in the back of the past seven days top stories and the latest developments this is the weekly. western states eager to gain a loophole for unilateral action against syria and don't care enough about peaceful efforts to resolve the syrian conflict well that's the impression the russian foreign minister says he has gained after several weeks of a diplomatic marathon to avoid possible strikes against the war torn state. has the details. two weeks ago it seemed like the united states are ready to essentially strike syria then it looks like things are going to ease up just a bit and now again russia seems to be facing some sort of alley masi especially head of the un general assembly which is to take place in new york next week so the russian foreign minister in an interview to russia's channel one has used the points that he's made before but in a very different or rather harsh manner especially when talking about the way that

the west is approaching the syrian crisis. and i remember compartments are starting to blackmail us with so they see if russia does not agree to egypt the seven resolution in the u.n. to see stop working with the chemical watchdog in the hague is completely counter to what we agreed on which john kerry namely the chemical watchdogs decision and then a supporting resolution from the u.n. a c. but without a chapter seven. the russian foreign minister said that the team of u.n. experts who were in syria last month investigating reports of alleged chemical attacks actually couldn't complete their job in its entirety caving into the pressure from the likes of the united states who seem to be determined to push their agenda in only one direction. which all parties are blinded by an ideological goals to remove the assad regime and want to show the big can call the shots in the middle east. they are mostly concerned with proving their own supremacy and not the task that we are driven by which to solve the syrian chemical weapons problem. on
12:03 pm
top of that russian foreign minister has said that there is a higher chance to the syrian rebels themselves could produce chemical weapons and homegrown laboratories has also said that those who have essentially created the syrian are continuing to cover its tracks on the whole however mr lavrov has said that it does not seem like the western powers are interested in pursuing the diplomatic solution off the matter right now. well some partners are trying to push forward it was syrian resolution. because they understand that if chapter seven is mentioned in the show as a chance for them to get approval of the un security council unilateral action which to encourage them to keep calm and stop coming up there's a. convention for the prohibition of chemical weapons on the back burner and that ties us girls according to the russian foreign minister of france and the united states and they didn't really need the report from the u.n. inspection team their minds were set up long before that and they have only used
12:04 pm
that report as yet another attempt to insist that in fact it was just the syrian government that was using chemical weapons in syria even though there is absolutely no such indication in the u.n. report as my colleague in eastern ali now reports. as chaos and violence continue in syria so does the diplomatic battle surrounding the conflict this week a u.n. investigation concluded chemical weapons were used on august twenty first environmental chemical medical fair polls that the u.n. investigators collected provide clear and compelling evidence that the surface to surface rockets used in this attack contained the nerve agent sarin we know regime possesses. and there is not a shred of evidence however that the opposition does.
12:05 pm
this is in kabul. where we said we know what is true what he meant it but the un report doesn't blame the acid regime for the attack or mention other chemical weapons attacks allegedly carried out this summer russia claims there is still no evidence the syrian government is guilty and rather many suggestions the attack was a clever attempt by rebels to push for foreign intervention we have every reason to think that it was a provocation a small provocation of course but the technique was very simple they used an old soviet missile which are no longer in service with the syrian army the key thing is that the missile carried the label made in the u.s.s.r. russia says the u.n. report was rushed and ignores relevant evidence of other chemical attacks in syria the deputy foreign minister called in damascus this week confirmed un inspectors were informed. this material which was killed by the syrian authorities was

discreetly handed over to drum the head of u.n. mission here mission of experts which came and investigated the incident but never did so on the three subsequent incidence and then sell strong was asked to look into the and eventually factor this new evidence into the final report of self from his mission you never happened in fact still the u.s. is pushing for a response based on this u.n. investigation just last week the u.s. and russia agreed to a six point plan to read syria out of its chemical weapons damascus pledged to move forward and has so far complied the chemical weapons ploy if you like by the west and by the by the jihadist was. was countered effectively by russia and damascus
12:07 pm
saying ok you want the chemical weapons you've got the chemical weapons it's interesting to note that the free syrian army disavowed that agreement and will not . in and little on the other forces will not give up their chemical weapons in this whole dispute and and john kerry the u.s. secretary of state is not even pushing on that instead he is pushing on the u.n. security council to sign a strong resolution possibly even mandating force what recently seems like a small victory for diplomacy in the syria crisis and new road is slowly going back to old ways. used to threaten force and moscow push for compromise the battle continues and he's in our r.t. washington. with the rise of radicals in syria the violence there is turning increasingly sectarian and christians are becoming a frequent target what is more of a national report in the aftermath of a brutal jihadist attack on the ancient village of. the syrian village of maher

