5:00 pm
i didn't realize. coming up on our t.v. the closed sign is out in washington d.c. today since midnight last night the federal government has been shut down while congress bickers over a spending deal and the american people watch and worried the latest on the shutdown and its effect. in afghanistan there's a shake up in the ranks of the u.s. military two generals were fired for not having adequate protection of a giant base that was stormed by taliban fighters more on that coming up. reverend jackson was invited by the colombian rebel group the fark to mediate the release of the hostage but colombia's president has refused the meeting we'll talk about that and more with the reverend themself later in the show.
5:01 pm
it's tuesday october first five pm in washington d.c. i'm not going lopez and you are watching r t well happy government shutdown day everyone because of congress' inability and unwillingness to find a compromise on a spending bill the government has now shut down for the first time in seventeen years across the country over four hundred parts of museums have been closed over eight hundred thousand people have received furlough notices nasa has essentially shuttered the list goes on seventeen hours into the shutdown and congress is still no closer to a resolution in fact we might be moving in the exact opposite direction the senate voted today to reject the house's request to hold formal talks on a stopgap spending bill in a conference committee that stopgap measure would have been a six week spending bill to fund the government but also would have kept the congress the debate in congress going essentially kicking the can down the road
5:02 pm
president obama also weighed in on the shutdown. i will not negotiate over congress' responsibility to pay bills it's already racked up i'm not going to allow anybody to drag the good name of the united states of america through the mud just to refight a settled election or extract ideological demands nobody gets to hurt our economy and millions of hardworking families over a law you don't like there are a whole bunch of things that i'd like to see passed through congress that the house republicans haven't passed yet and i'm not out there saying well i'm not going to let america default unless congress does something that they don't want to do that's not how adults operate so there is the president once again playing the role of chief chastise or i was trying to earlier by political commentator sam sachs for
5:03 pm
the latest on this game of chicken that's going on on capitol hill and i first asked him if we are any closer to a compromise short answered no shortly after midnight as you mentioned made and republicans send back a spending house republicans sent back a spending bill to the senate with obamacare amendments attached to it and then asked the senate to hold a conference committee with them to come up with a bill now conference committee is when the senate passes a bill and the house pass a bill their differences they come together to work out those differences of course . for a conference for the past two years to get a budget a full budget passed rather than the six week spending resolution and republicans now have decided to call for this conference after the government shut down so the senate democrats have said republicans are being disingenuous here they rejected the call for conference and stripped out the obamacare stuff again so it's back on the house now there are reports that house republicans might consider another spending bill that keeps the government opens up the government partially some
5:04 pm
parks and veterans administration services but the senate democrats came forward today and said no we want a full spending bill as president obama said this is the job of congress is to pass is to make sure the government is stays open and continues its necessary functions . they come to the table and the democrats are going to budge either so that's where we stand right now almost into the evening of this first day of a government shutdown sam is there any indication how long this shutdown could last have you heard from many democrats or republicans about how long they are willing to hold out while it remains to be seen every week you go back to ninety five ninety six the government shutdown this didn't really last more than a week there but of course this is a different time and there are different issues. at stake here and you have a much more aggressive tea party republican caucus here that seems very much. willing to continue this now interestingly the house republican leadership held a press conference today and budget chairman paul ryan republican budget chairman
5:05 pm
suggested that this debate might go all the way to the debt limit in two weeks here's what he said. we have to get this right now that is coming in about two weeks most luxuries in the past and all these involved in the middle east we think that's the forcing mechanism just like let it be selected president obama signs for all of the older brother or like in one thousand a seven or one thousand nine hundred twenty all his letters because the debt limits that we think will be divorcing actually bring us to the two parties together even that though is like unlikely to bring the two parties together because house republicans are then trying to attach things related to obamacare related to the keystone pipeline to a delegate increase the senate democrats aren't going to go along with it and that president obama again reiterated that he's not going to negotiate over over the debt limit so that has some republicans coming forward looking at this situation saying look we fought the good fight we've lost that was what congressman rangle
5:06 pm
