live from our studio center here in moscow where it's just turned ten pm this is r.t. first we go to some breaking news just learning that militants have attempted to break into the russian embassy in the capital of libya reports say gunfire and grenade explosions were heard around the building and according to russia's foreign ministry been no casualties when last year the russian diplomatic mission was also attacked by government following moscow's veto of a un resolution on syria we'll bring you more on this story as soon as we get the details washington struggle to govern itself has already cost the american economy hundreds of millions of dollars on the first day of the government shutdown and things are likely to get even more expensive with neither republican nor democrat lawmakers willing to back down from their stance on barack obama's signature health care bill sachs as the latest from washington d.c.

. lawmakers here are pretty open about saying they have no clue how they're going to resolve this government shutdown the sticking point remains obamacare as you said with house republicans saying they'll only fund the government and reopen it if president obama's signature health is defunded or delayed the senate democrats are saying no way that's going to happen there yesterday and today there were attempts on capitol hill to provide partial funding the government just partially funded veterans administration and to fund the park service is but those aren't going anywhere as other lawmakers say they will take full funding of the full government and nothing less despite the government now being shut down those lawmakers who want to defund obamacare are still going to have leverage because in a few weeks the united states hits its debt limit deadline and they are to these lawmakers are saying the only raise the debt limit if obamacare is de lay's or or defunded and the president has said it repeatedly that he won't negotiate over this

and if the government is shut down for another few weeks until the debt limit we're looking at tens of million dollars in economic consequences one of the agencies affected by the shutdown is the national institutes of health and it announced today that they can no longer add any new patients to its lifesaving cancer clinical trials there about two hundred cancer patients including thirty children were expected to be added to these clinical trials this week they now won't be and any new patients won't be added in the coming weeks as this shutdown continues so also the food stamp program it's not just children with cancer were affected it's impoverished children too the food stamp program is shut down many impoverished families and children will be receiving the sort of food benefits they need in this is sort of a common theme that working class people in impoverished people are being most affected by this government shutdown we're also hearing that. f.d.a. food inspectors have been furloughed meaning as many as eighty three plants. every

single day are going without necessary inspections we have immigration courts closed around the country and we have the eight hundred thousand federal employees who've been furloughed now for the second day we're going to be cutting back their spending businesses are going to be hit by that we're looking at a cost of three hundred million dollars a day and if this shutdown lasts two to three weeks it could shave a full point and a half projected economic growth in the fourth quarter for the united states so really pressure is building on lawmakers to do something and do something quickly but those who have a buccal with obamacare just don't want to drop a grudge just yet the u.s. government shutdown sparked by a disagreement on capitol hill that's been brewing for years is alarming those across the world relying on america's economic and political leadership well the european central bank president mario draghi he said there is a risk to recovery for both the u.s. and the world echoing the concerns of britain's prime minister and headlines around

must say cameron's speech that was followed. but actually there were no positive policy rollouts at all so in my opinion he has of the been a severe missed opportunity or a missed opportunity so what should he have said what are the main things you think he missed out on. well quite frankly i believe that he should have brought the referendum on the european union forwards into this parliament and the problem that we also have is that this government is spending those mauch as the last labor government not getting to grips with the deficit as a whole and if you look at national debt it's going up with an astronomical amount not just per hour it's going to go and. we are in a severe crisis here in the u.k. and this government do not seem to be getting to grips with spending sixty billion pounds a year on quangos spending fifty three million pounds they are more our contributions

to the european union and twenty five million pounds a day to foreign aid i would like to see those areas flushed out of the european union something close to your heart that something is actually united the party over has you not managed to win back those euro skeptics. no you just look at how you keep is doing the poll in the polls at the moment we're still polling in the mid teens but a number of conservative m.p.'s who would like to do with deal with you care so we don't stand against them or the next general election this doesn't look like a party which is united to me and quite frankly i don't believe david cameron is a conservative voters the problem he's a social democrat he's in coalition with bedfellows in the liberal democrats he was a more modern and he's not uniting the party because the grassroots are the polls generally what they become in trying to do particularly on wind farms particularly on gay marriage and particular. you're saying you keep is looking fairly robust but hasn't stolen your thunder in many ways is increasingly tough now on immigration this is one of your main manifesto so part of your manifesto this is something he's

russia has its own strategic interest in the area but also it wants to prevent precedents from being established for using military intervention outside the united nation frameworks and ultimately as i said it it's trying to work towards preserving its strategic interests so that is seen perceived particularly through syria and at the role they played before in libya it's. going to stick by our i mean i wouldn't exaggerate if i said at a certain level yeah it's kind of russia's no playing there all that or is it being perceived the way the united states used to be perceived perhaps a few years back. so i think there is partially there is a failure of the russians to actually explain what they're doing but they had at the same time it cannot but come across that a certain segment and out of world hostile policy and that's obviously in instances where you look in libya for example to make it very clear target the words the

usual suspects and see just why they call the libyan authorities so protect foreign missions embassies that diplomats operating in the country. well that goes back to the nub of the question i mean we see in a four minute formally what looked like a democratic process that elections happened and people were taking power through negotiations but that's all completely divorced from the stew ation on who actually controls you know this word the monopoly over who controls the means of violence the arms the weapons on the street which are the militias and in order to discuss that you have to go back to the story of how the libyan uprising developed how their systems the military help from the west who did it end up in the hands off and more of these people that weren't known at all and they didn't necessarily represent the complexity and diversity of the of the libyan people or the libyan nation so you end up creating a situation of bias in the ground or
