didio for your media project c.e.o. don de r t dot com. coming up on t.v. in the nation's capital a woman was fatally shot as she tried to drive through barricades near the white house and capitol building and then led police on a high speed chase and what we've learned about the suspect and how police responded to the scare head of a government shutdown has now entered day four lawmakers on capitol hill are still playing the blame game but is there any chance to break the impasse the latest coming out last year the i.r.s. collected billions of dollars in taxes but some are calling for a change to the state tax critics say the tax is having a hardship on small businesses we'll look at the issue later in the show. it's friday october fourth eight pm in washington d.c.

i'm sam sax and you're watching r.t. and we begin with the wild series of events that took place here in washington d.c. on thursday more details are emerging about that high speed chase through the streets of the nation's capital yesterday afternoon after a driver attempted to enter a secure area near the white house and then struck police officers in a time to get away that chase ended after police shot dead the driver of the car unarmed thirty four year old mother who had her one year old daughter in the car as well arty's liz wall was out the u.s. capitol with the latest details. well a day after a high speed chase came to a deadly here near the capital we're learning more about the suspect in this case police have identified her as thirty four year old miriam carey a dental hygienist from stamford connecticut police have searched her home in connecticut and found medications for schizophrenia and other mental disorders people close to her say that she suffered from postpartum depression there's

a ports that carry a believe that president obama was putting the city of stanford under surveillance at her home under surveillance her family members say they have no idea why she was in washington d.c. police say that this all started when the suspect tried to ram her black infinity sedan into a barrier at the white house and that's what set off this high speed chase from the white house to the capitol here law enforcement say shots rang out in two separate areas now at this point all of those shots are believed to be from law enforcement the suspect has been confirmed dead there was a one year old child inside of that car that tiled police say that tiled was unharmed physically unharmed was taken to a hospital and evaluated and is now in custody of the two officers were hurt in traffic incident that happened during the chase questions remain over a motive but it's becoming more clear that the suspect suffered from mental issues

the incident put the capitol building under a lockdown as we know a historic government shutdown is underway as lawmakers inside of the capitol cannot come to an agreement on a budget deal now a law enforcement did make it clear though that this is an isolated case and they do not believe that there are any ties to terrorism it remains under investigation and washington live all are too but yesterday members of congress applauded the actions taken by police and the majority leader in expressing our gratitude. to the capitol police. but the question remains did police take a step too far in using deadly force against an unarmed woman who had her one year old child in the car well discuss this more i was joined earlier by todd jasper the associate director of homeland security and emergency management at m.s.a.

inc and i asked him if law enforcement are trained to react differently given the locations of yesterday's car chase and if that's alternately what resulted in the use of lethal force it's a great question so unlike normal law enforcement which is you know writing tickets pulling people over making arrests that i think one foresman around secure areas like the white house the capitol is focused primarily on access control right they want to keep the people in that are supposed to be there they want to keep the people out there are not supposed to be there so law enforcement throughout the united states have a very high standard for using deadly force and we saw that yesterday she hit several people several police officers before they actually ended up using a weapon so it's a different type of law enforcement but the same standard is there for lethal force and it's very high how much of the fact that she was in a car make this threat i guess more real to the police here i mean

a lot of members of congress were interviewed and they said they when they heard gunshots they thought it might be something like terrorism or something like that in the back of their car police told to react that there might be a bomb in the car or something and then at all costs that must be neutralized well so there's a few things there first the weapon itself the car is a weapon itself. she was going to multiple high value areas right multiple highly secure areas not just the white house but also the capitol. and so clearly they need to stop that too. from continuing now she was. pretty much a weapon in herself because she kept on trying to get through security and trying to use that weapon against the police well i mean looking back we can see the threats the police believed were out there but at the end of the day we have you know a thirty four year old mother who was suffering from mental illness who was shot

