it's thursday september twelfth four pm in washington d.c. i'm meghan lopez and you are watching r.t. u.s. secretary of state john kerry is in geneva switzerland today participating in another round of talks with his russian counterpart sergei lavrov about the chemical disarmament of syrian military forces the two day meeting was you will include full diplomatic teams from both countries as well as chemical weapons experts who will discuss the overarching question of how this disarmament will happen the goal is to have a resolution to present to the u.n. by the end of these negotiations in a speech secretary kerry delivered today he set some guidelines for syria's disarmament. this is not a game that i should vote for a surrogate when we talked about it initially. it has to be real it has to be

principal manohla village which despite the claims remains under siege. reporting from syria. some amazing reporting by our to correspondent maria from now this latest round of negotiations between the u.s. russia and syria to hand over chemical weapons stockpiles has provided no ray of hope for a peaceful resolution however i number of questions linger over how all of this is going to take place how do you destroy a weapon of mass destruction they answer to that is much more complement complicated than simply pulling a plug here or cutting a wire or there are political commentator sam sacks explains destroying chemical weapons is not an easy task just as the united states which is well overdue in destroying its own chemical weapons there i did speak the united states hold forty thousand tons of weaponized chemical agents and nine hundred eighty five congress

passed legislation to begin destroying these weapons and in one thousand nine hundred seven when the united states signed on to the chemical weapons convention it agreed to destroy the remaining thirty one thousand tons of chemical weapons within ten years several nations including the united states russia south korea and india all missed the deadline and were granted five year extensions but today there are more than three thousand tons of mustard gas and other agents walked up in facilities in kentucky in colorado waiting for neutralization in fact there's a mustard gas leaking in it's depot in colorado as we speak the united states isn't expected to finish destroying all these chemical weapons until two thousand and twenty three and by then it will have cost thirty five billion dollars and taken over twenty six years or more than eleven years after the deadline imposed by the chemical weapons convention which means you could make the argument

that the united states and other nations that have yet to destroy all their chemical weapons stockpiles are in violation of the very same treaty that president obama is now. accusing syria of breaking even though syria never signed on to it to begin with it's also worth mentioning that other countries that the u.s. calls allies are suspected of having chemical weapons and have not signed on to the convention either including israel and egypt the two largest recipients of u.s. foreign aid so really this chemical weapons convention which the white house says is so sacred and worth dropping bombs over is already filled with holes and when it comes to actually ridding the world and especially the middle east of these chemical weapons it turns out the united states has been one of the biggest obstacles standing in the way as middle east scholar stephen jr as recently wrote in foreign policy in focus syria has joined virtually all other arab states in

calling for such a weapons of mass destruction free zone for the entire middle east in december two thousand and three syria introduced a u.n. security council resolution reiterated this clause from twelve years earlier but the resolution was tabled as a result of a threatened u.s. veto why the veto well again it probably has something to do with israel's stockpiles of weapons look the world agrees with president obama there is no place for chemical weapons use but when it comes to actually getting around to destroying chemical weapons and encouraging other nations to do the same well the united states isn't quite the leader in the world that the white house would have us believe. in washington same socks are to. well it's called the national security agency but in light of the seemingly endless stream of leaks detailing n.s.a. spying were perhaps the more accurate name for the agency these days is the national surveillance agency not only do we now know that the n.s.a.

can access your phone and e-mail metal data that it has accidentally collected american citizens information in the past and that there are numerous cases of blatant abuse we also now know that the agency is sharing this data with other government entities and other countries this controversy was dominating political conversation before congress went on recess but now the crisis in syria has taken over the spotlight one congressman is still paying attention though and he's ready to dismantle the patriot act that gives the government these kinds of overarching surveillance capabilities as well as parts of the foreign intelligence surveillance act u.s. representative rush holt of new jersey joined me earlier to talk about his efforts to rein in government spying he joined me earlier to talk about why this is so important to him take a look. we've seen a lot of excesses and missteps come to public attention the n.s.a.