said this morning a republican we heard congressman peter king another republican echoed those same sentiments last night and i caught up with democratic congressman charlie rangle and asked him what he thinks about these more moderate republicans coming forward and trying to join democrats pass a clean spending. solution and here's what congressman rangel said. they are not courageous. but pushed the needs. they could they could raise and say no to a challenge to the leadership of the party that is relying on is in order to maintain leadership so these people would say this doesn't make sense if you want to change your look this is not the way they do it we're going to have their chance last night to do this they could have defeated the spending bill for republicans could have defeated a spending bill last night and join with democrats to pass a clean bill but they decided not to but as the government shutdown continues you can imagine pressure building more and more of these moderate republicans to come
5:07 pm
forward join with democrats and demand that a clean spending bill come to the floor of the house to be passed in reopen the government and sam we have less than a minute left but what are the economic consequences of a prolonged government shutdown while in ninety five ninety six the price tag was about a little over a billion dollars we're seeing something that each day nowadays it's about a three hundred million dollars economic loss when the government is shut down moody's estimates that this person persists for another three to four weeks we could see fifty five billion dollars. in economic losses for the united states so it's not just lost wages that we're talking about people being furloughed it's lost business activity it's lost tourism in these affects compound week to week so the longer this goes on the worse and worse the economic consequences get that seems to always be the case when you have a threat or a government shutdown as we indeed do have right now political commentator sam sachs on the hill for us thank you so much. so just about everyone has an opinion about the government shutdown right now but here are where the facts stand the
5:08 pm
government is shutdown the affordable care act is now officially rolled out congress's approval rating is a measly ten percent and the u.s. will hit its debt limit on october seventeenth but still neither side is budging so where do we go from here for more i was trying to earlier by daniel ferrazzi director at grassroots political consulting as well as mark levine former congressional tourney and the host of inside scoop and i started off by asking daniel how this all came about. well this was a convoluted strategy of senator ted cruz in order to spur fund raising and expand a fundraising list the house g.o.p. got caught off guard by this entire announcement this is the premise of the entire situation and in a desperate attempt to show that they were doing something where here where we are today in addition to that since two thousand and seven there is not been
5:09 pm
a budget passed under regular order so an abdication of responsibility from both parties on passing a budget and creating the tension that we have today feeds into where we are today but this is nothing but a blame game in the g.o.p. is going to suffer for this one long term so what is it going to take to get the g.o.p. and the democrats to work together mark it's going to take the american people to get angry it's going to take them a calling republicans it's going to take frankly wall street to collapse a little bit it's going to take the debt ceiling deadline approaches people to panic and people will panic and i think it's going to hurt republicans for quite a long time to come that one little hurt most are the few moderate republicans left the ones in the northeast the ones in states that still are competitive the ones that matter most frankly in the two thousand and fourteen elections it's interesting the majority republicans didn't want to do this as them points out this is a strategy for i minority of a minority ted cruz is running for president he wants to do some fund raising but they've backed himself into a corner and now they don't want to blink and yet they have to because the
5:10 pm
government has to be funded but this can't be soley blamed about a fringe segment of the republican party let's play it let's face it the democrats played a big role in this as well right definitely both parties as a premise played a role into where we are today and to the underlying tension however and this was i mean if the g.o.p. would have really strategized and really wanted to defund or work on defunding this law they could add the backbone and attack that mandatory spending side and expose medicare and medicaid have sold. chris and addition to that they could have just skipped the defunding and just gone for. other options the individual mandate or the medical device tax and passed the c.r. with that trying to negotiate a more long term c.r. i mean there was a lot better strategic plays that they had but i have to agree over here with mark i mean they did backed themselves into a corner they took the cruz and rubio feud back and forth one trying to one up each
5:11 pm
other and created the situation of today however the one thing i do say the g.o.p. will definitely suffer unless they find a way to come back to a cohesive message and with weak leadership that's probably not going to happen but i think the entire political structure is going to suffer because i noticed the difference between this polling wise in ninety six is it was a lot closer to a full across the board blame of both parties they kicked the bums out mentality and they have this prolongs it so if it's going to continue on that path as well put people understand though why the republicans are far more to blame than democrats you know the democrats simply want to keep the government going they frankly want to keep the government going at republican spending levels so this isn't a fight like the normal fight over how much to spend democrats have caved in completely to republican spending levels that's what they're putting forward republicans say look we know that obamacare is going to very popular and it's starting today and american people are going to like it we have to stop it before it starts we don't