voter turnout has been higher than expected and we'll have a report on the latest from germany with our correspondent peter all of us in just a few minutes from now naughty. what is europe's largest economy and biggest contributor to the results of the election will reverberate far beyond germany's borders and issaquah leaders in cash strapped greece will be watching closely right now as the exit polls emerge there's a couple of reports now from athens. when it comes to finances decisions made in germany are often felt right here in greece and the albums may be the birthplace of democracy ballots cast by german voters have a huge role to play in this country's future that despite two bailouts and across the board spending cuts is still struggling through one of its worst recession since the second world war unemployment just soaring and two thirds of young greeks are without work and despite to apac just west of two hundred forty billion euros revenues are still short of expectations what's more the growing consensus is that

is unlikely to get back on its feet without more help it's all a third term for chancellor merkel no more austerity as last hardship for. and how do the people here actually feel about a potential change in leadership in europe's largest creditor nation we decided to hit the streets of athens to find out take a look. at the local markets policies hurt the greeks as well as the germans but regardless of the result will be bad for us because our politicians are weak please just what was intervene so much in my country that it feels like greece is controlled by foreign politicians germany. i don't believe so. says so as you just heard there germany contributes to bailout loans to greece the policies are widely blamed huge

spending cuts and whichever way germans and voting it certainly is likely to be felt right here in greece reporting from athens from r.t. . when a general strike in greece turned ugly this week when a prominent fascist was stabbed to death the killer was apprehended at the scene and reportedly found to be a member of the far right golden dawn party the killing set off a chain of riots around greece with running battles between police and protesters officials quickly jumped on the bandwagon they may shot down as police raided its offices golden dawn is well known for terrorizing immigrants and attacking. george . professor of constitutional law he believes the rise of extremist sentiment in greece is directly linked to the state of the economy.

