life for most of us and here in moscow which just turned nine pm this is international. government offices in ukraine functioning again off to troops police dismantle some of the barricades that paralyzed the city it's been a dead diplomacy in several key meeting sheffield. is there for us. weeks of stalemate and some violent clashes a possible breakthrough ukrainian president viktor yanukovych has agreed to release all the protesters who've been arrested throughout the course of these demonstrations and he's also hinted that he could sign at the e.u. association agreement after all he says that he could sign it is early as march of kiev in brussels can strike a deal which doesn't harm the ukrainian economy now e.u.
12:02 pm
officials had earlier said that the deal does remain on the table but that it was known negotiable can be interesting to see what the response from the opposition is to these concessions they have course have a number of key demands which included the resignation of president yana code which of these government and a snap election now this all comes on a day of diplomacy in the capital ghana coverts met with three former ukrainian presidents to discuss the situation and help likely for all diplomats from america and europe are also in kiev the assistant secretary of state victoria nuland and e.u. foreign policy chief catherine ashton and meeting representatives from both sides to try and find it a diplomatic and political solution to the standoff and the opposition movement continue to be boycotted by support from overseas but as i now report not all the information to find its way onto the streets of kiev is accurate. he traveled

around the world in an instant he gave hope and support to the protesters ensuring freezing conditions on kiev's independence square he represented unity and solidarity only he was a lie because he was even reach we had on the official twitter page of opposition party fatherland as real news with a common but the whole world is supporting the cranium protesters or done created a hoax photo showing the united states and brazil had lit up their most famous monuments in the colors of the ukrainian flag as a show of support to kiev up. mission movement people camping out are made and don't check this information hoaxes are spread to instigate people into more action to prevent protestors from running out of steam and to draw more support for a certain political power this is just one piece of false information that is either helped fuel the protests or given them an injection of support in recent days media reports that ukrainian president viktor yanukovych had agreed to join

russia's customs union hard in the resolve of many on may down even though the story was immediately denied by moscow and kiev those who remember the you so-called orange revolution in two thousand and four will remember we were told then that the russian suspects not special forces lurking in the woods in a careful way to interact they were and nothing happened so we're seeing a kind of propaganda war psychological war taking place and using these rumors of both the crackdown domestically and even foreign interference rumors spread quickly on the internet and many a taken is fact one minute it's claimed russia is going to cross the border and help stamp out the protests the next special forces shipped in from all over ukraine and tanks are rumbling their way into central kiev all helping fear and agitation rumble their way into the minds of the protesters who right now you can see how tense the situation is we are in a sort of no man's land outside the presidential palace and to my right hand side you can see a line of riot police who formed

a blockade not allowing any protesters in but if you pan around to my left hand side you can see the protesters have set up their own blockade not allowing anyone in to carry out their official business and we're left with this rather tense standoff it's clear that when the situation is tense is there any misinformation whether deliberate or not has the potential for huge consequences both scots r.t. kiev ukraine. and historian dr marcus papadopoulos i spoke to him a little earlier here in r.t. international he says the visits of the western diplomats to kiev are ultimately aimed at using ukraine to isolate russia certainly to try and themselves as knights in shining armor that save the day in ukraine. that line is being sponsored by western media it would make a great hollywood movie it really woods the reality of course is very different the reality is that the crisis in ukraine has been instigated by the west and i say the

west's interests the european union because the european union is a key component of the west and what we're seeing is not simply a matter of does ukraine join the european union or the customs union for the west it's a matter of what has been going on for the last twenty years since the collapse of the soviet union the west for the last twenty years has been attempting to place a sanitary cordon around russia. and we'll be bringing you more expert opinion and analysis of events there in ukraine as well as live updates from the capital throughout the day all the latest developments are also available on our website party dot com. damage to a company's reputation and a whole host of legal and economic risks well these are the main threats outlined by the u.k. government to any firms thinking of doing any business with their partners in

israeli settlements in the west bank are these tests are similar explains what is behind the reaction. the explicit expression of its position over israeli settlements in occupied territories which are considered illegal under international law the u.k. government's trade and investment arm had issued a warning to british businesses over the risks of involvement in economic and financial activities in the settlement said one of those could be a potential damage to the company's reputation now i spoke with the u.k. trade and investment arm and they told me of these are voluntary a guidelines but they did also confirm that the u.k. government does not recognize the occupied territories including the settlements as part of israel and insisted that business and respect for human rights should go had it had on two thousand not the british government issued another voluntary guidelines to retailers and supermarkets to allow them to label the settlement produce so that consumers can make an informed choice on their purchases so this isn't the first time that such