5:12 pm
like this law but the concept united states says how you pass laws and obamacare was passed in the constitution if they don't like it they can try to pass a law to overturn it there are many things democrats want we like the better gun control frankly but we don't say we're going to shut down the government let you give us what we want and that's an apt point that president obama made in his rose garden speech today now on daily beast special correspondent michael to manson he wrote in an op ed that what's happening here isn't hostage taking it's political terrorism what are your thoughts on that i think that's a case of again the democrats are offering simply to keep the government going they're not attaching conditions to it they're not. saying we want background checks for the mentally ill to get guns which we'd very much like but we know we can't pass through regular order we try and we're not attaching conditions by attaching conditions the republicans are setting up something that if it were to prevail would really damage american politics for decades to come because democrats will start touching conditions and nothing would ever get done so i think it is terrorism and i think the democrats have to stand firm not just the democratic party but prevent this tactic for being used in the future and danielle let's go
5:13 pm
ahead and talk about some of the future consequences that can weigh down the economy as a result of all of this standard and poor's just two years ago as a result of the threat of a government shutdown downgraded our aaa rating star i have actually a quote from forms from standard and poor's research team about what's going on they said the current impasse over continuing resolution and debt ceiling creates an atmosphere of uncertainty that could affect confidence investment and hiring in the u.s. this sort of political brinksmanship is the dominant reason why the u.s. at the rating is no longer a triple a so obviously they have no more. then no more authority to to upgrade that than that that aaa rating score so what are we doing here are we really driving the economy back into a recession well it's amazing since that point the failure in leadership on both sides abdication of responsibility again even after the downgrade we still haven't had a budget under regular order since two thousand and seven neither party is getting
5:14 pm
the job done nobody's governing and the president right now as well is not helping the situation he's out there making speeches taking shots at everybody instead of pulling people into a room using the pope but he has been telling everyone let's get the job done but the residual effect as you had asked is the shutdown is devastating to the micro business people opening cafeterias food trucks concession stands and as this continues on those are the real people that are getting hurt on top of that govern . an employee who's trying to pay a mortgage everybody is getting hurt really except for except for lawmakers because their paychecks keep coming but i do before i let you guys go i do have to show you a couple of tweets that came out from reporters from last night talking about how drunk they thought the congress members were in the voting so you have these different people talking about oh they can smell the breasts of the congressman i mean it does kind of show in the attitude of congress at this point that they
5:15 pm
aren't even taking this well seriously look where the american people in two thousand and ten voted for a republican congress i came on t.v. and i said the american people may not know it but they're voting for gridlock they're voting for a dysfunctional congress so you know the extent that americans are complaining that only ten percent approval rating for congress i would argue americans voted for this dysfunction and they need to fix that in two thousand and fourteen by voting for the only party that's having coherent proposals and i would argue that's my party the democratic party as that is the appeal of mark levine former congressional attorney and host of the inside scoop and i was also joined by jennifer achi director at the cannes grassroots political consulting thank you so much thank you. well it has been a less than twenty four hours since the government shutdown and already we are seeing the physical effects from this political stalemate the beloved panda cam has now gone dark national parks are kicking visitors out and the us goes on for a look at the most visible signs of the government shutdown right here in the heart of the controversy here's artie's was wall. it's day one of
5:16 pm
a government shutdown it comes after lawmakers here failed to come up with a short term spending bill to fund the government now roughly eight hundred thousand federal workers are out of a job washington is feeling the pain it's really frustrating for the american people and for myself to see you know our government be so inefficient local businesses say they're getting worried we depend on the government here especially for this business and we have a lot of agencies around here so we're just going to turn a little quiet around here is among the businesses offering special shutdown deals we don't know with the purchase of a donor with a government i.d. because still big tourism is at a standstill with iconic landmarks shut down most of the places. for business are closed today all thousands of people come to d.c. each year to visit the monuments and museums but today at many of these places like
