streets of the nation's capital yesterday afternoon after a driver attempted to enter a secure area near the white house and then struck police officers in an attempt to get away chase ended after police shot dead the driver of the car and unarmed thirty four year old mother who had her one year old daughter in the car as well archie's liz wall is at the u.s. capitol with the latest details. a day after a high speed chase came to a deadly end here near the capital we're learning more about the suspect in this case police have identified her as thirty four year old miriam carey a dental hygienist from stamford connecticut police have searched her home in connecticut and found medication for schizophrenia and other mental disorders people close to her say that she suffered from postpartum depression and there's of course that kerry believe that president obama was putting the city of stamford under surveillance at her home under surveillance her family members say they have

no idea why she was in washington d.c. police say that this all started when the suspect tried to ram her black infinity sedan into a barrier at the white house and that's what set off this high speed chase from the white house to the capitol here law enforcement say shots rang out in two separate areas now at this point all of those shots are believed to be from law enforcement a suspect has been confirmed that there was a one year old child inside of that car that child police say that child was unharmed physically unharmed was taken to a hospital and evaluated and is now in custody of the two officers that were hurt in traffic incident that happened during the chase questions remain over a motive but it's becoming more clear that the suspect suffered from mental issues the incident put the capitol building under a lot down as we know a historic government shutdown is underway as lawmakers inside of the capitol

cannot come to an agreement on a budget deal now law enforcement did make it clear though that this is. to terrorism. and washington liz wahl article. and now on to the eight hundred thousand federal workers who are still furloughed as the government shutdown persists and today for the economy leaking about three hundred million dollars a day with cancer stricken americans being denied access to treatment and with impoverished families seeing their food benefit lifelines dry up republicans in congress are not backing down from their demands to get something anything in return for any deal to reopen the government and raise the debt limit even if it's not any concession on obamacare and this isn't just the stance they're taking publicly they're taking it in private to earlier this week an open mike picked up this private exchange between republican senators mitch mcconnell and rand paul. i'm all wired up here.

congressional democrats in the white house. you know when we have a crisis like we're in the middle of this week the american people expect their leaders to sit down and try to resolve their differences i was at the white house the other night and to listen the president some twenty times explain to me why he was going to negotiate. that journalism to the majority leader in the united states senate describe to me that he's not going to talk until we surrender and then the more i find i get the wall street journal out and it says well we don't care how long this lasts because we're winning and this isn't some damn game in spite the heated rhetoric and no end in sight for this government shutdown there could be some good news in the way of avoiding a catastrophic default by not raising the debt limit on thursday the new york times reported that speaker boehner will do what he can to avoid

a default including relying on mostly democratic votes to raise the debt limit should he be forced into that situation and he may actually be forced to hold a similar vote to reopen the government as democrats are reportedly using a parliamentarian procedure known as a discharge petition to bring a clean spending bill to the floor of the house if democrats can collect two hundred eight hundred signatures which means getting republicans to sign on as well then they can force a vote to end the government shutdown in as little as two weeks but at this point still no deal as hundreds of thousands of federal workers close out of work week without a paycheck now to get perspective from capitol hill from a member of congress involved in this process i sat down earlier with republican representative leonard lance of new jersey and i started by asking him why he thinks both republicans and democrats are to blame for this. i think that we should fund the government and certainly we should pay our bills on time and the fact that

the government is now in a balance i think is a failure of all of those who serve in washington i would hope that the president would come to the negotiating table as we republicans have suggested on the republican side i would have preferred to have a continuing resolution voted in july and then we could proceed with negotiations from that point but we are where we are and i think that we should all sit down at the table and i would particularly encourage the president the united states to do so in the spirit of bipartisan cooperation what do you make of what democrats say that they'll sit at the table once the government gets funded should negotiations continue as the government shuts down or should we fix that problem and then negotiate over larger spending bills i think we should be negotiating right now and. majority leader cantor has come to the table with

their remembers of a conference they are our negotiators and i would hope the democratic members would come to the table as well and certainly i think that the president the united states should participate in these negotiations presidents in the past have been involved and that was true between president bill clinton and speaker of the house newt gingrich and i think it should be true in this situation as well the source negotiations go the democrats say they've caved to republicans on the actual spending number which is below one trillion dollars on this senate spending resolution democrats wanted above a trillion dollars given that this is a spending bill after all what more do you expect democrats who control the senate the white house and have two hundred seats in the house to give up in this fight. i would hope that the democrats would be willing to address some of the cursor turns we have regarding the president's health care legislation for example everybody in

