the american people are furious businesses are enraged and the world economy is held hostage but for lawmakers in washington it's career over country less than forty eight hours remain that the united states to weather the deadlock and avoid defaulting on its seventeen trillion dollar debt. the n.s.a. surveillance scandal sparks an exodus from the dot com domain and a global push now to shield sensitive data from government spies is reporting that . and the suspect in the mud of that spot sunday's ethnic rioting here in moscow is to take after a five day manhunt tensions are still simmering here in the capital with a nationalist rally held on the same day as a major muslim holiday. even
2:01 pm
ten pm here in moscow this tuesday evening my name is kevin oh and this is our top story that u.s. senators are trying to hash together a stopgap fix to restore state functions and dodge an imminent default they've now got less than two days left to do so or risk sparking a crisis that would plunge the world into economic chaos on top of that is artesian this and now he tells us next the public mood is turning sour. this self-inflicted shutdown is causing panic around the world as washington scrambles to avoid default the global economy is at risk of being thrust back into recession while at home millions will have to cut their losses either way deal or no deal businesses that were unable to work at full capacity for public sector contracts which will see delays in payment and unemployment which is already on the rise due to the shutdown
2:02 pm
but possibly the most ironic thing about this government shutdown now in its third week is that it's not saving money it's costing america at least one hundred sixty million dollars a day and given the crisis has entered its fifteenth day the overall costs could be as much as two and a half billion dollars and that number of course is expected to grow and the political debate is hampering a rise in the debt ceiling but also leaving sick americans out in the cold for each week of the shutdown hundreds of patients cannot be accepted for treatment at the national institutes of health including cancer patients seventy five percent of the staff is not working because of the shutdown and it's the patients in need of medical treatment that are suffering veterans are outraged at the closing of public parks and war monuments due to this shutdown the government has run out of cash to pay some eight hundred thousand federal workers during the deadlock over the weekend thousands came out in d.c.
2:03 pm
and stormed the barricades at a world war two memorial calling for the government to stop using veterans as political pawns in this battle for the budget while another group of retired military personnel are set to protest here in washington d.c. this week again starting their rally at that war memorial the department of veterans affairs is seeing the backlog a disability disability claims grow along with the frustration and uncertainty among the military community also prominent faith leaders are set to join locked out workers at republican offices to pray. and march for an end to the suck down they're expected to call attention to each representative stance on the debt ceiling encouraging them to vote to end this standoff so as this sat down continues we are seeing more and more protests in the capital and more more people in different groups demanding the government do their job and get a budget passed and snow there in washington d.c. while there may be progress some but it's not all good the deal being talked about
2:04 pm
wouldn't resolve the crisis we'd rather kick the can down the road setting the scene for another budget showdown in the next year let's talk now to gary augustine the executive director of the disabled american veterans organization joined us from the line are there gary thanks for your time you were at the veterans' protests in washington we've been covering it extensively on this channel but your voice doesn't seem to have been heard you and your organization does it well we are hoping that it's going to be heard but there is some real problems associated with the shutdown for veterans. in many different aspects we understand that if the shutdown continues through the twenty first of this month november checks will not be forthcoming there could be devastating for many ill and injured veterans who are on compensation and pension who. may be their primary or their only income if it doesn't come in the first of november they might
2:05 pm
not be able to pay for their mortgages their rent their utility bills or even put food on the table so it is a tremendous problem there's a lot of blame going around particular months to veterans they're blaming the president for in fact this is one of your colleagues your fellow colleagues a fellow veterans that we heard from is take a listen to see what he thinks is to blame here because our president should be willing to go and sit down and negotiate you but he's not called people over he's pretty you lou. into the president he should have done more he's been aloof do you think. well i think there's enough blame to go around all of washington. it's a shame that is come to this point. our view i believe is that congress should work together to put forth
2:06 pm
a. bill that the president will be willing to sign so that we get the government up and running. there are many issues. as we understand that but veteran shouldn't be held hostage and should be used as pawns in the negotiations between congress and the white house obviously you're going to represent your guys but of course you could also have that argument with the parents maybe of sick children getting the life saving drugs etc all that's on hold at the moment shouldn't you be that you served your country another how deep this must have been should you be there to shoulder this problem along with everybody else well there's no doubt that a shutdown doesn't help anyone it's causes problems for everyone in the country obviously we're veterans advocates so our main concern is how our veterans and especially ill and injured veterans that have problems associated with their military service are
2:07 pm
being affected by the government and you know when the call came for us to do our duty when we were wearing our uniforms we did what was asked of us congress has been sent to. washington to do a job and we believe that they should do their job without resorting to shutdowns or part of the whole american democracy and this is this is the way it works this is the country that you fought for what is it in this mess that made you feel that just less than forty eight hours to go america is in this state. i think that there's a polarization that's happening in our politics it seems a compromise is not something that they look for. it has to be working together no matter what your views on shutting down the government is not a way to negotiate when you know what you're hearing sounds like common sense exactly
2:08 pm
gary thank you for what you're saying in there get your message across that very augustine executive director of the disabled american veterans organization appreciate it. so why then is the world so concerned about both us shutdown and a possible default well it's because america's debt is so huge almost every major nation holds some of it now analysts say the biggest danger here is the knock on effect if the u.s. defaults banks then take massive losses on their bonds which are paid for by the pensioners the savers the investors if the banks go business is the next to fall because they can't get the loans they need and then after that oh we're looking at the eurozone it's the world's economy that takes a massive hit starting with america's biggest trade partner the e.u. economist and former british treasury official neil mackinnon says that even before any of this song folds though america's already suffered a major loss. i think that the one of the key problems that american policymakers
2:09 pm
face is that this ongoing fiscal dysfunction and periodic fiscal crises you'll recall that we were down this road back in two thousand and eleven when america was stripped of its aaa status by standard and poor's and then we had the fiscal cliff at the end of two thousand and twelve it was a real risk of america falling back into an economic recession and here we go again with the shutdown and the debt ceiling crisis and i think these periodic crises undermine confidence in u.s. economic policy they undermine confidence in the u.s. dollar as the world's leading reserve currency and if this continues if this dysfunction continues then over time i think the more nervous investors will be more downside risks for the global financial system more of a chance that the u.s. economy falls into recession which would inevitably have a knock on effect elsewhere in the global economies. as will be looking for