5:17 pm
here at the natural history museum they're greeted with a sign like this one announcing that they're closed this family traveled from arizona to do some sightseeing we drove our kids' friends over at arizona thousands of miles across the country hoping to. you know show them the national treasures and teach them a little bit little bit about american history and show how great this country is instead we're learning about government the world war two memorial was closed to visiting veterans until members of congress came to help break the barrier among them congresswoman michele bachmann. maybe eight to twelve of us members one member had a scissor cut the tape and then we just ask for it. block man blames the democrats for the shutdown we haven't even got return calls most of the time from the president or from harry reid even the last one the last bill said will fully fund the government bought it would you sit down with us so we could hire an ounce of
5:18 pm
concerns that we have harry reid said not to do that you just take our way or no way but many others point their finger out the republicans they're the ones who put the obamacare bill into the funding bill that has no business being there the hope now is that a deal comes to so everyone can get back to business as usual in washington our team. while civil rights leader jesse jackson is fighting for the release of an american military veteran who was captured by colombian rebels three months ago u.s. citizen and marine veteran kevin scott was captured by the revolutionary armed forces of colombia otherwise known as the far qual he was on a hiking trip on saturday reverend jackson accepted an invitation by so far to intervene something that jackson said he was a war of the willing to do but getting sutekh out of the country is not that easy colombian president juan manuel santos wrote on his twitter that only the red cross will be authorized to facilitate the handover of the north american kidnapped by
5:19 pm
the fark and that he will not allow the media to speculate this media spectacle the problem is that the red cross has been trying to stay out of the conflict so where do we go from here reverend jesse jackson is the founder and president of the rainbow push coalition and he joins me now to talk about his efforts to free kevin scott hi there reverend jackson thank you so much for joining me so go ahead and explain to us real world who kevin is and how you got involved in this case. it was a is an american veteran who was a lost somewhere in the jungles of colombia and he was thought to be a terrorist i spy he in fact was it tourist now recognizes and they're willing to turn him over to me unilaterally and on condition that when i was in colombia thought compas two weeks ago i felt that we could support the peace process between
5:20 pm
colombia and the rebels in cuba and that some out the release kevin scott would be a step in the right direction a good gesture the thought reached back to me and said i would come the cuba they would discuss it met with them discuss his release discuss the support of the government on ending the drug flow by the ground real vegetables and not papa seeds they would choose the battle of the bullet though they were going the right direction then they said you can have him the cab god is he is in the jungle in a war zone in colombia it have to have the protocol of a cease fire on both sides and we were going with the red cross retrieve them so they favor scott is free the most to retrieve i think now that our government finally gotten involved with the colombian government trying to find someone to retrieve the freed american hostage so what are some of the other astable that you are currently facing right now to get him out of colombia and what will it take to
5:21 pm
get him out. well one the obstacle was that the role of p.r. called over who is an official in colombia she stepped aside as a longer reason. now all that we need. as a cease fire on the part of the government and the rebels and as a zone of safety the request that they get involved to do the low just six of getting them out well most of the central does not want me to do it for fear they look like an outsider they have to resolve it so you can get someone from the inside of it he gets someone from was trusted by the flock and the government let them in the records bring him out is just not my freedom it is kevin scott's freedom i hope that our government which is in direct contact with mr sandoz will get them out within the forty that was i'm not i'm going back to colombia and say then to these set free now reverend jackson as i has read earlier carlos santos the
5:22 pm
president over there had it written a tweet out saying that the red cross should be the ones that intervene and that actually i'm retrieve suit today from this fark group but he also said that you being involved would create a media media spectacle what do you have to say about that well that's the. thing that this a very serious and risky and rather they and this mission i think was a santos was done so it's a good job of a lot more of the spawn to his anxiety that he was free of course his fear by the media spread to both on the ground that to bring the chemist crowd out would be a media event be a positive one for the government and the fog to arrive at an agreement to choose balance over bullets in the growth of drugs in the country and to choose democracy of a military where there's a lot of big media but believe the media vest it make us whole. sure now at the same time colombia is in the middle of aggressions with these fark rebels speaking
