breaking news here on r t barack obama cancels a scheduled one to one with line reported over russia granting asylum to n.s.a. leaker edward snowden moscow says washington is still unwilling to build relations on an equal basis. the united nations tells are investigating reports that kurdish civilians have been massacred by rebels in syria this is all coddling groups here push to create a breakaway islamic state. the japanese government is forced to step in and help the operator of the crippled fukushima power plant contain a recently revealed massive leak of radioactive water.
11:01 am
that is seven pm and the russian capital you're watching r t was me marina joshie we begin with breaking news u.s. president barack obama has canceled a one to one with his russian counterpart vladimir putin that was scheduled for next month the white house claims the decision was prompted by moscow granting temporary refuge to the fugitive whistleblower edward snowden well that's now across the board spot and. who is joining us live from washington and is going off with joins us here in moscow so first of ion it how did washington explain its decision. well moreno washington has been thinking for a while on how to best punish moscow for snowden and there were rumors that president obama may not go to the g. twenty summit in st petersburg last night he confirmed that he's go away this morning we learned that while he's going to russia for the summit the white house has scrapped the bilateral summit with the russian president and here's what the
11:02 am
president's advisors said about this we said it was it will still work with russia on issues that we can find common ground but it was the unanimous view of the president and his national security team that is some it did not make sense in the current environment now as far as the current environment here's what we heard from president obama on the relations with russia he he said they times slipped back into a cold war thinking and a cold war mentality and he basically accused president putin of contributing to do that cold war mentality and one of the traits of the cold war was for tat moves it is one of the things that is very destructive of cold war and one could argue that the scrapping of the summit in russia is kind of it looks very cold war and there is one more thing actually. a point that some of the pundits here are making. is that if the roles had the roles been reversed and let's say had it been
11:03 am
a russian whistle blower here in the u.s. the u.s. would have done the same thing. well all right i'll come back to you in a couple of moments like to turn to skin off now for the reaction from moscow what more can you tell us what we've heard from presidential. canceling these meetings washington is that it doesn't want to have a balanced relationship with russia since for years it's been avoiding signing that extradition agreement with moscow and also has been ignoring russia's extradition requests throughout the last ten years. so it's basically ignored extradition requests from moscow for over twenty people including terror suspects while the position my school stands on the whole situation around edward snowden was very clear from the start first of all he was not invited to come here it was his own personal decision secondly there is no extradition agreement between russia and the

us for him to be passed over to washington plus the kremlin has been thing that. snowden as a fighter for human rights and will not pass them over to a state where there is still. actively used and they were trying to conduct the whole thing all the procedures in full compliance with the international laws and regulations strictly by the book so this was moscow's stance and while washington's reaction is sure not going to not going to help to improve the relations were all right you go worse things were this let's now return to town who is in washington still going and does this decision come as a surprise given america's stance on the treatment of whistleblowers. well you know worrying about as much as the white house likes to attack snowden and russia he's revelations have put the white house on the defensive the majority of
11:05 am
americans say edward snowden is a whistleblower and not a traitor and this tuesday at a late night show with jay leno president obama tried once again to defend the surveillance state by saying that there is no domestic spying program snowden has revealed that the n.s.a. has all the programs for domestic spying and they're just not labeled as you know for domestic spying but the programs in place certainly allowed to do that the president went on to say that the powers are there but it's whether it's about whether or not the government has abused those powers on the other hand how would people know that when the programs are shrouded in secrecy it's very obvious to everyone. and. the fact that we're even having this conversation is because if it were children's revelations the president suggested that edward snowden should have done it differently you know he said you can come forward to come to the appropriate individuals and say look i've got a problem with what's going on here and i'm not sure whether it's being done
11:06 am
properly that's that that was a quote from president obama so you can imagine going to that big government machine and saying i've got a problem here and people have done it before including some n.s.a. officials. like thomas drake he tried to go through official channels he ended up fired and it was investigated for violation of the espionage act and then of course we're still going has the example of bradley manning right brain fart of him and he . may be sentenced to two to many many years in prison and the reaction of the u.s. congress has been very interesting you know you had a number of legislators of lawmakers who came forward with initiatives based on edward snowden's revelations and at the same time the same legislators would go on to criticize condemn edward snowden for what he did so he was like. it's like saying thank you for your leaks but we still want to punish you. all
11:07 am
