syria submits initial data of its chemical weapons program to the hague watchdog under a road map agreed by washington and moscow. crew in the midst of the syrian war reports from an ancient christian village which fell victim to the squads of hardline jihadists who make up the anti-government forces in the country. and the u.s. denies their space to president nicolas maduro of venezuela legibly using visas to blackmail his government's u.n. delegation our top stories. live from our studio center here in moscow where it's just past eight pm this is
12:01 pm
r.t. with international news and comment the hague based chemical weapons watchdog has received data on syria's toxic now this comes as part of the country's chemical demilitarization plan hammered out by top russian and u.s. diplomats last week poor scott has the details. well under the deal a brokered between washington and moscow in geneva last weekend to syria has until saturday to disclose its arsenal of chemical weapons and the process has begun the organization for the prohibition of chemical weapons or o.p.c. w for short a spokesman for that organization says we have received part of the verification and we expect more that's what the spokesperson was quoted as saying it's believed that the initial declaration outlining syria's chemical weapons program has been handed over however when contacted. p.c. wu did confirm that a meeting on syria that was settled for sunday has been postponed no reason was
12:02 pm
given and no future date has been set now it's believed that syria has one thousand tons worth of chemical weapons dotted around the country making it logistically difficult for this process to be carried out president bashar al assad was quoted in it made to wake saying that the process could take over a year just about over a year of course under that deal struck in geneva syria has until the middle of two thousand and fourteen to complete the process of the united nations are set to discuss a possible u.n. resolution in new york next week on the syrian crisis that will give a legal backing to the deal struck in geneva however the two sides have slightly different views on the wording of that possible resolution with the united states britain and france king for the threat of military intervention to be on the table to remain on the table if damascus fails to comply with the u.n. resolution russia saying that any threat of military intervention is
12:03 pm
counterproductive and not needed in the initial resolution russia says that only if damascus fails to comply should the then be taken back to the united nations while those discussions are due to take place in new york next week but the early signs are that damascus is keen to comply with that deal struck in geneva last weekend. but his pool scott reporting there the face of the syrian war is changing and it's no longer a simple power struggle between the army and the opposition are caught in it groups which by some estimates make up to fifty percent of the ascent forces have turned against their more moderate rebel lies to talk more on this and other issues surrounding syria i'm joined live by gregory copley he's president told the international strategic studies association gregory how would you describe the situation in syria a conventional civil war you know and fact i think we've got an artificial civil
12:04 pm
war and it has been so over the past couple of years when we had saudi arabia qatar and turkey backed by the united states putting in essentially foreign elements to trigger what was believed a civil war and they've caused massive chaos there the there was not a civil war there to begin with certainly there was discontent with but shallow sides government by many elements of the population but largely this was not a civil war which was naturally occurring and if you remove the foreign elements of the foreign funding there wouldn't be a civil war there today so what we're seeing now with this real brouhaha about the chemical attack which we can talk about separately but what we're seeing with this latest. build up is a last ditch attempt to preserve the opposition elements against bashar al assad largely to support the overthrow of a pro iranian puppet if you want to one of a bit of work but in effect are we seeing a war within the war developing now for example is i know this now just been
12:05 pm
a true spoke earlier this week we saw al qaeda fighters pushing moderate rebels out of a village that they're taken control of is that indicative of what is happening now in effect another front opening up. well yes indeed in fact these these forces have always been fractious they've always also been responsive to very different masters of the turkish view the qatari view and the saudi view of what should be prized a sunni government in syria and post assad syria and all being diametrically opposed. they all wanted a different outcome the turks wanted to expand their pan ottoman view of things the saudis wanted to impose their view to the rich so that they could reach the mediterranean but qatar is one of the you. syria which could carry their pipelines let me quickly ask you about the extremists adamant though we spoke to a free syrian army spokesman about this and this is what he had to say the
12:06 pm
understood is that the syrian regime has recruited extremists to discredit the revolution and explain to the west that there's no revolution we are fighting radical groups syrian government recruiting mercenaries you had to say is there an element of truth in that you think. well i don't think i think the syrian government's got enough on its hands right now particularly when we see the qataris the saudis and the turks each sponsoring pretty radical groups. and having very little effective control on the outcomes they have poured money into really. al-qaeda or pro al-qaeda or the sunni jihadist and salafi groups all along basically with the intent of destroying bashar regardless of the outcome and that's the problem the iranian response to that of course is to mobilize its own fairly hefty forces hizbollah in the area but iran will and is responding to this by
12:07 pm
saying well if you destroy bashar will set about destroying turkey and saudi arabia so we're seeing the makings of a much larger war because of the injection by this court head of forces saudi arabia qatar turkey in the united states of putting radical forces into syria really interesting get your thoughts on this gregory thank you very much indeed gregory copley president of the international strategic studies so should know if you're not a thing. well some of the fiercest battles involving radicals have been raging near the turkish border but the influx is felt elsewhere in syria is more of a national reports from the ancient christian village of mullah further the syrian village of my luna is where the error made claimed we believed to have been spoken by jesus christ was in daily use but not so much these days after jihadists attacked this mostly christian village in syria more than two weeks ago local residents were forced to flee the battlefield that was once the native land

