the american people are furious businesses are in raged and the world economy is held hostage but lawmakers in washington it's career over country less than forty eight hours remain there the united states to end the deadlock and avoid defaulting on its seventeen trillion dollar debt. the others say surveillance scandal sparks an exodus from the dot com domain and global push to shield sensitive data from governments by. the suspect in the murder that sparked some of these ethnic rioting here in moscow to tell you after a five day manhunt tensions are still simmering in the capital with a nationalist rally held on the same day as a major muslim holiday. it's

eleven pm here in moscow this tuesday even my name is kevin when you're watching r t it's good to have you company our top story u.s. senators are trying to hash together a stopgap fix to restore state functions and dodge an imminent default they've got less than two days to do so or risk sparking a crisis that would plunge the world into economic chaos and on top of that says artesian this in no way tells us the public mood is turning sour. this self-inflicted shutdown is causing panic around the world as washington scrambles to avoid default the global economy is at risk of being thrust back into recession while at home millions will have to cut their losses either way deal or no deal businesses that were unable to work at full capacity for public sector contracts which will see delays in payment and unemployment which is already on the rise due
3:02 pm
to the shutdown but possibly the most ironic thing about this government shutdown now in its third week is that it's not saving money it's costing america at least one hundred sixty million dollars a day and given the crisis has entered its fifteenth day the overall cost could be as much as two and a half billion dollars and that number of course is expected to grow and the political debate is hampering a rise in the debt ceiling but also leaving sick americans out in the cold for each week of the shutdown hundreds of patients cannot be accepted for treatment at the national institutes of health including cancer patients seventy five percent of the staff is not working because of the shutdown and it's the patients in need of medical treatment that are suffering veterans are outraged at the closing of public parks and war monuments due to this shutdown the government has run out of cash to pay some eight hundred thousand federal workers during the deadlock over the
3:03 pm
weekend thousands came out in d.c. and stormed the barricades at a world war two memorial calling for the government to stop using veterans as political pawns in this battle for the budget while another group of retired military personnel are set to protest here in washington d.c. this week again starting their rally at that war memorial the department of veterans affairs is seeing the backlog of disability disability claims grow along with the frustration and uncertainty among the military community also prominent faith leaders are set to join locked out workers at republican offices to pray. and march for an end to the sub down there expected to call attention to each representative stance on the debt ceiling encouraging them to vote to end this standoff so as this sat down continues we are seeing more and more protests in the capital and more more people in different groups demanding the government do their job and get a budget passed. listen now either there will be progress but it's not all good
3:04 pm
than the deal being talked about now wouldn't resolve the crisis but rather kick the can down the road setting the scene for another budget showdown early next year let's talk a little rock will chairman of a little more mrs institute which defends the free market hi there good evening what's it to be default or a last minute salvation here what do you think. well i wouldn't call it a salvation to heaven but i i think there probably will be a last a last minute deal of like to see a default so we were going to get a balanced budget that forces the government to live on its income and stop borrowing far too much borrowing by the american government really everybody in american society has too much and we need less debt and if we want less debt the only way we'll ever get these birds to do it in washington is just you know don't raise the debt ceiling well i'm sure many people agree with you but the not quite implications will be it renders what may have put not only american no will to fight happened no be wonderful the idea that the whole world is sustained by growing american debt that it has to be more and more borrowing in order to you
3:05 pm
know make everybody prosperous it doesn't work by the way unemployment rates are horrific rates all over the world the western world none of us feel comfortable economically we're all worried about the future the government is is is harming us so the idea that you know less government is somehow harmful it's just the reverse this is a course keynesianism that we have to have more government more spending more debt perpetually and that will make us all wealthy no it doesn't help the banks that helps the government helps the military industrial complex and you know all the big companies associated with the governor it hurts regular people so we want an end to the debt and we want much less spending i'd like an end to the spending but unfortunately that's not going to come but there's a slight chance that we might see an end to the debt. come forty eight hours if there is no agreement central banks make contingency plans around the world to try and shore themselves up could they actually. protect against the worst of the
3:06 pm
fallout if it does happen well first of all the government does a huge amount of spending that so-called off budget is not part of the budget so it's not affected you know affected by a lot of these risk and these alleged restrictions that goes on and of course why do they need to tax anybody why do they need to borrow the money why doesn't ben bernanke. he just printed all i mean we're told that this is wonderful for us quantitative easing why don't they you know quintuple quantitative easing and just to handle everything that way so if you can believe anything they say it's a good you know the old as the old british saying never believe anything till it's been officially denied on the beds side of that we should believe the republicans or the democrats they don't have the people's business at heart they only have themselves in the special wondrous blue while you're on the lights in history when the economic crisis raging in the year is congress both had a lot to say on the matter we got a clip from obama for a couple of those take a quick listen we're going through. a financial crisis that is
3:07 pm
scaring the world. and they're trying to take responsible actions but those actions have been quite as quick as they need to be the biggest headwind the american economy is facing right now is uncertainty about europe because it's affecting global markets while on the shoes now back on the other foot why should we be taking a bit more of his coat advice that begs the question though lou well it's always somebody else's fault right it's not his fault it's not the american government's fault it's you know those guys and those guys in europe so the nation that's fundamentally at fault for the trouble in the world is the u.s. government it's got the biggest economy or the biggest debt the biggest spending biggest military all the wars it's you know it's waging if they really are worried about you know they don't have enough money one of the shutdown the n.s.a. and stuff spying on everybody one of the bring the troops home from afghanistan and iraq and yemen pakistan and all the rest of the places stop killing people that would say could really in dollars that would solve all the budget problems that's
3:08 pm
my advice to mr obama who shows a lot of people who would say what you say makes perfect sense that lou rockwell thank you for your time chairman of the week for mrs institute thank you governor. so why is the world so concerned about both the u.s. shutdown and a possible to fold after it will is because america's huge debt to be talking about there is so huge every major nation holds some of it that's the problem analysts say the biggest danger is the knock on effect if the u.s. defaults banks then take massive losses on their bonds which are paid for by the pressures savers investors if the banks go bust businesses for next they can't get the loans that they need enough to vote of course world's economy takes a massive hit the euro zone's their it's america's biggest trade partner economist and former british treasury official neil mckinnon says that even before any of that unfolds that scenario america's already suffered major losses i think that the one of the key problems that american policymakers face is that this ongoing
3:09 pm
fiscal dysfunction and periodic fiscal crises you'll recall that we were down this road back in two thousand and eleven when america was stripped of its aaa status by standard and poor's and then we had the fiscal cliff at the end of two thousand and twelve were it was a real risk of america falling back into an economic recession and here we go again with the shutdown and the debt ceiling crisis and i think these periodic crises undermine confidence in u.s. economic policy they undermine confidence in the u.s. dollar as the world's leading reserve currency and if this continues if this dysfunction continues then over time i think the more nervous investors will be more downside risks for the global financial system more of a chance that the u.s. economy falls into recession which would inevitably have a knock on effect elsewhere in the global economies international investors will be looking for a reform of the international monetary system and they'll be challenging the role