a warning has been issued here in europe earlier this year in july you had also said that it would stop granting funds to bodies that include academic or research institutions and also anyone with links to israeli settlements and also said that any future contracts between the e.u. and israel must explicitly exclude the settlements now reaction to that warning. had drawn a lot of criticism from israel an official calling it an earthquake and the israeli prime minister benjamin netanyahu angry over what he called external dicked us i was for is reaction to this u.s. u.k. warning is concerned it has been more subdued the israeli embassy here in london had told the guardian newspaper that was troubled and concerned however it did welcome the confirmation of the guidelines that the british government is also opposed to any outright boycott. the author and journalist covering the middle east says that israel realizes get away with building settlements will. officials

expressed their disappointment with this new measure and you know the disappointment of course is to do with the fact that for a very long time now israel has been able to continue with this policy of settlement expansion in the occupied west bank despite this being against international law despite being urged to restrain and to stop doing so by the international community and it has assumed for a long time that it would just be talk that it will carry on doing what it wants and it will get knuckles and that's about it but now we're starting to see actual change when the e.u. issued its directive in july and it's very the peace organization likened it to pouring a bucket of cold water over a drunk has that sort of shock factor and shock effect on the israeli government poor greeks are clinging to dear life a new report shows as much of a quarter of the population cannot afford the most basic of health care but it

children and pregnant women in danger that's one of the dot com right now and also the moment. lock them up and throw away the key well that seems to be the psychology behind a booming u.s. federal prison population has grown thirty percent in a decade and is norrin a seven billion dollar hole in the budget. a day after introducing an amnesty bill that would pardon tens of thousands of people to mark the twentieth anniversary of the constitution that it putin has got together with russia's top human rights watch dogs now the aim of this is to get the kremlin and some of its chief critics to try and work together. was there for. it's really important to understand that some of these people meeting with the president today are among the most fierce critics of the kremlin but the day wasn't really about accusations but it was more about celebration and quite
12:11 pm
a relaxed and friendly atmosphere inside the residence of the head of state they had some champagne and they really marked the twentieth anniversary. with science stressing that human rights are both its focus and its core but of course it wasn't only about russia a main a loss and the authorities clearly are working on a massive amnesty draft which could affect up to twenty five thousand people in assoon as news about the plan came out speculation began and it's still continuing over me benefit from it and i've spoken to some of the representatives of the human rights groups who met with the president today and they said there's a good chance that the so-called six thirty the group of activists who were arrested in the russian north me see charges listed against them it could also affect pussy riot so they could potentially be turned from jail sooner than their actual sentence time and other opposition activists could also be freed from jail as well but we do know this is still speculation but we do know that the plan and
12:12 pm
the sound should not include serious crimes so severe. that of course he will be freed from jail in the near future and returning to today's meeting it was quite a friendly atmosphere like i said and the president also quoted nelson mandela saying that freedom isn't only about escaping from hangups but it's also about respecting the freedoms of others. you go to prison over there with the parliament still hashing out the fine print but let's consider who might fall under the bill for nell nonviolent offenders jailed for up to five years could see their crimes pardoned those considered particularly vulnerable for economical health reasons or specifically targeted combat veterans pregnant women and young offenders could see their slates wiped clean and the bill makes a special case for those charged with taking part in a mass disorder or hooliganism regardless of their age well as meeting today may have ended with human rights activists but they began