and calm organized life. many of them to graph huge with christian families in all damascus we try to meet them only the third house vocal has its doors for us so that. many refused to talk because their relatives remain missing they say is the best kidnapped people and they fear this could put them in even more danger and these people know well about danger three members of on two on its family were killed on the first days of the violence siege. in the morning by the shadow of a cleric the doors and all gathered in one interview i told on the run there and we won't harm you and try and make hell and shyly went there and surrounded they pointed their guns at them and started shooting i was intending my chest and. one of them often to say but i ignored him and the other one said let them die but

hundreds gathered for the funerals of the three men who they now called walters those muslims and christians the attack on malala village syrians say was an attack on their country and its way of life. the family was going to be there a mother than the group in the territory and that was worthless and christians live in ma luna but it's surrounded by the horrifying muslim villages my view maybe they see their last obstacle in their parking stone with here and two on its father in law is eighty eight years old he says nothing like this has happened in his lifetime. we were living in peace and now it seems they want to throw all the christians out of the country who prayed to god that will defeat them and kick them out another relative who's afraid to show her face says it's hard to say how many people were killed in the ruler because militants holed in the village often keep bodies for further rendition and to instill fear their goal is not assad their idea

is to establish an islamic emirate in all of the middle east however fine countries are helping them with weapons money whatever they need helping them destroy the country and people of this region special sweets sent to fight bread is served in the family to commemorate the dead. in church they held special ceremonies for several days. and again are the syrians equally shocked prayed together for their dead and in the ancient language in my lower united people for thousands of years they have now is that it can sustain them for a little longer and old over the country the two and a half year long conflict is taking lives language and shattering people's hopes original see from damascus in syria at least forty soldiers and policemen being killed in yemen where al qaeda has carried out coordinated bomb and gun attacks on several army bases human has been in open war with al qaeda since two thousand and

ten with the fighting claiming hundreds of lives and displacing tens of thousands of people a little analyst dr honey obeisance believes u.s. involvement could help solve the problem if only there was more cooperation between the governments i think all carla members in yemen is still functioning up to now despite the attacks on their leaders by the united states army by the yemeni government i think the us involvement. would have a cultural effect on the yemeni people because they would consider the united states. for an in between. if there have been some cooperation between the yemeni government and the united states army in such a situation i think people would understand the united states army came to him in yemen it's not to invade your man because such extremists a group. would keep their on a. r.t.