america should be treated equally and that is not now the case the president's administration has given years exemption to big business this is a democratic administration giving a pass to big business it seems to me that that should apply across the board to individuals as well as big business and certainly in a related area congress should live by the rules that are made and the rules contained in the affordable care act to say that members of congress should go into the health care exchanges and i think these are rather modest suggestions and i hope that the administration would at least negotiate on them what do you make the people who say this sets a dangerous precedent of governing let's turn the tables here would you think it was ok for democrats to shut down the government to repeal medicare part d. or to enact new gun control reform or a public option isn't it a dangerous president to legislate issues with the threat of shutdown. i do not

favor a continued shutdown and i hope that there can be negotiations. currying right away regarding the issue of the affordable care act the polls indicate that. a majority of the american people at least to want it postponed and so i think given the fact that that is where the american people are at the very least the administration and our colleagues in the senate on the democratic side should be willing to negotiate with us and of course in a negotiation not all of my views might prevail and i understand that but i do think that there ought to be a spirit of cooperation through the negotiation process in the lower spending number that's already been offered by democrats isn't enough of a compromise i certainly think that that is a good number and. pleased that the democratic members of the congress have agreed

to that number or at least some of them have i'm not sure that that would receive uniform support from democratic colleagues but i think that is an appropriate number and i think that we should recognize that that is the path forward regarding discretionary spending. i would hope we could get back to regular order with the annual appropriations process of. appropriating bills for the various departments of government and indeed that's what we're doing in the house of representatives with various appropriations bills that we continue to pass over the course of the shutdown congress from new york times reported that speaker boehner will let them default and if we get to that point he's willing to put a clean debt limit hike on the floor and pass it with a majority of democratic support if he does that would you continue to support him as speaker of the house. i have great confidence in speaker boehner and i'm

a strong supporter of speaker boehner is and the article in the new york times today is a reiteration of his publicly held views that we should not default on our obligations and we have a responsibility moving forward in that regard and i agree with speaker boehner that we should never default on our fundamental obligations and i hope we do not reach that point and i'm certainly working with others to make sure that that point is not reached so if we got to the point where you would support a clean debt limit increase. i would hope that the debt limit increase could include some reforms regarding the real cost drivers for our federal budget terry concerns for example in prior negotiations on raising the debt ceiling but that's not a great i don't it's not a clean it's not

a clean don't think about an appropriate to discuss that's not a clean hike we're talking just a clean just to raise the debt limit if it got to the seventeenth and that's what we're faced with would you support it. i'm sure that there will be discussions as to how not to go into default and i want speaker boehner to be able to negotiate with the white house on that issue fundamentally i believe that we should always pay our bills and always pay our bills on time congressman leonard lance thank you so much thank you very much for having me. alongside the debates about shutdowns and debt limits there's been a quiet movement on capitol hill to do something about taxes tax writing committee chairman max baucus and dave camp went on a nationwide tour earlier this year to promote simplifying the tax code and while both democrats and republicans may agree that it needs to be done they don't agree on which taxes which she's been which taxes should stay and which taxes should go artie's period boring tells us more on one of those taxes in contention the estate

but the estate tax is a constant threat over his head we. you always have to worry about what happens if i die prematurely and as well as anyone can play in these bird complex tax was are always very fluid never changing republican representative kevin brady and senator john thune introduced bills in the house and the senate sure appeal the estate tax they both have wide bipartisan support but either have made it through their respective committees a necessary procedure before being able to come to the floor for a vote brady claims that the death tax remains the number one reason a family owned farms and businesses don't survive to the next generation it is by far the most unfair on a mercan tax imaginable proponents of the estate tax say that it is a large inheritance is that under entrepreneurship famous british politician winston churchill said that estate taxes were a certain corrective against the development of

a twelve year old kid who took liquid tylenol to cure a sore throat back in one nine hundred ninety nine after just a week on the medicine he began to vomit blood and the emergency room doctors told him he had suffered severe liver damage and just a few days after that he was declared brain dead lab work showed he mistakenly took just four tablespoons more of the medicine per day than he was supposed to and then there is antonio bennett who once worked as a special assistant to george h.w. bush in one thousand nine hundred three he took tylenol after coming down with the flu and while he never exceeded the maximum dosage he did occasionally drink alcohol. after a few days bennett was in a coma on life support and in need of a liver transplant now keep in mind at the time nothing on the box warned about the risk of drinking alcohol while taking the medicine these are just two stories of people who have fallen victim to this accidental overdose in the past but there are