with the military top brass russia's president ordered the armed forces to focus first and foremost on a new front in the arctic global warming has spawned an international race for its resources and as artie's lucy kavanagh told my colleague provide of earlier it's all getting quite heated. well basically mr putin said that the military russia's military presence in the arctic region is going to be one of the top priorities for the country he emphasized the importance of a soviet era military base in the islands which the military had started to overhaul earlier this year officials say that this facility is very important for sort of protecting shipping routes that basically link europe and the pacific region across the across the arctic ocean but of course that's not the only base there's a whole chain actually of bases in that area that had fallen basically into neglect after the soviet union had collapsed and mr putin said that those would be referred to and built up again sure of course there are so many contenders that so many
12:14 pm
countries want a piece of this pie is a call it so well to stake right basically it's the arctic's abundant resources while natural gas and minerals that are because of climate change are now becoming accessible whereas they weren't really before now the arctic could hold some ninety billion barrels of oil and nearly one thousand seven hundred trillion cubic feet of natural gas that's according to the u.s. geological survey and that could be up to ten percent of the world's petroleum supply there's also precious iron ore rare earth minerals and so a lot of very profitable resources that could make a lot of money for different companies and countries the warming climate has also opened up a northern sea route that's basically ice free during the summer and that's gotten countries like china interested as well because for example for china if they were to use that routes to trade to ship things to europe that cuts thirty percent off of the costs and experts predict with the melting of the the ice caps that many more ships not necessarily ice breakers will be able to go through there so again a lot of money and
12:15 pm
a lot of basically profits potentially at stake here with all these claims being made as well as those military forces being beefed up it seems a bit dangerous so do things that are old experience that certainly doesn't mean the worry is that this could spark some sort of you know perhaps an arms race essentially over their resources here. because again i mean this area doesn't necessarily belong to any one country there's a u.n. . law the u.n. convention of the law of the sea that governs this area and there's a bunch of countries that have signed on to it but again with the polar ice caps melting with more resources becoming available different countries are sort of haggling over political and economic leadership in the area and we've actually already seen an escalation of this for example on monday the canadian foreign minister said that canada and intends to lay claim to the north pole as part of its bid to assert control over the arctic that of course is raising tensions with russia and so it really is unclear how this will develop but certainly as those resources become more available more countries do want to take to this area that

before no one really cared about the boundaries because the stuff wasn't really obsessive. in the south african city of johannesburg to bid farewell to nelson mandela a man seen as the ultimate symbol of peace with all of you with the details of the moral service. well yes this has been one of the most important days in south africa's history tens of thousands of south africans turning out to pay their last respects to nelson mandela the focus today was at the f.n.b. stadium the largest stadium in the country where tens of thousands of people turned out despite the rain that did keep some away but in south african culture it is believed that the rain is a sign that the deceased has been joined with his or her ancestors there were dignitaries from all corners of the globe but none the least of all was the american president barack obama who said and i'm quoting that mandela was
12:17 pm
a giant of history he was the last of the great liberators of the twentieth century but as often happens in such tragic and very often sad circumstances world leaders use this as an opportunity for their own personal politicking now obama did raise a few eyebrows when he shook hands with the cuban leader raul castro and this is despite the fact that embargo between the two countries is still in place of all that was also caught on camera smiling with the british prime minister cameron and the danish media this too despite the fact that there is tension between these countries and there has been a lot of tension recently at the same time another interesting opposite. prime minister now he was caught on camera when he was questioned by people in his own parliament who pointed out that he might not be able to fly to south africa because of a knee injury and at the time he said and i'm quoting here i am dreading i will have to go but he has come as have other world leaders are using mandela's funeral as an

to. the chemical agency overseeing syria's toxic disarmament says there is a high chance the next phase won't be completed on time under the current timetable most critical chemical should be transported out of the country by the end of this year but since the route from damascus to the port city of the takia runs through rebel held areas there are fears the weapons could end up in the hands of the extremists so far syria has come forward with all the that is expected to finish the process in the middle of next year will join me live now is good order he's a french journalist who's been following the story from the outset the possible delay is now being blamed on the rebels so it seems that is that fair.
12:21 pm
well the rebels have been delaying everything i mean the main problem in syria right now is that the country is overrun with foreign fighters and mercenaries who've been sent in there by the gulf states by train nato so that's the reason why we're not making any progress in syria for over two years now it's impossible to make any progress when you've got professional criminals running amok in the country terrorizing the local population using every means possible to destroy the infrastructure destroy civil society. cannibals psychopaths death squads what do you expect this is. the big problem in syria and the syrian government really is quite busy these days trying to protect their cities protect their communities rebuild their infrastructure rebuild all the schools all the hospitals all the bridges all of the infrastructure in the country has been destroyed by these gangs so the big danger of course is that they will get their hands on chemical weapons this is what we should be focusing on here the syrian
12:22 pm
rebels could get their hands on chemical weapons these are not responsible actually these are not professional soldiers these are recruited death squads they've been trained by nato in turkey and they're funded by states all right so it would be dangerous and so therefore all of the syrian government disarming is close absurd so therefore should those rebels who you say have these international backers should not those attackers then get involved themselves pressure the opposition to make sure that syria is rid of its chemicals as promised. well there is that would be a good idea wouldn't it but they're too busy funding them and supplying them with weapons i mean there isn't any willingness on behalf of the. united states and its allies to actually stop or is this arming the rebels they've been arming in the open they are bringing them now for some time so they're they're not interested in
12:23 pm
stopping. the arming of the rebels so as for the syrian national council the syrian national council is just a group of crooks and opportunists who spend most of the time living up here behind me in paris they have you see whatsoever they have no represent they don't represent syrian people. all day so have any support on the ground in syria that mostly on you know nobody seems to know who they are they change all the time so they can't take any real pressure on these gangs either so i think the gangs are fighting among themselves and write a short list of more problems let's say if this deadline is going to be missed and looks as if it will be missed just how much of the blame will be put on the assad government by the international community here just briefly. so i would say all of the grain the whole modus operandi here is to use for these gangs to commit crimes war crimes and crimes against humanity and then
12:24 pm
systematically blame the syrian government so of course the syrian government get the blame for everything they've been blamed for the entire war even though they haven't actually been the ones who have been responsible for the crimes or almost all of the crimes in fact i would say almost all of the crimes have been committed by the rebels the syrian government the syrian army have been protecting the sovereignty of the country against an imperialist and in the end. there is absolute but of course they will be blamed for everything and this is going to systematically the whole approach in the west so there is no question about that they will be blamed if they all get it have been going to have to leave it there do they really feel very much more to use the armed gangs all right ok thanks very much and they will have to leave it there get a coma journalist and author who as i say as i said earlier has been covering the syrian crisis extensively thanks very much indeed for your thoughts. one hour for global headlines for you student supporters of deposed egyptian leader mohamed