live here in moscow coming up reviving relations between iran and the u.s. president rouhani calls all obama to join efforts and work together to bring peace to the middle east party takes a for a look at just what they might have to overcome to achieve that. and a bleak future for europe twenty five million more people living in poverty in a dozen years from now that's the number estimated by the new reports which claims the aggressive financial cards supposed to shore up the news economy. a story still to come but first caracas has declared america's decision to deny airspace to the venezuelan president is nothing short of an act of aggression nicolas maduro was on route to china for a state visit when he was reportedly turned away from puerto rican airspace more than that venezuela says its delegates could potentially be done right american visas ahead of a major u.n. meeting next week well let's cross now to. who's following the story for us there
12:13 pm
in new york bring us up to speed on the latest developments what is happening here . well the story has unfolded in a different direction in a matter of hours after initially denying airspace to the venezuelan president the u.s. did an about face and granted approval for mr nicolas maduro to fly over puerto rico on his way to china a spokesperson for the u.s. state department so the u.s. initially denied been as well as a request because it was submitted only one day in advance instead of the mandatory three days u.s. officials say the played president or was traveling in was not a state aircraft which also required for diplomatic clearance but nonetheless the u.s. u.s. authorities eventual he granted over flight approval to the venezuelan leader now this happen only after as we earlier reported venezuelan foreign minister elliot howard told the media that the aircraft carrying majority china was forced to find
12:14 pm
an alternate flight plan because washington for him it is the plane from passing through u.s. airspace over puerto rico president or was due to arrive in beijing this weekend for bilateral talks with the chinese government now in addition to this fallout the venezuelan leader speaking on state television also is accusing the u.s. of attempting to set these conditions for one of his ministers who is planning on traveling to new york next week for the united nations general assembly debate. this you don't know you don't know your brain is where you can delegate she will attend the u.n. summit but the u.s. laid out conditions saying it might don't issue a visa to one of my ministers we're not going to be us as tourists but as delegates representing our country so the u.s. embassy must issue visas for the entire delegation you don't have to take diplomatic measures against the u.s. government i will take you to the most drastic level if necessary but i'm not going
12:15 pm
to accept any type of aggression the united states government must understand it doesn't own the u.n. . these latest incidents will likely add more animosity to the already strained relations between washington and caracas let's remember that the u.s. and venezuela have not had a masters in each other's capital since two thousand and ten that's when former venezuelan president hugo chavez expelled america's envoy from his country accusing the u.s. of backing group of military officers he said were plotting against him and also just a few months ago back in july president maduro announced that his government was halting attempts attempts to improve relations with the u.s. the move was in response to comments made by a newly appointed u.s. ambassador to the u.n. samantha power who told a senate committee that her new role would include challenging the crackdown on civil society abroad including in venezuela and what has been the general reaction
12:16 pm
so far to all of this not every day is that the president is space. not every day but it has happened before recently as a matter of fact the biggest reaction is coming from bolivian president evo morales who has called on latin american countries to recall their ambassadors from the u.s. in response to this recent incident our viewers may remember that president or alice was caught in a similar situation this summer when several european union countries denied their airspace to his jet allegedly because the u.s. suspected that n.s.a. whistleblower edward snowden was on his plane and the bolivian leader had to land in austria after portuguese authorities wouldn't let his plane land for a fueling elizabeth french authorities also wouldn't let the plane in their airspace so this latest incident against the venezuelan president demonstrates according to evo morales he says the u.s. is predisposition to humiliate other governments reena thanks very much indeed for

a thorny path for the country's let's have a look at why well here's how the tensions have been building up over the last few years it all started over a decade ago when george bush labeled iran an axis of evil following a cia report claiming that tehran had one of the most active nuclear programs in the world three years later the white house started making its first threats that the u.s. was considering an attack in two thousand and eight bush went as far as accusing iran of being the world's biggest sponsor of terrorism and urging the global community to confront the danger before it's too late two years later the u.s. joined with israel in a cyber attack in a bid to derail its nuclear program then in twenty twelve the u.s. forced world banks to stop competing oil transactions with iran now this dealt a major blow to iran's economy aggravating inflation and accelerating the nation's currency devaluation and this september a bomber reiterated that he still considers military action against iran along with