countless more meeting the same fate according to an ongoing study funded by the national institute for health a set amount of overdose sends as many as seventy eight thousand americans to the emergency room each year thirty three thousand results and hospitalizations and the drug is now considered the nation's leading cause of acute liver failure the u.s. food and drug administration has long been aware of the studies that show these risks and in fact in one thousand nine hundred seventy seven an expert panel convened by the f.d.a. said it was obligatory so put a warning on the drugs label reading severe liver damage however believe it or not the label didn't get added until thirty two years later in one thousand night in one nine hundred seventy seven the f.d.a. also said it would issue safety guidelines for how the drug should be administered but fast forward thirty six years later to two thousand and thirteen and americans are still awaiting new f.d.a. regulations on the drug but the agency is not the only challenge to more regulation

pushing a series of bills to reform the n.s.a. on wednesday an outline of a bill being worked on by republican jim sensenbrenner who wrote the patriot act and democrat john conyers as well as senator patrick leahy would limit the n.s.a.'s ability to engage in bulk collection of americans phone metadata under section two fifteen of the patriot act the bill also strengthens rules against targeting americans with searches of the n.s.a. databases and gives companies the opportunity to release just how many orders they've received from the government to turn over their customers data now to break down all these issues and other tech stuff in the news i'm joined by archie's a steve the web producer and your book a sad injury thanks for coming on here so let's break down the story about lava bit and this was an e-mail service used by edward snowden and four hundred thousand other people exactly but i'm guessing it was the edward snowden affair that really brought the attention over you tell me here what have we learned about how the federal government put pressure on this company that eventually forced it to close

its doors ok back up a few months first guardian leaks this first big n.s.a. leaks first week in june ok june ninth edward snowden comes out there we see the video is everywhere him sitting in the hong kong hotel room we learned who edward snowden is on june ninth on june tenth the federal government went to lava bit and they said that they wanted to track a specific user now only this week to get all these over one hundred sixty three pages of documents unsealed so we're only starting to really understand the full grasp of the what this legal fights been going through the last couple of months but we know that a day after this person edward snowden appeared in the media they got. and was trying to get access to his e-mails and the dollar levison who is a thirty one thirty two year old man from dallas he founded this company ten years ago he wrote a few thousand lines of code he went i'm going to make a company where people can get e-mail and it's going to be secure it's going to be encrypted everything is encrypted you know give me a few bucks a month i'm going to give you this awesome e-mail service that word snowden four

hundred thousand people logged on they became members and when the government said look we really need to find this one guy right here we really need to know information well doris i will look if i if you want to encrypt this information if you want to decrypt it rather you decrypting everything if i if i give you this master key that's that's just giving you the key to the whole house right all the other doors are unlocked once you go through here and so he fought it he fought it tooth and nail for months actually and i mean did so fight worth fighting if you ask me because he wasn't actually allowed to acknowledge that this existed until this week so we know that the government went to this super secure allegedly encrypted e-mail service demanded access to a century everyone's data and he fought it and now it's a big to do it's being fought in the fourth circuit court of appeals and it's going to have monster metal implications about how the government can access you know let's talk about those have limitations i mean what does this say about the

precarious situation that e-mail services and online providers are working in in this environment where the n.s.a. wants access to everything pretty much you know if anything i think the good thing that we can take out of this is that the government had to fight so hard to get these security keys the s.s.l. keys or to decrypt this e-mail they had to take this guy to court he relented he actually when he finally went to give them his encryption keys he supplied them with an eleven page kind of doubt that contained the keys are in an approximately four point five and that he. investigators said it was just a legible they couldn't do anything with it so we kind of prolong this whole matter for weeks and eventually months but anyways we're trying to get here is if the government actually had to do so much work to try to get this information that's reassuring to people who think that the government can see everything like we know that the government you know may or may not have back doors and some companies we

know that they've asked a lot of companies to install back doors whether it's facebook google or whatever we know that the government really wants to be able to access the stuff can they access it all not necessarily if there is strong enough encryption which we learned about right here if someone can actually keep that key secure enough and keep it hidden can keep it in a way that the government can't access it can't rely on an eleven page document to decrypt things then maybe our communications are secure so if anything i think it's proving that the government isn't as all powerful as we feared they were in terms of this really interesting point here let's move on to the reform bills that are coming down the hill this this latest one that i just mentioned works to limit whatever say you can do under section two to them to try to act in the bulk metadata collection it addresses the back door search loophole that ron wyden has been warning about it allows companies like lobbying other companies to reveal when they get these orders for information we have just about a minute left what do you make of these reforms are they go far enough is it a good start to have any chance of passing it's