election have now been released we can go live as promised to all to these people of a in berlin so peter what can you tell us about these early indications of how people have been voting in this parliamentary election. right well as it stands at the moment the first lot of exit polls have been released that shows that angle of merkel's christian democrats and their sister party the c.s.u. of gathered around forty two percent of the vote with the main challenges the social democrats taking twenty six percent now the way it stands there's a lot of different parties here in germany that the campaign there is no coalitions are the norm as it stands at the moment well we're not going to see a center right coalition or a center left coalition there just aren't enough seats for either the c.s.u. c.d.u. or the s p d c what we are going to have to see is some real political wrangling going on as they try and form
12:21 pm
a coalition one potential coalition we could see that would be a massive upset would be with the social democrats if they were to get together with the greens and the left party now that would be a huge shock because well that would spell an end to angola merkel what's unlikely to happen is that the the social the the social democrats will get together with merkel's party now in germany that's known as the grand coalition where the social democrats themselves have said it just doesn't sit with them but all of this comes out over the next few hours and over the next few days what is interesting about this election is of course the five percent is five percent is what a party needs to get into the german parliament and what we're looking likely to see is one of the current coalition partners the free democrats dropping out of the parliament entirely it seems that they've only gathered around four point seven percent of the vote according to the. german television channel here their exit
12:22 pm
poll what could replace them in the parliament is the euro skeptic party alternative for deutschland now we've been covering them in the build up to these elections and they've they've grown in popularity at a steady rate they're currently according. these exit polls four point nine percent just shy of that crucial five percent mark but over the next few hours as all of the votes are added up and counted we have seen it in the past here in germany that a four point nine can quite easily turn into a five or a five point one or a five point two or you can go the other way and end up as a four point seven all of this of course just coming out coming out in the past twenty or so minutes i'll be keeping you up to date with what's going on as it transpires throughout the evening here in germany so as it stands at the moment angle of merkel's c.d.u. party taking the lion share of the vote of forty two percent that's actually the most that they've taken since one thousand nine hundred ninety in the german
12:23 pm
election these of course are all just exit poll figures bring you the latest as soon as we get it thanks people just briefly the coalition question of course hangs in the balance no doubt about merkel's party success but you're talking about over the next few hours we're only talking about the results in the last twenty minutes now when will we have actual results you say several hours when is that likely to be. well can't put an exact time on it but i would say by around midnight my time here in germany. that we should be able to get a real true picture in a couple of hours we'll get the first real the more meaty versions of these exit polls the the probable. predictions there but it's going to be a few hours yet before we can actually pin down exactly who has picked up what in this election and then of course it gets down to the coalition talks ok peter thanks so much for that all of the live in berlin more from peter as the hours progress thank you very much indeed. in iraq now saturday alone
12:24 pm
saw more than one hundred civilians killed as a ferocious wave of bloodshed battered the country once again the overwhelming majority of the victims died in a string of blast which rocked shiite neighborhoods most of them in the capital baghdad more than five and a half thousand people have been killed in iraq this year alone or journalists are said to beg who's been extensively writing on the matters of the region believes iraq won't see peace for a very long time i think if you look at this year so far it's been that good just year since two thousand and eight and this started in april when the show led government broke up antigovernment protests and that's kind of and get some of the sunnis in the country and giving fuel to the fire for the al qaeda militants so we've seen an increase in securing attacks taking place and i don't see an end in sight the u.s. really messed up stuff in in iraq they had no plan for intervention hasn't worked given fuel to al-qaeda militants i don't think international community has seen

what's taking place and i think that they've done that damage that they don't know that they had ten years and i think that what we're seeing now is internal sectarian issues taking place. this week the one you come down began until a vote on scottish independence supporters of the separation more through to promote their views however the result of the future referendum is far from obvious independence supporters say scotland would prosper alone pointing to its vast oil reserves while london says it's better off as part of the u.k. the sarah first reports from the scottish capital. see a flag here. independence rally underway in as a burst thousands of people turning out in this procession going through the streets earlier on i was talking to the head of the campaign jenkins he said that there is still a long way to go well in fact wednesday march one yet to go to the eighteenth of

september twenty fourth seeing when scottish faces will be asked of a yes or no is it beggars belief to me why people would want the government for to make decisions about themselves you know. in government. policies that they dictate and that doesn't seem like a democracy to me there's a lot of risk i think today is about a show of confidence today is about the people of scotland saying we're not afraid a lot of the no campaign or the better together campaign has been very negative. people of scotland just saying we're not afraid we are a strong independent nation we will take the opportunities that are there and a lot of people have come here with their children it's a family event and you can see the crowds coming down with their signs one of the signs i was reading earlier saying yes takes courage well it certainly does this
12:27 pm
going to take a look more than courage to get the amount that they need to see scotland become an independent country and there are some big questions this still need to be on the national majority for the palace because people be. it's a nation but more than not if you ask people we have the will and the economy to be run from a want to be if you want so security wait to be run from among them would you want to cite. myself a little boy and girl when the people see these. people these decisions for scotland to be made in school if you build these things together that's a yes vote for independence because in order to control the economy so well for him to decide but i'm not talking about a beautiful country contaminated by nuclear weapons we have to take these decisions that is what independence is if it became independent to morrow would become the eighth most prosperous country in the e.c.b. so scotland is
12:28 pm
a strong country economically the real question is can we use that economic strength to build a more just society will struggle or detained in five minutes that the scottish independence rally for this campaign gets questioned on it's the detail it's like the more hearts he will be provided when the government public says it's a white paper on independence and no uganda these people here have already made that minds up but what this referendum will rest on is the cost chunk of the population that's according to the polls will remain as yet undecided. i would say edinburgh. katie pilbeam and a business program is next venture capital. this
