a military strike against syria will be seeking congressional approval to the miniport is joining us live now with more on this statement so marina in effect this is a declaration of war on syria. it certainly is but it seems as though u.s. president barack obama is taking a few steps back up until the speech he just delivered many were assuming that the you that he would launch a military strike into syria within the next day or two what he said when he stepped up to the podium is that he will seek congressional approval he will seek a vote from congress he says although he believes that he has the authority the legal authority to launch a strike without going through congress he believes this is a matter should that should be debated he also says that he feels very comfortable launching a military strike against syria without approval from the united nations security council and that approval is needed according to international law according to the

u.n. charter but that is something that president obama feels that he is comfortable bypassing but when it comes to a strike against syria he has made it very clear that it will hop it it may happen in a week it may happen a month but it will happen. that decided that the united states should take military action against syrian regime targets and should not be an open ended intervention we would not put boots on the ground instead would be designed to be limited duration and scope. president obama said that the united states needs to send a message to the world that it stands by the words that it speaks now he's referring to his own words the words that he used a little over a year ago where he said that chemical weapon use in syria would be the red line so in an ass in essence what many experts say is that the president of united states

conclusions for this investigation to turn up so we may not know in a week or two what the u.n. experts found when it came to the alleged chemical attack we've previously reported the u.n. experts will not determine who used chemical weapons if a chemical attack took place they will only confirm if an attack took place or not and now a reporter did ask the u.n. spokesperson did the team of u.n. experts leave damascus on saturday to avoid any type of u.s. attack into syria he said it's for anyone to believe that these you an expert. to do such a thing they they left damascus so they could finally go back to their their labs and assess all the all the evidence they've compiled all the all the toxic material or allege a toxic material or the samples from the soil the testimony they've received and they will report back to the security council whenever they find their conclusion now the secretary general of the united nations is asking. international community

congress authorizing it well let's take a look at what the u.s. public actually thinks about carrying out an attack on syria because we've just had the results of a recent poll there from the states and over half of those americans who took part in a reuters poll don't want intervention there in syria only twenty percent are in favor of it asked whether assad should be attacked if he's implicated in chemical weapons use well we can see them but just under thirty percent of americans said yes and of course the british parliament wasn't convinced that a strike on syria should happen after it certainly voted in majority against any intervention labor m.p. khalid mahmood has told us why he voted against the move there in british parliament. i don't think america or anybody else has that intelligence to say exactly who it was we know that the syrian government does have stockpiles of chemical weapons but unless we have a clear. direct intelligence to relate to who's done it we can't just just be

he really forced himself into that position that well i think the british parliament decision to say no to a war in syria was a major positive development in the situation trying to avert a catastrophe in the middle east really. the more time that this is delayed i think the better for the reasonable heads to intervene when donald rumsfeld bush's secretary of defense in the iraq and afghanistan wars comes out as he did two days ago and said america has no national interest in going to war over syria i think that's a that's a pretty sobering statement from someone who hasn't or has it and the launching of wars based on fake evidence so. you know there's no win in this for obama looking tough to watch and be presidential but then this is a fight but despite the fact he has said he's going to go ahead with intervention what's a reaction to expect from from russia and indeed the rest of the international community to this right now let's see what the congress said. so let's see what the

congress says first because if the congress votes no as they did in the u.k. and obama then has painted himself into a second quarter. you know israel and saudi arabia have driven this chemical or chemical weapons thing from the get go if people have died from centering gas or if they died from a nuclear attack as they did in hiroshima in one nine hundred forty five they're dead in either way if they die from a conventional bomb they're dead so what is the incredible drama over chemical weapons i'm against all forms of warfare to solve international problems but the you know there's really something hyper emotional about the way this is being pressed up and obama's being pushed into a psychological corner and he's behaving very stupidly in that situation so because many people say there is a moral obligation isn't there from around the world not just the us to still innocent lives being lost particularly to tell it away from such basic humanitarian issue isn't a no no no no this responsibility to protect doctrine is absolute rubbish from the

standpoint of international law and who decides the moral question who's the arbiter here we have a united nations charter we have a united states constitution here obama has yielded to the us constitution in terms of half way appealing appearing to support the war powers the provisions of the constitution by congress but. the international obligations under the un charter it quite clear the security council has to give approval so obama saying we have the right to do anything by force for humanitarian reasons that's that's rubbish that's kabul or whatever what are the regional implications if there is a military strike then the reaction from iran for example what could the fallout be i think it is utterly unpredictable the number one. to selectively target sites where there is critical weapon. depos believed to be secured. and it runs the risk

surrounded the rebels to think that in such a time they would give a trump card for those calling for intervention. now as the u.n. chemical weapons inspection team has just left syria we haven't heard anything back yet and he says that if the proof of chemical weapons has not yet been presented it means that there isn't any now the other thing is he spoke about his surprise about the british government who met over this past week to debate the idea of intervention in syria he said you're surprised that they voted down the idea but that it proves that there are sane rational people who are out there who are using common sense in this situation he also appealed to president obama not just as a president but as a peace nobel laureate basically saying look if weapons are used look at what it will do to the peace process let's listen to his words on that. let's not forget