dead in front of her one year old child and i looked a lot of people and since you was brought on by yourself maybe it was a misunderstanding she turned to the security checkpoints and had some sort of breakdown or anything like that there was a point in the chase and there's been video of it in which the car was stopped in front of the in front of the capitol way and there's been some criticism leveled the way police handled that they should have been a better job blocking the car there or once they had the car stopped to shoot out the tires are those legitimate criticisms at the moment not really those are what you see people shoot out tires in the movies in real life shooting that point in your gun and shooting it out of tired there's a lot of collateral damage that could happen from that really are only authorized to use a weapon like a gun if you're deadly force authorized so if you're not you shouldn't use it so shooting out a tire can lead to ricochets and other people being hurt or at least not really trained to really shoot out tires wrecked that's not common at all there was a one year old in the car and police say that they weren't aware of the one year

old in the car until after this was resolved and after they had shot the suspect given the bullets that were exchanged up in front of the capitol and then down the road by the senate office buildings it's a miracle that the baby wasn't injured have the child been injured in this shootout tragically she'd been injured would that have led to a change of procedure here and would we still see capitol police or capitol members of congress on capitol hill applauding the police's actions well so what we do know is that the i think the. the credit of the officers they didn't shoot randomly or just haphazardly they were very very discriminating about it they only targeted the driver and ensure that no one else was hurt and that's the case so the child wasn't hurt if the child was hurt i think it would be more questions but in this case it's very clear the child wasn't hurt the police acted very courageously

the after september eleventh we the september eleventh commission probably promised a lot more inner agency communication yesterday we had an instance in which there was a high speed chase coming from the white house down pennsylvania to the capitol and we know that the barricades that protect the capitol and protect the senate office buildings in that whole area weren't deployed until even after the shoot out from the capitol including the police car that was that was broken down and constitution avenue was wrecked because it ran over one of those barricades as it was raising up did police respond the way they should have was the communication interagency communication in place the way we've been told it should be in place and i think it's surprising but the answer is yes from my experience and from my knowledge of the situation they were very tactical and strategic when they just deployed those dollars and so the idea was not to keep the person out at that point because the

chase was coming so quickly to the capitol was to keep it contained and to keep it keep the car from be able to go elsewhere so it's done with a purpose certainly a story with still lot of questions to be answered about what drove this woman to do this unfortunately we might not ever know those answers todd jasper associate director of homeland security emergency management at m.s.a. thank you. and now on to the eight hundred thousand federal workers who are still furloughed as the government shutdown persistent today for the economy leaking about three hundred million dollars a day with cancer stricken americans being denied access to treatment and with impoverished families seeing their food benefit lifeline strike up republicans in congress are not backing down from their demands to get something in return for any deal to reopen the government and raise the debt limit even if it's not any concessions on obamacare and this isn't just the stance they're taking publicly they're taking it in private to earlier this week an open mike picked up this

private exchange between republican senators mitch mcconnell and rand paul pm second of all wired up here. again. i don't think they poll tested we won't negotiate i think it's time to say that. and i just came to our meeting. but. we keep saying we wanted to defund it. why no we don't want to be. we're going to win unclear what a victory looks like in these eyes of the senate republicans who on wednesday blasted their colleague senator ted cruz in a private luncheon accusing him of not having an actual strategy when he first started this obamacare fight over the budget meanwhile the democratic leader of the senate harry reid ripped his counterpart in the house speaker john boehner telling

reporters that speaker boehner is acting like a coward this morning baner responded with this attack against congressional democrats and the white house you know what we have a crisis like we're in the middle of this week the american people expect their leaders to sit down and try to resolve their differences. i was at the white house the other night and a list of the president some twenty times explain to me why he was going to negotiate. that journalism to the majority leader in the united states senate describe to me that he's not going to talk until we surrender and then the war and you get the wall street journal out and it says well we don't care how long this lasts because we're winning and this isn't some damn game but despite the heated rhetoric and no end in sight for this government shutdown there could be some good news in the way of avoiding a catastrophic default by not raising the debt limit on thursday the new york times

reported that speaker boehner will do what he can to avoid a default including relying on mostly democratic votes to raise the debt limit should he be forced into that situation and he may actually be forced to hold a similar vote to reopen the government as democrats are reportedly using a parliamentarian procedure known as a discharge petition to bring a clean spending bill to the floor of the house if democrats can collect two hundred eight hundred signatures which means getting republicans to sign on to then they can force a vote to end the government shutdown in as little as two weeks but at this point still no deal as hundreds of thousands of federal workers close out of work week without a paycheck now to get perspective from capitol hill from a member of congress involved in this process i sat down earlier with republican representative leonard lance of new jersey and i started by asking him why he thinks both republicans and democrats are to blame for this. i think that we should