of the dollar as the leading reserve currency. america's national security agency could soon see its global surveillance powers stunted as foreign first move to bolster this cyber defenses germany's biggest telecom company meantime is playing to reroute users data away from the n.s.a.'s grasp artie's peter all of us got the story tonight. here inside one of the main offices of germany's largest telecommunications operates and they are coming up with a plan that they hope will protect their customers information from the prying eyes of security services telecom has announced that they will only be using german service for all communications inside germany in the future this is something they have said perhaps they would like to roll out to across europe but for now it's only going to be here in germany that information e-mails and phone calls and text messages will only travel on german service now this comes out following the

revelations of just how much germany was spied on as sponsored by the n.s.a. and british secret service is all of this coming out from the the leaks that edward snowden revealed to various media outlets in fact just to sum up how much germany was spied on one leak that was revealed in beagle news magazine in june of this year showed it's around half a billion e-mails phone calls and text messages were intercepted in germany in the for each month the announcement by telecom is actually probably prompted all the major operators to say that yes they want to follow suit vodafone among them as well as telefonica said they would also try to roll this out for their customers however there are some that are skeptical of whether it could work due to the the nature of the modern communications however telecom is saying that they're determined to protect their customers information from the prying eyes of the spice

. people to my kids founder of bug planet dot info it's a wiki leaks part the web site he thinks that merely rerouting data that was enough to show a previously. unfortunately in germany we have a situation that the trustworthiness of our foreign and interior intelligence service watching there a high level of cooperation with the national security agency and with the british government communications headquarter. does not make them trustworthy at all so if they can intercept the stuff. they might handed over in bargain to the americans which is not helpful so this means that what is to be done is to ensure and whatever level in whatever country that encryption for the end user is becoming a bailable like easy to use and as a standard tool because you also send your postal letters in an envelope and so

should you do with your email lead to the crusade against the n.s.a. is worldwide spiderwebs brazil two with plans now launching an encrypted e-mail service color so from so from the institute of technology and society of rio explain to me what exactly led to the initiative going to be a new national service rendered by the federal processing that agency from brazil not only to government but to all citizens it was really interesting that when this whole say scandal and the leaks that we have heard in brazil it was revealed that our president was using outlook the software for reading email so that was really surprising because people were not thinking that that kind of software could pose some or some some risks for governmental representatives but the for the whole for the whole citizens as well so it's going to have a major push in security for email. on our website. on how the n.s.a.

