're in a crisis in iraq peter to pay paul would only make everything worse and that is something the d.c.

city council is not willing to allow if the mayor wants to add services he can do that and we're going to be clear about that just you can't take services away without coming to the council and so i think that's clear don't you know otherwise it's just a spiral downward that we've got to stop a recent city council committee vote struck down that plan and councilwoman mary cheney is now demanding for fire chief ellerby to step down but with fourth of july celebrations right around the corner. it seems d.c. the emergency medical services could use a little resuscitation of their own in washington meghan lopez r.t. . major corporations in this country are required to pay a thirty five percent tax rate but according to the government accountability office some profitable u.s. companies paid half of that rate in two thousand and ten we're talking about companies like wal-mart apple google who are finding loopholes in the tax system to

avoid paying their required tax rate so what gives and how are these companies getting away with this i was joined earlier by author and economist dean baker who filled us in on the latest. paul there's a whole slew of loopholes that these companies have become absolutely expert in taking advantage of for example general electric often pays no taxes when the most profitable country companies in the country often they're able to find ways to hide their profits and and of paying little or no no no taxes one of the main ones of simply as long as you keep profits overseas you don't have to pay tax on that many companies have taken advantage of that to keep much their profits overseas also one of their standard tricks apple's done this with great with great success they declare taxes in tax havens so ireland you see apple makes a huge share their profit nariman they don't actually make that much in ireland but that's where they declare their profit it's a very difficult for the i.r.s. to keep track of that so there's a large number of parents loopholes that allow them to evade much of their tax

obligation ok well do you think the incentive for some of these companies to keep this tax rate lower air left them go through these loopholes is because they supply americans with jobs does that really balance out no it's not helping you get jobs at all in fact quite the opposite i mean to some extent it gives companies incentive to relocate overseas so they could high taxes there i don't think that's a big factor in terms of their relocating overseas but it can be a factor but the idea that somehow they won't give us jobs if they paid a higher tax rate in fact if you look historically you actually had much higher rates of investment back in the seventy's when they're paying much higher taxes so there's just really no no story there whatsoever i mean what you can say is it's good not to have companies waste a lot of resources trying to game the system so the idea of perhaps having a somewhat lower rate that actually was inforced you know if instead of having thirty five percent thirty twenty eight i don't know what the magic number is but you got to remember the loopholes i think they would be huge winner but it's a very very difficult thing to negotiate because all the loopholes are real money

for people so the incentive is the last the hassle it's not american jobs that's right well it's there's nothing about jobs it really is just that companies don't want to give up their tax breaks and obviously. they have a lot of political power it's very hard to work on an arrangement where they're going to do that well how does that how does this affect the average the average everyday american if they're paying this low tax rate i mean who's picking up the slack well the rest of us are obviously so the point is there's less money you could think of it however you like that were the rest of us have to pay more in taxes alternatively we're getting less in government services than would otherwise be the case now at the moment you know we're not really limited by that in the sense that if the deficit were twice as large we'd be fine we don't really need to balance the budget both on things over a long run if we're getting lots from the corporations that has to somehow be made up from the rest of us what does that say about our tax system if this is legal they're doing it legally what does that say about us you know well it's not the way you want to run your country i mean you want to have taxes that people actually

take seriously in that whatever it you have whether it's thirty five whether it's twenty whatever might be you'd want to think people that's what people are actually paying not basically they pay what they feel like paying ok what would be a fair system write this down for me well there's two ways you can go one of one of the proposed laws people have been putting forward is something in the state level where companies pay a share of their profit depending on where their sales are so a big issue again it's this foreign issue so if you say you know forty percent yourselves in the united states we don't care where you say your profits are here we're going to treat forty percent of that as being united states and you can pay tax on forty percent of your profits that's a relatively simple way to go as they say a number of state governments already have systems like that for state tax that would be doable the other thing that things very interesting it's an old proposal go back to schumacher i think was in the sixty's that he wrote about this but he said when we let companies out of the tax altogether it will let them give us a percent of their stock let's say it's twenty percent employee number of the year

give us twenty percent your stock non-voting and we get treated exactly the way your shareholders get treated that way removes any possibility of hiding you know hiding your money you're there because if you're paying out dividends. shareholders are getting the money the government is getting the money that i think it's a very interesting way to go what do you make of the argument of corporations if we held them to that standard of a thirty five percent tax they would just move offshore take their businesses and their jobs is there is that true you find very little bit ins for that i mean they don't all go to the lowest tax you know they don't literally locate they might have a post office box in the cayman islands but they don't try to do business in the cayman islands so you know again this is something natural they're going to say but there's all sorts of good reasons why companies are going to one of the companies here in the united states are going to be want to be in the united states they do they're going to pick up and leave because the taxes are two zero but again we have a lot of evidence on that it's going to be very few. very good to hear from you sir thank you for weighing and that's all we have time for this author and economist