5:23 pm
from the u.s. standpoint president obama and others have said that the u.s. does not negotiate with terrorists why should we expect the colombian government to do so well that is interesting language the one we call a rat a terrorist next we talk in the form of president obama which is the right thing to do we should not use is realigned laying with buses to stop us from talking it's not easy it's not difficult to talk with you have to talk with her adversary is to bring about peace you bring peace between warring factions not between friends of factions so that mr sanders has endorsed the fark and his government talking in cuba and cuba is involved in the week is involved i have to think that though to go through the going for of the world but they must go through quickly that they have the desired impact and stop the long view and this isn't the first hostage negotiation that you've actually taken a part of as that well no we did so in the syria one. on the
5:24 pm
saddam hussein and brought to the rub a good bit about what is so in cuba the native former did so and and their rock and yugoslavia and syria on the saga did so a lot of the river did so in the in the gun was that we've done six or seven times a week on the know how to do it as a matter of timing and jasmine we we know how to do this and we want to do it because release your hostage is always a key to a peaceful conflict resolution and finally do you think that the red cross is prepared to arrange this release and actually do it successfully. the red cross is prepared to do logistics not be negotiators and that's the role that they should play the flop moss a person that they can trust and so the colombian government which is faya both of them agree on a person and the rick ross of the systems because it's as if they have their piece on and they see the signal on the red cross on the on the helicopter of the on that
5:25 pm
helicopter is a good thing i can say and if they can have a cease fire for a day they have one for two days three they five so let's let's stop the war the jews bogen table overbalanced we'll let's choose a battle of the bullet let's get out of the battlefield to stop the killing the militias are real efforts to stop the flow of drugs in that country that has a devastating impact on the region and the world reverend jesse jackson good luck in your africa to free this american citizen that is captured right now by the fark thank you so much for joining us thank you very much. for the first time since the vietnam war the u.s. marine corps has fired not one but two generals for not adequately preparing and protecting a base in southern afghanistan major general charles goodness was the top marine commander in southern afghanistan and major general greg stuart of on so was the senior marine aviation officer when the taliban attacked that attack resulted in
5:26 pm
the deaths of two marines and the destruction of almost an entire squadron of u.s. fighter jets that happened back on september fourteenth of last year at camp bastiaan a british run the nato air base in helmand province that lies right next to the u.s. says camp leatherneck fifteen taliban insurgents attacked the base wounding eight soldiers killing two and destroying aircrafts worth nearly two hundred million dollars the u.s. central command says that they were easily able to enter the a camp meant because the nearest watchtower to where they entered was left on land the marine corps blames the reduced security on troop drawdowns imposed by president obama over just a six month period the number of troops in general gergen this is command was reduced from seventeen thousand to seven thousand four hundred the area his troops are responsible for spanned roughly thirty six thousand miles the general did
5:27 pm
request additional forces but it was turned down the commander who was actually fired at the general says that he should have reallocated this staff to ensure the safety of the base but regardless the attack was the single largest loss of allied materials in the entire war and for that someone needs to pay so this time it's two generals. some aspects of the federal government's one secret targeted killing program have come into light like the fact that back in two thousand and eleven american citizens anwar a lock into. sun. and some near khan were killed by a cia led drone strike in the span of two weeks in yemen but what legal justification did the us government have to kill these americans without a trial or some other form of due process while this is a question that the justice and defense departments are going to court to avoid answering today the american civil liberties union and the new york times are in an
5:28 pm
appeals court to fight for their freedom of information act requests to be answered about these drone strikes the government argued successfully in federal court that the justification and the program itself was secret jaffer the deputy legal director for the a.c.l.u. who is arguing in effect kills court today said quote for several years now senior officials have publicly claimed that the targeted killing program is affected effective lawful and closely supervised if they can make these claims to the public there is no reason why they should not be required to respond to the requests under the freedom of information act the only place for the case to go after these courts is the court of appeals and that would be the supreme court. well it's a big day for nasa the agency landed us on the moon and took us to mars and it also inspired us to shoot for the stars and now it's celebrating its fifty fifth birthday today in celebration of all of nasa is wonderful achievements the agency