latest proposal is to take international control over its nuclear program in an effort to prove its not developing nuclear weapons european union officials have already said that the proposal is useful when it comes to boosting trust but it's really the final result what's going to matter now this is iran's first meeting over its nuclear program the world six powers which include the u.s. britain france germany china and russia since her son rouhani was elected as the country's new president one of the first things he said is that he hoped iran and the west would be able to reach an understanding over its nuclear program in the near future confirming that tehran fully supports the idea of a nuclear free middle east now also read ahead of the conference in geneva we've heard from the iranian foreign minister who said that he hoped they'd be able to draw up some sort of a roadmap according to russian diplomats. the meeting in geneva has now become a true test of how constructive the west could be adding that economic sanctions on

iran have been hampering seriously negotiations israel would widely believed to have nuclear weapons many are now raising the question is israel more interested in reaching some sort of a constructive ending in the iranian nuclear dispute or is it more interested in diverting international attention from itself is going off r.t. brussels well a number of comments before the conference including one from the israeli leader put something of a damper on the hopes for a breakthrough promised a pretty minute you know said quote i think it would be an historic mistake to ease sanctions when they're so close to achieving what they want to do and their goals his thoughts were echoed too by the top republican on the senate foreign relations committee who thinks congress should put in place quote tough conditions on iran before any easing of sanctions on a slightly more upbeat note the spokeswoman for e.u. foreign policy chief catherine ashton said there is a sense of cautious optimism but now is the time for results professor of political

communication to run university forward is he told me negotiations are being made in good faith but could yet be derailed. i think the iranian side is very much ready for some sort of settlement and the nuclear portfolio i think there are a good number of people within the u.s. administration that want the same thing but we have to worry about is the radicals that are associated with the government both inside the u.s. government and outside the u.s. government people who are working for a lobby in the united states and they don't want to see a deal they want to threaten iran and sanction iranian people those are the people that we have to worry about i think. leadership is very much speaking in the same tone in the same lines what they want is they want to get the sanctions removed and to do that they're willing to actually put everything on the table except that enrichment ability inside the country. next tonight here's

3:23 pm
a gian in energy debt as sarah first reports. there's an argument hotting up in spain right now the country still mired in financial difficulty the government's come up with a rather unusual proposal calling for attacks on solar energy it's like. this is one of the sun. the sun is also. with some spanish cities enjoying an average of three thousand hours of sun each year the nation's been one of the leading providers of solar energy the trouble is they're pretty thing so much that production capacity now exceeds the market by sixty percent and if when the government found itself in that produces to the cina twenty six billion euro so in a bid to scale back the use of solar panels the government decided to tax those who use the in other words taxing the very behavior they spent the last decade trying to encourage critics of the proposal say this will damage things progress towards
3:24 pm
meeting european when you pull energy goals and kids set a dangerous precedent for other struggling e.u. countries like greece who are remiss to be contemplating a similar tax playings energy regulator agrees and his cool the proposed toll economically viable and discriminatory those who've been most blindsided by the idea people like pedro here invested his money in installing a solar panel in his her. new taxes they're making it cheaper to buy your energy from the big companies rather than use the power from your panels the government target is that the taxes there is there is using solar energy still require the use of the conventional energy grids and say this tax will contribute to the cost of maintenance but the solar lobby say the new tax will extend the time it takes the solar panels to pay for themselves from eight to twenty five years as for the fine
3:25 pm
that could be levied if. people like page eight don't pay up well that's being set it's a mind boggling thirty million year i already know people who are removing their solar panels protesters say that's simply to scare people into submission but as to whether it's working for perjury then it's going to play that you know. long google groups who are the laws against your rights you have the right to refuse to do with the government tells you i'm going to continue with solar and i'm not going to be the tax. strong resistance across the sunny state spain's government may have a fight on its hands and could be left wondering if the proposed tax is such a bright idea after all so r.t. . or more new scenarios while this possible sunshine tax is the only thing getting sprayed hot under the collar police have barcelona failed to break up this picket

a nice round it would make heaven as usual for us now and again tonight taking a shed yule technical break we will therefore be off the air until six hundred g.m.t. tomorrow i do hope you can join us at some point then as the programs continue as usual so while us program for tonight after the break max and stacey look at china's push for economic did merican as nation for me very good night. switzerland will soon vote if they should start giving out thousands of dollars in cash to every adult citizen in the country you heard me right there's a grassroots campaign that is trying to get the government to give out to every adult citizen two thousand five hundred swiss francs approximately two thousand
3:28 pm
eight hundred dollars per month the motivation for the project is that many in switzerland fear that the financial crisis has caused wealth inequality to skyrocket you know i'm not an expert at swiss culture so maybe people there are different but if they gave out thousands of free dollars per month anywhere i've lived you would see the majority of people going into early retirement and not working at all and it's sort of like how they tell people not to feed the bears at parks because then the bears lose their instincts and will go hunt because getting a sandwich thrown at them is a lot easier i mean why go through the effort of auditing when the sandwich just magically appears handouts often creates law according to reuters some people are proposing a much better law for switzerland limiting executive pay to being twelve times higher than that of the lowest paid employee although this plan is making headlines it seems like a much better idea because it doesn't to motivate people to be productive and yet it would create almost utopia like levels of wealthy quality also if the bosses salary is tied to the employees that a lot of people be getting raises very soon this one to. the ratio is much better
3:29 pm
than the free swiss francs and it gets my seal of approval but that's just my opinion. welcome to the kaiser report i-max kaiser you know this past week has been packed with some of the funniest moments of a d.m. merican izing world in america they floated the idea of obama legal experts consider such the least on can only way to avoid a u.s. debt default in the event the jerks in clouds of the senate fail to raise the debt ceiling.