has gone out of bounds in a number of ways with their vacuum cleaner surveillance with their heavy handed men it be a lation of encryption code. with their. really. i guess. heavy handed approach to whistleblowers. all of this is coming to light i think it means that the legislation i introduced some months ago now. is all the more relevant let's hope that it becomes supported we'll find out. and let's talk about this agreement that has recently come to light about the n.s.a. and its israeli counterpart i.a.f. in you were by the n.s.a. pass along raw data and intelligence to israel not just about u.s. citizens but also on canadians new zealanders breadth and australians what do you make of this recent information you know over the years the united states has

shared intelligence with israel and israel has shared intelligence with the united states. as in so many cases i think with the intelligence community there has been too little congressional oversight. you know these things that are done in the name of the security of the american people. should be reviewed and. overseen by the. representatives of the american people. to see that things are done really in the best in the national interest and in the best way. we know that with surveillance of americans the n.s.a. went way overboard outside the law probably against the constitution in. surveilling americans collecting data. really personal data about

americans without probable cause without good court oversight the court has now said it's come to light in recently released papers that they felt they were lied to the court was lied to and deceived and and then the n.s.a. admitted that all of this collection and use was so extensive that no one in the n.s.a. knew all that they were doing another words they were so out of control they didn't even know what they were doing and as for. are collecting and sharing with other countries. you know that too needs more congressional oversight for years now the n.s.a. and most of the agencies of the intelligence community have been operating. well with impunity and without oversight and they've gotten what they want to because

they said it's in the national interest and so they get lots of funding and a free hand to do what they're whatever they want to do that they believe is in the national interest only to discover some years later. only for the public and their representatives to discover some years later it's not necessarily in the national interest collecting on americans certain kinds of sharing of intelligence . and you know i haven't even really addressed the matter of encryption the n.s.a. has over the years had a responsibility one of one of its responsibilities was to see that communications within the united states can be carried out securely so when the president wants to use the phone on air force one that the phone conversation won't be stolen by some someone else well it turns out that the n.s.a.

in. looking at the electronic chips as well as the computer software that's used for encryption by banks and online purchasers and. you know it any number of uses has been compromised deliberately by n.s.a. so that people so that they can intercept the otherwise encrypted messages. what that says to the world is don't buy american merchandise it's. or or american software it's been compromised by the n.s.a. and if you know. an intruder who is smart enough to get into it and so in all of these ways we've got examples of an agency run amok. and it just underscores the need for congressional oversight and public public awareness

and in some cases public outcry now congressman in your repeal the surveillance state act wants to repeal the patriot act and parts of the five amendments new revelation show that the drug enforcement agency for instance has partnered with a.t.m. t. to get information access to databases going back twenty seven years so my question to you is is the surveillance team more than just the patriot act or even more than the n.s.a. well. sure some of the excesses of the intelligence community including the n.s.a. predate the patriot act but so many of the excesses derived from this legislation that was passed ins in fear and the procedures that were adopted in the programs that were undertaken after two thousand and one undertaken in fear and so

many of the excesses that we're familiar with that the public is becoming familiar with. date from that time the patriot act was passed in the weeks after the september eleventh two thousand and one attacks. it goes way overboard in a number of ways not just in what it what the n.s.a. thinks it empowered them to do the amendments act which i would also repeal in the legislation that i've introduced. it came some years later but it has also been used as the justification for these excess of practices by the n.s.a. both of those were supposed to have sunset provisions in other words recognizing that they were passed in an urgent manner. and that therefore they might not be right. there was this there was intended to be

a sunset so that they would expire and then we could take another look at what needed to be done. congress really didn't handle that sunset those sunset provisions right so my legislation essentially does what those sunset provisions should have done it would repeal the patriot act the amendments act it gives us a chance to. start over in a sense and ask what legislation do we need to get appropriate intelligence to protect the american people and put in appropriate safeguards to protect the american people from the actual collection of that intelligence and to make sure that those who are collecting the intelligence and in forcing the laws do it in a smart way the whole point of the fourth amendment is not just to protect some