fund the government and certainly we should pay our bills on time and the fact that the government is now in a balance i think is a failure of all of those who serve in washington i would hope that the president would come to the negotiating table as we republicans have suggested on the republican side i would have preferred to have a continuing resolution voted in july and then we could proceed with negotiations from that point but we are where we are and i think that we should all sit down at the table and i would particularly encourage the president the united states to do so in the spirit of bipartisan cooperation what do you make of what democrats say that they'll sit at the table once the government gets funded should negotiations continue as the government shuts down or should we fix that problem and then negotiate over larger spending bills. i think we should be negotiating right now and. majority leader cantor has come to the table with

their remembers of a conference they are our negotiators and i would hope the democratic members would come to the table as well and certainly i think that the president the united states should participate in these negotiations presidents in the past have been involved and that was true between president bill clinton and speaker of the house newt gingrich and i think it should be true in this situation as well the source negotiations go the democrats say they've caved to republicans on the actual spending number which is below one trillion dollars on this senate spending resolution democrats wanted above a trillion dollars given that this is a spending bill after all what more do you expect democrats who control the senate the white house and have two hundred seats in the house to give up in this fight. i would hope that the democrats would be willing to address some of the cursor turns

we have regarding the president's health care legislation for example everybody in america should be treated equally and that is not now the case the president's administration has given years exemption to big business this is a democratic administration giving a pass to big business it seems to me that that should apply across the board to individuals as well as big business and certainly in a related area congress should live by the rules that are made and the rules contained in the affordable care act to say that members of congress should go into the health care exchanges and i think these are rather modest suggestions and i hope that the administration would at least negotiate on them what do you make the people who say this sets a dangerous precedent of governing let's turn the tables here would you think it was ok for democrats to shut down the government to repeal medicare part d. or to enact new gun control reform or a public option isn't it

a dangerous president to legislate issues with the threat of shutdown. i do not favor a continued shutdown and i hope that there can be negotiations. currying right away regarding the issue of the affordable care act the polls indicate that. a majority of the american people at least want it postponed and so i think given the fact that that is where the american people are at the very least the administration and our colleagues in the senate on the democratic side should be willing to negotiate with us and of course in a negotiation not all of my views might prevail and i understand that but i do think that there ought to be a spirit of cooperation through the negotiation process in the lower spending number that's already been offered by democrats isn't enough of a compromise i certainly think that that is

a good number and. pleased that the democratic members of the congress have agreed to that number or at least some of them have i'm not sure that that would receive uniform support from democratic colleagues but i think that is an appropriate number and i think that we should recognize that that is the path forward regarding discretionary spending. i would hope we could get back to regular order with the annual appropriations process of. appropriating bills for the various departments of government and indeed that's what we're doing in the house of representatives with various appropriations bills that we continue to pass over the course of the shutdown congress for the new york times reported that speaker boehner won't let them default and if we get to that point he's willing to put a clean debt limit hike on the floor and pass it with a majority of democratic support if he does that would you continue to support him as speaker of the house. i have great confidence in speaker boehner and i'm

a strong supporter of speaker boehner is and the article in the new york times today is a reiteration of his publicly held views that we should not default on our obligations and we have a responsibility moving forward in that regard and i agree with speaker boehner that we should never default on our fundamental obligations and i hope we do not reach that point and i'm certainly working with others to make sure that that point is not reached so if we got to the point where you would support a clean debt limit increase. i would hope that the debt limit increase could include some reforms regarding the real cost drivers for our federal budget terry concerns for example in prior negotiations on raising the

debt ceiling but that's not a very i don't it's not a clean sky it's not a clean don't think about an appropriate to discuss that's not a clean hike we're talking just a clean just to raise the debt limit if it got to the seventeenth and that's what we're faced with would you support it. i'm sure that there will be discussions as to how not to go into default and i want speaker boehner to be able to negotiate with the white house on that issue fundamentally i believe that we should always pay our bills and always pay our bills on time congressman leonard lance thank you so much thank you very much for having me. still ahead here on our t.v. there's been calls to reform the tax code here in the u.s. one tax that critics say is hurting small business is the estate tax often called the death tax that story after the break. a piece of. it was