more like empty promises this woman can only fit me and my cameraman into her new home she apologizes but there's simply no room for the whole crew inside she's one of recent lows from the fukushima area forced to leave their homes amid the twenty eleven nuclear disaster. when the tsunami hit we were told to pack only necessary things and run away they said it would be only for two three days now living in this cage of a house returning to our old house is a dream which we know won't ever come true well being fed with promises of a bigger house but that's as far as it gets promises. this is just one of the quickly erected residential areas where fukushima exiles have relocated to there are hundreds of makeshift camps scattered across the region accommodating more than three hundred thousand people all of the four hundred three settlers living in this particular area used to have a large house as before the focus accident now they are forced to live in this

thirty square meter dwellings they were told that this would be just a short term measure but it seems in their case the old saying there is nothing more permanent than temporary suits very well the majority of these people are pensioners suffering from different ailments they are jobless just as surprisingly many of their younger neighbors this man used to run a profitable venture now he barely makes and meat. i had a one hundred thousand dollar a year business producing honey now it's destroyed forever just like my life on top of all that i'm offered neither financial compensation nor any job that's why i'm taking tepco to court. the government says it's working on proven conditions for reset but with the fukushima clear up draining billions of dollars out of the state budget it could take years maybe even a decade to do that even local officials are being kept in the dark. the government says is building bigger houses but will finish it in no sooner than two

years and not all of these people will be able to live in those that's as little as we officials on the ground are told by the central government fukushima means a happy island in japanese but that's the last word these people will describe to their lives which are unlikely to ever return to normal especially with a government that meeting the area around the nuclear site might never again be suitable to live in. ski r.t. reporting from japan a glimpse into the rigorous training regime of the russian special forces is next here on the international. just imagine a foreign leaders like alexander lukashenko or vladimir putin to shoot up an anti e.u. peace or hungry to urge people to leave the e.u.

and join up with the eurasian customs union obviously the mainstream media would be on fire screaming that this is part of an attempt to use up democracy and steal the country's away some sort of imperialist agenda and you know what they might be right about that but the weird thing is that for some reason the mainstream media isn't talking about foreign politicians speaking to and or possibly agitating protesters in ukraine like speaker of the lithuanian parliament loreto grows in india and vice president got sick put to sea of each and former polish pm jaroslav kaczynski he had the european union brassfield is just fine for their politicians to go to foreign countries and fire up protestors to start a pro e.u. revolution but then all their journalists write about is how russia is trying to put pressure on ukraine to not join the e.u. the obvious hypocrisy of this stinks all the way up to moscow but that's just my opinion.

you know what i am jenny yeah gunner with the assault section of a second platoon third special forces unit. where we're always on the alert for an armed conflict because if we get intelligence about militants in the neighborhood it's usually reliable but it was the squadron has played a part in conflicts before war but this was the first attack of its kind on terrain like this. when we were expecting them we were ready for them at any moment but it was a very difficult area and they were able to open fire first.