civil liberties niceties but to make sure that those with this power to surveil and to enforce to make sure that they go to an independent person a judge and demonstrate that they know what they're doing so that we can. have better security practices. anyway i as you point out in your opening comments the climate has changed in the country. believe it has changed in congress there may be an opportunity to move forward with the things that i've laid out in this bill including by the way another thing that i haven't mentioned that is in the bill which is enhanced protection for whistle blowers we've seen now again and again over recent months things that the public should know that legislators should be overseeing that we would not have known that

congress would not be dealing with had it not been for. leaks and whistle blowing so we need those protections absolutely congressman rush holt thank you so much for weighing in and for bringing us your insight as us representative rush holt from new jersey's twelfth district normally when a baby is taken into the custody of child protective services it's meant to temporarily remove them from a potentially bad situation and put them into a safe environment that's why the parents of two year old alexandria hill were in utter disbelief in july when they got word that their daughter had died after suffering a serious a brain injury and that the foster care provider taking care of their daughter had been charged with murder austin texas residents mary sweeney and joshua hill agreed to have their daughter placed in protective care while they figured out who should have custody of the two year old now the family is mourning the loss of their baby girl and looking for answers on how this horrible tragedy could have happened mary

sweeney joins me now to tell us her story mary thank you so much for joining me when and why did child protective services take your daughter away well it all started with. josh and i getting into an argument you know as simple parents do and kind of escalated from there or he asked his sister for advice and she unexpectedly showed up at the house our apartment and she had gotten furious with her brother joshua and. there was a lot of anger and a lot of. just. on happiness at that at that moment and. so his sister wanted up call and c.p.s. do to josh is anger issue and just how things were panning out at that moment and

because i was in mother of alexandria i was part of the situation and it was unfortunate. it was due to marijuana use i did admit that i smoked marijuana in the past and i had actually quit at that time before c.p.s. got involved. but apparently that wasn't enough. josh had said that i was not allowed to be with alexandria alone. due to my grandma seizures which i have no documentation about that for many doctors but back in florida i had a doctor that did tell me that it should be you know recommended that somebody should be there with me most of the time if josh was at work or anything like that but you know under circumstances there are situations where i can't. be watched well with alex and so it wasn't something that had to be done it was just you know

for safety precautions which i understood there was a six month period that i couldn't drive and i did not drive without xandra and it just kind of hurt the fact that i couldn't c.p.s. didn't give me the chance to separate myself from josh and still have alex while he still worked on himself and how did you learn about your daughter's that i learned about alex is death. from a phone call at eleven o'clock at night on july twenty ninth i had gotten a call from the c.p.s. supervisor. i had one phone call from her that i did not get and she left a message saying that it was due to alex and that i needed basically needed to give her a call back and. i was unfortunately sleeping at that time and . what woke me up was the multiple phone calls from my

caseworker in. my x. fiance and. that's what finally woke me up and i answered the phone call and the only thing that i could was told that i needed to come to temple that alex had a little accident. and i had an argument with josh over the phone because he was you know understandably very upset he was on his way down there at that time it was around one one thirty in the morning and. so i told him you know is she alive right now and he couldn't answer me i kept repeating the question and after about three minutes he could finally tell me right now she is. and so my partner and i left and i took off to temple to mclean's children's hospital

where she was there flooded too. and unfortunately with my grandma seizures they took me in a wheelchair you know just just for safety reasons because the only thing i can the doctors have no idea why i have grandma seizures just not epileptic just due to the fact that i've come to the realization it's all stress induced anytime my blood pressure starts going. i fall into a seizure and so i've been learning myself to control my feelings and and everything to. do to prevent me from having seizures and we only have about a minute left but what do you want to tell parents about this situation what can we learn from this. what we can learn from this is.