a quiet movement on capitol hill to do something about taxes tax writing committee chairman max baucus and dave camp went on a nationwide tour earlier this year to promote simplifying the tax code and while both democrats and republicans may agree that it needs simplifying they don't agree on which taxes should stay and which should go artie's perry and boring tells us more on one of those taxes and contention your state tax. it was benjamin franklin who told us nothing is certain in this world except death and taxes but i don't think a man death taxes the i.r.s. defines the death tax as a tax on your right to transfer property or only called the estate tax it's purpose is to discourage family dynasties at the time of death anything a person owns over a certain amount is taxed at a forty percent rate is only affects a small percentage of americans however some small family businesses are saying this tax is falling on the wrong people or family owns and i am the second generation so i watched. the new for the tax waters for

a few years here trying to figure out how to test the company on the next generation without losing some of it caramel don't you know the c.f.o. of elko a family business her father grew from seven employees to almost one hundred today she says the tax will hurt the future of her family business it would impact just reduced to barely you know a company like ours. all of the most of our profits go right back into the company we have to carry a hugely expensive and injury and unintended consequence of the estate taxes that family businesses that are often inventory rich but cash poor are forced to sell parts or the entire company just to pay taxes palmer shown ings is the founder of the family business coalition he's dedicated to protecting family businesses and killing the death tax at the top of his priority list what we really have is. shift of walt out of the family business sector into the larger multinational

corporations it's the exact opposite of the intended effect of the tax bruce in the event of another family business owner hopes to pass a grand harvest wines on to his two sons who both worked for him i started with nothing worked very hard and it's been a real thrilling experience for me to have two of my sons want to continue this but the estate tax is a constant threat over the head with. we always have to worry about what happens prematurely and as well as anyone can play these very complex tax laws are always ever changing republican representatives kevin brady and senator john thune introduced bills in the house and the senate to repeal the estate tax they both have wide bipartisan support but either have made it through their respective committees a necessary procedure before being able to come to the floor for a vote brady claims that the death tax remains the number one reason

a family owned farms and businesses don't survive to the next generation it is by far the most. in tax imaginable proponents of the estate tax say that it is a large inheritance as they hinder entrepreneurship famous british politician winston churchill said that estate taxes were a certain corrective against the development of a race of vital rich but that idea is cold comfort to small business owners who fear the effects of the death tax on their life's work the only alternative is you have to fill in the inventory you have to hold back on expansion plans maybe you have to so that ranch or two or in the worst case it could be that you have to sell the company the government's justification for the estate tax is that it raises revenues and reduces and come and in quality however small business owners who are already overwhelmed by the complexities in the tax code feel that it perpetuates rather than solve the issue of any quality but one thing we can all agree on is that you can't take the money with you to the grave and washington d.c.

channel owned by comcast who also donated hundreds of thousands of dollars to obama and whose content is eighty five percent opinion and only fifteen percent actual reporting according to a recent pew report that by design and he asked the u.s. government shutdown it caused millions of dollars and hurt americans in a variety of ways but covering that with hard core facts is not what c.n.n. and m.s.m. easy are fighting about studies are concluding that humans have almost certainly caused climate change and that if we don't change our ways we're all going to die basically but that's also not what these two networks are duking it out about hundreds of thousands of people are dying every year in wars being fought for greed but that pales in comparison to what's really worth fighting over in the news and bad is. means while all of these horrible things were going on both c.n.n.

and i must then be sent out press releases about how they are the best contender not because of the new as they're reporting obviously you know they are the champs according to the selves because of their radio. and the best part is they both claim to be number one in the ratings they both specifically said they beat each other out there and then press release bad c.n.n. tops at most n.b.c. for a second straight quarter and less than these really sad m.s.m. b c top c.n.n. for third quarter two thousand and thirteen so both of them beat the crap out of each other according to themselves and technically they're both right and must n.b.c. beat c.n.n. during weekday evenings the and then beat m.s.m. d.c. during the daytime they both have one round in this fight and they both feel really good about it so despite the fact that both fighters basically deliver the same