a reform of the international monetary system and they'll be challenging the role of the dollar as the leading reserve currency america's national security agency could soon see its global surveillance powers stunted as foreign firms move to bolster this cyber defenses germany's biggest telecom company now is playing to use this data away from the n.s.a.'s grasp peter all of us got a story. here inside one of the main offices of germany's largest telecommunications operates and they are coming up with a plan that they hope will protect their customers information from the prying eyes of security services telecom has announced that they will only be using german servers for all communications inside germany in the future this is something they have said perhaps they would like to roll out to across europe but for now it's only going to be here in germany that information e-mails and phone calls and text messages will only travel on german service now this comes out following the

revelations of just how much germany was spied on a sponsor by the n.s.a. and british secret service is all of this coming out from the the leaks that edward snowden revealed to to various media outlets in fact just to sum up how much germany was spied on one leak that was revealed in beagle news magazine in june of this year showed it's around half a million e-mails phone calls and text messages were intercepted in germany in the for each month the announcement by telecom is actually probably prompted all the major operators to say that yes they want to follow suit vodafone among them as well. telefonica said they would also try to roll this out for their customers however there are some that are skeptical of whether it could work due to the the nature of the modern communications however telecom is saying that they're determined to protect their customers information from the prying eyes of the spice

. and the good founder of bug planet dot info wiki leaks part the web site thinks that merely rerouting data those not enough to ensure privacy. unfortunately in germany we have a situation that the trustworthiness of our foreign and interior intelligence service watching there a high level of cooperation with a national security agency and with a british government communications headquarter. does not make them trustworthy at all so if they can intercept the stuff. they might handed over in bargain to the americans which is not helpful so this means that what is to be done is to ensure and whatever level in whatever country that encryption for the end user is becoming available like easy to use and as a standard tool because you also send your postal letters in an envelope and so

should you do with your e-mail it is a crusade against it is worldwide spy web is brazil with plans now of launching an encrypted evil service colors of form so for this to take knowledge in society if we did you know explain to me a bit earlier what exactly led to this initiative you see now going to be a new national service rendered by the federal processing doubt the agency from brazil not only to government but to all citizens it was really interesting that when this whole say scandal in the leaks that we have heard in brazil it was revealed that our president was using the outlook the software for reading email so that was really surprising because people were not thinking that that kind of software could pose some trads or some some risks for governmental representatives but the for the whole of the whole citizens as well so it's going to have a major push in security for email. at our website we're reporting on how the

france the us russia plus germany. got the story. iran's latest proposal is to tighten international control over its nuclear program in an effort to prove that it's not developing nuclear weapons european union officials have already said that the proposal is useful when it comes to boosting trust but it's really the final result what's going to matter now this is iran's first meeting over its nuclear program with the world six powers which include the u.s. britain france germany china and russia since hassan rouhani was elected as the country's new president one of the first things he said is that he hoped iran and the west would be able to reach an understanding over its nuclear program in the near future confirming that tehran fully supports the idea of a nuclear free middle east now also read ahead of the conference in geneva we've heard from the iranian foreign minister who said that he hoped to be able to draw up some sort of a roadmap according to russian diplomats. the meeting in geneva has now become