right guys thanks very much indeed for as it is like to thank you both now at this point going to count in washington bringing us the reaction there and also your piskun off from moscow and now we can discuss this further with our contributor who joins us live from a london watching thank you so much for joining us here on r t so when you heard or rather when you learned about this announcement by president obama today that he is not going to have a one on one with president putin in moscow next month what sod's pass through your mind. childishness obviously this is absurd i mean the leaders of most nations around the world including american allies the nato powers must be wondering what an earth is this is a reaction to the snowden revelations just because the american people support edward snowden and not the obama administration it's. drawing all these ambassadors
11:08 am
from embassies around the world to say oh yeah because we've heard on the phone because of our brilliant program although of course administration official said this is nothing to do with the snowden revelation program or the programs that he is illuminated obviously all trying to give some kind of publicized some kind of coherence to intelligence policy in the united states to the american people and now we have this decision which you know i'm not even sure there was a cold war it was a hot war for most of latin america most of africa where they are gone and if you're nelson mandela in south africa or if you were someone from el salvador there was a whole war going on here in south africa it was the cause the soviet union supporting also mandela was the american supporting the racist south african establishment so when we hear about an american president refusing to meet with his superpower counterpart. from moscow at this same to st petersburg summit we're seeing president obama risk peace in so many different conflicts around the world we're
11:09 am
seeing him risk stability in the world and it's a dangerous precedent it's not actually some kind of joke the way the state department john kerry may think it is all those press spokespeople in the state department or in the white house and as for president obama citing human rights we know tens of thousands of american prisoners are going to be on hunger strike in california and it was only a few days ago that in ohio cellmate hanging himself in jail had of his death penalty had a visit due in the next few. well we know that the two countries have been on the bumpy road for quite some time and there are a number of issues that both powers did not see eye to eye on so that chance in st petersburg to have a one on one meeting may have helped to resolve some of the key issues so my question at this point is what is obama or the u.s.
11:10 am
administration rather gaining out of not attending this one one. i would sure you know i mean you were just mentioning what was the first thought another thought that occurred to me was it was five years since the georgia conflict and a lot of analysts geopolitical analyst see the georgia conflict south of setia as a milestone perhaps as important as the fall of the berlin wall because this is the first time since the collapse of the soviet union where the united states was not able to get its head to more like way because of course it lost its attempt at trying to create a little power base there in georgia against russia and the russian federation so what's going through obama's head it was that the five year anniversary but of course lying in the back of the mind of president obama and his group think people in the white house and the state department is somehow the way they can to raise the memory of bradley manning or edward snowden or any of the other whistleblowers
11:11 am
by trying to take some kind of moral high ground i think most people around the world would say it's too late even the state broadcaster here the b.b.c. was moaning about how obama didn't come and see david cameron at the g. eight recently as if that's even comparable but even here the idea that a sitting united states president won't have a one to one meeting with his nuclear counterpart because let's remember all those nuclear missiles that the americans deny pointed at russians right now as we speak all right thank you so much for giving us your thoughts on this hour's artist contributor talking to us from london. and let's now turn to the other stories that we're following for you here today on r.t. the united nations has launched an investigation into the reported slaughter of kurdish civilians by al qaida affiliated groups in syria that comes from a common made by the u.n. to r t four hundred fifty kurds most of them women and children were allegedly
11:12 am
killed in the north east of the country has the details. according to various reports at least four hundred fifty people have been killed by the on their front in north eastern syria reports say that at least one hundred twenty of those are children now we have requested information from the united nations in regards to the situation we have received and their response according to the united nations they their team is in the region investigating these reports which haven't been confirmed as a few odds and issued this in fact to be confirmed to be true then the united nations are saying that this amounts to a war crime and that probably provide some sort of stimulation to the international community to act quicker when it comes to syria and the situation which seems to be spiraling out of control and that is exactly what russian foreign minister sergei lavrov has said one here is the international community to come together and solve this issue a stand in syria we believe that it is in this action we were shocked by the
11:13 am