other options to apply pressure. well right now let's get more on these developments from joel rubin he's director of policy and government affairs apply all shares of fund. joel president obama said that he was ready to meet rouhani if tehran did indeed signal that it was serious about giving up its nuclear weapons program the alleged nuclear weapons program i have to add do you think he really is ready to do that. well what we've seen in the last several days is quite remarkable it's clear that there is time and space for diplomacy it's clear that the same sheens that the international community the united nations russia the europeans the united states have put on iran have really gotten the iranian leaders attention and the recent election of president rouhani with a mandate to engage it is something he's following through on and we'll see and i believe that the president's view is how to test this new gauge meant to see if
12:21 pm
there really is the chance for a diplomatic deal on the nuclear program and there are indeed signs of cooperation from iran just how far do you think it would go to in effect make peace with washington. well president rouhani said in an interview the other night that he would never make a nuclear weapon now that is certainly going to be something that american policy makers once a test that's the president's goal he has consistently said no nuclear weapon the question then is between no nuclear program and no nuclear weapon what is permissible what could the international community live with where it could be certain that iran would not make a nuclear weapon and with that verification then begin to relax some of the pressure but there are many different issues at stake here syria the region is in turmoil and so the bigger issues that the u.s. and iran have to deal with will be very complicated in the days ahead the nuclear

program may actually be the most tangible one for the negotiations and set in that context with the instability in the middle east just how important all of these developments in relations between iran and the u.s. a positive effect couldn't come at a better time perhaps for the middle east or all we being too optimistic that. well they are significant it's essential that the united states the international community is talking about these hard issues with its adversaries and allies alike the deal recently between the united states and russia on syria's chemical weapons has demonstrated that diplomacy can work now it's a question of will it be followed through by assad the same can be said for ron if we can see these issues resolved diplomatically it's going to create a sense of stability in what has been a very unstable region and that certainly is in the interest of the people who live there as well as the united states and russia briefly let's throw in the israeli
12:23 pm
factor how will israel react to the suffering of relations between the u.s. and iran. israel has historically been most concerned about iran's nuclear program becoming a nuclear weapons program they're going to need serious guarantees and certainties that that is going to be the case that iran will not develop a nuclear weapon so they are going to be very interested in this and i think that they are essentially looking at the u.s. in the international community to make certain that in the negotiations if they do go forward that clarity about iran's intentions is made clear and that's involved in a way that israel will not have to worry about that nuclear program advancing in the future thanks joe great to get your perspective on this joe ruben director of policy and govern offense right now thanks a lot for being with us here on r.t. . well always plenty for you online of course at r.t. dot com including paying a high price for desired independence scotland could face a major hike in taxes if it breaks away from the u.k.

really affecting the people who are in need the question is that state he has been dismantling the social protection systems for those who are suffering to crisis the most so people are kids twice in fact first because for example they lose their employment but their second time because any kind of social protection system that was in place to protect them and be able to get back to work is this appearing so if growth is happening now is not going to affect those most in need. time now for some more world headlines in our world update this hour bloss is written for a mosque north of baghdad killing at least eleven people the attack took place during friday prayers in the majority sunni muslim city of samarra one hundred kilometers from the capital more than five thousand people have been killed this year alone in the worst violence to hit the country for five years. seven people have been injured in kashmir is protesters clashed with police who blocked them from marching to

a town in the region self authorities used tear gas and pentagons to break up the rally the demonstrators were trying to walk to which is almost fifty kilometers from the regional capital to vent their anger at a two week curfew imposed on the town four men were killed by indian parliament she forces there a fortnight's ago. so that's opens up today for the moment about with a new team with morphine just over half an hour from now in the meantime it is politicking with all larry king after the break. as diplomats are grappling with the complexities of dismantling syria's chemical weapons all sides in the conflict continue to escalate the carnage on the ground are the western powers truly interested in negotiations with the assad regime are they biting their time searching for new opportunities to bring about regime change

12:29 pm
a priority on his political agenda he's grappling with that issue again following this week's massacre at the washington navy yard what do you make of this one senator. well you sort of have to wonder you know what can actually change people's minds here we're working real hard to see if we can get an additional five or six votes on the senate floor following this latest mass shooting but you know this is unfortunately becoming routine i mean we're almost becoming numb as a nation to the fact that every couple months we're going to have a dozen or more people killed in the fact is that we can change that you know what we already know is that this guy tried to buy an assault weapon and a law stopped him from doing it so for all the folks out there who say the laws don't matter this is an incident in which despite the destruction that happened at the navy yard it could have been worse if he had gotten his hands on a much more powerful weapon so you know we've got a whole bunch of newtown families down here coincidentally this week who are walking from office to office trying to make the case.