a true test of how constructive the west could be adding that economic sanctions on iran have been hampering seriously the negotiations israel would widely believed to have nuclear weapons many are now raising the question is israel more interested in reaching some sort of a constructive ending in the iranian nuclear dispute or is it more interested in diverting international attention from itself you've got this kind of r t brussels . a number of comments before the conference including one from the israeli leader put something of a damper on hopes for a breakthrough probably just a by the minute you know you said quote i think it would be an historic mistake to ease sanctions when they are so close to achieving their goals his thoughts were echoed to by the top republican on the senate foreign relations committee two things congress should put in place tough conditions in iran quote before easing any sanctions on a slightly more upbeat note the spokesman of the e.u. foreign policy chief catherine ashton said this morning that there's

over at least eight of them in law enforcement but ethnic tensions are still brewing in the city just tonight we learned that a group of young men attacked a random azerbaijani cafe they broke the windows and the door. luckily no one was injured there and then in a separate incident in moscow we heard a group of men from central asia attacked someone's car many fear there will be a series of ethnically motivated crimes russia is not immune to hate crimes especially with tensions or religulous with gratian and other issues so you can imagine in the wake of the right it's security has been very tight in moscow i could see it here at the mosque the city deployed police forces four thousand people to make sure that the celebrations are peaceful and safe for the public. law and security paid off in southern moscow where a gathering of nationalists labels quote. took place almost three hundred people

2:23 pm
there's an argument hotting up in spain right now the country still mired in financial difficulty the government's come up with a rather unusual proposal calling for attacks on solar energy it's like. this is one of the sun. the sun is also. with some spanish cities enjoying an average of three thousand hours of sun each year the nation's been one of the leading providers of solar energy the trouble is they're pretty thing so much of the production capacity now exceeds the market by i think fifty percent and that's when the government found itself in that produces to the cina twenty six billion euro so in a big the scale back the use of solar panels the government decided to attack those who use the you know their way of taxing the very behavior they spent the last decade trying to encourage critics of the proposal say this will damage things
2:24 pm
progress towards meeting european renewable energy goals and could set a dangerous precedent for other struggling e.u. countries like greece who are remiss to be contemplating a similar tax spain's energy regulator agrees and has called the proposed toll economically viable and discriminatory they've been most blindsided by the idea people like pedro here invested his money in installing a solar panel in his home. with the new taxes there making it cheaper to buy your energy from the big companies rather than use the power of. the government argues that the tax is fair as those using solar energy still require the use of the conventional energy grids and say this tax will contribute to the cost of maintenance but the solar lobby say the new tax will extend the time it takes for solar panels to pay for themselves from eight to twenty five years as for the fine
2:25 pm
that could be levied if. people like peg don't pay up well that's being set it's a mind boggling thirty million year oh i already know people who are removing their solar panels protesters say that simply to scare people into submission but as to whether it's working for padre you're going to pay the tax. you know. the laws against your rights you have the right to refuse to do with the government tells you i'm going to continue with solar and i'm not going to pay the tax with such strong resistance across the sunny state spain's government may have a fight on its hands and could be left wondering if the proposed tax is such a bright idea after all so the spain. the possible sometimes sunshine tax is the only thing getting people there hot under the collar place near barcelona failed to break up or picket hundreds of workers at

looking. to fifty. happy monday guys i'm at the martin and this is breaking. sad news to report out of india today at least twenty one people have died and tens of thousands have been locked homeless up a tropical cyclone phailin hit the eastern part of the country over the weekend now of course every death in the natural disasters tragic but consider this and one nine hundred ninety nine the last time a cyclon hit this powerful part of eastern india a shocking ten thousand people lost their lives ten thousand crew the low casualty number this time around demonstrates india's vastly improved infrastructure communication systems incredibly government authorities were able to facilitate the evacuation of nearly a million people in
2:29 pm
a very short amount of time which begs the question if the indian government can effectively manage a logistical nightmare and one of the poorest regions on the planet why can't the greatest country in the history of the world do the same just reckon back to the horrific response to hurricane katrina in two thousand and five c. bush in his cronies took theirs so we asked time to respond as water flooded into the poorest parts of new orleans and mississippi killing over eighteen hundred people but you don't even have to look back that far to see serious issues with this country's disaster management just last year category three hurricane sandy destroyed wired so was of the eastern seaboard and killed two hundred eighty five people more than ten times the casualties we just saw with india's cycle on the equivalent of what's a category four hurricane so instead of investing in the world policing i mean this country should take a cue from india and invest more in the safety of its own people.