reports of around four hundred fifty kurds massacred in the north of syria's including children just because the men were fighting against us and it's not the first report of the un security council to condemn all these terrorist attacks we've seen some of its members refusing to condemn terrorist attacks in syria justifying it with the fact that the people behind them are fighting against the outdated regime this stance is totally unacceptable terrorism should be treated without double standards in fact we have spoken to a number of a number of people whose relatives are in the region they have described the carnage and horrifying details let's have a listen. that's another rebel force surrounded they started going from door to door in every house if there were any of them and took women and children hostage the rebels came into the house of my cousin she was at home so they murdered took the women and children and. one of the reasons why people are saying that kurds
11:14 am
come under such harsh attacks from the front. groups such as they are as your friend is because they have been. quite successful in pushing the extremists out of this region where unfortunately al qaeda is also dreaming of establishing its own state of waiting for syria to essentially descend to great and also kurds are saying that they are not even if they are not trying to pursue the dream of their own state who today at least would love to live in the country and the state and in the region where peace would prevail so definitely the situation doesn't seem to get any better only seems to get worse and of course there has been encouraged from russia to for the international community to pay closer attention and step up peaceful efforts in the region while young going civil war has created deep splits within the country raising concerns over whether syria can ever be pieced back together the syrian government is keeping its grip on a large area of the country south of which is a hard line of president minority alawite sect meanwhile the rebels most of them
11:15 am
from the sunni muslim majority are in control of a large swathe of northern provinces stretching to the iraqi border in the east and there are many al qaeda affiliated groups among the ranks of the opposition with serious kurdish minority scattered along the country's northern border parts enjoying a large degree of independence but there are other enclaves have become the targets of deadly attacks and mass kidnappings by al-qaeda linked fighters who are kurds claim are trying to carry out acts and cleansing and this comes amid reports of an independent state about to be declared in northern syria but according to german reporter manning the ox rider is closely following the syrian conflict allegations of a kurdish genocide are likely to be met with international silence. i don't expect any international reaction except to. protest a right no i don't think so because they are international interests especially the
11:16 am
international the geopolitical interests of turkey was a very important need to remember we shouldn't forget that nato true. also german troops are now at the turkish syrian border with patriot rocket systems heading against syria so we have turkey on this site and it's not turkey place this important role in this conflict i don't think that there would be any serious international reaction a former member stated that the leader of the north is the verb king or working close with the cia and we have other information from the kurdish popular defense units who claim that the front is also organized and supported by the turkish intelligence and i think this is not a coincidence when we know how the kurds are treated in turkey itself. while the japanese prime minister has ordered the government to step in and help contain ongoing radiation leaks from the fukushima power plant tepco the company

that runs the facility that was crippled in the twenty eleven tsunami and earthquake has been unable to prevent contaminated groundwater from breaching a barrier and pouring into the ocean nuclear energy expert markham grimstone says japan's energy sector is in a state of chaos. it's now having to import even more liquid natural gas to take the place of its nuclear output that's expensive greenhouse gas emissions are going through the roof it space breaching all of its own greenhouse gas targets because of course nuclear power doesn't contribute to climate change but the alternatives do and they're also facing power shortages they've had to reduce power use very dramatic dramatically over things such as add conditioning now that in itself has health effects and so there is a vigorous debate about bringing back online some of the existing nuclear power stations but japan is an island without natural resources and he has always been

a massive challenge for japan quite apart from what i think is very clear is that the regulator restructure and some of its major companies to be were not up to the job and indeed in some cases i think what quite clearly behaving dishonestly and on the way here in our teeth are now if they're out of london reaches for the scalpel as the u.k.'s national health service comes under scrutiny following a series of malpractise scandals lots. now that it's six months until the winter olympics kicks off our correspondent heads to the russian city that's poised to become the world's winter sports capital and gives the brand new venues and once over. its technology innovation all the developments around russia. the future.

satisfaction every every year i suspect at the moment it probably is pretty low i came into the n.h.s. in one nine hundred seventy seven and i was told i only had five years to last because it was on its knees every year that i spent in it it was the worst it ever been i think it's in a crisis i think it has to change its culture recent scandals have exposed higher than average death rates in failing high. spittles not just myself but my colleagues also higher management you know we're just more stressed now and we have a lot of pressures to complete things on time and you know we're not being able to deliver the care that we want to swap patients it's probably quite a better fit for no more well n.h.s. staff talk about being nervous stretched hospital managers of blaming the problems on squeezed budgets a senior n.h.s. official recently said that they're about to run out of cash in a very serious fashion all the countries in europe by and large spend a lot more money on health care than we did reason report our recent run. as one of
